Race to the white house. And theres still not a clear winner. Good evening, im allen martin. And im elizabeth cook. I spoke with Paul Henderson about the president ial election and how hard he thinks it will be Going Forward for whichever gentleman wins the presidency. I think its a surprise to pollsters. I think its a surprise on some levels to both sides of the parties,er both for republicans and democrats. And what its going to mean separately from what it means in terms of the length of time that now we have to wait to figure out what the leadership is going to look like for this country, its at least already sent a very clear message that there is not going to be a blue wave in terms of executive leadership in this country. And so, in congress and in the senate, i think things are going to look pretty much similar to what they did in the past, and there was not going to be an overwhelming democratic majority and a power grab in this country. Now, that means that regardless of whos going to be in leadership in this country, regardless of how the president ial candidacy ultimately turns out, its not going to be an easy path to addressing some of the more complicated and pressing issues that were all struggling with right now. It sounds like just from the results of this election that itll be pretty difficult regardless of which direction that leadership goes in. If we have republican leadership, it doesnt seem as though it will be an easy path forward, for will it be an easy path forward for the democrats. I think we as a country need to really reevaluate or think about who we are as a nation, what our policies really will be, but the fact that we are having this discussion about a razorthin margin on one side or the other send a very clear message that we are not all on the same page about many of these important topics. And certainly not about the leadership. And so what i would expect is that unless were hearing new approaches and unless were hearing new ideas, unless were served with unique, different or shifted policies to be reevaluated, that we are not at a standstill, but theres not a clear way forward about how were going to resolve many of the ongoing challenges that are facing us in this country right now, not the least of which is were doing all of this under pandemic. And thats part of the issue. We dont have Clear Authority as to which direction were going in terms of dealing with this pandemic. We hear criticism from the democratic party. We see what the Republican Party has done with the pandemic. And certainly, theres some judgement reflected in the votes we see today, but its not as clear what the answer will be from leadership or what the answer should be from this country. Theres just too much of a split. And theres just too many opposing sides as is reflected from these votes, and its not clear one way or the other where the majority should lie or where the majority will lie. And were still not even through counting votes. Well, this selection is shaping up to be one for the history books, thats certain. That may be the place to look for some perspective on whats happening. Kpix 5s john ramos examines where we are by looking at where weve been. Diablo Valley College in Pleasant Hill is quiet, another victim of the global pandemic, but its not the only problem facing the country right now. And out in the parking lot, film student jessica says it can be a bit overwhelming. Like theres so Much Division in the country. Sometimes i can fall down a rabbit hole feeling hopeless, but i try to stay optimistic. Reporter but Political Science professor dr. Albert ponce says whats happening now all happened before. At the start, if we go back in history, we think about, you know, brother taking up arms against another brother during that revolutionary moment to construct this nation, leading to the first elections. Reporter but that first election was the least contested. General George Washington got 100 of the popular vote, 43,782 in all. The closest contest in history was when John Quincy Adams beat Andrew Jackson in 1824. They tied in the Electoral College and it was decided by one vote in the house of representatives. In 1876, Samuel Tilden only conceded to rutherford b. Hayes in exchange for the withdrawal of federal troops from the south and an end to reconstruction. It looks like its all over for al gore at this point. Reporter and in recent history, nothing beats 2000 when the election dragged on for weeks as poll workers examined damaged ballots in florida. George w. Bush won thanks to the supreme court, but it was his opponent who stopped the bleeding. I offer my concessionch. Reporter professor ponce says donald trump may choose to pit one side against the other, but it is underlying, unresolved problems like race or immigration that are really keeping them apart. So its the political philosophies, but its centered and grounded by real issues that have been in our country since the beginning. Reporter he says we cant ignore those issues, and eventually everything will cool down, but then history is certain