He was an oakland native with bright career ahead of him. The tributes pouring in this morning for euphoria star angus cloud. We have cool and cloudy weather for the next couple of days a lot different compared to yesterday with a late week warmup around the corner. So much to talk about it and ill break it down for you coming up in the first alert forecast. Heading out the door the tuesday morning, we are dealing with a couple of high wind advisories including one at the altamont pass, we have the drive times coming right up. Good morning and it is 6 00 a. M. On your tuesday morning. Heres our view from our Black Mountain camera. Look at that. Beautiful. Beautiful sunrise right there. The yellow skies just for us. That we can only see on our camera. Exactly. I mean the whole Santa Clara Valley you see it and just blanketed with that marine layer this morning. And its doing to feel a lot cooler this afternoon. You are going to notice it when you head home from work, the 90s we had yesterday its going to be 80s for us all throughout the inland east bay. So lets dive straight into the forecast right now. Like i just mentioned we saw blanket of clouds really filling the Santa Clara Valley. This morning. That will pull back later into this afternoon. And but we still see the high clouds sweeping through the whole bay heading into the evening hours tonight and come in and out but really that dense fog holds on tight to the coastline. Cool and cloudy as low pressure moves in giving us a nice break the heat dome still really impacting everyone down in the southwest. Daytime highs today are sitting below average pretty much everywhere in the bay area with san rafael being the exception. Two degrees above average today. Two degrees below average over in antioch as that system moves its way in. So really that leaves us sitting in the 50s for now. Just near san jose. Were going to warm up into the 60s by 8 00 and 70s this afternoon and yesterday we were in the 80s. Today the warmest its going to get is 75 degrees throughout san jose. Now lets take a quick look at whats going on later this week though for our friends in concord i mean today were sitting in the 80s and beautiful mild weather throughout the midportion of the week. But then we have a late week warmup light around the corner as the heat dome begins to build in. Thats going to get us into the triple digits as soon as sunday. So were going to get closer to where the southwest is of course still dealing with that battling heat anywhere from i mean phoenix ranging up into vegas. Were going to have more on that in a bit for now over to you. Joyce lidge. All right, thank you jess. Start off with how things are looking for the scoop chuters. We have a high wind advisory in effect for the altamont pass. It is already 51 minute drive from 20 over to 680. But if you are going to be heading through there, just keep that in mind again theres a high wind advisory. Just be extra careful there. We do have an update from chp there is a Traffic Alert and brush fire on 980 eastbound. This is west of 14th street near oakland. The off ramp is closed. Just expectsome delays in and around that area. We are also dealing with that accident the right hand she would receiver blocked because of a crash on 880 southbound. This is at 98th avenue exit. Just expect some delays there as well. And at the san mateo bridge things are busy heading westbound. 13 minute drive from 880 over to 101. Amanda . Well, happening today thousands of city workers in san jose could vote to go on strikethis week over failed contract negotiations. This could impact places likely bay areas, summer camps and even flights at San Jose International airport. Justin andrews is live in san jose where city workers voting begins today to approve this strike. Justin, what are they fighting for . Reporter well, yeah, Union Members are asking for a 7 increase when it comes to their pay next year. And theyre also asking for city leaders to meet them where their need is. If that need is not met, the Union Workers say they will indeed be striking over the next several days. Again, they are asking for that 7 increase but the potential strike could be a big one and the mayor mahan says this should be taken extremely seriously. The two unions represent more than 4500 City Employees from 911 dispatchers to Library Workers and airport staff. The citys latest offer is 5 raise for the 2023 2024 fiscal year. The unions are demanding 7 increase as i mentioned. Both say unless there are lastminute changes to their demand they are ready to strike. Contracts for the city workers expired on june 30th after both unions spent months negotiating with the city. We talked to some of these workers a few weeks ago i should say. Listen in. Everything is very expensive here. I mean, were san jose is constantly in the top you know, whatever, of areas that are expensive. For housing, food costs, all sorts of things. Me personally, i have to depend on somebody else. Our coalition of unions representing 34500 employee who are out there right now working without a contract. Theyre not their future is not certain and theyre unaware of what their wage increases are going to look like. Theyre unaware of what futureworking conditions are going to be. Reporter and again, that voting begins at 7 00 this morning. I believe theres some people out here setting up that voting booth here shortly. Probably more detail and background on what theyre doing up here as they set up the voting booth. All right, justin. A lot to come of this. All right, thanks so much. It does not feel like it at all here. I mean yesterday was out with my friend just on her back patio. It was cool and it was breezy and it was even a little cloudy. 