Late today, all state beaches in both orange and San Diego County were declared off limits to the public. Reporter lightning strikes light up san diego, sounding the alarm for whats predicted to come as hilary speeds its way towards the southwest. It is scary. I mean, we dont know whats coming. Reporter the storm is barreling north from baja towards Southern California, putting many communities at high risk of excessive rain as much as ten inches. What the National Hurricane center calls catastrophic flooding. We strongly advise people to stay home. If you do not need to be out on the roads, please take yourself out of the equation. Reporter to dodge hilary, a dozen Navy Carriers and ships are being moved out of san diegos ports. Well move out to sea until the conditions are right to bring them back. Reporter other vulnerable beach communities hope berms and sandbags are protect them. Theyre sandbagging to help out the neighbors that cant do it for themselves. Reporter the storm already being felt in californias Mojave Desert with a record shattering four inches of rain possible. The heavy downpours has many concerned the Southern California hillsides, weakened by the massive winter storms, could give way. Its so unknown. I dont know just how hard the storm is going to hit. None of us do. The attorney general issued say warning to businesses about price gouging, reminding them that its illegal to raise the price of essential items by more than 10 during a state of emergency. For what happens overnight and tomorrow in the bay area, how much were going to feel the impacts of this, mr. Peck, whats the latest . Yes, and well look at hilary. But first, we have a small piece of this coming our way. And well look at that first going to first alert doppler. Boy, looking at it now, theres lightning all over the sierra right now. Its lit up. Some of those have been trying to get into the bay over the last few hours. We may even have a brush with a few in the overnight hours. But this is not related to hilary. Not yet. Monday morning is our brush with hilary. So anything we see tonight, few isolated showers for the inland parts of the east bay. Now we look at tomorrow, and look at the clear, defined line. Thats the leading edge of the cloud shield from what will be the remains of hilary. Ive taken us into tomorrow at noon, and once we get into the afternoon, watch what happens. Some of the showers get pulled into the bay. By those showers, i mean very weak remnant moisture that could potentially turn into an occasional isolated thunderstorm. That is possible here. Thats different. It didnt look that way 24 hours ago. But thats a small piece of our aspect of what our experience will be from this, and its going to stay that way through monday. If you look at the bigger picture, though, look at hilary. Now you can see all that rain down to the south. When i check back with you in the complete first alert forecast, well talk about the parts of Southern California that need to be the most on guard for this because some places in particular will get hit a lot harder than others. Reporter as the storm barrels north, life threatening and catastrophic flooding is possible in Southern California. The National Hurricane center predicted that hurricane hilary would lose more strength and turn into a Tropical Storm, but dangerous rains are still a major concern. Theres excitement, but also were hopeful that things dont materialize where peoples lives are in danger or theyre losing property or anything like that. But in the event our worst fears are realized, were ready to help. Reporter about 12 hours into their drive, the menlo park swift water rescue operation checked in with me. They were operated this morning by the state office of emergency management. 16 bay area firefighters from various departments are headed to the Imperial Valley to assist with evacuations and rescues. Coming down here with members from san jose who i was with some of the same people in paradise when it burned. Some of the same people i was at katrina with them. Reporter their swift water boats helped to rescue about 40 people in Monterey County when the levee broke earlier this year. I think the more that people and organizations are able to get together supplies and resources to serve the community right now before it actually hits is so critical. For example, we saw families that lost all their clothing. Reporter the Community Group allas helped farm workers impacted by storms in Half Moon Bay and said its standing by to mobilize or collect donations if needed. They werent able to have electricity, so we think about that. Also often times wifi connectivity goes down, and so how do people communicate with one another . Calls are growing tonight for the recall of Alameda County District Attorney pamela price. Supporting that, the families of seven murder victims who held a rally today at the oakland courthouse. They want justice, and they accuse price of being more an advocate for criminals than victims. One of the ones that spoke at the rally says shes fighting for justice though the teen who killed her son already negotiated a plea deal. As a mother, im reaching out to the District Attorney to listen. They said hes a juvenile, hes a juvenile, and they insist juvenile but they have three murders. Police say her son was killed in a road rage incident. The teen who killed him was 17 years old at the time. Now hes serving seven years in juvenile detention. That same teen is also a suspect in the killing of two brothers, but has not been charged in their deaths. There are, of course, supporters of the da and her approach to criminal justice. They say shes doing what she promised to do during her campaign. Like not charging minors as adults and other modifications to the process of justice. To blame her for the crime thats happening on the streets is illogical, irrational, its literally impossible. Um, and she