to repeat itself. In the east bay, john ramos, kpix 5. The professor says that the Political Division in the country may last a generation but he thinks itll be todays young people who will eventually bring the nation back together. Well, returns are still coming in, but at least six state propositions have failed so far. That includes prop 16 which would have restored affirmative action, prop 20 would have tightened parole rules, prop 21 would have allowed cities to enact rent control. Prop 23 would have required physicians at dialysis clinics and prop 25 would have upheld legislation to end the cash bail system. However, some notable propositions gained major support. Prop 17 passed, allowing californians convicted of felonies that are on parole to vote in elections. The measure restores the vote to 50,000 parolees. And californians also voted to approve prop 24, expanding data privacy laws. The measure triples the fines for companies that violate childrens privacy. It also closes some loopholes businesses have used to get around a landmark data privacy law passed in 2018. Live look at capitol hill for you tonight where the balance of power in congress is too close to call. On the senate side, democrats need to flip several seats to retake control. They came up short in iowa, montana, texas. Cbs news has yet to call the races in some key states. In north carolina, republican thom tillis is leading democrat cal cunningham. In georgia, republican david purdue is leading democrat jon as soph. And in michigan, gary peters is leading republican tom james. Mitch mcconnell held on to his senate seat as did south carolinas lindsey graham. In maine, democratic challenger sara gideon conceded to moderate republican susan collins. Former Auburn University football coach, tuberville, is projected to flip alabamas senate seat after defeating incumbent democrat doug jones. John hickenlooper, a democrat, will unseat republican cory gardner. In the house of representatives, Party Leaders from both sides of the aisle are taking somewhat of a victory lap. Cbs news has not yet called which party will control the house, but democratic Speaker Nancy Pelosi has already claimed victory. Still, republicans flipped several more seats than the democrats, and house develop leader Kevin Mccarthy suggest that is Speaker Pelosi will have a hard vote to keep her role. I know there was a number of people who did not vote for her last time, and as our numbers continue to grow, i think at the end of the day, no matter where we end up that well be able to have a very big say or even run the floor when it comes to policy. We have held the house, and now after all the votes are counted, well see how much better we will do than that. Another note about the house, new mexico just became can the first state to elect all women of color to its delegation. Has set a new record for daily confirmed cases, adding more than 99,000. And new number this is evening showing hospitalization rates are up in california. The state reported a Positivity Rate of more than 6 over the last seven days. Hospitalizations jumped double digits to more than 13 over the last 14 days. Icu rates are also up more than 19 . So even though these increases are not themselves the parts that will overwhelm our hospital system, certainly having this sustained double digit percentage increase over many, many weeks will put our hospitals in a difficult position during flu season. And because its november, state Health Officials say they are working to release some covid safety guidelines for the thanksgiving holiday. The total number of cases nationwide is climbing toward 9. 5 million. In nebraska, hospitalizations are at a record high and Health Officials are looking to borrow nurses from other states. Hospitals in iowa and missouri say bed capacity could soon be overwhelmed. And michigan is averaging more than 3,000 new cases a day, leading the states largest county to postpone jury trials until next year. In the uk a lockdown goes into effect tomorrow, closing nonessential businesses. People are rushing last minute to places like hair salons, and the World Health Organization says cases in italy skyrocketed 72 in just the last week. Pope francis is urging followers to obey health authorities. Meanwhile, the university of oxford says it expects late stage trial results on its covid19 vaccine by the end of this year. Thats raising hopes that britain will start distributing a vaccine by early 2021. Still ahead, san jose extends a were getting a look at how the bay area is reacting to the passing of proposition 22. Marco b. Saying corporations won again. Christy lchltd says good, every driver i talked to wanted this to pass to keep their job in a pandemic. Sharon c. A live look at san jose. The city is extending a lifeline to businesses and restaurants, a program allowing them to operate outdoors will continue through next spring and summer. The city says downtown businesses can now stay open until midnight. Previously those businesses were required to close by 10 00 p. M. Were very lucky to live in an