Birxs description of what she thinks is about to hit this country. You look at south dakota, it was the latest state to see one covid death for every 1,000 residents. Is the whole country going to look like south dakota . The doctor hopefully not. I think parts of the country are going to be able to do better than the midwest is doing, and certainly better than south dakota and north dakota. If you see what is happening in the northeast, where governors took more aggressive steps, more consistent use of masks, i think youre going to see infection rates remain lower than in other parts of the country like the midwest. Also, there is a lot of Testing Available here. So theyre taking more aggressive tests to try to contain the infection. If you look at states like south dakota and the midwest generally, youre starting to see the number of infections slow. It may be at high as 50 if you look at some of the modeling. At some point you have such a high rate of infection, youre going to see a natural slowing of my infections because the people who are eligible to be infected have already gottown thgotten the virus . Brennan is that the strategy, the federal strategy, to just hope for the best . The doctor quite frankly, that has been the strategy of some people, the socalled herd immunity. Some think you can really stop this virus, and you have to let it run its course. Were not doing a very good job of protecting the vulnerable. Almost 8 of all nursing home residents have perished since the start of the year. There are some people who dont think you can really fully stop this virus. I disagree with that. You look at new york, my home state of connecticut, and there is a lot of infection here. These states are pressed right now, but youre not seeing the widespread rates of transfer that youre seeing in other parts of the country that havent taken mere more aggressive steps. Those that let this run more and didnt put in place mask mandates and didnt close bars and restaurants, i dont think there is evidence they can done better than parts of the country that took more prudent steps. Why people arent going out to eat, they dont want to go into restaurants and risk getting infected. It is not the mandates keeping people home; its the infection. Bennan the c. D. C. Is considering shortening the amount of recommended time for a quarantine. What does that accomplish . The doctor i think this is a prudent step. I think we should have contemplated this earlier. Because the reality is most people who get exposed to coronavirus will come down with covid within a short period of time, so youre five to seven days. And there is evidence that some people wont contract the infection to a full 14 days after exposure, but you want recommendations that are prudent and practical that people are going to follow. When you have a 14day quarantine period, thats such a long period of time, a lot of people arent going to follow that. It makes it difficult to adhere to recommendations. Put in place a 10day or 7day quarantine, you will catch the vast majority of infections in that timeframe. I think you need to balance the practicality of what youre recommending and peoples willingness to comply with it. Brennan dr. Fauci said on another network this morning, there is not enough vaccine right now to Vaccinate Health Care Workers next month. Thats the reason why this happens, that it goes to the states, that the amount of vaccine gets shipped locally, and then the final decision of how to do that properly will be left up to the states. What does he mean . What should be the deciding factor on who gets the vaccine, and are we short on supply already . The doctor we short on supply. Were not going to have enough supply to vaccinate everyone. The federal government this week, on december 1st, is going to make recommendations on who should get the vaccine first, the socalled 1a group, the people who should get it immediately when it becomes available hopefully in december, including from the company im on the board of, pizer. That is going to be Health Care Workers and residents of longterm care facilities. There are about 20 million Health Care Workers who might be eligible, and three million residents of longterm care facilities and the staff. Thats pretty much decided. Theyre going to vote on this this week, but i would be very surprised if they deviate from that. There is only going to be 40 million doses available throughout the whole month of december if both Companies Get authorized on time. So there is probably not enough vaccine to work fully through both of those groups. Then there is a question of who will be in the second crunch, 1b. Whether that will be older americans, or certain essential workers or some combination of both. There is about 85 million essential workers who might be eligible to be vaccinated, and there is about 50 Million People over the age of 65, 20 million over the age of 75. That will be some debate ovwhicover which group gets it first. Brennan when dr. Birx says vaccinate for impact . The doctor if your goal is to maximize the preservation of human life with a vaccine, you would bias it towards older americans. You would try to get everybody over the age of 65. If the goal is to reduce infection, you would prioritize essential workers. Brennan a lot of that is going to rest on the shouldering of state governors. Well be covering this. Brennan your Organization Says as a result of the pandemic, one in six americans could face hunger. Where are you seeing the most need . Well, what is really staggering is the fact that that is on average across the country. There are actually communities in which one in two children face Food Insecurity. What were seeing is the things you might imagine, so communities of color are particularly vulnerable. Theyre two times more likely to suffer with Food Insecurity. Also Rural Communities are far more likely to suffer with Food Insecurity as well. It is definitely not evenly spread, but on average about one in six people in this country are food insecure. Brennan that is staggering. 