We will break down a new round of possible power shots in just a moment, but first lets get right to chief meteorologist paul heggen for what we can expect overnight. Low humidity is the big concern tonight, not going to increase very much through the rest of the night. Winds will pick up, red flag warning just went into effect a couple minutes ago at 11 00, and this continues through 8 00 wednesday morning for the north bay mountains. Sustained winds are going to be in the range of 10 to 20 miles an hour, some gusts up to around 40 miles an hour. Not a repeat of the conditions we had last week when the wind gusts were up to around 60, 70 miles an hour, but it is still enough of a favorable combination of dry conditions with enough of a raise to push fire that to get started that the red flag warning is in effect for tonight, tomorrow and tomorrow night. Fire weather watch includes more of the bay area into effect at 10 00 wednesday evening, continues through 5 00 p. M. Friday. This is not just north bay mountains. Its also the diablo range and the east bay health a little bit stronger later this week. This tends to be the peak of fire season and this week is definitely living up to that more offshore winds early next week as well. The good news for the moment of the 363 sensors that we tracked around the bay area, zero of them are actually in red flag conditions right now. That could change later tonight. Reporter we are talking about more than 3,000 here in livermore, which is in alameda county. Tonight people i spoke with say they have already received 48 hour notices via text and e mail. Text message alerts like these have gone out to many residents in livermore, warning them that pg e may turn off their power due to the weather forecast. The utility says its goal is to return most customers within 12 daylight hours. That year when we had to shut off scott we werent prepared and didnt have a generator, so we had to get a generator and it was off for almost two days. We have freezers full of food. Reporter this year, tom is prepared. Pg e announced tonight, it expects to shut off power to several counties in Northern California including six in the bay area due to hot, dry and windy conditions later this week. The psps could impact more than 3400 customers, 2,000 in napa county and more than 600 in neighboring sonoma county. Livermores mayor says the city has been preparing for such emergencies for years. We were severely impacted during the power failures during the lightning storms. The high and lightning storms, so we are learning to be more resilient and using a lot of solar, and weve got emergency generators in place. The mayor says the next step is to find a safer place for those here to call home. The University Avenue off and onramps have become a home for large homeless encampment communities. One that berkeley mayor jesse says has grown out of control. Its not safe, and its not acceptable. Reporter for the last months the city has been working with caltrans to address the health and safety issues. Also according to berkeley police, there have been numerous calls for service to this area including a shooting earlier this month and several fires. The mayor says his constituents have been vocal about getting this site cleaned up. Living on a major freeway on ramp is not a safe location. We cant let that continue. Reporter seeing this encampment especially pains marianne, her brother suffered from paranoid schizophrenia and lived on the streets. Every day i cried. Because i know firsthand how it is. Reporter the city of berkeley has been able to move some of the residents but finding shelter space during a pandemic is extremely difficult. Berkeley residents say they want to see a longterm solution to homelessness. Reporter theres people that have figured out a program. They need the support for that. Reporter there is something very much wrong. Something that is out of balance that needs to be thought of in a systemic way. Reporter for now, the goal is to address the immediate issues. Then berkeley is counting on caltrans to take care of its property. We are going to step in and do what we need to do, but we need caltrans to commit to regular maintenance of their properties that it doesnt grow to this kind of situation. Reporter we spoke to several residents and they did not want to be on camera, but one young lady says, this Community Wants to stay together, but moved to a different location. With weeks to go before election day, with more people than ever voting by mail, we decided to put the bay areas mail service to the test. Every day 15 to 20 million pieces of bay area male arrive at one of three processing facilities like this one in San Francisco. They are sorted, postmarked and sent off to their final destinations. First class mail is supposed to arrive locally in one to three Business Days, but some bay area residents are skeptical. Its not coming in, and not going out. Reporter nancy brown lives in