Reportedore 41,000 cases yesterday alone. The death rate has not risen as fast as case numbers. But u. S. Officials warn that could change soon without action. County, anthony, they are closing beaches and theyve canceled fourth of July Fireworks displays. This comes as news of a Record Number of cases in the county, daily cases, nearly 3,000. At this point, Health Officials think 1 out of every 140 los angeles could be infected with the virus and is spreading it to others without even knowing it. We cant sustain this rate of increase on positive cases. We just cant. Health officials are sounding the alarm. They could run out of hospital beds in just a few weeks. Hospitalizations in l. A. County are up more than 20 in the last two weeks. Statewide, they are up roughly 43 over the same period. Now authorities are stepping up enforcement. Gatherings with people you do not live with are not allowed. Reporter thats the mayor of los angeles reenforcing his mandate to slow the spread. Statewide, california ordered seven counties, including los angeles, to close their bars while three of the states largest counties, including san diego and sacramento closed bars voluntarily on monday. Californias one of 32 states reporting an increase in their sevenday average of new coronavirus cases. In nine of those states, the rate of positive tests is more than 10 . Including arizona. Where on monday, governor doug ducey closed bars, gyms, theaters and waterparks for one month after weeks of increasing hospitalizations and new cases. At a news conference, he was asked about letting bars reopen in may. Did you screw up . Were fixing it. People under age 44 account for more than half of all cases in arizona. And while the risk of serious illness is low, the Public Health risk remains. They can also share it with mom or dad or grandma or grandfather. And on that note, the governors of kansas and oregon has a statewide mask mandate, as does the city of jacksonville, florida. And thats where the Republican Convention is going to be held in august. In texas, officials reversed course after telling bar ining Restaurant Owners it was safe to reopen with restrictions. Now some are having to weigh the health risks against their own livelihoods. I fought for my life. I want to protect everybody. I dont want to get sick again. Reporter brownsville, texas, bar owner Osvaldo Garcia is taking every precaution including wearing protective gear after he spent a week in the hospital with covid19. He thinks shutting bars and clubs now is the right call. Theres no way to contain it right now. Reporter dr. Peter hotez of the Baylor School of medicine agrees. Governor greg abbott had no choice. We cant keep going as is. Whether those measures will be sufficient is something we dont know at this point. Reporter these often crowded spots are being singled out as a major source of the latest outbreak. The 170 increases in the state in the last two weeks. Texas started reopening may 1st, just after reporting a death toll of 50. The highest in state at that point. It defied a white house recommendation that states see a downward trajectory of cases over a twoweek period. As cases were still mounting. In no way is texas alone. In michigan, the ingam Health Department says more than 100 covid cases across 13 counties have been linked to harpers bar in east lansing. New york mayor bill de blasio cited the michigan bar as one reason he might delay the reopening of Indoor Dining at restaurants in his city. Record number of cases, clusters being tied back to bars and restaurants. So were paying attention to this lesson. At age 98, he was one of the last survivors of the early days of network television. Hood in texas two months ago is demanding answers. Vanessa guillen was last seen in april. The armys criminal investigation command is looking into her disappearance. Army investigators say they sspect foul play. In recent weeks protesters have gathered at ft. Hood and in her hometown to rally behind her family. Mireya villarreal spoke with the familys attorney. Does the family trust the army is looking out for them in this . Reporter good morning, anthony. Right now the family feels officials are not doing enough to find Vanessa Guillen. They dont trust Army Investigators and asking congressional lawmakers to step in and put the fbi or another federal agency in charge. They are headed to washington, d. C. Since she went missing volunteers and the fbi are assisting Army Investigators. They scoured fields and a river near the base. Army investigators say they are doing everything in their power to find her. We wont stop this effort until were successful and with your help we can be successful sooner. Marilyn booker spent a quarter of a century at Morgan Stanley. She led their diversity program. Now the firm strongly disputes that black lives dont matter at the firm. Jericka duncan spoke with Marilyn Booker. She has a lot to say. Good morning to you. Reporter good morning. Marilyn booker used to work right here at the headquarters and she said listen