The virus killed more than 2,000 people in eastern congo. During the two year crisis, it was the first time an Ebola Outbreak erupted in a conflict zone. Developing this morning, an outbreak of coronavirus at san quentin jail is causing concern in surrounding bay area communities. With the estimated one in eight prisoners now infected with covid19. And the span of three weeks, the number of inmates testing positive has gone from zero to 456. The surge is being blamed on a dozen inmates from a facility in chino who were transferred there. The founder of insight out the program that helps inmates transition to life on the outside says the virus has taken over the blocks housing the violent offenders with life sentences. I know what its like on the inside because ive worked there for 24 years. Theres like a cloud of fine droplets moving through every 20 minutes one of them calls a n you know when you have a medical emergency. Local doctors who visited the facility earlier this month warned prison officials of a possible catastrophic outbreak. Unfortunately im not surprised. Thats exactly what we feared would happen. When it gets in it spreads like wildfire. These are tinderboxes waiting to explode. Theres nothing special about the walls of a prison or the bars of a cell that are going to keep the virus from escaping prison. The cdcr says its implemented a modified program to limit movement of both staff and the incarcerated population throughout fected with the vir and many of them live in alameda county. Another update this morning. Weve learned the woman caught on camera coughing on a baby in san jose on purpose may be an Elk Grove School district employee. This incident happened at the yogurt land on cuddle road. The woman was upset because the childs mother was not maintaining proper social distancing. The School District tells kpix 5 that we are aware of the incident allegedly involving one of our employees coughing on a baby and are cooperating with the authorities. The new owner converted the first floor parking garage into five new units and is doubling the number of bedrooms on the second and third floor to make 41. Were concerned that where the big apartment like this where hes scuttling up the apartments into bedrooms hell make a hotel. We feel like we have a landlord running the neighborhood. For sure. Reporter larry and barbara are also longtime residents. In those 40 bedrooms there could be as many as 80 people. And if even 20 of them have cars, it will be a nightmare for this neighborhood. It turns out the San FranciscoBuilding Department signed off on the permit without sending it to planning first for final approval. And the signature made neighbors even more suspicious. Tom way is the former Building Department chief. He resigned in march after being implicated in a federal Corruption Case involving former public works director mohammed nuru. He was the one who approved the plans. Even though he knew or should have known that he didnt have the right to do so without sending them to the Planning Department first. This building is 100 rent controlled. Reporter but would be starting out at market rate. It wouldnt be Affordable Housing. No butpy point is thats a kind of Affordable Housing. Reporter while the new units will be rent controlled theres no guarantee theyll be affordable and we have learned theres a new push to create more housing like this in the richmond and the sunset. With the clearer answer from a regional point of view is to try to put the housing within the existing metropolitan area. Reporter randy wrenchler is with the association of bay area governments that recently added the traditionally low density western neighborhoods to a list of Priority Development areas. He says the biggest obstacle to creating more housing anywhere in the bay area is resistance from neighbors. I have heard every reason under the sun as to why we wish it would be built some place else and that has been the reason that we have the crisis that we have. Reporter meanwhile, on irving street, the fight over the old Apartment Building has escalated. Veet now submitted new plans for a fourth floor with eight more bedrooms. That neighbors say is going to obstruct ocean views. Were driving the speed limit. Were in a 40 x height district that. Means were allowed to go up to 40 feet. And were only at 30 feet. Yes, it is dense. But my question would be would reporter but neigtold he pn for a fourth floor if they dropped their opposition to the second and third. Once the developer has received the approval for the second and third floor they broke the agreement. And proceeded to submit the plans for the fourth floor. It was totally manipulative. Were not against more housing. Going to commit to build Affordable Housing for people that need it but hes made no commitments to do that. Well talk about cooler weather for all of us mingbreaking news in the north bay in santa rosa. Two people were shot and they are now in the hospital. Police were called to the area of sebastopol road at around 12 30 this morning. They found two adults who had been shot several times. The officers were not able to find a suspect nor a weapon. At the scene. So theyre offering a reward of up to 2,500 for anybody who has any information. The two people who were shot are expected to survive. Developing news. Hundreds of inmates at san quentin and dozens of Staff Members are now infected with the coronavirus and there are concerns that Staff Members could spread it beyond the prison walls. It was zero just about three weeks ago. So that means one in every eight inmates now is infected with the coronavirus. 40 out of 1500 employees have also become infected. Thats especially concerning to doctors who say the employees then leave the grounds and then spread the disease to the public. The outbreak happened when a dozen inmates were transferred from chino. So far the county Health Officer is not naming the facilities that have experienced those outbreaks. But it is the alarming hospitalization rate that landed Santa Clara County on the watch list. According to a state website, the increase may be caused by patients coming from other counties.
