Authorities are already telling folks to stay off the roads and this is just the beginning with the bulk of the snow still yet to arrive. Joining us live now is dr. Andrew schwartz, the lead scientist and manager of the uc berkeley sierra snow lab. Thanks so much for joining us. Thanks for having me on. Can you tell us what youre seeing where you are and what youre expecting by the time this is all over . Yeah. In the last hour to hour and a half weve really seen winds pick up. Weve also seen snowfall rates pick up. We had a little lull in the storm after it had initially said on there earlier this morning. Were going into a period of increased snowfall. By the time this is all said and done on monday, were expecting about 7 to 9, maybe up to 10 feet here at the lab. 100 inches of snow, thats just a little hard for folks to comprehend. Thats so much. How does this even stack up to other major storms over the years . It has to set some records, right . Well, our number one snowfall of all time in 24 hours was 52 inches. Whoa. So if this storm comes in like it could, its possible that well get into the top ten snowiest days that weve ever had here at the lab back to 1970 at least. So its looking somewhat promising that it will at least give a few of those days a run for their money. It just really depends how it overall pans out. We got a little good news today. The Sierra Snowpack survey, conditions are improving. How much might this storm help and is there any downside, though, to getting so much snow in so little time . Absolutely. Weve seen a lot of improvement going from about 28 in january 1st up to 80 of our statewide snowpack to date. Weve seen a lot of fantastic improvement. This storm, its likely that it will take many, if not all, locations up above 100 for this time of year. With that said, were only at 70 of our april 1st average. We really want this storm to come in big. The big drawback to having so much snow in a relatively short amount of time is likely the avalanche danger. People staying inside away from their homes or staying inside their homes i should say and not traveling, that will help with a lot of the danger out and about, but we will have those increased avalanche danger risks in the backcountry. A lot of folks at home may be wondering, all right, i cant go up today or tomorrow. Do you anticipate a good time to go up and maybe appreciate some of the snow thats come in the next few days, perhaps sunday or monday . Is that a good time to go up there . It really depends how quickly the ski resorts get things cleared. As far as the highway, were supposed to see the bulk of this heavy snowfall really end sometime early sunday morning. So its possible that sunday could be a good day, but realistically weve had this big days in the past and it takes about a day for these ski resorts to shovel out. True. Realistically speaking, if i were to recommend a day, probably monday. Dr. Andrew schwartz from uc berkeley sierra snow lab, thanks so much. Thank you. With all this rain and snow across california many people would love to see a place to store all this water, right . In fact, years ago california voters approved funding for a new reservoir. That project is finally underway. The reservoir will be north of the sacramento san joaquin delta. Wilson walker is giving us a closer look at developments there. Reporter something we hear a lot when we have a year like this one and last year, two good years in a row. So where are we going to put all that water . Right here. This is something thats been in the works for a very long time. A lot of people want to know why this hasnt happened faster. As we all know, california can be pretty deliberate about projects this size. In this case maybe that is a good thing, right . There are places across california where we put dams and reservoirs where were currently trying to undo some of the impact there. This is worth thinking through and the man in charge of making it happen says yes, theyre very close to getting started. Nothing has been built like this in california for more than 30 years. Reporter it has been nearly 70 years since california took a look at the sykes valley and saw the potential for a reservoir that could have as large as shasta. The peak we see to the north is not the northernmost location for the reservoir. Reporter jerry brown says the long slow push to create this new water storage is moving ahead and the payoffs he says will be as large as the new lake itself. It will not dam a river, which is good for the fish. Instead the water will be pumped up out of the valley. Were basically bringing water in off of the river during high flow periods and storing it here in this valley and then releasing it back out to be used or flow back into the river during dry periods. Reporter the natural bowl of limestone creating this valley does most of the work. Only two relatively small dams are required. This gives you a nice angle on the scale of the dam. Its a large dam, but its not huge. Reporter of all the 180 miles of conveyance required to move the water to the reservoir and back out, only 15 miles of it have to be new. So when everything is built and the water is turned on the reservoir will be the eighth largest surface water storage reservoir in the state of california. Reporter what happens to whats here . The community and the valley where some members of the seitz family still live, this would be submerged. Well be underwater about 300 feet. Reporter the authority is it negotiating with land owners. Most are said to be on board with the project. Many are reluctant to talk as the discussion has now dragged on for generations. 