Andrea nakano now from emeryville with the signs of trouble in the east bay. Reporter many healthderments expect to see the large increase in covid19 cases once counties started to ease restrictions. It is also about the hospitalizations. We are concerned about that, that might represent an increase in disease transmission and increase in severe disease. Reporter the director of Disease Control and prevention says part of the increase is because Alameda County accepted patients from the outbreak at san quentin. This county is also home to many Staff Members who work at the prison. They live in our communities an they and they bring it opportunity there for spread into the wider community. Reporter Officials Say you cant blame the outbreak at san quentin for all the increases. In Alameda County a large number of cases are popping up in the central part of the county along the 880 corridor and just like Contra Costa County, it is affecting a certain segment of the population. What we are finding is that it is younger people. And it is lot to the county but it is also specifically to our marginalized communities, specifically latino communities. Reporter Contra Costa County posted the highest number of cases in a day today at 166. So for now the opening of indoor dining, gyms and personal Services Like salons will be put on hold. When we see the number of positives go up as much as they have, we know hospitalizations are coming. Reporter Alameda County and Contra Costa County expect to say a month before the next round of opening. They are waiting for flat numbers before easing restrictions again. Andrea nakano, kpix 5. San francisco and marin counties paused their plans to reopen. Three bay area counties on the governors watch list after a surge in hospitalization rates. Solano county was added today joining Santa Clara County and Contra Costa County. And tonight governor gavin newsom signed off on a new budget with the state facing a 54 billion deficit due to the coronavirus, including cuts to pay, Higher Education and housing, but it spares Public Schools and health care spending. If they want to, freshman and sophomore will be able to return for the fall and summer quarters. Juniors and sophomores in the winter and spring. Campus events are unlikely. That is the message from the mayors of pacifica and Half Moon Bay to all out of towners from san jose to oakland and beyond. They say they want visiters to come, just not this weekend. We could be in a lot of trouble here. Reporter he called Half Moon Bay home for more than 20 years. And now he is spear heading a Community Effort to keep nonresidents from overcrowding the beaches this independence as covid19 cases into climb. We are hopeful the other people in the other townens can be sympathetic to us and give it a break, just for a weekend. Lets start off with the fact we are a tourist town. And that we totally embrace tourists coming to Half Moon Bay. Reporter the mayor says the city welcomed a number of beachgoers recently to the point where parking lots are packed and cars are filing into neighborhoods. People parking in neighborhoods, there are elderly people that are fearful to walk out of their house. Reporter the mayors are concerned this fourth of july will attract bigger crowds. This was the scene on memorial day. We are asking people to kind of stay away this weekend. We know that people in large groups is one of the leading causes of the spread and we want to make sure we are protecting our community. Because it is a Public Health hazard and we want people to hear this message and do what they believe is right. Reporter he says if the pandemic isnt a good enough reason to stay home this fourth of july, maybe the high fire danger will be. Creates a problem for the Emergency Service people. Reporter mission bay residents say the problem with homes encampments on the back side of the cal train station worsened in the last few weeks. Reporter it is hard to miss the growing mix of tents, junk and trash covering the sidewalk leading to 280 south. It is getting worse and more people, Homeless People there. Dent ands bicycles. I noticed there has been more presence to help these people out. He contacted them. I said can you get folks down to address this encampment and see if you could get people help and he said, well, it is a question of having enough rooms for people. Right now they cant tell you to go to a shelter because it is not taking new people. Reporter he said understand the cdc guidance the department of Public Health is not doing socalled sweeps during the pandemic. Moving and mixing people would increase the spread of covid 19. In the meantime, they have changed their walking habits. I try to not go this way. Especially in the evening. Dark time. No way. Reporter across town in the tenderloin, the problem is improving since the pandemic began. Todays count was over 200. It was double that six weeks ago. Most of the Homeless People have been placed in hotel rooms leased by the city. Tonight i reached out to the department of homelessness and Supportive Housing and they directed me to the department of Emergency Management for this matter. Tonight Susie Steimle shows us one womans struggle to stay safely housed. Reporter she says if you dont think racism in housing exists, you need to swing by her neighborhood. Getting a car and ride down east 14th. Go into east oakland. Reporter she is edto own th my son went to college, my daughter was born in that house. Reporter during the mortgage crisis of 2008, her husband had astroke and stopped working which cut their income in half. She then fell victim to predatory lenders. She is one of 35 in her neighborhood to lose her home that year. That was heart breaking. We were losing the opportunity to pass wealto ouch. Eporte she and continued that business in their new place until she found high levels of lead in the soil. I didnt want to take any chances. Reporter she qualified for assistance to have the lead removed but needed approval from the landlord to get the work done, the proper owners never responded which forced her to shutter her business. So no kids means no income. No income means no money to pay rent. Reporter that put her family at risk yet again. So once we got behind on our rent then, of course, came the, you know, notice on the door. We were candidates for evictions. Housing is the lynch pen of Structural Racism. Systemic racism. Reporter he studies Structural Racism in housing. She said her experience typical for many africanamerican families. During the mortgage crisis black families were 70 more likely to be targeted by predatory lenders than white families. Many homes were located on land with a history of red lining. Red lining is the practice from the 1930s that prevented black families from buying homes in certain neighborhoods and qualifying for home loans. It is a system that adds up to a Persistent System of segregation. The neighborhoods are often built on toxic land. East oakland has the highest numbers of lead poisoning cases in the country. 7 of children under the age of six tested positive for high levels of lead in their blood in her neighborhood. Growing up in a predominantly black segregated neighborhood impacts our health outcomes. Reporter her church gave her the money she needed to avoid eviction but she still worried. Oakland lost 30 of the black population due to rising rents since 2000. What happens is that you have segregated communities becomes the gentrified communities of today. Reporter she worries her family could be forced out next. I am still a tenant so no. I dont feel like i have housing security. Housing security is when you own your own home. And since we dont own this home, i dont feel we have housing security. Housing advocates are worried a series of evictions is waiting on the other side of the pandemic which is yet another hardship that is expected to impact the black community nationwide. Interesting. We reported that San Francisco is trying to make eviction protections and put them in place during covid19, make them permanent, what about the rest of the state . Are they doing that in the east bay . Reporter that is something oakland has already done. We reported that as well. But they are hoping to extend that to the entire state. The trivalley low 90s and warmer temperatures in eastern Contra Costa County and around the bay, the upper 60s to low to middle 70s.
