Northern san jose. Today the Council Agrees to start negotiating a plan to put 75 small cabins on a t at the intersection. Now, here is where it gets interesting. The buildings would be fully solarpowered, the first of its kind in our area. And, the billionaire that owns the land wants to lease it to the city for 1 a year. 1. We go to san jose with more on this proposal. Reporter you are looking at 2. 6 acres of land that could be transform into a mobile quick site. It will house 75 cabins and 150 people. Now, i was able to speak with one of the leader whos is pushing for this site to tell us what it could mean for the community. Reporter elizabeth is the founder and ceo of dignity moves. A nonprofit that focuses on ending unsheltered homelessness and assisting and possibly developing this project. It does not end homelessness but it gets the person stabilized where they can take a deep breath and have a chance to work on what the permanent exits are. Reporter she shares that the solarpower housing site would provide beds but a full complex with amenities. The cabins will be placed on a land temporarily and be in a five year lease. Because it is temporary therefore it does not have a longterm impact on the environment does not go through the environmental reviews, does not have a longterm impact on zones use so it does not have to go by all of the zoning restrictions t opens up a lot of doors. Reporter thanks to a local businessman who owns the land is donating it to the city for this use for just 1. Works faster and basic dignified shelter and then require that they come inside and get access to services for the benefit of themselves but also the brooder community. By the time you put them on a site and includes dining buildings and bathroom buildings, computer lab, landscaping, the project works out to 75,000 a unit the units are good indefinitely. You can pick them up and move them. The cost of the project is 11. 3 million this is just the beginning and shares the goal is simple. To provide unhoused neighbors with support and a safe space. Even with the 1 lease the project is expected to cost the city nearly 18 million. Including taking the homes down after five years. The city says the site could be completed by mid2024. The heat advisory goes into Effect Tomorrow at 11 00 a. M. Including most of the bay area. Despite the fact it is a heat advisory i dont think it will be dangerously hot. Exercise common sense and make sure you are not overdoing it during the hottest part of the day. 90s inland on wednesday and the heat does not peak until thursday. It gives officers access to Technology Like drones, ease restrictions and Police Chases in the city and reduce requirements for officers. She thinks it is time to have a stronger reaction to crime. Many of the tourists that come here, can you imagine going to a city, a beautiful iconic city like San Francisco and all of a sudden your entire trip is ruined because your passport is stolen. This has been going on for far too long not everyone thinks it is a good idea. Policing does not equal safety. The Supreme Court themselves said just because you are a Police Officer does not mean you are responsible and as a result of that has meant that it does not necessarily bring more safety to communities. Any elected official right now should be understanding what is happening on the streets we met with delta right in the heart of the mission where she works as a community leader. She says overpolicing cost enough damage to communities of color. There is policy paper after policy paper. There is study after study that shows so often overpolicing does not create more safety. And, who gets to be overpoliced . How they get to be overpoliced falls around racial, class and economic lines. Her biggest concern is use of technology. Right now officers can not use cityowned and operated cameras and drones to prevent investigate and solve crimes but if this measure is approved those policies will change and she is afraid these tactics can create more incidents like the bomb back in july where officers clashed with hundreds of teenagers resulting in arrests and lawsuits. Reporter even though the city promises it will be done while protecting Civil Liberties she is expecting a Major Campaign so people can understand what it means she says she will stay on top of this issue having more wofergzs with the community. The record setting temperatures on thursday, 95, the forecast high, the record, 91, it is a safe margin but dropping 10 degrees plus from thursday to friday and friday to saturday. We settle into the lower to middle 70s in san jose for most of next week. The cooler air arrives there is san outside chance it squeezes out a bit of moisture. The rain chances over the weekend are lower than 50 50, higher than they looked 24 hours ago. Still running in the 2030 chance of rain. Something we will monitor as the weekend gets closer. It is just tuesday at this point. I would not adjust plans on a low chance of rain. Looking outside right now, a nice look from mount diablo. The temperatures stand in the middle of 60s and 70s. The fog will not be nearly as widespread as it was this morning, confined to right around the bay and along the coast to begin the day on wednesday and what little fog there is should dissipate quickly. Where it does develop it will be dense. It should be off of the map entirely. The temperatures will warm up from fairly close to a normal start. Lower to middle 50s for most of us. The warmer locations to upper 50s to 60 degrees. Once that fog is gone the temperatures are going to take off. Even warmer than we were today. Take a look at where we end up tomorrow afternoon. 91 degrees in san jose, hotter temperatures coming along. The temperatures inland in the east bay up into the lower 90s, too. Middle 90s for free month. Just short of 90 degrees in redwood city. Temperatures, only in the 70s today. Likely to hit the 80s tomorrow, halfmoon bay, getting up to the 70s for the next couple of days, the warmest as well. The temperatures inland to the north bay. Likely to get to 90 degrees, hotter in the lower 90s. Falling short of just hitting 90 degrees tomorrow afternoon. Again, the hottest day is one more day beyond tomorrow. If will be on thursday. Lets take a look at the sevenday forecast the temperatures peak on thursday. Could set records, all of us will be within two to three degrees in record territory on thursday and dropping off quickly. The weekend brings us below average temperatures and the outside chance of a shower or two. It is just an outside chance. The temperatures around the bay, quite a bit of variation from the middle to upper 80s for bayside locations on thursday. Now, middle to upper 60s by saturday and sunday. Then, settle into slightly below average pattern by the beginning of next week. Upper 70s, some spots, threatening 80 degrees on thursday. Then, settle into the lower 60s and could be back to a pattern that brings mist and drizzle into the equation by saturday night into sunday. All right, good for the plants there. Exactly.
