Men went for a swim at Wildcat Beach when a shark attacked one of them. Two people swam back to shore. They told First Responders there was a large pool of blood in the water. Before the attack, they say they were swimming about 25 to 50 yards from the beach. We went to a high point on the campground area above the beach. We were able to observe a good portion of the ocean from there. We had two people with binoculars overseeing the rescue. Reporter aside from firefighters assisting the search from land, there were two jet skis. A Coast Guard Boat and a helicopter looking for the swimmer. After searching 21 square nautical miles in ideal search conditions, we have been unsuccessful so far. The intent here is to continue to search. Reporter Authorities Say the missing swimmer is a man about 50 years old. They say the three swimmers were camping with a group of about 10 to 15 people above the beach. Im told these two young people were a part of that group, but were not in the water with the victim. The further amount of time it decreases the chance of survivability. These waters are extremely dangerous. Most locals know not to go for a swim. There is either a huge dropoff of sharks, rip currents, very dangerous. Reporter hikers in the area and First Responders are all hoping for a positive outcome. To my knowledge, yeah, this could be the first fatal shark attack. But were hopeful that hell be found. Reporter Authorities Say shark attacks are extremely uncommon in this area. The coast guard says they will continue to search into the overnight hours as long as weather conditions allow them. According to trackingsharks. Com, there is such a thing. Theres been at least 32 shark bite attacks in the u. S. This year so far. Now to Contra Costa County where Police Shooting leaves a man injured in antioch. It happened on west 3rd street just before 8 00 this morning. Antioch Police Say Officers were investigating a suspicious vehicle. When they got up close, they say a man sitting inside had a gun. He tried to run away from the car and thats when officers opened fire. Police say the man has a warrant from the homicide earlier this year. Expected to be okay. Now we asked police at t if the officers knew about the warrant before the shots were fired, but we have not heard back. And also in Contra Costa County, one person died this morning in a fire at home in crockett. This happened around 7 00 on lillian street. Fire crews say heavy smoke and fire were coming from the first floor of the house. They were able to contain the flames within an hour. The fire crews found the victim inside the home and the cause of the fire is under investigation. Today, dozens of California Law enforcement agencies were set to receive money from the state to fight organized retail crime. 267 million being spread across california. Here in the bay area, 13 Law Enforcement agencies are set to receive the money as well as four local d. A. S. Money is suppose to go to things like surveillance equipment, the security staffing, even vehicle theft. Oakland did not receive a grant though because city officials, they missed the deadline to apply. It all comes as a new poll will find People Living in the bay area are rapidly losing faith in their downtowns. It is not just San Francisco. But max darrow says not everybody is all that worried. Reporter anthony and Doris Calderon were the along with many folks visiting from toronto. Honestly, nothing, but good stuff from our end. Reporter a recent survey of folks who live in the bay area, reveal many locals do not have great stuff to say about their downtowns. According to the survey sponsored by the Bay Area News Group and joint venture silicon valley, 80 of voters stayed downtown San Francisco, oakland, san jose, as a major problem. And that is a very high result. When you do public surveys, you dont expect to see the big numbers. You expect to see simple majorities. Reporter Russell Hancock works with joint valley. I know in europe, they do a much better job giving people shelter, and thats what we need with more Public Programs to help mitigate those problems. Reporter but there is no question that the boom and bust region is in the mist of the bust. However, that means opportunities to grow. Anybody who has been alive long enough knows that these things will cycle. We know you should never get overly exuberant during the downturns. In the meantime tomorrow, the governor axe experiment to tackle the Mental Health illness in california will begin the first care courts that are set to open in San Francisco. And the program is being rolled out in seven counties statewide. San francisco is the only one in the bay area. One major change, family members, the roommate, anyone who has witnessed an individual experiencing Mental Health issues can request a judges intervention. The judges will be able to order people with untreated psychotic disorders to get help with counties required to provide the aid. People will have access to an array of services that could include residential treatment, medication management, case management, therapy, services. The program will last up to 12 months with the possibility to extend for another year. The court is expected to provide regular oversight, but they cannot require treatment. And now to marin county. As we get ready for fleet week to kick off, john ramos looks back at the history and connection for late senator Dianne Feinstein. Reporter its not the first time the military had put on a show in San Francisco. But in 1981, fleet week became a regular event. We have Dianne Feinstein to thank for it. Blue angel air shows date back to 1950 when the formation flyers buzz low over the city. The jets were painted black back then because shortly after the show, the unit was disbanded to serve in the korean war. But 30 years later, mayor Dianne Feinstein got an idea that she said at the time was strictly business. The navy is build its fleet. San francisco is a large ship repair center. And we would like to have more business from the navy if that is possible. Reporter that is when the fleet week we know of began. Reporter it was noon when a squadron from the third fleet made their entrance into San Franciscos bay. And the Navy Spokesman says it is appreciated. And that is why San Francisco has become a legendary port visit where they go home and they talk about how much of a great time they have while they were here and all their friends who were not on that trip, they want to do it next year. But over the years, millions have visited, likely spending hundreds of millions of dollars. So it turns out Dianne Feinstein was right. They did get more business from the navy after all. On friday, well bring you the parade of ships at 11 00 in the morning, and the blue angels live at 3 00. All right, so we would like to see the blue angels. This year. Yes. Last year was not very good. Weve got good odds this year. So the air show is on friday, saturday, sunday, and all three shows are in the sevenday forecast. There is reason to be very hopeful. This year it will go well. But before we get to fleet week, there is a bigger issue weather wise with a big warmup coming. There is today by the way with a little marine layer from the time lapse, looking out over from where