Reporter as uncomfortable as they are, masks are mandatory across the state of california for anyone going outside, and now one county supervisor says he wants that enforced. People arent wearing their mask. That means theyre not taking the virus seriously. Reporter San Mateo County supervisor david canapa sent a letter to the governor today, urging him to enforce the wearing of masks statewide by allowing counties to collect fines. What we ask the governor to do on a statewide level, and maybe on a pilot basis here in San Mateo County if he chooses is to give us the authority within this road map to have the ability to fine people. Reporter he proposes a warning for the first offense, the second offense would be a 100 fine, third offense a 300 fine. Hes worried if enough people dont reopen masks, there could be more hospitalizations from covid19 followed by a more restrictive shelter in place. Im all for masks. We cant afford to go backwards. The supervisor says if the governor decides against imposing a fine, hell ask the county to do so in 2 weeks. And this just in, new numbers show a record spike in new coronavirus cases in california for the second straight day. More than 6,000 in a 24 hour period as counties surge ahead with reopening. 122 of the cases were in santa clara county, its biggest one day jump so far. The last record was 95 cases set back in april. And while indecreesed testing like we saw today likely accounts for part of that jump, the county Health Director says about 1 in 10 cases are work related. Over the last month weve seen 89 work sites that have reported at least 1 covid19 case, and 38 of the work sites have been construction work sites. More than 10 of the prison population at san quentin has tested positive for the coronavirus. 407 inmates there so far along with 43 Staff Members. Important to note, they didnt have a single case until a prisoner transfer from chino late lost month. We got word tonight that Major League Baseball is scheduled to return. The mlb has issued a 60 game schedule set to start july 23rd or24th. That means spring training would start a week from tomorrow. The league and players ironed out the final details. New body camera video released tonight related to a deadly officer involved shooting in the east bay shows the chaotic moments that police shot and killed a kidnapping suspect. [ siren ] an oakland and Richmond Police officer were involved. They released the video to show how it all unfolded. They fired when the suspect made a uturn and aimed his car at the patrol cars. This all happened back in april when police got a call about a missing 29yearold woman. The kidnapping victim was found in a wooded area and was able to give a description of the suspects van. Police spotted the van, went on a 20mile case into richmond. The video shows the end of the chase. The suspect died, the kidnapping victim has been in critical condition. A hate Crime Investigation in union city tonight. A car with a black lives matter sign in the window was spray painted with racist graffiti and had its windshield smashed. An officer got cleaning supplies and removed the graffiti himself. Also tonight, a petition to defund the San Jose State University Police Department is picking up steam. And not just from the students. Kpix 5s maria medina spoke to a professor behind the call to action. Reporter the petition not written by students, but by 10 black faculty and Staff Members at san jose state, including an assistant professor who says this is a call to start a community dialogue. Were not saying abolish police. Reporter shes worked for san jose state for 4 years. During one of the years she wrote a play about Police Violence in the community. It was during the process of doing the research for that performance that i realized how san jose state itself was implicated in these narratives. Reporter among the cases she discovered, the brutal beating of Phillip Chong in 2016 that led to the firing of officer jonathan silva. Then came the recent cries of Police Brutality and defunding the police after the death of george floyd. I felt it was time to welcome within our own institution and see the kind of changes that needed to be addressed. Reporter the petition is authored by she and other black faculty Staff Members. With the help of nonblack allies, she says. Among the demands are a call to disarm police, a creation of a Community Review board to oversee police actions, and decrease the Police Budget by 50 . Were not just saying Defund Police for the heck of it. Were saying reinvest in us. Reporter she says san jose state students struggle with food and housing, and the money needs to be redirected to them. We never have the money in budget to invest in this, so the money needs to go back to us. Reporter san jose state released a statement in response to our request for an interview saying its creating an Advisory Board to take a closer look at University Police protocols and that it appreciates the concerns shared in the petition. The San Francisco school board could vote tonight to cut ties with the Police Department. 8 hours into a marathon meeting, theyre discussing a resolution to remove armed officers from school campuses, revised protocols for when staff call police, and redirect Police Funding to Student Support services. It also calls on the superintendent and labor groups to Work Together to develop racial bias screening tools for new hires. The Oakland School board is set to vote in a similar resolution tomorrow. If approved, it would phase out ousds police force. And one district catching heat tonight about how its been spending money. Andrea nakano is in danville where parents want some answers. Reporter in a letter written to the school board, patients say they want an end to what they call financial insanity. That includes giving administrators raises while the future of their childrens education is in limbo. New video tonight showing the moment crews arrived at a house fire. Flames were shooting out of a vehicle and spread to the house. The fire grew quickly due to the gasoline.