she was an advocate for black employees. In fact, in recent years she had been pushing a program that would allow forced a equate training and support for black financial managers so that they could advance within the company. But booker said she believed those efforts among other things caused Morgan Stanley to eliminate her position. Bker re she learned her 26 year career at Morgan Stanley was over. The Human Resource person told me my job of eliminated and the way they did it, 26 years, loyal employee. Stanley blue and they fired me like i was on a temp. Reporter amid a round of layoffs that included 1500 employees. More than 100 of which were manage directors like booker. For 16 years booker served as the global head of diversity. I remember when i was in that role the firm with respect to black employees was 8. 8 . The last two years under james gorman that number is now 5. 8 . What about you . Reporter james gorman took over at ceo. Morgan stanley disputes bookers lame and said the overall black employees have increased going from 4. 6 to 5. 8 . And the number of black managing directors has more than tripled. But booker said the problem with diversity goes beyond numbers. They do not get the same mentoring. They dont get the same support so they either fail out of pro defeat. Reporter within months of proposing an idea to address those problems booker said she was fired. This month she filed a lawsuit against gorman and barry krouk. Bookers attorney. I believe we will be able to show that women at Morgan Stanley in various positions are underpaid compared to their male peers but black female employees specifically are discriminated against even worse. Reporter why do you think that is . Companies like Morgan Stanley have been getting away with this for years. Doing the right thing alone isnt compelling enough for most companies. Reporter Martin Davidson have been advising major banks on diversity programs for over 15 years. Sometimes dealing with these lawsuits and settling them for what seems like large amounts of money for them its a cost of doing business. Reporter just one week after protests erupted over the death of george floyd, Morgan Stanley ceo sent an each mail to staff acknowledging a turning point in Race Relations and announcing 25 million to create an institute of inclusion. I wonder if this tragic thing had not happened with george floyd if all of these epiphanies would take place. I hope they will ask themselves is writing a check to naacp enough . Is forming a committee enough . I want them to give people the freedom to speak freely about what the issues are. And i want them to give black people a safe space to be able to do that before they can point where they have to leave the organization or end up in court with the organization. Reporter Morgan Stanley tells cbs that it strongly rejects the allegation in the lawsuit of discrimination and unequal pay. The company emphasized that its new Inclusion Institute is just one of many pest of a broader and long running standing to try and address diversity. In fact, they said they have 30 employees that are dedicated to tackling those specific issues. But bookers attorney meanwhile said since filing that lawsuit shes received more than ten calls from current and former employees with similar complaints as booker. At least 16 states have paused or rolled back their plans for reopening and california is shutting down bars that dont serve food in several counties, that includes los angeles county. In arizona, the governor ordered the closure of bars, gyms, movie theaters and water parks for the next 30 days. Arizona has the highest rate of positive tests in the country, ahead of florida and neva nevada. Nearly 24 of the tests have come back positive, compared to 7 nationally over the last seven days. According to the World Health Organization the rate should be at 5 over two weeks before states decide to reopen. The numbers are not good. Jo dr. Jon lapook joins us from vermont to sort this out. Secretary azar says the window is closing to get a grip on this. It sounds so ominous. What exactly does he mean . Well, in order to get things under control, you have to do two main things and one is to find people who are infected and their context, and to isolate them, and the other thing is to have everybody in america doing Everything Possible to stop from spreading it. In terms of finding people, we still are not doing enough testing in enough places so were not doing a good enough job there and you see people Walking Around not doing social distancing, not wearing face masks, so were not doing enough and its still popping up all over the place. People still are having a hard time getting the message about the testing. Why is the testing so crucial . You have to know where the enemy is. This is a war, and in a war, what do you do . You do reconnaissance. Unfortunately here a lot of the people who are infected dont have any symptoms and theyre spreading it. So you are relying on the spreading saying where do we concentrate our efforts . Right now we see Community Spread so were seeing it pop up, the virus pop up all over the place, but its kind of like whacamole but imagine whacamole but the mole is invisible. In order to see where the danger is, you have to do the testing because people dont have symptoms. And its still that ongoing question, jon, to mask or not to mask. Its turned into such a political issue, but really its a health issue. Its absolutely a health issue. It should not be politicized and a friend of mine had an analogy. He said, you know, its world war ii, say, and its the blitz creek, and london is being bombed at night and they told people to black out their windows so the buildings couldnt be seen. Imagine there was one person who said ill keep the lights on in my building. Well the bombs might not hit your building, but they might hit the building next door. So youre killing potentially not only yourself but people around you, and we have to have that kind of Community Type of thinking where were helping not just ourselves but our neighbors. This is one of those cases where listen, we pride ourselves in usa being number one, being number one. We dont want to be number one on this. What are the other countries doing that were not, say in south korea, in singapore, in taiwan . They seem to have figured this out and we have not. Its very discouraging. I am an optimistic person and scratching my head, why cant we do this . Ill do my air graphics. In europe the cases going up and down and taiwan and singapore and south korea and new zealand up and down and theyre able to control it because they really jumped on top of this, they isolated people. They did a lot of testing and isolation works. The other thing they did is, you know, they had an easier time of wearing these masks. Remember, in 2003 there was the sars outbreak and especially in asia, people are used to, its part of the culture to wear the mask. Its not felt to be a political statement. Its a health issue, just as you say. Jon, help us understand this. They say we might have to go back into lockdown but isnt it inevitable that when you come out of lockdown, theres going to be a spike in cases . I dont think it is inevitable, and i think thats what people have to get through their head, is that its in their benefit, its to their own personal benefit to do everything. You could come out of lockdown tomorrow and if every single solitaire person in the United States wore a mask, which has been shown to decrease spread, did social distancing, and we looked at the buildings, we made the buildings safer, we include, improved the ventilation, maybe we put uv filters inside to kill virus and the ducks, things like that, we could start to go back and resume our economy, resume our lives in a way that i think is a lot safer. Were seeing this in europe, were seeing this in other parts of the world. We should be able to do it, too. Its very dramatic to see, i wish every Single Person could see this video of people just speaking. They say just talking or even singing or talking loudly, and you see the little particles come out of their mouth, and then they put a mask on. A simple wash cloth even and it dramatically goes down. In this mornings eye on money we look at the rapidly changing Housing Market and the impact of the pandemic on that market. For the month of may pending home sales which means homes under contract strongly rebound be with an increase of 44 . When you look at existing home sales thats when the deals actually close. The two other reports which showed a lot of promise are when the contract is signed. So they tend to be leading indicators, meaning when they start to move up we start to sense that a bottom has been reached. That would be good news under most circumstances. But, i dont want to get too crazy. We should be cautiously optimistic that housing bottomed in april but the reality is with the pandemic rearing its ugly head in parts of the country we just dont know how this is going to go. As covid19 goes so goes the Housing Market as well as the overall economy. The Mortgage Rate hit a low for the fourth consecutive year. Is that tied to more buyers coming out and maybe elevating some home prices . Reporter its absolutely true that Mortgage Rates are just unbelievable. Down near 3. 1 for a new home purchase. But we got the old time problem of supply and demand. Meaning that as all these people are coming out and looking for homes and maybe encouraged by those low Mortgage Rates, we also noticed that theres actually not a lot of homes for sale. Inventory for existing homes was down by 19 from a year ago. So without a lot of homes more people coming out that pushed up prices. Prices even though we have a pandemic, they are up more than 2 from a year ago. So really tough conditions for buyers still. The pandemic has highlighted and in some cases deepened income in equalities between white and black homeowners. How does Home Ownership factor into that story. Home ownership has been a story of wealth accumulation. Black Home Ownership rate lags the white Home Ownership rate by almost 30 percentage voints. 