Theres always so much color, smells, food, taste, and i really wanted to bring that to life here in this mural. Reporter artists from 11 San Francisco districts are showcasing each districts unique qualities in this festival to kick off the civic pride campaign. It all starts here sf is funded mostly by two local billionaires, tech ceo chris larson, and bob fisher with the gap clothing company. This is not marketing or sweeping our problems under the rug. This is about bringing folks together, exemplifying our pride, and showing the nation that we always come back. Reporter organizers will be buying and running ads in local traditional media and social media in the coming days. The ad highlights San Francisco as an innovative and creative hub thats changed the world. Launched railroads, electric street cars. Reporter mayor london breed says theyre cleaning up the streets and tackling crime to restore law and order. Part of what we have to do along with a Campaign Like this is ensure safety or even the perception of safety. Reporter some businesses have shut down, citing retail crime, but others are still investing in the city, like ikea. And a restaurant in union square this weekend. Get people excited about San Francisco. And part of it is you have to counter some of the negativity with some of the positivity and whats going on. I think its still a world class city, and i also think its up to us and the people that come to visit to take care of this place as if we do love it. Reporter some say while its great to boost peoples morale, they say the real solution to fixing San Franciscos image is to clean up the streets and bring businesses back to downtown. Mayor matt mahan for his part laid out his plan for san jose in his first state of the city address. Focused on four goals to help strengthen san jose, tackling crime, homelessness, cleaning up the community, and Economic Investment opportunities. This years state of the city address was held at San Jose City college, and mr. Mahan said the city has pushed hard to maintain san joses reputation as the safest big city in the bay area. We prioritize safety in the budget by allocating funding to double the rate at which we hire police officers. Weve embraced new tools like license plate readers and speed safety cameras. We have unequivocally declared a zero tolerance policy for drug dealing, drug buying, and drug use on our city streets. Also gave out awards for people helping out members of the community. A search is underway for a suspect accused of stealing a motor home in palo alto. This happened early this morning. A man got into the motor home through an open window, found the keys, and turned on the engine and took off. The owner was sleeping in his parked car at the time. He tried to stop the suspect but couldnt get him in time. The suspect crashed into the victims car as he drove off. It was last seen going northbound on el camino real. Yes, and to illustrate that, im going to start out the forecast with one of my favorite semiregular installments here in the first alert forecast. Its called, hey whats that cloud doing. Look at that behind me. Thats a really spectacular this has been a great afternoon for cloud watching. Those are also cumulus clouds, but a much more interesting way to call it is mackerel sky. Its a saying thats been in weather lore for many, many years, decades, if not more. It looks like the scales of a fish. Anyway, when you see clouds like that, they are a sign of a change. I think the old rhyme is Something Like mackerel sky not 24 hours dry. Meaning you probably have some rain coming. Sure enough, we do. Look at the big picture, ill show you where those clouds are coming from. They dont show up all that well actually when you look at it in the infrared, which is why im going to switch over. We go back about an hour. We look at the High Resolution visible and look what shows up right there. That counterclockwise spin. Beautifully put together little storm coming our way. It does have rain with it and, its coming for us. Even if most of it goes to the northwest coast, heres the broad overview on where this system is going to deliver its rain tomorrow morning in the predawn hours and watch the pattern. Look at that little yellow and orange gash across the north bay. We need to look at that. Of course, we need to look at it for the entire bay. That could be more promising rain for sonoma and napa counties. Well go over all that. Plan on rain for the first half of the day at least tomorrow, especially in the north bay. Well have the details in just a bit. For now, guys, back to you. Turning now to the middle east, israel says its stepping up air strikes on hamas as Ground Invasion appears imminent. Meanwhile, the first trucks of humanitarian aid crossed the border from egypt into gaza. This is video of trucks arriving at a u. N. Camp on the gaza strip. But aid workers say more needs to be done. If you were planning to take caltrain on the peninsula this weekend, your plans are about to change. Heres max darrow. Reporter caltrain is not running trains between millbrae and menlo park this weekend as the Railway Agency continues work on its electrification project getting closer and closer to the finish line. Caltrain is going electric and soon dieselpowered trains will be replaced with modern electric trains. But getting there has required years of construction, meaning temporary service