area where the weather is nice and you can dine outside. But paul, youre following what could be a humanitarian crisis because of whats going on in nicaragua. So much rain associated with what was a category 4 hurricane, this is tropical depression eta Still Producing heavy rainfall in nicaragua and honduras. The center of circulation is hard to pick out here. Thunderstorms moving inland, another area of thunderstorms off the coast. But the center is over the mountainous terrain between nicaragua and honduras. This isnt going to stay a tropical depression, though. Were going to switch over to to forecast path, and while the rugged terrain has torn the system apart, its going to drift to the north and make a uturn by friday afternoon. Then as it reemerges over the warm water of the gulf of mexico, its early november, but that water holds on to its warmth for quite a while, its going to redevelop, first becoming a tropical depression again then becoming a tropical storm. It keeps the same name, travels over cuba, which would help to decrease its organization, then it looks like its going to make a run for the south tip of florida and make another turn. This snaking around through the tropics over the next several days. Once we get into early next week, the cone is very wide, even more so for this storm because its so disorganized right now. Theres a lot that can happen once it reemerges over the gulf of mexico. We will keep an eye on it. Lovely sunset this evening as we look towards sutra tower. A mix of 60s and 70s inland at the moment with mostly 60s around the bay itself. 65 degrees at sfo while downtown the temperature is a degree cooler at 64. Upper 50s at halfmoon bay. These temperatures are warm for this time of year and theyre going to be warm for one more day tomorrow. Weve got big changes headed our way for the end of the workweek. A few 40s in the cooler spots. Another day of above average highs. Temperatures a few degrees above normal in San Francisco. Could be the warmest temperatures we see for the rest of the season because were going be so far above normal and were going to spend the rest of the sevenday forecast a lot closer to whats normal for this time of year. Low to mid60s along the coast tomorrow. Mid70s for the south end of the bay with low 80s for the santa clara valley. Mostly upper 60s and low to mid70s around the central bay with a jumble of mid to upper 70s and low 80s for the north bay. A chance for showers. We see the fog remaining off the coast for most of tomorrow. Temperatures will warm up faster. Then we see that first chance of showers. The late night hours tomorrow night into early on friday morning, this isnt going to amount to a whole lot. A chance for a few showers to pass through. We wind the clock forward bit by bit here. Another area of moisture moving in. Another chance of mostly light showers, but well take what we can get. Nothing more than a quarter inch of rain at the most. Even thats in the higher terrain of the diablo range in the santa cruz mountain, but another chance of showers heads our way sunday, and temperatures stay close to what we expect in the month of november, mid60s inland with highs around 60 degrees around the bay. They set up a weekly barbershop at Grace Baptist Church in san jose. They served the dozens of people who stay at the Church Shelter or come from a free shower or food. Hair cutting started as a passion for me. Reporter vincent explains the teens have been cutting their family and friends hair for fun for the past few years. When barbershops closed, the trio put a twist on their hobby. I can help give back. Reporter the High School Seniors established bay cuts, a free traveling barber service. The trio has given away about 50 haircuts to men and women at grace baptist since maye, and eddie says talking with the clients has also snipped away at their own stereo types of the homeless. Theyre just like us. Theyre just normal people who have had some unfortunate events happen to them. Reporter the shelter case manager is inspired by the young barbers. I kept telling them, man, i wish i was that mature at your age. Reporter josh says everyone feels a buzz of excitement when theyre done. Yeah, its like a feeling of warmth you feel when you finish giving the haircut and you see them smile and they feel confident. Reporter take bernadette, whos come a few times. And tim, whose partner got a mohawk. I feel great. Feel motivated. Reporter and that confidence can be life changing. One time there was a guy who had a Job Interview the next day. So he was really excited about b that. They just see, you know, the fresh haircut, but im seeing the fresh outlook on life. Reporter so for giving free, confidenceinspiring haircuts to the homeless, this weeks jefferson award in the bay area goes to them. Many were hesitant, they were concerned about the repercussions as biden continues to gain ground. Today a different story, a different mood, many hesitant to share their political views. We dont tell anybody, you know, what side we are on because we just want to make friends.