campbell. Terrible issues with mail delivery this year. Its definitely something to be concerned about. Especially with the election. Reporter its a question on a lot of peoples minds. We conducted an unscientific test. Ballots also get special priority. We couldnt duplicate that, but we did our best. We picked envelopes that are the same size as a ballot. And stuffed them to make them the same weight and put first class postage on 100 of them. To compare how different bay area regions performed, we divided the ballots into four packs of 25 each. And addressed them to four different po boxes in santa clara, Contra Costa County, alameda and San Francisco counties. Then we broke up into four teams. We hit the road dropping our envelopes off at 100 mailboxes, post offices and even the mailman. In 24 cities across the four counties, four Business Days later, we came back to check. First stop caught our po box in walnut creek. We counted. In walnut creek in our Contra Costa County po box, only 22 out of 25 arrived. All our mock ballots arrived within four days in santa clara and alameda and the last three Contra Costa County ballots came in on day six. As for San Francisco, we are still waiting on two to arrive. The two fake ballots you sent never showed up. It is concerning. Reporter Jonathan Stein with the Voting Rights group common cause says this election for the first time you can track your ballot and get a new one if it gets lost. Another big change, as long as your mailin ballot is postmarked by election day, it has 17 days to get to the Registrars Office instead of the traditional three. Even late ballots still have more than enough time to get to the Election Office and be counted. Reporter what if the ballot is postmarked the day after election day . A recent analysis of ballots in sacramento, san mateo and santa clara found on average 1. 7 get rejected. Problems with signatures are partly to blame. The top reason, they arrived too late. Mostly because they are postmarked to late. I dont think thats voters trying to mail their ballots the day after. I think its voters who are putting their ballots in a blue box after the last pickup on election day. Not realizing its going to be postmarked the following day. Thats a critical point. People have to be aware of the pickup times. Reporter john arntz is director of elections for San Francisco. If youve waited until election day to send in your mailin ballot, dont put it in the mail. Drop it off in person. We have two stations on either end of the Voting Center and people can drop them off. Also more dropoff sites starting the weekend before. We have 588 polling places. Reporter as for our missing mock ballots thats not the same thing is mailing a ballot. There is no Branch Office involved. For this election, the post office is extremely focused on getting ballots. Extremely focused on getting them for tabulation, so im very confident in the process. Reporter in campbell, nancy is regaining her confidence since all three ballots we mailed from her hometown arrive within four days. Im hopeful. Definitely very hopeful that maybe they are getting it corrected, and well see a difference. Reporter she says, shes going to play it safe. I will hand deliver mine myself. This is a really big year, and its really important to get your vote out and make sure it counts. Reporter in the Postal Services latest survey, 81 of national firstclass mail arrived within three to five days. Locally we did better than that with 95 of our mock ballots coming in on time. We were anticipating some around the bay, but doesnt look like its going to be a major factor and by late morning any hint of fog should be gone. Plenty of sunshine, that means warmer temperatures. In the 60s in San Francisco, start off in the 50s early tomorrow morning, with some upper 40s in north bay, but numbers running three to 5 degrees above average for the middle of october, we are going to warm up as we go through the day. Another warm day in east bay for a trio of german shepherds, teddy, max, and charlie. Theyve got a good way to beat the heat. Temperatures are going to reach up into the low 80s in fremont, before the temperatures really warm up, and its not the oppressive heat of last week. Its still definitely warmer than normal as you get farther away from the water, but even around the bay and along the coast temperatures are going to be warmer. Upper 60s, 70s around the central bay with low 80s around the south bay, made to upper 80s in the Santa Clara Valley with the warm spots in the tri valley and east of the diablo range reaching into the low and mid90s. Livermore and concord close to record high temperatures, similar temperatures in store for us on wednesday, then we start to cool off a little bit thursday and friday, more noticeable cooldown by saturday and sunday. Even slightly below average temperatures for a couple of days, offshore winds likely to kick in once again as we head into sunday and early monday.
