Reporter it is basically the same deal offered to europeans with an assurance that the applicant stay out of legal trouble while living here. Many have lived here for decades. And he gained a lot of respect for them after working in that health clinic. I saw how hard working the people were that they came in to the office and they needed me to get in there tomorrow to work the next day. Reporter and to him, it sounds like a good deal. And they worked for several years, then getting in line. You know, i think it is okay. Reporter after a brief break to eat, drink, get out of the hot sun, the marchers will continue on. And though the feet are getting pretty sore, Joseph Cervantes says he is walking for those who came before him. I mean its hard, but i have a motivation, you know . Im determined and focused. So i mean it is all worth it, you know . Reporter there are marches for Immigration Reform going on all over the country this week and that is thought to be the longest. The immigrants in the north bay and their allies want to prove they have the commitment to reform no matter how far it takes them. And they will stay overnight and where they will meet up with more protesters. The final leg will be to walk to the Federal Building near San Francisco civic center. A live look over the valley, which is one of the hot spots this weekend. But darren says there are changes on the way. Yeah. A big cool down. By the time we get into this week, daytime high, some of it will be as much as 20 degrees below where you were today. Just to set the stage, we are putting together behind us at least from the official climate standpoint. The numbers are in. And what would average be . You can pick it out here to spotlight the hottest parts of the bay, antioch, pleasanton, santa rosa. The averages. Lets switch, so you can see where they came in and there is a theme on there for concord and pleasanton as you all did it at 100 degrees. That makes sense and the hottest part of the bay. Lets change our perspective a little bit and you can see how you did in places like napa, oakland, san jose. But still the story is the same in terms of 10 degrees above average for today. This is the peak. The numbers will start to come down as we will look at the big cool down to feel better for everybody. We also need to talk about air quality. Oakland, youre in that one place right now thats reading moderate levels for air quality at this point. Ill show you what everybody is doing and well see where the smoke is coming from and what it will do in the next few days as well. Well see you in a bit. Back to you. A Police Department in crisis is struggling to fight side shows. Take a look at the scene from early this morning. Crashes, injuries, and an suv submerged in the water. The aftermath of following the wild sideshow at the antioch marina parking lot. That marina is just a block away from the Police Department. Residents and Business Owners tell da lin they are fed up. Reporter hours after the sideshow, we can still smell the burnt rubber. In fact there are tire marks all over this parking lot. A car submerged in the san joaquin river, a part of the sideshow. Well come back to this shortly. Officers responded to multiple crashes involving cars leaving the sideshow and fleeing from antioch police. Not surprised. Not surprised. But sad. Reporter Business Owner kathy bunton says sideshows happen at the antioch marina parking lot almost every weekend. The latest happened sunday around 3 00 in the morning. Its frustrating, hopeless, and a lot of aspects. We dont know, you know, what we can do. Weve gone to our leaders. Weve gone to nothing that will get done. Reporter they say this white car plowed into the black car at a high speed. The white car also took off a fire hydrant. Paramedics transported the innocent female driver in the black car to the hospital. Police say this is the driver of the white car. He was arrested after being treated. They believe he was one of at least 50 cars that were spinning donuts in the parking lot. Officers say this suv also took part before it crashed into a water main in front of the harbor masters office, causing water to shoot into the air. The suv struck a large concrete garbage can. The driver ran away. Police found a suburban in the river at the end of a dock. They believe someone drove it into the river after the sideshow. Unclear if it was stolen. Workers towed the suv out. No body inside. Somethings got to be done because its like businesses like mine and at smiths landing, they just cant go on like that. People dont feel comfortable coming down. I feel sorry for smiths landing. Its a nice restaurant. But things like this will make us not want to come down here anymore. Reporter they say drivers and spectators dont care. The Police Department is a block away. This is almost a badge of honor for people to be able to do this directly in front of the Police Department. Reporter the city recently added these speed bumps in the parking lot, but not very effective. Councilman mike is talking to city staff about adding other rubber barriers to prevent sideshows. He is also asking the city to request help from the chp and the Alameda County sheriffs department. They dont have enough patrol officers. If you look at a sevenbeat system with 31 