Only on 5 Andrea Nakano spoke to an insider about how bad the outbreak really is and the warning from doctors about a catastrophic outbreak. I know what it is like on the inside because i worked there for 24 years. Reporter the covid19 outbreak happened after a dozen inmates were transferred to san quentin. The virus took over the north and west blocks which houses violent offenders. There is a crowd of droplets moving through every 20 minutes. Man down. Which is what you say when you have a medical emergency. Unfortunately i am not surprised. That is exactly what we feared would happen. Reporter the doctors were two of six doctors from the bay area that got a look at the pandemicin prison walls. When it gets in it spreads like wildfire. It is these are tinder boxes it explod is home to an older inmate population with risk factors for disease. Doctors say the only way to stop the spread by social distancing and releash releasing prisoners. We work with these people. And we are not saying they are all safe but a great many are. Reporter spokesperson with the California Department of corrections says it has been working to protect staff and inmates. They say san quentin implemented a modified program to limit movement of staff and incarcerated population but doctors fear the outbreak will only get worse. 40 Staff Members have already been infected with the virus. Many live in alameda county. There is nothing special about the wars of a prison that will keep a virus from escaping prison. Reporter there are 1500 employees here at san quentin. The incident happened at the yogurtland. Police say the woman was upset because the mother was not maintaining proper social distancing so she pulled down her mask, got close to the babys face and coughed in it. So far she has not been arrested. The School District tells us, we are aware of the incident allegedly involving one of our employees coughing on a baby and are cooperating with the authorities. However, since there is a current Ongoing Investigation we are not able to comment further on this matter. Tonight coronavirus cases are soaring in california, santa clara is on the watch list. Tomorrow members of the black organizing project, a group that pushed for tonights decision will be discussing the next steps. This kind of privileged rich, owner opization is exactly what has prevented housing. Tonight, what our investigation has revealed. This crisis has changed almost everything, but not our resolve. As San Francisco struggles with housing, developers are eyeing the western neighborhoods as a new frontier. Susie steimle reports, some residents are putting up a fight. Reporter in the heart of San Franciscos sunset district, this old Apartment Building has become the latest flash point in the battle over housing. The owner confronted the first floor into five new units and doubling the number of bedrooms to make 41. We are concerned with a big apartment like this, cutting it up into bedrooms, he will turn we returning the neighborhood. Reporter they are also long time residents. There could be 80 people. And if even 20 have cars, it will be a nightmare for the neighborhood. Reporter adding to their fears for the future are suspicions about how the construction got started. It turns out the San FranciscoBuilding Department signed off on the permit without sending it to planning first for final approval. And the signature made neighbors more suspicious. Tom is the former Building Department chief. He resigned in march after being implicated in a federal Corruption Case involving the former public works director. He was the one who approved the plans, even though he should have shown he didnt have to the right to do so without sending them to the Planning Department first. Reporter he is the developer of the project. I never met him. I didnt know he ran the department. I had no interaction with him. Reporter he says he is trying to do the right thing. We are trying to house people. We are trying to find a safe place for someone to put their head at night and close the door. I mean, just going to this kind of privileged, rich owner opposition is exactly what has prevented housing, especially on the west side. That is what is always presented difficulties to providing affordable housing. Reporter whasut the affordable part of this . The reason is, their rent is fixed. This building is rent controlled. Reporter it would start out at market rate so it wouldnt be affordable housing. No. But my point is, it is kind of affordable housing. Reporter there is no guarantee they will be affordable. And we learned there is a new push to create more housing like this. The clear answer is to try put the housing within the existing area. Reporter the association of bay area governments added the low density western neighborhoods to a list of Priority Development areas. He said the biggest obstacle to creating more housing in the bay area is resistance from the neighbors. I have heard every reason under the sun as to why we wish it would be built somewhere else and that is the reason that we have the crisis that we have. Reporter meanwhile, the fight over the old Apartment Building has escalated. They submit new plans for a fourth floor with eight more bedrooms that neighbors say will obstruct ocean views. We are allowed to go up to 40 feet and we are only at 30 feet. Yes, it is dense but my question would be when you want to tackle the housing crisis, how are we going to do that . Reporter neighbors told us they promised in a Text Messages he would abandon plans for a fourth floor if they dropped their opposition. Lly nipulative. We are not opposed to more housing. Reporter the department of building inspection turned down our request for an interview for this story but they sent a statement in which they confirmed the plans should have gone to the Planning Department and they said his name was only on the paperwork because he was the head at the time. It is easy to see both sides. The people who lived in the neighborhoods for 30 years but then you see the other side, you have to find a place for people to live.