suspensions, like the one in place this weekend between menlo park and millbrae. This is all so we can continue to work on our overhead contact system, which is going to be providing power to the electric trains when they launch their service next fall. Reporter a caltrain spokesperson says caltrain broke ground back in 2017. He called the electrification project a once in a generation project that will drastically improve the system. Were talking cleaner, greener, faster, more efficient, more comfortable, just better across the board. Locals would make the trip from san jose to San Francisco in 25 less minutes. Its going to be dramatically faster. Reporter he says its also an important step in lowering Greenhouse Gas emissions. Pushing towards a cleaner form of transportation is vitally necessary if california is going to meet its climate goals. Reporter the plan is to launch service in the fall of 2024. Once there, lieberman says caltrain will serve more stations during peak hours with more trains, and the electric trains will be quieter than the dieselpowered trains. But before we get there, commuters will continue to have to deal with Intermittent Service suspensions. For the time being, best thing to do before you go anywhere on a weekend, go to caltrain. Com status. That will let you know if there are interruptions to service. Reporter and though trains arent running this weekend, there is a bus bridge in place connecting people to redwood city, san mateo, burlingame, and millbrae. A different closure this weekend for south bay drivers. Caltrans shut down southbound 87, also known as guadalupe parkway, through five miles of san jose. Heres a map of the closure between 280 and 85. Caltrans recommends detours. Everything will reopen 5 00 monday morning. But then the streets will be wet. Or will they be wet monday morning . We answer these questions through the medium of darren peck. I love the suspense. Thats what i want to get to, all the timing on the rain. Since i am a cloudwatching geek, and i know there are others out there like me, hopefully watching, got to go back to the mac mac rel sky. We call it that because they look like fish scales. In the installment of, hey, whats that cloud doing, you can see the ripples in the atmosphere. Theres stronger winds in the upper levels heading for us right now. Theyre doing a little bit of a wave like this. Where you get an up wave, you get a cloud, where theres the down wave, it evaporates. Mackerel sky, mackerel sky, not 24 hours dry. There are others that go into that kind of thing, you can look it up. Rain coming in less than 24 hours. It shows up better when you go to the satellite. When you look at us from space, here we are. That thing is coming right at us. The best of the energy is going too far north. Were going to get rain out of this, lets time it. Big picture, how the storm comes together. I showed you the accumulation for Northern California as a whole, but now i want to show you the individual cells that are coming for us in the north bay tomorrow morning. And youll see it as we get to like the 9 00, 10 00 hour. Thats decent rain. So this is like the northern half of sonoma county. This is not just light stuff. Its not downpour either, but it should be the most impressive weve seen yet from this series of weak fall systems that weve had. They come in, drop 0. 1 an inch of rain, this ones going to do maybe 0. 25 an an inch of rain. We would laugh at that after last years deluge of storms, that would be nothing, but this is the most impressive so far this season. And itll pretty much be focussed in the north bay. Not exclusively. Keep your eye down here as we do into the afternoon. Scattered showers into the afternoon. Spotty on again, off again, hit and miss. Breaks of blue sky, a few more clouds. We wont be looking at the mackerel sky so much tomorrow. Well have a different crop of clouds coming in with a chance of rain. If we look at it in terms of how much well see thats 0. 3 an inch of rain for heelsburg. Santa rosa might get 0. 1 of an inch. From calistoga to napa you see a difference. That doesnt have to go that way. Thats where the forecast models are thinking some of the best energy is going to converge across that Northern Tier of sonoma and napa counties. To answer brians question, rain in the south bay . Look at that, technically 0. 01 an inch of rain possible. Mountainview has 0. 02 of an inch of rain. Likely not impactful at all. Thats the first system. The second one tries to sneak in here later in the week. Look at, that from a totally different direction. Whole different kind of system. That one will be one of those inside sliders. And by that its going to have bad aim, its going to overshoot the top, and its going primarily into nevada. And well watch it but really what well probably feel from that will be the cooler air as that system slides down just to our east. But again, its not a dramatic cooldown either. These are tomorrows daytime highs. Thats sunday. Mid70s inland. Upper 60s in the north bay. In the sevenday forecast, sure, theres a drop of rain for sunday and monday. I mean, the futurecast wants to get a little overzealous and say it might come with a stray bolt of lightning, but i think the odds of that are fairly low. However, your chance of rain in the north bay is pretty good. And for just about everybody else, a little bit of light rain and thats it. This is the one