needs a chance to do her job. The da has been on the job for about seven months. We did contact her campaign office, and they, as usual, didnt respond. A state bill aimed at speeding up the development of Affordable Housing across the state has made its way to governor newsoms desk waiting for his signature. No secret that getting new homes built anywhere in california comes with a lot of red tape. Even when money for the development has already been secured. Senate bill 406 would give counties an exemption from some legal reviews in hopes of getting more units built as quickly as possible. And still ahead tonight, celebrating hip hop and filipino culture. And its not just potential thunderstorms on the horizon, but welcome back. Theres an air quality advisory for the north bay tomorrow because of smoke blowing down from dozens of wildfires up by the oregon border. Some smoke is predicted to reach the north baby tomorrow and could create hazy skies. Most of the fires are small, but the biggest has burned more than 8500 acres. With that one theres no containment. Back now to hurricane hilary as it continues to move up the baja peninsula. People making final preparations. Its historic because Tropical Storms, which is what it will be by the time it gets to california, Tropical Storms are ultra rare in california. The last one was in 1939, 84 years since it made landfall around long beach. The storm jumped 11 inches of rain. The winds gusted up to 65 miles per hour. 93 people died as beach communities flooded. The la river spilled its banks, and downtown was under three feet of water. Ive never seen that footage before. So obviously it can cause a lot of problems, and the expectation is that it will. Big difference. All that stuff was basin. Yeah, this is different. Yeah, hilary will have it in for the deserts. Everyone has to really bear down and prepare for this, but the deserts will really get hit, perhaps historically. Well go to the big picture. You can see hilary right now in relation to us. Here we are. All this down here is the rain getting sheared off of whats still a category 1 hurricane off the coast of mexico. So you can see all this stuff getting thrown our way already, at least into Southern California. Lets go to the source. Hilary sits down here. You can see it on satellite. Over the last seven to eight hours its lost its structure. It was a really impressive hurricane with a tightly wound eye wall and high intensity. It has weakened. And if we put the numbers on it, its a category 1. Well come in close for a look at the category 1 and take it forward on the forecast and tomorrow its still a category 1. At 5 00 a. M. Our time. But between then and the time it gets to the border, it will weaken to a Tropical Storm and it will be kind of on the high side of Tropical Storm by the time it crosses over and gets towards san diego. But a Tropical Storm nonetheless. The strongest winds with that are sustained winds of perhaps at 50 or 60 miles per hour. Thats still impactful. But its the duration of the rain that will have the biggest impact. Lets watch it from that vantage point. Well switch over and show you the Tropical Storm warnings. Youve been hearing about this for days. Watch the futurecast on the rain, and well time it out in terms of when the rain is actually getting here. That gets to sunday. Into the late morning, you start to see the organized bands tomorrow. But its the afternoon when things get more impressive. Now youre seeing the deep shades of red. And look at the focus. Most is toward the east side of the state. Thats the heaviest rain and will work up and over the deserts throughout the day tomorrow. Its not just that theyre getting the heavy rain, its that the deserts are not geographically built to absorb this much rain in 12 hours. Some places could get up to four inches. For some areas of the deserts, thats as much rain as they get in a year or two. And theyll get it in 12 hours. Thats why this will be a historic problem. Theres no precedent, since weve been keeping track of this stuff, for that much rain to fall over that part of california in that short a period of time. Thats where the headlines come in. Yes, everybody gets rain. La, orange county. There will be street flooding. It will be impactful, a little more for san diego than la county just because theyre a little closer to the front lines. So street flooding, broken branches, debris on roof tops. But its a Significant Impact for the desert. You can even see it looking at the wind field. Watch how this comes october. Tomorrow, you still have the structure. Its still spinning in an organized way. So the Tropical Storm still has organization to it, and the way these storms are built, the worst that they have to throw at you is always in the northeast corner. Thats just the way things work from the physics of these storms. That places the deserts right in that quadrant or corner for stronger impacts. So our chance, just another review of that, we might get a few showers out of this monday. Monday morning and morning afternoon. Maybe an occasional thunderstorm. It should be fairly inconsequential for us. Not a lot of significance, but still, if you get a thunderstorm, it will grab your attention. Theres a 20 chance of that bay area wide on monday. That would be from leftovers of hilary, technically. Nothing happens here tomorrow, except its relatively sunny and warm. Well be in the low 90s for the inland valleys. And when we look at the sevenday forecast, we start to see, by the way, theres a little bit of smoke coming our way. Heres the sevenday forecast. The one thing standing out is of course the isolated thunderstorms on monday. But once this clears out, and those clear out fast, then we warm up. If you look at the numbers for wednesday, its going to get kind of hot by the middle of the week around here. Going back to near 100 for inland east bay communities. We wont stay long.
