Mantelli between rancho hills drive and leanard way will likely be closed for the morning commute and could be shut down for several days. Tonight after two awful crashes back to back in san jose some are asking is Outdoor Dining safe . Surveillance video obtained by kpix5 shows the driver of an suv jumping two curbs and crossing four lanes of mall traffic before plowing into outdoor diners at grand century mall. Tonight Police Say Two patrons are still in critical condition. Seven others were rushed to the hospital including the 69year old driver. It appears this gentleman was trying to park his toyota 4runner and used the accelerator instead of the brake. Reporter tonight san jose resident long son is choosing to get his dinner to go. It hit us hard because we were just here last week. We think that in regards to logistics something could have been done in regards to providing a little bit more safety. Tonight pg e is warning nearly 50,000 customers that they could have their power shut off beginning wednesday. Every bay area county is on this list now except San Francisco and marin. Heres the breakdown. The biggest potential impact is in napa county followed by alameda, contra costa and santa clara. Just to show you the visualization on how the winds will pick up, tomorrow at 2 00 in the afternoon theres nothing, but as i advance this you can visualize the strong winds developing here and spilling down towards on the rest of the bay area and coast range here from wednesday night into thursday. Well look at that in more detail coming up in the complete forecast, but if you just looked outside today, you would have no clue we already saw a pretty dramatic change in the fire behavior across california today. Im going to show you what the High Resolution satellite looked today and that was a big change in the plume of smoke coming off of the creek fire. There was very little smoke yesterday. Today the conditions already started to make themselves known and a Huge New Development on the creek fire happened today. Ill be back with more on that warmup coming up in a few minutes. On to campaign 2020 tonight, changes to the California Republican partys ballot box program, a Party Spokesperson says they dropped the word official on the boxes but will not remove them. This comes after the secretary of state and attorney general issued a cease and desist order today demanding that the party remove all unofficial ballot boxes by thursday. The gop spokesperson says they have boxes at businesses and churches statewide and they could be distributing more. Weve seen some of the language. Weve updated some of the language and were going to continue to do this ballot harvesting program. Look, weve got to play under the rules they created. They laid out the increase board. Were going to play this all the way till election day. As of tonight, the unofficial boxes have been reported in three counties, fresno, los angeles and orange county. Misleading voters is wrong regardless of whos doing it, Political Parties and campaigns can engage in get out the vote efforts, but they cannot violate state law. President trump back on the campaign trail tonight just a week after leaving the hospital for coronavirus treatment and he held his first inperson rally in florida. Kpix5s Andrea Nakano shows us. Reporter while lives have been lost and homes have burned, here at the oakland zoo theyve seen firsthand the devastation the fires have caused the wildlife. According to the head veterinarian here, were just seeing the tip of the problem. Theyre not too happy. Reporter the latest delivery to the oakland zoo brought in two 6weekold sisters rescued from the zogg fire. These somewhat ferocious sounding kittens lost their mother in the fire but are in fairly good health, unlike captain cal, a 4pound cup that suffered burns on his paws. He was alert and fiesty. He hissed and snarled at me is, that gave me hope that he was maybe okay. Reporter captain cal required three surgeries to remove dead tissue on his paws and developed an infection. Doctors saw huge improvement in his health the last couple of days, though. We put him on multiple different antibiotics based on culture and really turned a corner this weekend. So the infection seems like its cleared. Reporter while doctors nurture the Mountain Lion back to help, they know captain cal was just one of many that need care. I think hes just a small fascinating beautiful face on a huge problem were all facing. Reporter dr. Alex herman says there is no doubt the effect Climate Change is having on wildlife and human life as fires burn acres of their habitat. Herman believes interactions with people will increase as the animals that survived face starvation this coming winter. Some elderly tenants living in Affordable Housing in San Mateo County were at risk of being homeless bill the end of this year. To keep them housed foster city is now paying part of their rent and in tonights project home kpix5s Susie Steimle has a look at this rare use of taxpayer money. On january 1st of 2020 Corrine Warren received the news that her mother was going to have to move out of her home of more than 30 years. It was a big surprise to my mom and to us because we had no idea that, you know, that her lease would ever expire. This was corrines first stable home and she hoped it would be her mothers last. We were pretty much homeless for a while before foster