day of excitement because after that it will be partly cloudy. Matt , over to you. The warriors wrapped up preseason play last night. Look at the Marin Headlands today. Time lapse, using the headlands as a ramp. They got lift and then developed, like a fog machine, and then those clouds get blown farther downwind. Interesting looking clouds wherever you looked today. You could tell something was brewing off the coast. The regular satellite missed a lot of it. This is what we normally use, the infrared. Its a great way to visualize it. Today using the actual visual was better. Watch what happens when we switch. Keep your eye right there. All of a sudden the storm appears in its beautiful, tightly wound up, counterclockwise spin. Area of low pressure there. Weak front here. Funky clouds out in front of it there. The timing on this is basically tomorrow morning. Lets switch to the futurecast on it, which has a hard time resolving it itself. You can see it does pick up on some of the rain and what we now know is where the center of that area of low pressure is. Thats what gets pulled our way. And as it moves, it keeps regenerating the showers and we get our chance tomorrow. On closer inspection, well see there is an interesting chance as we get into late morning tomorrow. Lets watch that and slow it down, maybe even a few showers show up as early as 4 00 a. M. , 5 00 a. M. Its really in the Morning Hours tomorrow, what i would consider Early Morning but others might consider late. This is the 9 00 hour tomorrow. So you can see the showers coming right in through northern sonoma. Thats probably one of the better timeframes for rain on your sunday morning. So start thinking about that. Thats enough rain, you can maybe get 0. 25 an inch of rain out of that. Which is not a deluge. Were not talking about flooding, nothing like last winter, but it could be the most impressive rain weve seen yet this fall. Which is exciting on the one hand, on the other hand, not saying much. In terms of everybody elses chance, do you see what happened there from like noon on, scattered showers will develop really anywhere. But from the golden gate south, that will be your best time. Notice the counterclockwise spin. Its visible in this thing as it comes overhead. Theres a small chance you could get a stray isolated thunderstorm in there. Thats not the primary focus of the forecast. It would be the rainfall amounts. Right now we could get 0. 3 for heelsburg. From bodega bay across calistoga, south of that diagonal line you dont get a whole lot you can measure. Its possible you at least get something, even in the south bay. And you can see how the mountains down here for the peninsula and the Santa Cruz Mountains do a better job job of pulling more out of it. Thats it. By the time we get to monday, well be done. Then the next systems coming. Not from out there, like this one did, watch this next system sneak in from up here. Its coming down from the gulf of alaska, and its going to be one of those inside sliders, which means it overshoots us and goes down the inside to nevada. So we probably dont get rain from that one. Thatd be friday. Look at the cooler air coming our way. Well feel the cooldown as it gets here. Heres your forecast for tomorrow, with that chance of showers, on again, off again clouds breaks here. In the low to mid70s for most inland valleys. In the sevenday forecast you see that chance of rain for sunday for just about everybody. Then we clear out after that, and we do pretty much average daytime highs, for most of the week. Well cool down back here. Heres that cooldown from that mass of blue we were looking at from the gulf of alaska. It cools the north bay down to 73. Its not really a significant element. What i started doing is just crossing them off actually using a green felt pen and just crossing them off as i went. Reporter now retired it still feels like a fulltime job, always on the go from course to course. But hes learned that theres something much more important than the score at the end of the round. For me its the journey of playing golf every day, which is so unique, because some days you play good and some days you play bad. Reporter he typically shows up to a golf course alone, but hes always eager to see who hes paired with. And the threesome youre with, they havent checked in. Reporter his memories made with family and complete strangers are what have meant the most to paul over this decade and a half journey. Nice swing. Theres always something you have in common with. From cbs news bay area, this is the evening edition. Now at 6 30, a family of ukrainian refugees have a new place to call home in the bay area. Ukrainian forces continue to push back against the russian invasion. One family who escaped the war received a heartwarming welcome from volunteers in the east bay. John ramos is in danville with the story. Reporter a family was able to escape the war in ukraine and make it here to the United States but for the last year, theyve been looking for a place to live. Well, today they moved into their new apartment but not before a group of volunteers showed them what it really means to be home again. It was moving day for this mans family. He, his wife, and son finally found this apartment in danville, but its worlds away from the ukrainian homeland they fled 18 months ago with all their worldly possessions in just three suitcases. I saw all of