60s i mean what a difference it makes just as you head to the southwest right now with all the recordbreaking heat. And within the past 30 days, that recordbreaking heat has been impacting the whole southwest especially arizona. Overnight lows for weeks on end were sitting in the 90s with daytime highs not breaking 110 for 30 days straight. Thats still the case for us as theyre dealing with that heat dome and i mean today alone, 108 degrees down in phoenix and 102 in palm springs. So fortunate to have the onshore flow. Keeping us nice and cool with daytime highs below average with the low pressure. Were talking about five, ten degrees below average no matter where you live in the bay area today. Except san rafael that was the only one exception when i was looking at models this morning. But seriously i mean it. Were below average along the coastline just in the 60s. 70s down into the Santa Clara Valley. 84 today over in pittsburg and 81 in fairfield. This is a nice break for us. Were dealing with this cool little stretch of forecasts from today all the way into our thursday forecast. But then it changes as we head into this weekend. Lets talk about that too. Like i said below average pretty much everywhere actually now san rafael is agreeing with us. But heading into next six to ten days. The Climate Prediction Center is showing above normal temperatures as the heat dome stretches into the california coastline. You notice it a lot once we head more inland. You will see it also in San Francisco too. I mean were talking about 60s today quickly turning into 70s by this weekend. Lot of sunshine for everyone and i mean you are going to feel it in San Francisco. You are going to notice it even along the coastline. The warmest temperature though going to be the inland east bay. Today only in the 80s and even dip down in the low 80s tomorrow and 82 degrees just to jump all the way to 104 by this weekend. Lots of changes in the forecast for us. The atmosphere is kind of playing this back and forth game. Cloudy skies today and tomorrow and then plenty of sunshine into this weekend. With 80s quickly turning into 90s for anyone who lives up in the north bay. Were going to see a similar trend even down into the Santa Clara Valley. Lots of changes in the forecast for us and enjoy this nice cool weather today. This is dog walking weather. This is bike riding weather. Jocelyn, whats your Favorite Outdoor activity on a cool day like today . You mentioned dogs, jess. My dog will be really upset with me. Be sure to do that. Let talk about how the roadways are looking for our supercommuters. We have high wind advisory in effect and weve been talking about that. Well, sfo is hoping new technology will cut down on plane noise over palo alto and menlo park. The airport will be using a gps transmitter to guide planes and airport Officials Say it is more powerful than satellites and will allow planes to fly higher over cities. Really the goal of this is to allow aircraft to fly at a higher altitude before theyey come in to land at sfo. Thats phase one. And then if the Technology Shows promise, maybe in the future, this would allow us to have aircraftfully a little further offshore. As they come in to land at sfo and essentially what that does is it takes our existing gps satellites and adds a greater level of precision. Well, the project will cost 11 million and is being privately funded. Amanda . This morning signs are pointing to a summer covid surge. According to the latest cdc reports indicators like hospitalizations and e. R. Visits and test positivity are up across the country. But experts say this surge is far less intense than those weve seen in the past. To just want to put that out there to begin with. Ucf Infectious Disease specialist is joining us live to talk about this and doctor. You know, i was talking to my girlfriend about a week ago and everyone got covid at a conference and i was shocked to hear this is now becoming a thing again. It is becoming a thing again. Amanda, i think its not this is the fourth consecutive summer weve had increasing cases. So it seems that it may end up being a summer tradition now unfortunately for covid. But nothing like the last three years. And probably nothing like whawe will see in the winter. So what do we know so far about this . And how intense is it and do we really need to be concerned . I think we need to be openminded. Not fearful. Its not the same covid from many people as in the last three years. However, some people are still getting very ill. And its important to recognize how to protect all of us, especially those who are older and 65 and those who are immunocompromised. What were seeing now is like you said, increase in test positivity and increase in e. R. Visits and increase in hospitalizations. But so far, im crossing fingers, not a increase in deaths you. Know. An increase is starting from a very low place. So to give you some perspective, today at ucsf, in the hospitals, we have about 18 patients hospitalized with covid. Over the last few weeks, it was hovering around ten but nothing like 100 like we had over the winter. Got it. So were seeing it kind of pop up. But not to an extreme level just yet. So where are we at with vaccines and paxlovid and also i heard possibly talk about another booster shot . Yeah, so in september, we will get another the updated covid vaccine. The cdc is not calling it a booster anymore because they wanted to simplify it. So it will just be once a year hopefully like the flu shot. Around september, although most people might get it depending on when the wave hits, in the winter. It will be based on xbb. It will be updated from the current, you know, ba variants that are in the available vaccine now. But for those over 65 and immunocompromised, given the surge, if you havent gotten it since last fall when it was first available. You should still go out and get it. For everybody else wait until the updated vaccine comes up. Who should be most concerned about there and who should be taking precautions . I think we should all be taking precautions because again, who wants to be out of vacation . Or work. But not, you know, i think prudent precautions. So that means that, you know, when you are traveling if you are escaping the outdoor heat, and you are gathering indoors, these are all reasons to think about just carrying a mask with you in case always washing your hands and remember covid is not the only virus around and you know, tests if you have symptoms. Particularly if you have somebody elderly or immunocompromised at home. And finally, for those folks, make sure that they know that they have access to paxlovid and early therapies. Because it can save you from going to the hospital. All right. A good headsup that this is going around just to be aware right now. Dr. Peter chin hong, thank you so much for your time. We have a crew en route to the scene and will bring you the latest as soon as we arrive. And now a live look outside for you on this tuesday morning. This is a look from our Black Mountain camera. Looks beautiful. The sky all the way up there. If only we can get up there ourselves, thats why we have the cameras, jess, whats it going to feel like this morning . A lot cooler nan yesterday and heading into this afternoon it will continue to feel that way. Were jumping about ten degrees below where we were at yesterday. When it comes to the east inland areas and even up into wine country too. Lets start off with the forecast. Looking at our fog futurecast were seeing high clouds and a mix of low loud thats why from the Black Mountain cam you kind of saw that sandwiched inbetween the two with the sunrise right inbetween. Still its hit or miss back and forth with visibility pretty low all day long. Heres the live look once again. Heres a look at temperatures throughout the bay area. Lets start off down in the Santa Clara Valley. Since were overlooking that right now from the Black Mountain cam. 60degrees in san jose and 59 all the way over into oakland and a very similar trend even into con today. Later this afternoon, the Santa Clara Valley will warm up only into the 70s. Yesterday we were in the 80s and today were in the 70s and were actually going to stick with the cooling trend for just ha little bit longer as we head into midportions of the week. Lets head off into the east bay real fast too because this area of low pressure will continue to move its way in. Keeping us below average throughout most of this workweek. I mean, later this week well see a late week warming trend and i mean the beautiful low 80s for now. Quickly turn into upper 80s and 90s and then triple digits for our friends near concord once we head into this weekend. Lots of changes around the corner and why thats happening, that 80 to triple digits seat up right in the forecast within the next couple of days but fornow. Over to you jocelyn. All right, we have been talking about that breaking news when it comes to the building fire in hayes valley here. So you can see right here, on octavia boulevard, and oak street here, there you see that yellow and that orange . There you can see some delays in and around this area, also annoyer that has some businesses around there as well. So if you can avoid the area for now, please do. We will keep you updated with any other street closures in and around this area. But again, avoid the area if you can. Lets talk about how things are looking for our supercommuters. It continues to be busy this morning. 