Reporter holt said he thought there was a moratorium against such actions. But, he will now have to find the money to fight the lawsuit. That is category 1 hurricane just grazing across the northern part of the wahoo, right along the north shore. It will do the same thing on hawaii sometime overnight tonight and into tomorrow morning. It is a serious issue for hawaii. We are keeping a close eye on it and we will have more detail in the next half hour. Look what showed up again right on time. If we put the numbers on today, they are pretty nice for most of us. Although, that 85 for concord was actually closer to 90. Same story in livermore. It is still hot in land. If we do the comparison with yesterday, we did get a little bit of help today. We were a little cooler, but i dont think you probably noticed much of that. We didnt get enough to feel the big change. The four companies are on the Small Business administrations list of companies that received ppp loans. Within the span of about a week in june, each business received between 350,000 and 1 million in ppp loans. The companies are just as elusive as he is. According to filings with the state, they provide Cloud Computing and investment services. They have at least 24 employees each. But, there was no sign of activity at the address listed for all four businesses. Home in an affluent south bay suburb where no one wanted to talk to us. We had no luck at any of the other properties. One tenant we met told us to get off the property. Desi on this house . Reporter when we finally reached him on one of his multiple cell phone numbers, he hung up. Checked with the county and his four companies and they are not licensed to do business here. It turns out there are more red flags. One of the rules of the ppp program is, you cannot get more reporter Professor James wilcox at the Uc Berkeley School of business said to apply for a ppp loan, you have to have been in business by february 15, before the pandemic started. His companies were registered with the state in june. This is not a program that was designed for startups. Reporter he said he wouldnt be surprised if some scrupulous companies are gaming the system, because the application process was purposely designed to be simple so desperate Small Businesses could be staying afloat and pay their employees. As a result, it is vulnerable to abuse. These loan applications require relatively little documentation. It is much easier to fill out the application for a ppp loan for an amount that might be say 50 or 100 or even 500,000 or million. Much easier than it is to get a personal credit card. Reporter she applied for a ppp loan to get her barbershop some money to stay afloat. But, she was turned down. It is devastating. I have four children and a mortgage and we have four barbers here that are all trying to live. It is unfair to all of us. Evidence of waste, fraud and abuse with any programs is not tolerated, and should be reported. The agency has yet to respond to a critical report by the Government Accountability office. The Watchdog Agency found a significant risk of fraud in paycheck protection loans. They recommend sba develop a plan to respond to risks in ppp and address potential fraud. Repressor wilcox suspects that will be a tall order. These loans are really designed to be almost entirely forgiven and not paid back. Millions and millions of these loans have been made. They knocked out power across the region already reeling from a surge in coronavirus cases. The big story with the storm are the powerful winds. They came ashore at about 90 miles an hour, uprooting trees and ripping off roofs. Check this out. The driver captured this heart stopping video of a semi truck tipping over on the highway near armstrong. The driver wasnt hurt and was able to crawl to safety through his broken front windshield. Meanwhile, hurricane douglas is moving into hawaii at this hour prompting islands to blast hurricane sirens and open up storm shelters. Douglas could be just that heard hurricane in modern history to make a direct hit there. The category 1 is turning just north of the big island. Landfall is possible in both wahoo and hawaii with a maximum sustained winds of 85 miles an hour. Residents are hunkering down. We are going to be seeing shifting going on and strong winds and storm surge on parts of the island where roads are very close to the water. And, where homes are very close to the water. It could be a lifethreatening event. We dont want to see anybody get hurt. Officials are urging residents to stay indoor and tiedown anything loose. It is rare for a hurricane to make a direct hit on the islands. So, darren is it, or is it not . Most likely not, but it is too close to call. When you first look at the storm with me, the immediate take away is kind of good news, because you can see the storm with its spending center still to the north of the islands. In one sense that is good news. But, it is so close. When you look at the forecast track, you have to take into account that it could wobble one way or the other. Did that one hour ago, and it wobbled the way we wanted it too. It moved a little bit more to the north. But not far enough, that we are out of it yet. This infrared sidelight gives you the dramatic view. I want to give you one other way to look at this. If we put the National Hurricane centers locator on it, it is pretty much passed by now we. It is now heading for a wahoo. It is not just the cone of uncertainty. This is the probability map where we are likely going to experience winds that are at least tropical force winds. That is sustained winds of 40. Is, that would be a really windy day. If you look at the color, you start to get into shades of purple where that is a 90 chance you are going to get it. The question is, are we going to get Hurricane Force winds . Those are the winds at 74 miles an hour without letting up. They gust higher than that. The probability gets lower. But, it is still there. These are the islands and you can see the north source of all of them are within reason. We are down to the wire on this. It looks promising in terms of not having to have a direct hit, but we are not out of the woods yet. Watch what happens on the forecast track. It goes right by the north shore. That is a very likely scenario for the north shore. If you look at kawai right now, the actual forecast shows it going right through the middle. It wants to bring it across the north shore. If it does, that happens tomorrow morning. That is what we will need to watch. It is very possible. We could have a landfall with the eye at a category 1 on kawai and maybe elsewhere. Back here at home, clear skies over the east bay. In the south bay, it has been sunny all day. Right now, san jose 77. You made it into the mid 80s in san jose for the daytime high. Let me give you a couple of comparisons. If we look at the east bay inland, concord, walnut creek, pleasanton, etc. Numbers were at 90 today. But, the big difference is if we pull out a wider range, this is the north bay. These numbers are as much as 10 degrees cooler. We still call this in land for most of these pots. But, it is 10 degrees cooler than it was for contra costa county. Berkeley, hayward, union city, noticeably cooler. It was only 68 today in berkeley, and it was 81 in fremont. The overnight lows will bring the temperatures back down into the upper 50s for tomorrow morning. That will be a very familiar scene. Daytime highs, these are identical to today. No real change.