officers assigned to patrol for a 24 7 operation, the math does not add up. Reporter kathy hopes help comes soon. Maybe getting a gate at the Richmond Marina where you need to pay to get in. Reporter there is a law that fines drivers and impound their cars. Now antioch is looking at a new City Ordinance that would cite spectators. The crews are making progress on their pavement repair project in contra costa county. Its along eastbound 80 in hercules. Traffic being detoured starting at the state route 4 interchange in that town. And what this project does is it actually redoes the highway, the number two and the number three lanes in the center. It is making it much smoother, replacing the concrete, making it safer for all the motorists. The closure will end tomorrow at 5 00 in the morning. Eastbound 80 will also be closed on the august 18. More closures are scheduled throughout september. Still ahead here at 6 00, were off to the slowest start to fire season in a quarter century. But an effort to try to cut down wildfires through a prescribed burns is hitting the roadblock. And plus the u. S. Womens soccer team will make history, not in a good way. How it only took a couple of inches to send them home from the womens world cup. And later a Bay Area Hospital tried to cut down on Greenhouse Gases and you probably didnt even realize that they were a source of emissions. Well have that story when we come back. As we head towards what is often peak fire season, prescribed burns are one way to cut down on the wildfires or at least limit the fuel available for them to burn. But as kelsi thorud shows us, those efforts are facing a big roadblock. And so as you can tell, these woods had a small amount of logging. All within them. Reporter Jared Childress is one of a handful of burned bosses in california who is certified to lead prescribed burns. And what we need to be doing in california to help alleviate some of these wildfire problems is burning at a massive scale, you know, the million plus acre range, which is nowhere close to. Reporter jareds team will work with landowners to safely clear out fields and forests by using what they call good fire. And slowly work the fire downhill against the direction that the fire wants to go, so that deadwood will slowly burn up. Reporter jared says prescribed burns are one of the most effective ways to prevent catastrophic wildfires. Because they get rid of all the flammable debris like leaves and deadwood lining the forest floor. The state wants to significantly increase the number of burns per year, but one obstacle has been standing in their way. It is just impossible to get private insurance on the insurance market. Reporter and davidson is the director of the fire network for the university of california agriculture in natural resources. She says private insurers have refused to offer Liability Insurance to burn bosses because they believe the practice is too risky. But lena disagrees with that assessment. Thats why she worked with state senator bill dodd to create a state backed prescribed Fire Claims Fund pilot program. And so the way this will become a huge deductible, its a 2. 5 million maximum claim if the fire got away and did some damage. Reporter and a total of 20 million is available through the fund. While senator dodd knows thats not enough, he hopes that it will help to show private insurers the risk associated with prescribed burns, its low. And the more that we can put in it down the line, the better off were going to be because i think Insurance Companies will see the value of that and come back from the market. Reporter and jared agrees. He already has plans to submit multiple projects to the fund, and hopes to see it continue to expand. So we are hoping this is just the start. And whether that then becomes a state backed insurance plan, essentially the same thing, just bigger. It is a question or whether it then becomes this plan plus private industry that we would be buying into as a whole other question. Reporter either way, jared says the Industry Needs to grow if it really wants to make a big impact on preventing wildfires. That is kelsi thorud. Its not just burn bosses struggling to find insurance. State farm, all state, and farmers announced theyll stop issuing policies in california because of extreme weather like fires and earthquakes. Well, fire weather today, but were getting that cool down. Thats been critical in keeping the fire season so quiet. Yeah. Its going to fit right in line with the way the summer has gone for us. A little spike in heat. It was here for the weekend on saturday and sunday, and then the next six days, were going to cool back down below average. So we will take it where we can get it. It would be nice to get it on the weekend. This is good news. Ill show you how fast this will happen. Well start off by taking a look at the sevenday forecast. Well take a look at the camera that sits on top of mount diablo and looking out towards concord. Lets bring in the sevenday forecast. It was hot today. I showed you the highs. Lets show you where we will be first. Its not all that different. You are still kind of hot tomorrow at 98. But here you really cool down. We will get into a tuesday and that is when you really notice the drop. Most of the rest of the sevenday