58 minute drive from 205 to 680 and we have a high wind advisory in effect. Also an accident on 80 westbound. This is east of sonoma boulevard near valet low. The number one lane is blocked because of this crash. And we are seeing some delays in that area as well. So just be aware if you are going to be heading there and theres a high wind advisory for our benicia bridge there. Amanda . Well, theres been a kind of exodus in downtown San Francisco. A part of the city with no skyscrapers and no bustling busy streets is ail tracting businesses. Were talking about the presidio. Vacancy rates are 5 compared to 35 in the city as a whole. Max darrow has more on the neighborhood some are calling sand hill road north and the key to its success. Reporter depending on the time of day and what hes got going on, sometimes you will find Kurt Houtkooper in his office. Or you will find the ceo of hamilton zanze and company doing business a two minute walk away from his office. Yeah, i take calls out here all the time. Standing right here, looking at the golden gate bridge. Reporter his owns and operates apartment communities in 20 states and has been based in the presidio since the early 2000s. Since then, but primarily in recent years, he has seen more companies, especially Venture Capital firms, moving from downtown and other areas and establishing their footprint in the presidio. Its taken a whole nother step forward post covid and i think its a combination of not just Capital Companies that are moving here. But also its the type of space thats available with the College Campus feel. With office buildings. Reporter diana simmons, the c. O. O. Of presidio trust, said interest really picked up around 2020 as companies shifted the way they did business. We have had so much interest in the smaller spaces that we had to start a waiting list for those offices. Reporter simmons says there are more than 200 businesses in the presidio. 95 of the commercial real estate portfolio is currently leased. So theres a 5 vacancy rate. Just a few miles away in downtown San Francisco, the Office Vacancy rate stands at 31 . With open spaces, park spaces, places to do work and Team Building outdoors, ample parking, we hear from our tenants that thats something thats theyre looking for that they actually feel is a benefit to their employees, especially in bringing them back to work. Reporter in the restaurant sessions at the presidio, juan bueno says the growing interest in this corner of San Francisco is something he doesnt take for granted. We have been very fortunate to be in this great place setting where interest has remained high. Reporter the restaurant has been around for seven years. He says the increased interest means more foot traffic for his restaurant. Monday through friday weekdays, we see a lot of influx from our Office Occupants here on campus. Reporter his theory for the growing desire to be in the presidio . Just a nice quiet place to get away from maybe the hustle and bustle of other parts of the city. We have ample parking, so i just think its a nice setting. Safe, relaxed. Beautiful views. Great restaurants. Reporter as companies are trying to get their employees and associates to come back to work, these buildings here have everything that you need to attract your employees to the office space. While that may be the case, houtkooper doesnt believe the presidio will replace downtown. The Downtown Core of San Francisco will come back. It will thrive. This is just different. This is unique. Its extraordinary. Theres nothing else like it. Id like to say that this is, you know, the future of business. Theres not enough space here. And there is enough space downtown. The future will be again downtown San Francisco. And hopefully very soon. Reporter but in the meantime, hes eager to see how the business landscape in the presidio will continue to change. What is the best time to look at flight prices versus the best time to book a flight . Sure. So the most reliable way to get cheap flights over a peak travel season like the Winter Holidays is to book in the opposite season. So while e b is worried about the end of summer and taking advantage of it which you should, also be thinking about booking the winter flights so you can give yourself the best odds at finding a really great deal. And you know if you do find and its a couple of months out, its okay depending on the ticket type. You can cancel and rebook that lower price and have a credit leftover to rebook for then another trip so you are saving all over. We care about saving money for sure. How important real is right now when it comes to prop every planning and how are ticket prices this year compared to last year . Yeah, i mean, you know, look. Ticket prices have actually come down quite considerably since we saw that sky high peak last may. And theyre down about 20 average airfare. But that means that as airfare has renormalized, that means that you should be thinking about