And a boys life was foreve changed by a stray bullet on an east bay highway. From kpix, this is the late news with sara donchey on cbs news bay area. Hello, i am sara donchey. Tonight we start with the story so many of you have asked us about, which is what happened to the little boy caught in a gun battle on an oakland freeway . Tonight the family say that he faces an incredibly difficult road to recovery. Th family wrote that they werent sure if the eightyearold woul survive. They say that he has bullet and bone fragments launched in his neck. He is paralyzed below the neck and they wrote that he needs an respirator to survive but say that he has been able to read and communicate. The estimate that the cost 11 million to care for him inthe first year alone since this happened. Last month he was driving with his mother on. 588 when they were caught between two cars that were shooting at each other. At the time, chp says the suspect got away and nobody was arrested. We reached out to the for an update and they said they would get back to us. There were probably a lot o frayed nerves for People Living in this neighborhood in the south bay watching and waiting as a wildfire crept closer and closer to their backyards. Righ now firefighters are working on getting this contained. This fire is burning near clayton road and allen rock. This afternoon it ballooned from 30 acres to 66 in just an hour. The way it was spreading it did make me nervous about the houses that were back there. I have seen it jump into the canyon, so it was pretty scary. My mom lives up there and sh is elderly, so i was worried about her. I was driving up the road and we saw the smoke and then the fire. I was worried about the horses that were righ next to it. Tonight, cal fire says containment is at 30 . They are trying to figure out what is behind the fire. Fighting fires at night can be especially tough, but now cal fire has a new tool in its arsenal that is being called the ferrari of firefighting helicopters. As Kelsey Thorne shows us, how it will help them fight fires in the dark. So this is fulsome wake. We train out here quite a bit. Reporter Benjamin Berman is the chief pilot for cal fire and is training pilots on how t fly the new helicopters at night. You go from about 200 degree of peripheral vision to about a 40 degree field of view. Reporter he says learning t fly at night, even for experienced pilots, can take time. There are different movement you have to acquire when flying with night vision. Reporter before the program cal fire was never able to figh fires at night. That is because the helicopters they had before the firefox were much smaller and did not have safety features. Berman says to think of the difference between the old helicopters and the new one like you would between an old used car and a new ferrari. Is capable of carrying 1000 gallons of water where the old one was one third of that. It i also dualengine. Reporter he believes the ne helicopters will be a crucial tool in fighting large and dangerous wildfires. Being able to continue attacking the fire at night offers a slew of advantages. The temperature is usually cool, the wind slow and the humidity high. All the major components of fire are to our advantage at night based off of these environmental conditions. Reporter cal fire plans to ramp up capabilities as we go towards next year. Officials believe that this will be critical in saving both homes and lives. Herman has already been on some of the flights and told me that he cannot wait to hop on even more. Any progress on this front i good progress. Obviously people are desperate for help fighting fires but it sounds like there are limitations even to this to make sure that more people can use this technology more often, right . Reporter thats right. This program launched softly last fire season. This is the first season they are trying to use i more often, but it is not all the pilots with cal fire who actually have the capability to fly at night. That takes a lot of training, and that is the goal here. Theyre trying to ge all the helicopter pilots that are under cal fire trained and they still have a long way to go, but they think that this will be a good tool once they have it. I am sure they will work towards the goal as quickly as they can. Kelsey, thank you so much. Tonight, most people evacuated from a san pablo neighborhood are back home again after a hazmat scare that has lasted more than 24 hours and certainly along 24 hours fo people who were forced out. Crews have been removing chemicals from a backyard shed on stanton avenue all day today contra costa fires as they foun more than 600 chemicals and removed over 800 bottles of hazmat from the property. They belong to a retired chemistry teacher who recently died. His brother found all this one cleaning out the property. Ranging from explosives to regular chemicals to oxidizers and flammable liquids. At this point most of it has been contained and stabilized and transported offsite from the residence to a facility where i will be disposed of. Firefighters say the chemicals had been improperly stored for many years. Five homes are still under evacuatio until tomorrow morning. People in the tenderloin sa they want to reclaim their neighborhood is a place where they can feel safe, especially with their kids. There was a packed town hall, but a lot of people are fed up with talking about this. They want action an