forecast is going to stay there too, but it is really that tuesday number with the dramatic cool down. Weve got a big difference across the bay right now. Its 99 degrees in concord and the current number right now for you for the inland parts of the bay. If we come back and check in on san jose, the number is 84. A 13 miles an hour breeze there. When we bring it even closer to the golden gate and check in on the city, the number is only 70 and its a stronger 20 miles an hour breeze. Pretty classic to see a spread like that. Thats whats going on for sunday afternoon. Here is u how things will change for us. Well play the marine layer. Watch the clouds fill in the bay kind of tomorrow. Its not overwhelming. And its not like were getting back into the total gray out with this. And then tomorrow, we will get plenty of sunshine and cool down 3 to 4 degrees. Here is why tuesday is so much different. Look at what turns back on again like flipping a switch. Now we wake up on tuesday and its a total gray out here. Were looking at fog for sure. And the clouds will melt back. Well get sunshine by the afternoon. But the influence from this will be felt as we look at the daytime highs on tuesday as a result. So skip ahead to that day and that we pulled out on the seven day is the one that will stand out the most here. Pick out your part of the bay as we saw the 83 for concord. It will be 81 in pleasanton and san jose and fremont 76. 67 in san rafael on tuesday. And 81 in santa rosa. Just to step it back one because you still have tomorrow to get to before we get to this. There is monday. Monday, which is better than today, but not quite as dramatically cooler as tuesday will be. So when we look at that sevenday forecast, well look at this and youll see the pattern play out. Well start out with north bay and south bay valleys. Youll go to the low 80s for most of this week in santa rosa and San Francisco and oakland. Now oakland, your numbers in the upper 60s for most of us. Maybe youll hit 70 on thursday and back in the mid70s. But most of the week its in the upper 60s. When we check in on the inland east bay near 100 today, down into the low to mid80s for the rest of the sevenday forecast. Beaches are staying in the low 60s. Skeptics of the plan say raising tolls would hurt low income commuters who have to drive. Analysis of bridge toll users show close to 60 of drivers come from just three east bay counties, alameda, contra costa, and solano. Many of them commute into the city because they cannot afford to live here. Several lawmakers sent a letter to the governor voicing their concerns over the proposed toll hike. Italys island of sardinia, more than 600 residents were evacuated after the fires broke out. The flames, they have burned thousands of acres. Darren peck joins us right now with a little cool down this week . We are. Before we go into the detail of that good story, youre talking about wildfires. How we have been blissfully removed, really having to deal with any of that here at home. There is smoke in our skies today and its coming from the wildfire thats close enough to put it over the base of the bay. And we will start out with that one place thats been gotten down to the moderate category. There we go. Oakland, thats a live look at you as you can see the haze out there off in the distance. Now most places across the bay. Your air quality is good. Just from looking outside, you probably no doubt have noticed that it looks hazy out there like bay area wide has gotten hazier over the last 48 hours. Oakland is the one place where the official center from the epa is reading moderate air quality. Everybody else is good right now from those official sensors. So on the one hand, thats great news. It doesnt look pretty. If youre in the east bay, youre perhaps seeing a little bit more of this and one more way to look at this and instead of looking at those sensors that we could access the purple air air quality sensors, that you probably remember from years past when we were really living with the smoke inundations. And the purple air is the low sensors, so there is a lot more of them as you get a much bigger picture. Theyre not necessarily as accurate as the sensors, but look at the pictures that youll get. Well see more areas with the yellows. And it is centered up near richmond. Then a little bit will go down the peninsula. It is not terrible today. When you look at that view out there, its smoke. Its coming from the fire thats burning in the Southwest Corner of oregon. The flat fire, talking about that one. 30,000 acres. Its only 30 contained. Until they get that thing contained, any time the wind will shift, well probably pull a little more smoke from the sky. The other story is, of course, the heat. So just a review for how they did, we will spotlight those. Those are your averages for the day. If we switch from the daytime highs today for places like antioch, concord, santa rosa and pull out where we were. We would hit the century mark for all of these. And pleasanton, no surprise, antioch did it as well. As we would switch the perspective to take a look at those locations, a little more influenced by having access to the bay and you dont have to get quite as hot. You were 10 degrees above average. And everybody was 10 degrees above