We expect for these to be smaller by a third and thats thanks to equipment that we have been installing that helps make these more focused and targeted. Its ridiculous. Its almost like saying oh, theres bricks down here. Somebody could trip on it. Lets outlaw bricks, you know. Reporter thats the concern, that power lines could spark some of the fires. Well, we have been alerted to the situation by phone calls and texts. Reporter so that is the plan for pg e to affect the fewest amount of people possible during this latest round. Pg e saying anything else about the latest shutoffs, how its going to affect other customers . Reporter yeah, they are saying this is going to be as targeted as they can. They also say that because of these shutoffs that have been going on and off for this year multiple times residents say, of course, its a concern. Residents here say theyre ready to deal with it and theyre ready for whatever happens tonight. We should all be prepared. Kenny, thanks. The high winds playing a big part in how long those customers could be without power. Meteorologist paul heggen joins us with a look at how the wind is blowing right now. Its turning to the offshore direction which is a dry direction and the winds are beginning to pick up in speed a little bit, not nearly as strong as they will be later tonight. Fairfield is seeing the offshore wind at 13 miles an hour, 5 miles an hour in napa. 25 to 35mile an hour sustained winds later tonight especially in the higher terrain. You combine that with already low relative humidity levels, only 9 in fairfield, 18 in concord, 12 in livermore. Thats the dangerous combination. Thats why we have the red flag warning in effect through 11 00 friday for the north and east bay, mountains and inland valleys and the Santa Cruz Mountains, sustained winds in that 15 to 30mile an hour range, but gusts in the tallest peaks especially could reach 55 miles an hour. Any fire that does manage to get going would rapidly spread. Well look at how strong the winds will be and how low the humidity will remain in a few minutes. Contra costa county fire a high alert stepping up staffing and resources during the red flag warning. With all the dry brush and windy conditions Officials Say they are indeed prepared to respond to any fires if they break out. In our Fire District i put up an extra dozer. We have dozers that can cut trails and cut paths for our access and actually to contain fires. We have two of those in service today. Our ken bastida is following this developing story. 3 ken. Liz, details are still unfolding this hour. We know three people were shot just before 1 00 this afternoon. It happened at 84th avenue near birch street. Crime tape, yellow markers are scattered all around this east oakland neighborhood. Police say one victim died at the scene. Another died at the hospital. The third victim is being treated at the hospital, but their condition is unknown. This was the view of the crime scene from chopper 5 this afternoon, patrol cars blocking access to the neighborhood. The victims identities have not been released. There is no description of the shooter or shooters. Oakland police say this is the 78th and 77th homicide of the year. These are people. These are people from our community that have lost their lives to senseless violence. The Community Members that live in this block and in this area have to live with the tragic scene that theyve seen today, of bullets flying in their community indiscriminately and putting everybody at risk. Thats deputy chief leronne armstrong. He says the senseless violence needs to stop. Just last night 60 rounds were fired in a residential neighborhood just three blocks away. It is not acceptable for in broad daylight in the middle of the day for rounds to be fired in our community. Our children are home as a result of this pandemic. Theyre unsafe. We cant sit inside our homes and allow this to happen. The deputy chief says the department is looking into whether this afternoons shooting and the one from last night are related. Were getting our first look at a deadly officer involved shooting in napa county last week. Kpix5s andria borba is live in napa. The Sheriffs Department just released this body cam video of the incident . Reporter thats right, allen. The shooting happened on october 5th at 10 10 p. M. Sergeant david actman, a 21 year veteran, was on patrol when he noticed a car driving with no headlights near kaiser road and state route 221. He pulled the video over and that is when the video starts. Juan garcia, the driver, got out of the car and appeared to put his hands behind his back. The sergeant who unholsterred his weapon put it back and mr. Garcia kept one hand behind his back and moved toward the sergeant and the car. The gun was unholsterred again. The sergeant began yelling for him to get back in his car. After mr. Garcia continued to advance ignoring multiple warnings sergeant actman fired six shots. All six shots hit mr. Garcia. The training of the napa county Sheriffs Department when we are by ourselves and faced with a deadly threat which sergeant actman believed he was faced with a deadly threat is we are going to meet that threat with our own lethal force. At no time did sergeant actman believe mr. Garcia did not have a deadly threat. A taser is not the right tool to bring to a situation where he believes that his own lifes in danger. Reporter now garcia died at queen of the Valley Medical Center the next day due to those six gunshot wounds to the abdomen. His blood alcohol level was 0. 338 at the time of the shooting. Before the sheriff released the video to the public mr. Garcias family viewed the video here at the Sheriffs Department this afternoon along with their attorney and a representative from the mexican consulate. Mr. Garcia is a mexican national. Many times the departments turn the investigation over to other agencies. Reporter this is the Napa County Major Crimes task force which involves the napa Sheriffs Department and the Napa City Police department and the napa county d. A. s office. Were told that this investigation could take between six and eight months. The sergeant is on paid administrative leave right now. Its all staying in the county. Thanks so much. Milpitas Police Offering a 20,000 reward in the case of a man suspected of killing his ex girl friend. Detectives believe the 35year old suspect Kevin James Gitmed of gilroy is armed and dangerous. They say he shot and killed his exgirl friend Causandra Inocencio in the parking lot of hilton garden on ranch drive saturday night. The victim is a 40yearold mother of two and died a short time later at the hospital. Gitmed is described as 6 feet tall, brown hair brown eyes and tattoos on his hands, arms and chest. Theres a storm system in the middle of the pacific. As it has been getting stronger its been amplifying this heat dome to lead to even hotter weather the next couple days. Lets start with the relative humidity levels. The forecast for tonight shows very little recovery to those humidity levels farther inland. In fact, they may even go down in some spots through the Early Morning hours. Its going to be bone dry by tomorrow afternoon. Those relative humidities in the Single Digits for most inland portions of the bay area. Once again tomorrow night not much recovery. So thats why the red flag warning continues through tomorrow night into friday morning. The winds arent that strong now, but those will ramp up as we head late this evening into tonight. 25 to 35mile an hour gusts especially the north bay, but there will be a few spots inland in the east bay and the Santa Cruz Mountains where the winds get stronger, similar to what were seeing here, and still gusty winds tomorrow to start the day. They die down a little in the afternoon and ramp back up as the sun goes down tomorrow night in the 20 to 30mile an hour range which would allow any fire that gets started to rapidly spread and, of course, when the winds are that gusty, were looking at the possibility of some downed tree limbs. Those can fall into power lines and causes all sorts of problems, which is why we have the power shutoffs scheduled through this evening and tonight. Temperatures are heading up. To the west no hint of fog as we look past sutro tower, 80 downtown, close to 90 degrees on the east side of the bay, upper 80s in san jose and low to mid90s for livermore, santa rosa and concord temperatures tonight drop down to the mid 60s. We heat up rapidly on thursday, temperatures well into the 80s for inland parts of the bay area by noon with high temperatures near record territory, even triple digits east of the diablo range.
