What little marine layer there is will burn back to the coast fast and today will be more sunshine compared to anything else and a little warmer than yesterday but not enough to notice. Todays temperatures are pretty much identical. We are starting out around 60 in most places although santa rosa is the cool spot and while we will notice the breeze picking up, it will not be too bad. Moran and san rafael will be 77. Santa rosa will be 84 and the numbers climb into the low 90s in Mendocino County but there are plenty of low to mid 90s to be seen, right across the weekend. Saturday and sunday, monday as well. And then we will come down into the upper 80s for much of next week. You will not notice a lot of change. It is shallow. 68 in concord, 59 in San Francisco and besides little marine layer and normal temperatures, we have to talk about the warmup for the weekend. If you are inland we are into the mid90s, so it will feel different by the time we get into saturday and sunday however we are not there yet. Mid to upper 80s inland today, low 70s for the bay and we will keep it in the low to mid 60s at the beach and we have a special report that we will check in with. I am jeff glor. Labor department has just released its employment report for the month of july. It shows how job recoveries after the massive layoffs due to the coronavirus shutdown happened. One analyst joins us with the numbers just out now. July jobs were created, 1. 76 million of them, in the month of july. The Unemployment Rate actually went down. We thought go go from 11. 1 to 10. 2 . So lets put this in a little bit of a frame of reference. We saw 22 million jobs evaporate in march and april and 7 1 2 million jobs in may and june and now in july, the case of job growth is slowing down. 1. 7 million jobs is a lot of jobs but it is a slow down and that slowed down is completely related to the surge in viruses in the south and west. There are a lot of people slowing down the reopening process. They are expecting 1. 6 million jobs to added. I think that it is impossible to understand how these numbers are variable every single month. Just look at the weekly jobless claims that we have been getting. We saw a very nice steady decline from the peak and then we saw the surge in the area and that caused them to go out and they are down again now. This is not a big miss when you look at the possibility. The range was for a loss of 1 million jobs to a gain of 3 million according tolot of different Economic Indicators and a condo list analysts. There were 4. 8 million jobs in june and a 1. 78. Is this debate continuing over the next package, what argument is there that the money that is being sent to workers is discouraging people from returning to work . There is some research. What are you seeing . The researcher debunks this idea that Unemployment Benefits deter people from looking. In fact, we have research from Yale University and from one of the Federal Reserve banks in chicago that show pretty clearly that when people are actually getting her Unemployment Benefits, they are looking for jobs and in fact they may be looking harder and more consistently compared to those who are not receiving benefits and that is interesting. A separate paper from the National Bureau of Economic Research finds that the longer the benefits are stretched, meaning if you extend benefits over a longer period of time, we had better matches between those who are unemployed and the skills they have. Why is that good . If someone takes a job that is below their skill level, that means that job is not available for another person so in fact it looks like a good Unemployment Benefits program is better for the labor market over the longterm, especially when we are suffering. We have come down from higher Unemployment Rates but this is still a critical situation with millions of americans sidelined from the labor force. I wanted to know Household Debt actually decreased in the second quarter. Why is that . . When people do not have a lot of money to spend, they look to not spending further on credit cards and they also may abuse their stimulus checks, that 1200 to pay down outstanding debt. It was the first drop in Credit Card Debt in six years. So that was a good sign for households. Thank you very much. We are at 1. 78 million jobs and that was down from 4. 8 million in june. We will continue on the story all day including on our streaming networks cbs and and coverage on cbsn bay area. You can look at the report again. I am jeff glor. More news, 24 hours a day from the cbs news area. We are live in oakland. Monitoring developments about the quadruple shooting in east oakland that is left one dead. Some hospitals cannot work. So, yeah, anything helps. This opera singer provided a soundtrack and he observed 48 seconds of silence to mark the date of the blast in arabic. Taking a look at capitol hill, today is congresses self imposed deadline for a stimulus deal but the chances of a bipartisan agreement before the weekend begins are looking pretty slim. Negotiators say they are dealing with some big roadblocks after thursdays threehour meeting with democratic leaders. The main Sticking Point is 600 a week in extra Unemployment Benefits that ran out last month. Democrats want to renew the program while republicans want to slash that amount. My frustration is that we could have passed a skinny deal that dealt with some of the most pressing issues. We should do something it should do Something Big and we should do it in a way that is bipartisan as we go down every other area. President donald trump may take executive action if negotiations fail today. Ntinas the latest s week in a w of more 1 million unemployment claims been filed. I worry that if they will not stand, then i will have trouble paying my bill. I am going to end up getting kicked out. If i cannot pay my rent, they are going to kick me out, right . I do not want to live on the streets. We will continue to follow those stimulus talks as they continue. Both sides do appear to agree on one thing, another 1200 cash payment to many americans. Outdoor dining is available in oakland chinatown starting today. Street fest fridays happens each friday in august from 4 00 to 8 00. Dozens of tables will be set up outdoors on ninth street between franklin and webster. The Oakland Chinatown Chamber of commerce is hosting the street fest as a way to support local merchants. We have been living in bubbles for a while. You can go out to eat in one. San franciscos sushi area installed three of these dining domes located in the plaza.