something done to get there streets cleaned up. As Andrea Nakano reports, even though arrests are up, the d. A. Says there is a roadblock to making real change. Reporter d. A. Brooke jenkin initiated the meeting to reach out to Community Members. It wa a clear thing on friday night that some are divided on how to tackle problems in the tenderloin. We want children to be able to walk, bike, play reporter josie chan is a longtime tenderloin resident. I see beauty and i see struggle. Reporter she has hope that the streets can one day be a place where families can feel safe raising their kids again. In the town hall meeting there was no disagreement on how drug and violence have taken over th streets. The question is how to fix the problem. Since late may there has been enforcement with the state and federal governmen sending chp and federal officer to work with sfpd and the sheriffs department. The arrest rates are through the roof, particularly for narcotic stealing. We received over 1000 cases submitted to ou office from the Police Department during my first year in office. That is almost doubl what we received the year before. Reporter while the arrests are up, d. A. Jenkins highlighte a problem in prosecuting the criminals. I will step right into this one. Reporter d. A. Jenkins says one of the first steps she took was to try to keep dealers behind bars during the legal process. She claimed that the judges were not taking this issue seriously. We filed detention motions for either repeated and chronic drug dealers, so people who hav one, two, three, four, five ope drug dealing cases, or people who have egregious amounts of drugs in their possession when arrested. Only 16 of those motions have been granted. Reporter police chief bill scott says open use is no longe being tolerated. We are hoping to change the narrative that people can just show up on the streets of San Francisco and do whatever they please and nobody is going to say anything or do anything. That has to end and it has ended. Reporter there is some concern that offering them treatment was a better longter solution. Jenkins says the key is to offer both treatment and enforcement. While there may b a difference in opinion and how to improve the conditions in th tenderloin, most residents are just hoping for some kind of change soon. We cannot keep talking about this. We need action, and we need it now. Trump is adamant that the 2020 was election was stolen from him. He pleaded not guilty to charges that he plans to overturn the election results, and prosecutors say that his actions fueled the insurrection before flying out of the capita to his golf club, trump addressed reporters. This is a persecution of a political opponent. This was never supposed to happen in america. Trumps lawyer said that he had a First Amendment right to express his feelings. What President Trump did was he said go patriotically and peacefully. That is an american right. Congresswoman had this to sa tonight. There is ample evidence to prove that the president knew that he lost. He lied to member of congress and the senate. Trump is still the front runner for nomination for president and has pleaded not guilty and all three indictments. Matt lively is hanging out with us tonight. Have you heard anybody say the giants have not been entertaining . I would say if you are a fan of roller coasters you are a fa of the giants season so far it has been up and down. The past three weeks they have had a fivegame winning streak, a sixgame losing streak, so it only made sense that they were trying to cement a threegame winning streak as they inch closer to the dodgers. Brandin podziemski throwing out the first pitch little bit of zip there if they need a starter, watch out. San franciscos offense not great but lamonte wade jr. Leads off the fourth with a solo home run. It is the first hit of the game for them, one of only two hits by the tea in the game. The giants take 3 of 4 in the series and they hav won seven of their last nine. The as were all in, taking on the dodgers, and we chose to only show you the good. The Youth Movement is what is good. When pride is always on the line whe these teams meet, something is wamore important for the giants as they try to stay in the hunt in october. After the win against oakland, the dodger have a 2. 5 game lead on San Francisco in the n. L. West. The giants currently have the top wildcard spot, but the stretch after this weekend gets brutal. 23 of their 24 remaining games in august are against teams wit winning records. Three of the next four series are against teams with better records. Bottom line, giants better stay hot. There is one major trainin camp rule for players. Do not hit the quarterback. The new defensive end hit brock purdys arm mid throw. Remember the nfc championship game . Kyle shanaha was not pleased about it. I had to hold my breath so that i could lose my mind. We have to get on these guys all the time not to do it. I used to get annoyed when coaches would make such a big deal abou it when i was younger, because it was like chill out man, let them play football. The new coach long enough and you lose guys and things like that and you realize how big of a deal i is. Think of all the qb injuries the niners have had in recent years. Friendly fire will not b tolerated. I think we should just wrap brock purdy and bubbl wrap. Thank you so much, matt a Police Officer catapulted into the air.
