Three experimental vaccines could get fda approval next month. But who will get it . Which one will they get . And when are some of the questions being asked right now. Kpix 5 reporter Andrea Nakano talked to an immunologist for some answers. Reporter theres no easy answer to those questions because all of the data hasnt been released dwroet figure out which vaccine works best for which segment of the population. One doctor told me this is a good sign that the end of the pandemic is closer than ever. Thats remarkable. Thats never happened before in the history of vaccines. Typically it takes, you know, five years, ten years, sometimes 15 years before you can go from a concept to testing in humans. Reporter this doctor, a professor of immunology at tan ford university, says some vaccines began Clinical Trials in march. The three viable vaccines have an efficacy rate of potentially 90 or higher. Before you ask how do they decide which vaccine goes where, you have to ask one question prior to that, which is how do they decide who gets the vaccine . Reporter according to Governor Newsom the vaccine will first go to health care workers. The three vaccines work in different ways but all have one goal. Theyve gone through three rigorous phases of Clinical Trials. These trials are designed to analyze not only effective how vaccines are but how safe they are. Reporter the astrazeneca vaccine differs from the previous two in one unique way, it does not need to be refrigerated at minus 70 degrees celsius. Doctors, though, have questions about the reported efficacy, the populations they are most effective in and the length of immune responses. The doctor says one thing is clear the world can learn a valuable lesson from this pandemic. How is it that under crisis we were able to do what would normally have taken a decade or longer, what lessons can we learn from this as we go forward into the postcorona era. Reporter Governor Newsom delaying the timeline for the general public a little bit, saying that mass vaccinations will not happen until early next summer. Andrea nakano, kpix 5. Tonight the u. S. Reporter San FranciscoDistrict Attorney chase says the decision to file criminal charges against a former officer for a Police Shooting send a message. A message that i hope will be loud and clear. No one is above the law. Reporter the officer, chris, back in december of 2017, the officer was in the front passenger seat of a patrol car. Body camera video shows him firing through the window, shattering the glass and fatally wounding an unarmed person. The officer was immediately fired. Now three years later, the d. A. Is charging the officer with several crimes, including voluntary manslaughter, involuntary manslaughter, assault by an executive officer and negligent discharge of a firearm. April green is oneils aunt. The times have changed. People are videoing and recording now, holding to accountability these officers, which is great. And im really hoping that this case will set a standard. Is there an imminent threat of serious Bodily Injury to me or somebody else . And if there isnt that there should be that hesitation of why am i pulling this trigger. Reporter we asked frederick, a retired San Jose Police sergeant for his perspective. The vast majority of cops are out there doing the right thing. And to hear a District Attorney say were going to send a message to you guys, that may feel terrifying. However, there should be no message sent. If im going to take someones life, it better be justified. There should have been no other way to resolve this conflict. Reporter the officer is expected to surrender sometime this week. Joe vazquez, kpix 5. The San FranciscoPolice Officers association had this to say, quote, the criminal Justice System will allow for the facts surrounding this case to be dis closed. San francisco already had a sinking tower, now its an entire neighborhood. Tonight what is going on. Either the sidewalks are sinking or the buildings are going up. When president elect joe biden enters the white house, two potential cabinet picks with bay area ties could make history. Plus, a tonight a bay area neighborhood is sinking faster than anyone expected, and we discovered that fixing the damage may make it even worse. Kpix 5s Susie Steimle is live in mission bay tonight, suzie . Reporter well, ken and liz, they have a nickname for this neighborhood. They call it Little Venice because so much of the sidewalk here is sinking. And the sinking sidewalks, you can see a couple inches at this cafe, its a problem weve known about for a while now. But during a tough year, Business Owners say its getting too expensive for them to maintain. In San Franciscos mission bay neighborhood, there is a place where the sidewalk ends. Definitely looks like theres something wrong, obviously, with the settling. Reporter and ends again. Somebody needs to fix it. Reporter and again. Either the sidewalks are sinking or the buildings are going up. Reporter the sidewalks here are sinking. You can see the gaps at just about every single street corner. These can be a little more complex than putting some cement on the sidewalk. Reporter Rachel Gordon is with San Franciscos public works department. She says this problem was predicted when the neighborhood was envisioned. Mission bay is built on landfill. We knew going in when this was being developed, these used to be old railyards. And its made on landfill. We knew that there was going to be some settlement. Reporter ultimately, its up to the Building Owner to foot the bill to shore up the sidewalk. I always joked, its like venice because it could just be water around these buildings. Reporter jennifer smithdolan is the Vice President of operations at mercy housing. She says long term, the nonprofit cannot afford to continue to pay for this. The fix and the amount of money we have available to make the fix is just probably not going to add up. Reporter she also worries the constant fixes could be detrimental to the cafe next door. Put all of this on our retail tenants who are already struggling in a really difficult market, and adding one other hurdle, its devastating to them. The street is pushing down and its pulling the sidewalk. Reporter larry carp is a geotechnical engineer who studied the now infamous sinking of San Franciscos millennium tower, which sunk 18 inches. He says the structures in mission bay are more secure. They were built to bedrock because its a liquefaction zone and still the main bay outlet for water from all the citys underground streams. So the ground is settling. The streets are settling. Everythings settling, but the buildings arent settling. Reporter so the buildings are okay . Yeah, the buildings are fine. Reporter the buildings are designed to withstand an earthquake, but the sidewalks and streets arent. The ground is sinking faster than originally predicted and every time a Building Owner fixes the problem, theyre likely making it worse. Repaving makes the ground heavier, causing sidewalks to sink faster. Its a difficult process to fix things because when you fix them it just starts all over again. Reporter city records obtained by kpix show calls for repairs are steadily increasing. Last year 259 sites were identified by the city as needing repairs. Compare that to around ten sites ten years ago. Most havent been completed. Its an expensive problem, one that isnt going away, and for the nonprofit, its a bit unsettling. Anything thats taking away from, you know, providing Affordable Housing is always a little disappointing. Reporter all these costs keep heading up, what does it cost for the average storefront to fix this problem, and how often are they really doing that . Reporter so liz, the sidewalks here are sinking about a quarter of an inch a year, which might not sound like much, but it can add up over the years. Every three by three foot, thats 217 if the city were to fix it. You see on a big block like this, it can get pricey. Yeah, and it seems its a bandaid to fix the problem. Thats not really going to stop it completely. Somewhere reporter exactly. Somewhere below all that, Mission Creek is still running, and thats the problem. Reporter exactly. Suzie, thank you for that.