60 years and its never happened. So you can imagine the fatigue that you might feel with people telling you you got to move and then no, you dont, but i think theyre getting to the place and theyre older where they understand the importance of this to the community. Reporter and the state with a big push from the governor is trying to get things moving. A project design has been submitted. Now the water right must be obtained. That is a big step, but it is expected to be cleared in the next year. After that then well Start Construction in 2026 and we figure its about a sevenyear construction period, so about the end of 2032. Reporter lets talk money. Its going to be about 4. 5 billion to make that happen. You get about 1 billion from the federal government, 1 billion from the state. You need about 2. 5 billion from local interests. Who are local interests . Theres some people here. Theres a lot of people down in southern california. They want this bank of water, too. When things get dry and you tap into this theoretical lake i would be standing it, i dont know, maybe ten years from now after another four dry years and have another wet year and four more dry years, maybe a couple more cycles of drought and rain years, well get to stand here and talk about filling up the seitz reservoir. You want to save every drop because living in california even on rainy years youre still talking about the concern for drought. Thanks so much. Reporter yeah. They say they all right. On this first alert weather day, were tracking rain and wind the next several days around the bay area and were tracking snow and incredible winds in the sierra. This is the live view from the cdot camera on Donner Summit on i80. Chain controls are definitely in effect. Conditions are bad and getting worse. The camera has been shaking around. Ive been watching people try to pass each other even through this absolutely dreadful travel conditions now and its going to get worse over the next several days. Look at the snow profile as we look at i80 from today through sunday. You get above one mile in elevation, blue canyon at 5,300 feet, 5 to 8 feet of snow, up to 9 to 12 plus feet at Donner Summit by the time everything is added up. It doesnt mean its going to be a 12foot tunnel of snow to plow through. It gets compacted down, but thats a ton of snow. Highway 50 a similar story. Get above one mile in elevation and were talking about 5 to 10 total feet of snowfall. This is a rainmaker around the bay area, same system responsible for both, rain with gusty winds arriving today. The winds will be strongest tomorrow and the storm system lingers heading into the weekend, leftover showers sunday even though thats the drier half of the weekend. Now on first alert doppler there is a band of heavier rain that extends from around Discovery Bay through livermore and through the south bay back to the coast and into the santa cruz mountains. This is moving. Its not parked in place like the downpours last week and the fact the rain is moving and the fact there are gaps in between the waves of additional rain could help us avoid a significant flooding threat. Well look for localized problems as we head through a wet cold stretch of weather the next few days. More offandon showers tonight. Id plan on a wet drive to work. Well have more showers becoming more numerous heading through tomorrow evening into tomorrow night. Its likely when the heaviest rain will develop late evening and overnight marching off to the east and followed up by more offandon showers through the rest of friday night into saturday. Its not going to rain everywhere all the time. Thats part of where we wont see the significant flooding threat around the bay area, but its a wet stretch of weather. Temperatures will keep getting colder. Were in the low 50s for highs over the weekend both saturday and again on sunday. If you have anything outdoors to get done, sunday looks like well catch a little break, showers fewer and farther between, but theres more rain in the forecast farther down the line, mainly tuesday night into wednesday. We add that up over the next seven days and here are the forecast rain totals. Were talking about generally 1 to 2 inches of total rain. Again, even adding on that additional rainfall by the middle of next week, it wont be a tremendous amount of water that falls over the bay area. Its going to be a tremendous amount of snow that falls in the sierra. Inland in the east bay, between 1. 25 to 1. 5 inches of rainfall, some of the higher amounts farther inland in the north bay adding up to about 2 inches or so around santa rosa. The wind is going to be a factor through the duration of this system, the gustiest conditions occurring tomorrow, generally in the 35 to 40mileanhour range Late Afternoon and early evening, but the wind will still be noticeable saturday. Fortunately, these winds arent Strong Enough to lead to significant power outage threats, but its something well have to watch in addition to the localized flooding possible. A showery pattern sunday, a dry day monday, but still a 20 chance of showers. Another round of rain by the middle of next week. The beat goes on. Im tracking the rain, wind and snow in the first alert forecast. Youll be locked in. Blizzardlike conditions set to bury mountain communities in several feet of snow. The wind is Something Else right now. The drive to tahoe, downright treacherous, the impact for ski resorts, our water supply, and the locals getting ready to hunker down.