those peak seasons coming back into play. Are there certain destinations that are very popular right now or are there certaindestinations that you do recommend especially when we look at the ticket prices. Sure again, if you have your heart set on a certain area, definitely be thinking about booking now. Do not wait. But there are some really great deals to be had that you can book right now. From the bay area, you can go if you want to go skiing, 258 to jackson, wyoming or maybe you want to spend new years eve in times square for 337. Or maybe you want to take a little bit of a beach holiday and splurge a little bit. 707 down to tahiti from the bay area. All round trip and all on full Service Airlines available now for the Winter Holidays. So definitely, definitely check those out and do not wait if you have your heart set on somewhere. All right. So plan right now that is the important part here. Thanks so much katie, we appreciate it. And amanda, im already thinking about some places to visit this holiday season. I got hawaii in mind. What about you. I might just join you. This sounds nice. Hawaii in nice and warm. I almost could need a little bit of warmup. But hey a quick look at whats going on here in the bay area. Heading into the next couple of days we have cool weather right around the corner for us. Today, tomorrow and lasting all the way into our thursday forecast. Low pressure moves its way in. Thats kind of giving us a nice break the heat dome still building off in the south. Taking a live look from the Black Mountain cam. We have low clouds and high clouds with current temperatures just below all the low clouds down in the Santa Clara Valley sitting in the low 60s. Upper 350s just near oakland. Now were going to continue see this cloudy setup throughout the rest of the day. The marine layer is really keeping us below average along the coastline where daytime highs today are mostly in the 60s. Heading off into the inland areas only in the 70s today near concord. Quite the contrast from yesterdays 90s with the clouds holding on tight to us in this evening. Like i said 60s along the coast and 70s down in the Santa Clara Valley this afternoon and a little bit of the onshore flow late into the afternoon. Little bit breezier conditions with wind gusts anywhere up to around 20 Miles Per Hour max near fairfield that will also be the case especially along the coastline from Stinson Beach down into San Francisco today. Sitting in the mid 60s. That puts u. S. Below average and everywhere throughout the bay area where we like it or not. This is a nice cool trend for us. But its not going to last for too much longer and lets take antioch and lets look into the next ten days. Continue to see this roller coaster effect and cool weather for now. Quickly warming up once we head whoo this weekends forecast. That heat dome will start to stretch its way into our california coastline. And we are going to warm up into it will triple digits this weekend. So lots of different outfit choices for us heading into this week. Maybe you might need a jacket today and within the next six the ten days probably going to forget about any jacket you own in the bay area especially in the north bay and Santa Clara Valley. San francisco warm up quickly heading into in weekend. 70s in sight for us with plenty of sunshine and this is beautiful weather to start thinking ahead. Maybe you want to head to stern grove and maybe you want to do the outdoor activity. Go to the favorite trail. Triple digits are in the forecast for us though for our inland east bay. Take it slow this weekend if you live over there. I know its a little bit of a tease especially with low 80s and are wednesday and thursday and quickly jumping in the 90s as soon as friday. In the north bay, sunny skies expected for us after all these clouds move through today and tomorrow. It will be beautiful and warm and a lot more mild heading into next week. Jocelyn . All right, thank you jess. Lets take a look at that when it comes to the road closures especially with that San Francisco fire. This is something were keeping a close eye on. And we are getting updates as far as those road closures. It is closed because of that fire on octavia boulevard north from oak street to hickory street. You see the yellow and orange and red in the area . Those are some of the delays we are seeing there. So avoid the area. That is what we are being told. Please avoid the area. We have seen the magnitude of that fire. We know how many firefighters are in the area more than 100. So again this is a massive fire and if you cant avoid the area from oak street all the way to hickory street there. We will continue to update you with any more road closures we see in and around the area. Give you a quick update when it comes to our supercommuters. Still pretty busy there. 