the show will be taking place, from the mark hopkins hotel. Theres a little bit of the marine layer there now. And that is not as bad as last year and probably wont be there this weekend. Let me show you why. Daytime highs for today, well below average. You could get just as warm in San Francisco as you would maybe not as warm as some of the inland valleys, but youll get the warmer days this time of the year as the takeaways. The bill would have enabled workers on the strikes for at least two weeks to receive as much as 450 per week. But unionized healthcare workers are negotiating new contracts with kaiser. Bargaining would continue if they dont reach a deal. The earliest that the strike could begin would be on wednesday. The union wants more money, more job protections, more staffers for its part in the statement kaiser said we continue to make progress on key issues like a redesigned performance sharing plan with the updated payout opportunities in the case that the strike does begin on october 4. We will have contingency plans in place to ensure the members will continue to receive the safe, highquality care for for the duration of the strike. Its been 30 years since 12yearold polly klaas was kidnapped from her petaluma home. Her body was found two months later. Following her death, pollys dad created the foundation to stop crime against children. We didnt get out of the 70s once again all day, and we did the comparison on this in the last visit. By thursday and friday, we will be 15, 16 degrees warmer than that with a good example. Here is monday. Pick out your favorite part of the bay. Thursdays numbers. You can see the difference. But there are some really good qualities about this warmup. That we could be getting into the fire season right now. These offshore wind events, they will give us the warmup. They could typically be that whole reason why that would happen. But were not going to do it. Instead, we are just going to get the best of all worlds here. Let me show you what you mean by that. The showers, the downpours at times in the north bay and the occasional thunderstorms and that counterclock wise spin. That system is going away from us. And now well look out to the pacific as we would see the exaggerated pattern out here. Now look at the storm track. Any time that it does that, we could show you what the pressure fields look like as we could see that everything is going up and over the big dome of the High Pressure. Set up right off the coast. Now you notice how it is spinning clockwise . And so the location of these things, they will have a huge influence. On what the weather will be like here. When you find yourself on the edge right here, you notice how were just on the edge as that will come around and spin that way. That will give us the northerly winds. Now look at the windfields. The winds are going offshore. If we come in for a closer look at home, now thats the kind of scenario that could give us the fire weather. So the one other way to look at it, what will the wind speeds be down like at ridge tops . There will be the offshore winds on wednesday. But they are not crazy strong. What they are is just Strong Enough to deliver the warm and dry. This is the kind of situation that will just totally evaporate the marine layer, but it doesnt give us the significant fire weather concerns. The humidity levels, they will be low as we get into wednesday and thursday. But not critically low. Its kind of like the goldilocks if you wanted a nice fall warmup without any concerns, this is it. Not to mention its fleet week coming up. It is almost working out perfectly. If you look at the transition that we just watched the shades, below average to above average by friday. Here is what it looks like in your sevenday forecast. San francisco, stretch of three days in the 80s. Its october. Why not . Oakland, youll go to the mid80s. The north bay valleys, youll see your temperatures in the low 90s. San jose will go to the low 90s. And wait for it now. This final line, inland east bay, which we focused so much on the summer because of the extremes and the shores will have a look. But what i really want you to see is the bottom line. One of the many bills sitting on Governor Newsoms desk tonight would force private insurers to cover the cost of hearing aids for children. Its been there before though and failed. Our lauren toms spoke to a north bay mom who says going without a hearing aid is not an option for her son despite what their insurance seems to think. Reporter the sounds of the playgrounds are amplifying for 6yearold jake james. His hearing aids help him hear the world around him. In order to connect with everybody else and hear what everyone else is doing and learn and play, he needs his hearing aids to be like his peers. Reporter jake was born hard of hearing. His mom, christina jane, says they were floored to hear hearing aids would not be covered by their insurance. To hear they were not covered, we were surprised because this wasnt something that we just picked out for him to have. Reporter its estimated that 18,000 children in the state are living with some level of hearing loss. California is one of roughly 20 states that does not require Insurance Companies to cover the cost of hearing aids. But proposed legislation could change that. A bill has made its way to governor Gavin Newsoms desk, requiring the private Insurance Companies to include coverage for hearing aids in people under 21. Every four years, families pay 4,000 minimally. Its 6,000 on average for hearing aids. Call it either cosmetic or elective if you can believe that. As parents, were like its neither. Reporter dr. Dylan chan says the issue was not only medical, but urgent. This is not something that can wait. It is not like you can, you know, not have a hearing aid when youre a kid and catch up when youre an adult. Kids really require this access to sound early on in their life when theyre a baby. Otherwise they really can develop these permanent speech, language, developmental delays. Reporter the National Institute of health estimates the child with permanent hearing loss who does not receive help such as hearing aids can cost an additional 1 million in education and other required services. Were sort of living in that space right now in california where families are having to choose between paying for a medically necessary device for their childs development and hearing or putting food on the table, right . Reporter for christina and their family, they budgeted for the cost early. They know thousands of children are living without help. Theyre always thinking about it. Youre either thinking about it, okay, thats coming. For our family, we know that, you know, we have been able to do that for jake. We will continue to do that for jake no matter what. But a lot of families have had the same thing. Reporter it san issue of health equity, she says, fighting for other children to hear the sounds of the world as her sun can too. They do cover hearing aids for minors, but only covers about one in ten kids who needs them. The governor will have until october 14 to sign or veto the bill as we did try to contact his office to ask what he plans to do as they told us that we dont typically comment on pending legislation.
