Its supposed to be a safe haven for young people in the foster care system in Alameda County, a temporary place to live before they get placed somewhere, but instead the city of hayward says its become a dangerous environment where children are vulnerable to sex trafficking and drugs. Kelsi thorud joins us now. The city is blaming the county and even filed a lawsuit on this. Thats right. The city of hayward is accusing the county of willful mismanagement and say among many things a decision to pull sheriffs deputies security at the center is putting children at risk. Hayward mayor mark salinas says for months now hes tried to get Alameda County to help fix what he describes as very serious issues going on at the countys Assessment Center for foster youth. Reports of abuse, neglect. We started to get calls for service around assaults and other types of serious calls. The mayor says the Assessment Center, which temporarily houses foster youth before they are placed with a foster family, is at an undisclosed location inside hayward city limits. The center is supposed to act as a sort of safe house for children, but in recent months the mayor says its become the opposite, a hotbed for serious criminal activity, including sex trafficking. Theres kids inside the center telling girls that if they leave the center and go with their friend, they can go to a better, safer place and theyre coercing them into leaving and theyre leaving and then as a result, theyre getting into cars and theyre being taken to other places in the east bay to get prepared for prostitution. Rebecca edwards is the cofounder of braid mission, an organization that supports and mentors foster youth. She says sadly, incidents like the mayor is describing are all too common. People who are pimps and drug dealers and recruiting for gangs know exactly where to find these youth who are vulnerable and desperate for somewhere to belong. The issue here the mayor says is that the county is aware of these incidents and is doing nothing to try and stop them. He says the county sheriff even pulled deputies from the facility last year and replaced them with a private Security Firm. Now the private Security Firm ill equipped, underprepared and simply not ready, werent ready to handle a population of kids that would go to the center with just an array of very serious, complicated lives. Thats why the mayor says he had no choice but to file a lawsuit against the county, accusing them of failing to perform their mandatory duties. This could end soon if they just provided a plan to fix it. Theres no plan. We havent even received one plan of action to fixing this. We reached out to the county for comment but did not get a response. The Alameda CountySheriffs Office did get back to us but pointed us to an earlier statement from june of this year, where the sheriff stated that the decision to remove deputs from the center came partially as a response to communitybased entities called to end law enforcements involvement with the center. The mayor says the goal of this lawsuit is to get action from the county. He wants the center relocated, a new contractor put in charge, and deputies redeployed to run security. We reached out to the company that staffs the clinic, west coast childrens clinic. They say theyve dealt with untenable situations at the center for years caused by a variety of factors, including lack of funding and shortage of homes for children both in Alameda County and statewide as well as intensified needs of youth coming into the system. They say state and federal law says they can actually not stop children from leaving that facility. This just makes my stomach turn and my parents and my viewer watching now. This is clearly not right. Is the state aware of whats happening at the facility . Yeah. Thats interesting. Its unclear what exactly the state knows. What we heard from a lot of these people is this is something that happens all across the state, but what the hayward lawsuit says is this facility specifically is not filling out the forms when these children leave the facility and that is something that they want fixed and one of the reasons they filed this lawsuit. You may remember the 8yearold found dead in a home in merced in 2022. Sophias mother and boyfriend are charged with murder and child abuse. The girls grandmother sued the county workers for failing to respond to multiple reports of abuse while sophia lived in the bay area. A glimmer of hope for the struggling laguna honda hospital in san francisco, the chronicle reporting now the hospital has reapplied to thed the medical program. More than a year ago it was booted from the program and on the brink of closure with federal officials ordering patients be transferred out of the hospital, but the transfers were placed on pause last summer and now if officials approve the hospitals medical application, there is a chance to end the crisis. Our odds of seeing additional showers or thunderstorms in the bay area are pretty low but not zero. Through the day tomorrow well see some fog to start the day that backs up to the coast. Futurecast is trying to pop up a couple thundershowers over the north bay midday to early afternoon. By far the bulk of the activity tomorrow and again wednesday, maybe even thursday is in the mountains of Northern California and in the high sierra. Temperatures are going to be hot inland for another couple days. This latest spell of hot weather isnt quite as intense as we had earlier in the summer, but upper 90s in concord tomorrow and wednesday, about 10 degrees above normal. We drop down to near or slightly below average temperatures friday, saturday and sunday. Its nice we flipped around things that the cooler days are over the weekend as opposed to the weekend heatwaves in july. We heat up again next week. Heres whats left of the thunderstorm that did develop over the diablo rain, leftover clouds. Almost 70 degrees in san francisco, low 70s in oakland, warmer inland, 80 for san jose and santa rosa and 90 degrees in concord and livermore and the humidity is noticeable, enough to make it feel a degree or two warmer. The fog is largely confined to around the bay, but it will try to spill into some of the inland valleys by early tomorrow morning where it will not last that long backing up to the coast heading towards lunch time. Well see sunshine inland to boost temperatures to about 10 degrees above average. Well start off with 60s on the map, above normal for this time of year, another consequence of the slight increase in the amount of humidity in the atmosphere. So a higher jumping off point for temperatures to take off. Well let the numbers catch up on futurecast. Up into the 80s for most inland parts of the bay area by lunchtime, a mix of 60s and 70s around the bay, mostly 70s for highs around the bay. San francisco and oakland should hit the low temperatures. Inland temperatures will range from upper 80s to 90s and hottest locations around 100 degrees. Fortunately for scrappy here, its not going to be that hot in oakland, but warm enough especially for the snubbernosed dogs like scrappy, too warm for an afternoon walk in the mid70s. In the east bay hotter temperatures into the trivalley and the delta, definitely want to avoid any Outdoor Activity during the heat of the day tomorrow, especially with the humidity making it feel a bit hotter.