55 minute drive from 205 over to 680 and just keep that in mind theres a high wind advisory in effect there. Coming up in our next traffic report well talk about some other trouble spots were seeing. Covid19 brought home the importance of food programs for those in need. But now that the pandemic has subsided, childrens Lunch Programs are coming with aheaping helping of bureaucracy. As john ramos reports, good intentions may be getting in the way of good nutrition. Reporter like Everything Else in our society, the Summer Lunch Programs changed dramatically during the pandemic. But now that theyve gone back to the prepandemic rules, it may be discouraging kids from getting the food they need. Channery chath arrives at a santa rosa with the days lunches in tow, but after covid hit, they were served in a very different way. They were bagged and each of the bags contained enough meals for a week per person. Per child, i should say. Reporter those meals were given out in drivethru lines similar to this food giveaway. People got used to that service and numbers swelled. But this is what the Summer Lunch Program looks like today. Ten kids were scheduled for food, but only four actually showed up. And three of those belonged to program volunteer santana. The Lunch Program is sponsored by the usda. And midsummer last year, they switched back to the prepandemic rules. Requiring kids to eat the meal at the site during a 30 minute time period. [ speaking in a global language ] they asked if they can take the meal home or a parent might ask if they can take the meal home. That they cant. So they seem a little discouraged. So theyll stay that day, but they dont come back. Because they may not want to sit here or they may not to eat the meal in that time. Kids usually want to just eat a little bit and maybe eat a little bit later. Reporter the rigidity of the rules has had a dramatic effect. Coordinator Maria Fuentes says at its height, the Summer Food Program served 150,000 meals. This summer, theyre on track to only serve about 30,000. Weve seen definitely a decrease in participation and it was great to have that option that kids could families could pick up the meals for their kids whereas now were kind of hindering that. Its not that kids are accessing those lunches at a different point in time. Theyre just not getting those lunches. Reporter while that may seem ungrateful to some, if the purpose of the program is to get food to people, fuentes says it does make sense to deliver it in a way they want or need. It is unfortunate to know theres the relief programs that maybe could be suited a little bit differently or tailored a little bit differently. Knowing our community could use a different option so kids are fed. Reporter at the stroke of 1 00, the half hour window closed. The food was put away and everyone left. Now that covid has faded, bureaucracy has returned with rules that must be followed, even if they stand in the way of the mission. The programs manager says theres hope. The usda is operating a Pilot Program in some rural areas testing the same system as during the pandemic. She says it may help for people to contact their reps if they would like to see change. Just take a look at this on your screen right here. It appears crews are getting a handle on those flames. The four alarm fire broke out at 6 00 a. M. At a building under construction at the corner of octavia and oak streets in the citys hayes valley neighborhood. Weve seen scaffolding and other materials falling as you just saw on camera. As part of the structure collapsed because of the intense flames. No reports injuries or evacuations in place but people are being asked to avoid that area right now. You can see just how big it is. We have a crew en route to the scene and we will bring you any more details as soon as we get them into the newsroom. Yeah, you mentioned it right there. Especially with just how massive this fire is. They are asking that we avoid the area so you are seeing street closures there from octavia boulevard northbound from oak street to hickory street. And you can see some of that red, yellow and orange in and around that area. That could be due to those street closures there. So please avoid the area and use some alternate routes in and around that area but again we know that more than 100 firefighters are on scene there. So it gives you idea just how big this. Other trouble spots including a brush fire here the 980 exit ramp here on the 1b exit is affected by this. So just be aware of some delays in that area. Jess . Were keeping a close eye on the aqi too from the fire in San Francisco. The winds push in from offshore. That low pressure system will continue to keep that onshore flow significant into the evening hours tonight and we can see wind gusts anywhere up to around 30 Miles Per Hour at times just along the coastline. Now daytime highs today, a lot cooler. Were talking about five to ten degrees below average anywhere from pacifica over into the inland areas from danville north into pittsburg and upper 70s and lower 80s this afternoon. 60s in the heart of San Francisco. Amanda . Well, remember you can watch us right after the newscast on our sister station, kbcw 44 cable 12. On our streaming service, cbs news bay area.