average today. Thats what starts to change tomorrow. Not much help. Lets watch it on the futurecast. We will see tonight and it builds back in. Those temperatures are a few degrees below average. Now this is tomorrow. Its better than today by about 3 to 4 degrees, but still going to be a pretty hot day. Julio is not really going to be able to make much progress towards us, but there is talk, you know, that you might read in on social media platforms if you are really looking into the weather maps and you wonder why theres a drop of rain in that forecast on wednesday. Because some of the forecast models are saying hey, some of that stuff after it gets broken up and gets drifted away. Im not buying it. So its not in that sevenday forecast. The mystery is growing by the day and the acre, getting the attention of the military and the fbi, talking about the single largest landowner that is now an llc based in delaware. The group has spent about four years buying some 52,000 acres southeast of fairfield. Thatll include the properties that are surrounding the Travis Air Force base. Something the military and congress are now investigating. We cannot follow the money. We dont know what their intentions are, but we will have very serious concerns. That they are in that position to disrupt the military operations. At the most important air base giving us the transportation into the pacific theater. Thats congressman john, who is trying to figure out who flannery is and what they plan to do with the lands. If the plans dont stop, as Wilson Walker shows us, the mystery hangs over a small city and just about everybody living there. Weve had this property since 2000. Weve been here for 23 years. Reporter she is talking about the 20 acres of land she and her husband purchased to raise their four children in the long line of farm dogs. But her quiet corner of Solano County is changing on paper. Reporter out here just about everyones new neighbors is flannery associates, llc, purchasing more than 50,000 acres of land. Some of which has been held by the same families for generations. Some of them have sold or forced to sell because of the family things. And that it is sad all the way around because nobody knows what is going on with those properties. Reporter and as this will become more and more known throughout the community. The residents here are getting concerned about whats happening too. Reporter stuck between the land grab and the sacramento river. And the city of rio vista. And that rio vista is on their way to being completely boxed in. And so this is the map that was in the wall street journal. It will show all the parcels that flannery has purchased including the areas right along the Travis Air Force base. Here is all these parcels around the city. And it is very discerning to us and our future will be very dependent upon what they decide to do with all these purchases and it will be a longterm deal. Thats what it looks like to me any way. And there is probably like four that i know for sure that have not sold on this road. And the rest, most of the rest that ive heard have sold. First of all theyre paying way above market and that will make it hard for them to ignore the money. And there is people that have gotten between 10 to 15 years to stay in their houses. Some of them have gotten lifetime. Reporter whatever they plan on doing, that it will be a longterm kind of deal. We spoke to those owners who did not want to appear on television. And they all told us the simple story, offered a good price with those favorable terms by the folks and by all appearances, good people. Hard to fault them for that. Ive yet to hear of any heart feelings suggested between neighbors who made different decisions. Yes, theres a certain level of discomfort here, driven largely by all the mystery. Because flannery is reluctant to say what theyre doing, everybody suspects the worst. Reporter and what might the company be doing . And well the mayor will agree with one popular guest. 40 years ago if they bought land in orchards and stuff and san jose and santa clara that it will be worth the bloody fortune today. And ive heard people say that they want to do development and build houses. But back here, between us, between my properties and highway 12, it is all marsh land. Reporter as for the land in the other direction. It is a hard thing. There is nothing to be able to grow out here, but the weeds. Reporter and she has no idea what flannery plans to do, but she has heard from them. And and that they kind of just go, nope. Im not interested, ill hang up. And it is both mine and my husbands. Since he passed away, its mine. And i dont plan on moving. And there is no place to being out here. In the meantime flannery is here with their landowners on the antitrust ground claiming they banded together to drive up the price of their land. The lawsuit is seeking more than half a billion dollars in damages. And then their lawsuit filing, flannery stated this is a simple case about the group of wealthy landowners who saw the opportunity to conspire, collude, price fix, and illegally overcharge flannery. Another concern will remain who owns flannery . They told the wall street journal 97 of the money will come from u. S. Investors with the rest coming from the u. K. In ireland.