signing. We lived in somebodys bedroom or somebodys garage. Corrines mother lives in a bmr or below market rate unit. Her brother lives there, too. Without this rare Affordable Housing she worries they could both end up back out on the street. Theyre low income. Theyre both living off of social security. They both have disabilities and it was just going to be impossible. Reporter there are 74bmr units in this complex. Each tenant pays 30 of their income towards rent. So her mother pays 700 a month to live here. Market rate would mean paying more than 3,000 a month and these tenants found out for the first time at the end of last year that the bmr status was expiring and it came as a surprise to every single one of them. And we have residential paying 300 or 400 or even under 300. So where are those folks going to go . Youre talking about residents in their 80s and their 90s. Reporter sam hindy is the former mayor and now Council Member in foster city. Hes been tracking the expiration of these bmrs and looking for a solution. The city offered one this month. The city will be putting the money in. So we are invested in making sure that our residents are taken care of. Reporter foster city will pay essex, the Property Management company, up to 400,000 to buy these tenants some time. The fact that it was extended was a tremendous relief. Reporter while corrine says shes grateful for the extension she realizes its just a bandaid. Even though were really happy with the decision that the foster city made to do the extension, it is a temporary solution. So we still have, you know, a long road ahead of us, a lot of work to do. Reporter to qualify for most Affordable Housing programs, tenants have to meet certain income thresholds. Corrines mother and brother collectively make 22,000 a year. 36,550 is considered extremely low income in San Mateo County. Most programs will not take a tenant unless theyre making more than that amount. We want them to be aware no matter what solution we are doing as far as extension, there will still be some members of that community who have no place to go. So thats the biggest challenge right now is that she doesnt qualify for any of the low income programs. So next steps, the city is hoping that essex will work with them and voluntarily preserve some of these units so that tenants dont find themselves in this same situation yet again next year and we did, of course, reach out to essex for comment for this story and they did not provide one. Checking in with darren peck right now to see, well, how the new week is starting and were warming up already. Already felt it out there today. Were already 10 degrees above average and we havent gotten to the big warmup yet. Thats what i want to start off with because as important as fire weather is, most of us are not going to feel that at all. Thats the winds and low humidities in the mountains. Heres what youre going to notice about this week. Im going to use four examples to show you how drastic this change will be. Concord, average daytime high now for concord would be 77. We were 11 degrees above average today when we went to 88, but look how much higher we are going, 97 by thursday and friday. Lets do the same thing now for san jose. Your average in san jose is 76. Well be at 95 by thursday and friday. Lets get a little more access to the bay. Well go to oakland where the average this time of year is 70, but were going to be 93 on friday and this is the kind of warmup thanks to these offshore winds that really allows that to get all the way to the coast. So it will be low 80s at the beaches and look at San Francisco for daytime highs by thursday and friday. Well be 2 degrees shy of 90, certainly can happen in october, but thats still 18 degrees above average by the time we get there. So thats the warmup. Ive got better news as we get to next weekend. Ill show that to you in the sevenday forecast. Lets talk about those winds now. You can really visualize the change right there. That get us into wednesday morning and thats when the fire weather watch goes into effect from wednesday morning to friday morning, but i pointed out at the top of the newscast its actually overnight wednesday night into thursday morning, that window there where the strongest winds will happen. Well come in for a closer look. Watch that time frame. That gets us to thursday morning. A little stronger surge of the offshore winds and with 30 to 40mile an hour gusts in the mountains, that tends to really dry things out and watch how hope the humidities are going to drop as we get into the late part of thursday. Thats really what causes the big concern. The forests are already dry enough and when you bring in these offshore winds, it just dries things out even more and until we get a widespread soaking rain every time the wind picks up like this were going to be at the mercy of the wind. We need rain and there isnt any, at least not in the near term. Morning lows for tomorrow come back down into the midand upper 50s, daytime highs starting to climb a little. We get back up into the low 90s inland, low to mid80s for much of the bay and in the sevenday forecast theres the good news. Look at the end of the weekend and next week. Well bring those temperatures back down, still a little above average by monday, but at least it is going to be cooler by the time we get there. So at least well end it on a more positive note.