44 to nearly 74 . What we also know is that probably is why we see wealth inequality. The data that we have, the most recent goes back to 2016 and if you look at that, white wealth is about net worth is about 171,000. Black american wealth is just over 17,000. Ten times differential. I think that has a lot to go the Home Ownership rate. Quickly. Two change in demand seem to be people want a home office because they are working from home and people want to be out of the stiff. Seems like being in close proximity is no longer popular. How might that change pricing . Reporter right now theres a lot of uptick at least in the last couple of months to larger homes in nonurban areas. 32 million americans are living with their parents or Program Parents right now which is amazing. So maybe we need more space. And maybe more people will work from home. Right now we dont know whether this is a temporary move or whether this is a long term trend. Well keep an eye interest. It had more than 790,000 users and was kind of a foundation for trump supporters. Reddit said the form broken its rules by allowing people to target and harass others with hate speech. The trump Campaigns Communications director said people who want to hear directly from the president should download the campaign app. As you know, theres been a reckoning for social media here and one of the founders of revved did it said i admit we have fallen short so they came up with new rules that explicitly say groups or users that incite violence or promote hate based on identity or vulnerability are prohibited. They quarantined the group at first. But they said weve given them many opportunities to be successful. The message is clear they have no intention of working with us so they took this step. Its an interesting sign of a trend here. These platforms used to be free for alls, no rules at all and actually there will be parameters. Its a trend. Companies are demanding it. He won in 2017 for the grund Ground Railroad and this year for the nickel boys. Its about a young black boy unfairly sentenced to a harsh juvenile Reform School in the 1960s. Colson whitehead joins us from his home in east hampton, new york. Congratulations on the two pulitzer prizes. I cant remember whether you won yet but thats a pretty cool feat. I want to talk about this book again because it seems so relevant today. Its about it takes place in the 1960s. Its about an actual real Reform School or sorry based on one which you actually visited. Why what made you pick that story . What was it that made you want to tell that story . Well, you know, it all comes around again and again. In the summer of 2014 with the ferguson protests and Michael Brown being killed i came across the story of a Reform School in florida, a lot of abuses. I never heard about it. Seemed the same way that we have these Police Brutality events caught on video, how many are we not seeing. So theres one place, so how many other Reform Schools are terrible and abusive. It stuck with me. The idea for the book of born out of that terrible summer of 2014 and here we are again. Here we are again. Youve seen this before. You grew up in new york in the 1980. I grew up in new york in the 1960s. Ive seen this story before. But the conversation often ends up fading out. Do you feel that it actually may be different this time . Yeah. I think youre correct. We talk about Police Brutality. We have a conversation. Then it dies out. In the 80s in new york it was michael griffith. I think this time it does feel different. Ive written two books recently one about slavery, one about jim crow, and we see how much has not changed. But it does seem in term of how widespread the protests are and how big and prolonged we have seen a few local city and state Police Reform efforts put in youre encouraged. Does seem very different. Im encouraged reluctantly. Reluctantly. Thats interesting. Yeah. Im a new yorker. Okay. I know that feeling well. After you wrote the underGround Railroad you found something very interesting about your own ancestry. What was it exactly . During my interviews, i had so many ancestors, because they were lost in the void of slavery. I had an uncle that got very mad and said dont you know about that person, this person. Theres a man named colson a slave in virginia in the 1840s, 1850s who bought himself out of slavery and kept working and bought his daughter after slavery. Were you named after . Yeah. I have ancestors who died on the plantation, ancestors who freed themselves. Thats like the blackamerican story. So many different kinds of ways of being enslaved in this country. Some of us made it out. Your previous book the underGround Railroad is being made into a series by Barry Jenkins for netflix, i believe. Can you tell us anything about that . For amazon. Yeah. Excuse me. Its a ten episode mini series. One of the last thing die before the lockdown i went to the set. I saw hundred of people bringing the story to life. Barry is a genius.