these tanks all around, bombing, just this helicopters and all of that. And i told my wife that its time to go other wise we will die there. Reporter but on this day, they encountered a different kind of army, volunteers from a group called grateful gatherings. They do a kind of home makeover for people moving into a new place after a crisis. Cofounder Chris Flitter says their clients almost never have the means to furnish an apartment. They walk into that home with sometimes a box of personal belongings. And thats it. Reporter after sending the family away, the volunteers got to work hauling in a truckload of donated furniture, new dish, kitchen utensils, even artwork for the walls. As the crew worked furiously in every room, the only problem came when they couldnt figure out how to unscrew an unwanted piece from the coffee table so. Basically they just yanked it off. Yay, you got it. Woo. Generally we dont do what we did there where we have to, like, force it, but we figure it out in the end. Family is coming home in 15 minutes. Reporter after two and a half hours of work, the finishing touches were being applied just as the excited homeowners arrived. And then, of course, came the reveal. Oh my gosh. Welcome home. Its just miracle, its fairytale, or what is this. Its something unbelievable definitely. It has been three weeks since Kevin Mccarthy lost his job as house speaker, and theres nobody that has filled the job. After three failed votes, house judiciary chair jim jordan was removed as the nominee to be the next speaker by his fellow republicans. It was a fight that included anonymous threats against republicans who voted against him on the house floor. This all comes less than a month until the next deadline to avoid a potential government shutdown. We need to come together and figure out who our speak ser going to be. Im going to work as hard as i can to help that individual. Its astonishing to me, and we are in a very bad position as a party. We did talk to bay area congressman john on whether he thought his friends across the aisle would be able to work something out to elect a speaker. Im very, very pessimistic. The past is prologue. More samples have been collected today as theres a mandatory boil water order over e. Coli in the towns water system. If the tests come up negative, the boil notice could be lifted as soon as monday. Residents are being told to boil tap water or use bottled water. Some store shelves were out of bottled water after the order was put in place yesterday. I feel like its something thats happened in the past, and when it happened, it was concerning then and its still concerning now. This is the second boil water order there in about the last three months and has impacted more than 1,000 residents. At this point, its unclear where the e. Coli came from. An oyster can do so much more than turn a grain of sand into a pearl. Although, frankly, thats not bad. Reporter olympias are not endangered, but their abundant numbers have dramatically declined, largely due to overharvesting during the gold rush, as well as pollution and loss of habitat. Now scientists, researchers, and volunteers are working to restore the olympias in the wild where they once historically thrived. We are here to bring back oysters to the slough. Were at an estuary. Reporter shes leading the pioneering effort at this estuary at the heart of monterey bay. We are just doing it with optimism and hoping if we can bring back 1 million oysters to elk run slough, theyll be selfsustaining. Reporter in the slough, the oysters wont be harvested. Theyll filter water, stabilize the shoreline, and provide habitat for other creatures, all big benefits as the planet warms. So its really important that we help to restore this population. Reporter first stop, the hatchery at moss landing marine laboratories. We have baby individual oysters. Reporter here wild olympias are borrowed from the slough to breed babies that will go back to the slough. In a hatchery we can control a lot of the environment and make sure those little babies make it through to being juveniles. Reporter the baby oysters require tender, loving care, microalgae for food, the right temperatures, and plenty of fresh water. Theyre very needy and very dirty, so they are really fun to take care of, but they need a lot of attention. Reporter when ready, theyll attach to hard surfaces, including these large clam shells. That we actually collect from the slough. Reporter the team carefully gathers the oysterencrusted shells, puts them in special mesh bags, and packs them in a cooler. Next up, the slough, where the scientists and volunteers are ready to jump into action. I believe that natural, like, habitats should be maintained. Reporter the work is unusual. Were taking count of how many baby oysters are alive on these clam shells. Reporter they record the data and then secure each clam shell to a pvc pipe. Once all the oysters are counted, secured, and tagged, about 80,000 babies, the rubber booted volunteers caravan down to the estuary. Please just check the zip ties, that theyre actually locked. Reporter here they form a brigade and pass the pipes down to the scientists, who plant them into the mudgy goop and low tidal waters. On my watch, i dont want to see the oyster disappear from elk run slough. I ate it already. I couldnt wait. Delicious. Reporter back at swans, patrons think the effort is well worth it.
