The streets of San Francisco could look like this at midday of a workweek and its had a profound effect on caltrain. Its been super empty and even sometimes when im commuting during rush hour before it was hard to get a seat. Now almost got a whole full car to myself. Reporter caltrain was one of the most efficient Transit Systems in the bay area with 70 of its expense paid for by riders fares, but that means its hurt even more when there are fewer riders. In good times were really happy not to need extra support through a sales tax, but caltrain is never unlike every other Transit System has never had a dedicated source of revenue. Reporter so measure rr would create an eighth of a cent sales tax on each dollar spent specifically to fund caltrain. Transit officials hope one day the money can be used to increase the reach and frequency of the service, but right now it will be a lifeline. In the next few years without this caltrain will have to shut down and that is animminent and real fear for many riders of caltrain and those businesses that rely on caltrain. Reporter measure rr requires a twothirds vote to pass. There isnt much organized opposition, but arguments against it focus on whether its fair to be raising taxes when so many are out of work and businesses are failing, especially to fund a train system few are even using and now that so many have learned to work remotely, some believe commute transit may never return to prepandemic levels, but planners say they have to assume it will. Currently the three peninsula counties pay to make up the difference between fare revenues and the cost to run the system. Supporters say measure rr would relieve a lot of that burden allowing counties to spend their money elsewhere. Four years ago donald trump beat Hillary Clinton in iowa by 10 . And there are two states where its very, very close, pennsylvania and wisconsin, 30 Electoral College votes combined, voters leaning towards biden, but by law those two states cannot begin processing mailin ballots until election day. So final results on Election Night from at least those two states is very unlikely. Its going to be very interesting and exciting. An unusual scene in Colusa County after a small plane made an Emergency Landing in a field. Its all thanks to a parachute, not for the people on board but for the plane, the technique credited with saving those on that flight. This is a first for us. Reporter mike shannon says hes never seen a plane with a parachute attached and he certainly never had one land in his yuba city rice field. He almost hit the wires, got past the wires and all i know, sitting in the rice field when we found it. Reporter he rushed over to help the three people on board. They were flying to Colusa County airport from hollywood burbank. The plane started to run out of fuel. The pilot pulled the emergency parachute and the plane floated to the ground. Mike says those he met on board werent fazed. They just said, we had a fuel leak and ran out and didnt make it to the airstrip. Reporter an faa investigator on scene said the parachute likely saved their lives. Jerry seveno works on the property and saw what happened. I thought at first they clipped the wires there, but when i looked at the plane this morning, it was on its belly. It was flat laying flat. So, yes, i believe the parachute saved them. Reporter the parachute is attached to the air frame in the center of the plane. The pilot has access to a lever or cord which can then deploy the parachute in case of emergency. This plane, the cirrus sr22t was one of the first models to use this life saving technique, one aviation experts say youll see more often. A lot of the newer designed airplanes which are small planes in general aviation what we call them are coming out with parachutes. They say last month was the hottest september on record. According to researchers, Global Temperatures last month averaged 60. 75 degrees. Thats 1. 75 Degrees Higher than the 20th century average. They say the record was driven by heatwaves here on the west coast, dry heat in europe, northern asia and russia. Its amazing to see the impact of what sounds like a small amount have a big impact on our environment. Youre talking a full degree celsius over the entire atmosphere surrounding the earth. Thats a significant departure and here in the bay area we had some record setting temperatures as well. The average for the month of september was almost in the top ten. It was the warmest september on record in concord which isnt too big of deal because the climate data in concord only goes back 22 years, but livermore we have records dating back to the early 20th century and it was the warmest on record. Weve got more near record High Temperatures the next couple days. Combine that with low humidity and gusty winds and it all factors into our fire danger index, a scale from 0 to 10 which we werent that high today maxing out around 3 or 4, but those numbers will go up overnight as the winds start gusting up, parts of sonoma and napa county where the brighter colors are outlined, well be towards the top of the scale. The numbers retreat a little bit through tomorrow, but the red flag warning continues until 11 00 friday morning because well see another peak of fire danger in the presunrise hours of friday morning as the winds get gusty and the air remains dry, hope for some improvement as the wind begins to die down friday afternoon. High temperatures today record setting in a couple spots, napa tying a record at 97 degrees, concord setting a record at 96 degrees, 85 degrees in fremont, 83 in San Francisco, 72 degrees in half moon bay. Thats above average. Its still 81 degrees at sfo and right around 80 downtown,95 in santa rosa and concord and fairfield, 93 in livermore, 88 degrees now in san jose. The temperatures tonight drop down to the low to mid60s, but these are a lot of valley locations. You go up in elevation and temperatures are even warmer, some spots staying in the 70s to around 80 degrees in the hills of the north bay and thats a big problem, especially when you factor in how much temperatures warm up tomorrow. Well be close to 20 degrees above average, well into the 80s, a lot of inland spots in the 90s. Lets zoom around. Were talking about 80degree High Temperatures along the coast thursday, low 90s around the south end of the bay with mid90s for the Santa Clara Valley and mostly mid90s for the trivalley with triple digit heat along and east of the diablo range the middle of october, four weeks into fall already and temperatures approaching triple digits in a few spots at least, upper 80s to low 90s around the bay with low to mid, even upper 90s for the north bay and same thing farther north for Sonoma County and napa county. This is why we have the red flag warning with that combination of heat, dry conditions and gusty winds. Well be close to records again tomorrow, not in San Francisco, about 6 degrees off the pace, forecasting a record tying high in oakland of 90, a record breaking high in san jose of 95, close to records in santa rosa, 97 degrees, should break a record High Temperature in livermore and concord. The heat advisory kicks in at 11 00 through 9 00 friday. Take it easy in the heat. Its not as hot as labor day, but at this point we should be getting cooler temperatures and we just arent until the beginning of next week, at least closer to whats normal for this time of year. Kaya gupta noticed a student wasnt following the teachers instructions in their weight lifting class. One day this kid, he almost hurt himself really badly because he was lifting weights improperly. Reporter the student spoke limited english, so kaya who knows spanish, started translating for him, but he wasnt the only one. It turned out about a third of the class didnt speak english and had no idea what the teacher was saying every day. Reporter kaya talked to her woodside teachers and administrators and discovered the schools english as a Second Language Program only allows students with limited skills to take the basic classes. They feel they cant take a. P. Classes, advanced classes or electives because they dont have the proper support to take them. When i heard about this, it shocked me because i was able to take any classes that i wanted to. Reporter so with her schools permission the 12th grader gathered volunteer tutors and started an after School Program to give academic support for english learners. Its called arriba, spanish for up. The program has tutored more than 70 students from seven local schools in a variety of subjects like algebra for 8th grader Brianna Garcia soliz. It really helped me a lot. It helped me with my mathematical skills and it makes me more excited to do math every day.