17 million of them are children. How much of that is coming from School Closures . Well, it is a combination of things, actually. About 22million children in the country before covid relied on school lunches. Consistently it is true that families with children are far more likely to suffer from Food Insecurity. So there are lots of things conspiring to cause vulnerable communities to be reeling right now. Not only with a health crisis, but with a food crisis as well. Brennan i want to talk not just about describing the problem, but some of the suggestions you might have on solutions here. I know that states were ordered last month to do the most they possibly can in terms of providing money for food stamps. The typical payment is for a family of four to get 680 to last for a month. According to your organization, a third of the costumers you are seeing at your food banks dont even qualify for food stamps. What does that suggest to you about how out of the line the states and the federal government is with the absolute need youre seeing on the frontlines . Im so glad you started there. Thats one of the solutions. That is something we could do right now, that could help families that are struggling. Not only do we have many people who turn to us for help, people who dont qualify, but barely dont qualify under the current guidelines, but we also have a number of people who turn to us for help who qualify, but what they receive does not satisfy their needs for their families because of things like what you said. I want to throw out one more statistic, if you dont mind the u. S. Bureau of labor statistics just said that grocery prices right now are at a 50year high. And were simply not tracking what those increases in demand and lower supply when it comes to the federal nutrition program. So thats something we definitely should be looking at changing. Brennan the cost of living higher than what the social safety net is. I know youve been in contact with the Biden Incoming administration, and there is some debate among some democrats on whether to refocus the agricultural question of hunger versus rural america. What would you advice the Incoming Administration . I would start by saying thats a false choice. The need is so great out there. We ought to be doing both. There is absolutely a role for the federal nutrition programs to play. That role, in fact, should be enhanced. And there is also a role for our u. S. Based grows and producers to play. Ill give you one quick example. The usda commodities represented 1. 7 billion meals of the five billion meals our network was able to provide last year. If nothing happens, were looking at a 50 decrease in those commodities next year. While were seeing a 60 increase in demand. I really believe that we need to be thoughtful about how we look at nearterm solutions, midterm solutions, and longterm solutions. As i said, i believe that is really a false choice. Brennan in the near term, we know that the cares act, a lot of its support to americans runs out at the end of december, leaving almost seven Million People pending eviction, 12 million americans without unemployment benefits. What is that going to do . Are your food banks prepared to meet what is potentially a lot of new need . Well, ill tell you, ill bet on this network of remarkable people to do everything that they can all the time. But the simple truth is there is no way that the charitable food system can do this alone. It is an allin fight. It is going to require policy interventions, regulatory interventions. It is also Public Private partnerships. I think we have to get really serious about doing something about this because in our country, we actually have the resources and the ingenuity that is necessary to really solve these problems, as nuanced and complex as they are. N. s World Food Program is the Worlds Largest organization, addressing hunger and promoting food security. We go to its executive director david beasley, who joins us from florence, south carolina. Good morning to you. Good morning to you. Brennan thats a staggering estimate in terms of the number of people on the virge of acute hunger, and you say 270 million on the precipice of starvation. How much is due to the pandemic . Quite a bit of it. About half of that is due to the pandemic. When i joined the program a few years ago, the number of people marching towards the brink of starvation was about 80 Million People. Over the years, it spiked up to 135 million. And the reason why was manmade conflict, combined with climate problems. And since covid, it has exacerbated it, and it has gone from 135 million a year ago to 270 Million People marching on the brink of starvation. This is not people going to bed hungry. This is people struggling to get their next meal. Brennan you warned recently that the coming year, 2021, could bring famines of biblical proportions. Where, specifically, are you most concerned . There are about 36 countries now where we see 30 Million People who depend on us 100 . We assist about 100 Million People on any given day, week, or month around the world. We need to move that number up to about 138 million. But there are three dozens countries yemen, astiia, south sudan, d. R. C. , and i could keep going from country to country to country around the world. If we dont address this, were looking at famines, destabilization, and mass migration. It is a lot cheaper to come in and prevent it and do it right. You know if people in the United States are struggling for food, what do you imagine is happening in places like south sudan. Brennan the u. S. Taxpayer is the single largest donor to the World Food Program. But were going through a crisis at home. You heard how painful that is. What impact do you think that is going to have and the u. S. s ability to give to your organization . It is extremely important. We are talking to leaders around the world, especially the United States. When you go back to the syrian war, they did not step in at the right time and they paid a severe price. The cost of supporting a seren ren iserensyrian is abouta day. And if they dont have any peace or stability, they will do what any of us will do our our children. It is a lot cheaper to prevent the destabilization than to have war and conflict. The United States has always been the most generous nation on earth. I dont expect them to back down. It will be a lot cheaper to come in and do it right and prevent miggratio migration. By the time you and i finish talking, margaret, we will have several dozens children who have died from hunger. Brennan before you were a humanitarian, you were a republican governor in south carolina, you were a politician. So i know you know the politics in this country right now, and you understand the complaint from President Trump in regard to the u. S. Taking on too much of a burden and responsibility when it comes to solving the worlds problems. How do you respond to that argument now at this time of need in this country . One of the things i have found when it comes to international aid, strategic deduct tifdetective, c aid the republicans and democrats are fighting over everything. But when it comes to food aid, it is remarkable to watch the republicans and the democrats come together and literally do what they can. It has been quite a miracle to see. We went from 1. 8 billion when i arrived three and a half years ago, to almost 4 billion from the United States. Whether you talk about bush, obama or trump, and i know with biden we will have the support we need to help the need tee needy peope around the world.
