Good evening. Im elizabeth cook. Im ken bastida. In the past hour the lights started going off and it could be days before they are back on. Its really looking to us like two risk periods of winds, one right on top of the other back to back. Well have more from pg e in a moment, but first the conditions outside right now, there are some gusting winds and it is pretty warm as well. Lets get right to chief meteorologist paul heggen. He is tracking the conditions for us, paul, and youre saying were in for a couple days of this . Yeah. Theres going to be two time frames to watch carefully, late tonight into early tomorrow morning and late tomorrow night into early friday morning. The humidity is low already because of the warm, dry conditions, but these numbers are going down even more. Well see relative humidity levels in the low teens, even Single Digits and combine that with increasing wind gusts and thats why we have the red flag warning that goes through friday at 11 00 in the morning. This is for most inland portions of the bay area. Those northnortheasterly offshore winds sustained 15 to 30 miles per hour, but gusts could get up to 50 to 55 miles an hour in some of the highest peaks and any spark that gets going will spread rapidly. Hopefully we can get through the next couple days without any new fires starting. Temperatures tomorrow will get even hotter. We tied a record High Temperature in napa at 97 degrees, set a new high record temperature in concord at 96 degrees and temperatures will be a couple degrees hotter thursday. Well look at those records coming up in a few minutes. Thank you, paul. Heres the current outage map. The first round of safety shutoffs are already happening in parts of the north bay. Those are the areas in purple. In all, more than 22,000 customers in parts of seven bay area counties will be left in the dark. The power is being turned off as we speak for up to 33,000 customers and 19,000 additional customers we expect the power to being turned off starting around 8 00 tonight. Now as for when power will be restored, pg e says they will begin reenergizing in phases starting friday morning. Somewhere between a range of say 8 00 in the morning to around noon, that fourhour range is when we anticipate the winds to decrease. It will still be very dry. Well still have red flag warnings because the fuels are dry, but the wind risk will be dissipated and it will be safe to start restoring. Thats our best estimate at this time based on forecasts. Lots of people tell us theyre getting tired of these multiple blackouts. Its inconvenient and its not necessary. Its ridiculous. Its almost like saying oh, theres bricks down here. Now a warning, it is graphic. The man who was killed was unarmed. So what exactly happened . Kpix5s andria borba is live in napa with what were learning tonight. Andria . Reporter elizabeth, we learned this afternoon before the video was released to the public it was shown to mr. Garcias family, the victim in this case, as well as their attorney and a representative from the mexican consulate. The shooting happened at 10 10 p. M. On october 5th. Sergeant david ackman, a 20 yearold veteran, pulled over a car driven by juan garcia for not having headlights on. The first 30 seconds of the video has no sound due to the settings on the body camera. After pulling over the Sheriffs Department says garcia tossed his cell phone and got out of the car. They say thats when Sergeant Ackman unholstered his weapon. It momentarily looks like garcia puts both hands behind his back but then continues to walk towards the sergeant with one hand behind his back. Sergeant ackman continues to tell garcia to get back in his car and show his hands while backing away from him. After a minute when garcia got close, Sergeant Ackman fired and struck garcia six times. In this situation it appears to me that the deputy followed his training and our protocols and he dealt with the threat that he was offered. Reporter garcia died at queen of the Valley Medical Center the next day. We asked whether six shots was the appropriate response to the threat posed by garcia who was later found to be totally unarmed. We train to fire until the threat stops. If we dont do that in our training, under stress in Critical Incidents like this, theres going to be an issue with not stopping that threat. That could cause more loss of life. That could cause things to go down a different path that makes things worse. Reporter now mr. Garcia was later found to have a blood alcohol content of 0. 338 at the time of his death. At this point the sheriffs deputy involved, Sergeant Ackman, is on paid administrative leave. This incident is under investigation by Napa County Major Crimes unit that involves the district attorney, city of Napa Police Department as well as representatives here from the napa county Sheriffs Department, of course, the agency involved in this shooting. Bullets flew through this neighborhood on84th avenue near birch street before 4 00 this afternoon, three people shot, two killed, no word yet on a suspect or motive. Tonight a lawyer for the california Republican Party is speaking out about those unofficial ballot boxes that the gop put out. Although he acknowledges that using the term official on those boxes was overzealous, he says the boxes are legal. Gop is refusing to take them down despite an order from the secretary of state to do so by tomorrow. According to the registrar of voters, the collection of ballots is legal but only if someone is standing there protecting them which has not been the case. It is our belief that placing such a ballot in a secure location, until that ballot can be delivered, usually the next day, to the appropriate Elections Official is the appropriate way to deal with a ballot provided by a voter. His name is mocky and he was discovered missing this morning from the lemur forest habitat. Police are now investigating. Tonight the high fire danger prompting officials to close ten east bay regional parks. Turnouts along grizzly peak boulevard have also been blocked off. Contra costa county fire says that they are on high alert and stepping up staffing and resources. Take a live look outside toward the east bay hills, power will go out for some folks there in about 45 minutes. Here we go again for a lot of folks that live in that area, paul, but this time it sounds like we have a pretty clear timeline of when things will heat up. Its another instance of heat dome taking over the big picture weather pattern which this orientation of how things are lined up in the big picture isnt that unusual for the middle of october. Whats unusual is how strong this area of high pressure, the area of air in the upper atmosphere pushing down on us, is. Thats why well be talking about near record High Temperatures and the higher the temperatures get, the lower the humidity get even with the same amount of moisture in the atmosphere overall. The offshore winds, this is perfectly positioned to turn winds through the lower few miles of the atmosphere offshore and that will be a problem for us the next couple days especially with 55mile an hour gusts possible in parts of the north bay. Lets start with the humidity levels in the teens and 20s this evening and going down more heading into early tomorrow morning. This is our first window of the highest fire danger. Before the sun comes up tomorrow relative humidity levels around 15 for inland and the east bay and the lowest will be in the Single Digits which temperatures are hottest tomorrow, but the winds wont be quite as strong. There will be another window of high fire danger tomorrow night into early friday morning. The winds will pick up overnight, 25 to 35mile an hour gusts by midnight continuing into early tomorrow morning. Then the winds calm down a bit heading into the afternoon hours, some gusts but not as strong. Were zeroed into the north bay, although there will be higher gusts in the inland, east bay and maybe the Santa Cruz Mountains as well, but youll see the winds picking up again. By tomorrow evening the winds will accelerate after the winds go down, which its doing right now. Its still 75 degrees downtown and temperatures everywhere else are still in the low to mid80s. Well drop down only to the low to mid60s in most locations by early tomorrow morning. Thats a dozen degrees above normal for this time of year. So its just a high jumping off point for near record High Temperatures tomorrow well into the 80s for most of the bay area already by noon with High Temperatures reaching to the upper 80s to around 90 degrees even around the bay, temperatures in the mid to upper 70s and low 80s along the coast, plenty of 90s inland and hotspots reaching near or above 100 degrees. How close will we be to tomorrows record High Temperatures . About a half dozen degrees off in the city, but tying a record High Temperature in oakland, setting new record High Temperatures in san jose, livermore and concord and awfully close to a record High Temperature in santa rosa and the temperatures will be just as hot friday. We back off slightly on saturday for inland parts of the bay area, more of a noticeable cooling trend near the water, back to more reasonable october temperatures by monday, tuesday and wednesday, but well watch the fire weather conditions between now and then.
