This weekend in atlanta, there was yet another Fatal Police Shooting of an unarmed black man. 27yearold Rayshard Brooks. On friday night, Police Answered a complaint about a man sleeping in a parked car in the drivethru lane at a wendys. The man failed a sobriety test, resisted arrest, took an officers taser and then pointed and fired the taser at one of the officers as he ran away, and was shot twice in the back. Reaction to the killing was quick. Protesters gathered throughout atlanta and chanted Rayshard Brooks name, and by saturday evening, the wendys was in flames. Now, one thing that sets this tragedy apart is the death was quickly ruled a homicide and hours after the killing, Atlanta Police chief erika shields stepped down, and garret rolfe, was fired. The Story Highlights the inadequacy of previous attempts at Law Enforcement reform, because the officer who shot brooks recently had nine hours of useofforce training, which focuses on deescalation tactics. That didnt seem to deescalate the situation. Maybe he slept through the training. Luckily, no one called the cops on him. Some cities are trying new approaches, like in seattle, where protestors have set up camp around an abandoned police precinct, calling it the capitol hill autonomous zone, or chaz. Because they also posted this photo with the same guy, apparently after he had a terrible accident with the photoshop crop tool. No surprise fox cut off part of his left wing. My guest tonight is a 60 minutes correspondent, an author, and my dear friend. His new book about the american presidency is called the hardest job in the world. Please welcome, John Dickerson hey, john good to see you hello, stephen. Its great to see you. Stephen im really enjoying the book. Im glad you are. I cant believe youre holding it in your hands. Stephen i understand the presidency is the sexiest job in the government, but why did you want to write it . Thats part of the problem is its become too sexy, we focus on it too much. Stephen was it not sexy originally . James k. Polk, it was so unsexy, his wife had them play hail to the chief so people would recognize him. He had been speaker of the house, he was diminimu diminutie was worried no one would recognize him. It wasnt always a celebrity office. This started changing with Teddy Roosevelt and then the Television Age changed it completely. Stephen so for the first 100 years, it wasnt i dont want to say not a big deal, but it wasnt the sexiest office in the world. What was it meant to be . What did the founders imagine . Well, they imagined it, basically, to hopefully be the offers that would con tape all ofcos7the virtue george washingn had in it. At the Constitutional Convention where theyre cooking up the blueprint of the office, they put him at the front of the room and make him preside at the four months of debate, much like a model in sketch class, so they could build the Office Around him because they all knew he would be the first person to occupy it. The idea is someone who take action when necessary but also restrained, who would have virtue to act in the country and the publics interest, but not in their selfinterest or the mobs interest, and would have the virtue restraint. The thing they worry about much is if we give power to one person, theyre going to abuse it. Its what humans do. You need a system that constrains them and them have enough virtue to constrain themselves. Stephen when i was reading the book, they were toying with an idea of an executive it in Committee Rather than one unitary executive. So the presidency would be a cncert for the public good. Did that have a shot . Benjamin fringe franklin supported that position, and he was probably the biggest political celebrity other than washington, so the fact he supported it gave it weight. Hamilton said you cant do that, you cant build an office to take action and do it by committee. They were so worried about ambition, they said if we make a committee theyll keep each other from going overboard. But because washington was going to be the first president , a lot were nervous to talk about the committee because inherent in the idea is the single president would lack the virtue to hold the office. Implicit in that message was George Washington lacks the virtue, and noble wanted to say that. So theres a funny moments when theyre debating it because they pause and stop talking because they dont want to embrace the idea that maybe warrant didnt have virtue. Stephen up until our modern sage where we dont hold washington up in such a saintly way, every president who came into the office, are they asked to become George Washington the way that every pope has to become peter . In a sense, in a sliver. We can go overpored in our reverence for the founders and we shouldnt. They created a document for human liberty that had embedded in it the enslavement of a portion of america, of humanity. So there were huge flaws. But there was an insirchght in the chief executive which they wanted which was strength. Originally, it was a room with a little kitchen, and now its an enormous building with all different wings. Where did this come from . Should we get rid of some, improve others . The piece they wanted to keep with washington is his strength. He basically willingly gave up his position as commander of the Continental Army for the public, and that preference of public good over perm ambition was something they really wanted in their chief executive. Stephen if restraint was the order of the day, when did the presidency become so huge it was completely unmanageable . Was there a time when it was manageable and when did that snend. President s have been complaining about how hard the job was even from before there was a president. The president under the articles of confederation has a wonderful letter me wrote basically whining about how tough the job was. So its always been hard but balloons with the second world war. Well, first, depression, f. D. R. Came into office. They want the office to do a lot but not too much, they being the leaders of our country. F. D. R. Said i cant handle the Great Depression unless you let me have a few aids. The office was so small and he was begging congress for aids. Stephen the white house didnt have stuff and support for the president . He had to borrow staff from the cabinet agencies. He tried to organize them and it kept failing. He had to go to congress to get another change in the executive branch, which is funny today given how roles are reversed, and congress refused his offer for a long time. But ultimately world war ii puts a lot of power in the office, then the National Security state continues to grow, in 1947 truman makes it much bigger because were in a Nuclear Standoff with the russians, so decisions have to be made quickly and theres this global National Security part of the job that ex pans bands and never shrinks back. Youve said in conversations that weve had, actually, that youve come up with a theory for the year, like a theory for this campaign. Whats your theory for 2020 . Do you have one yet . Well, i think one of the theories is the theory the book is found on. When you look at the job in its basic form, the presidency is a big job with highstakes things that happen that are a surprise that you need to be ready for, prioritize for the right way, build a team the right way. Thats what i was focused on before the three crises happened which is before i wrote the book. Now were living through covid 19, the protests in the street every day. What is the main question . Eng the question comes out of this expression build back better, which is the goal for america and americas president s is not just to kind of get back to the level playing field. What weve seen in a lot of these challenges recently is they have exposed a lot of inequities in our system, and a lot of what has cracks in it, and somebody who can lift comerk to a higher vision, because why do you do that . So that everybody gets motivated to do better, not just to get back to normal, but to create an america thats in concert with its values. Keeping the conversation on that and not letting it get sidere id land in the moment with one central thing about the election. Stephen as president s rarely give back powers, do you think president s will take certain aspects out of their toolkit . For instance, donald trump has proven that, unlike our conception of ourselves and our government, demagogue riis actually a useful tool for the president , at least for the goals donald trump has, which is power through division. Do you think that decorum will return, i guess is my answer, as the standard when weve seen proof that barbarism works as well. You asked about questions about this election, that will be one of them. Its basically joe bidens pitch which is, if we think of elections as responses to the previousdethe gumentsden ising d character and honesty, which if you think of the two pillars of the presidency, you think about honesty you know, honest abe, one of the greatest president s and character. I think thats essentially the biden campaigns pitch, which is, essentially, going back to those basic values that were at the center of the office and the defendant of not having to be in a state of jitteriness. When the country is agitated, the president calls things. President trump has seen advantage in keeping things jittery and akilter. Stephen as a student of history, i want to talk to you about the call to take down confederate monuments and renaming army bases which are named after people like general brag. What do yo do you think . Is it erasing histare. No, its what we elevate. President trump spoke at west point and he said im here on behalf of the whole nation and talked to the cadets very graduating and said you are part of the lineage that, and these are the president s words, that ended the evil of slavery. He wasnt thinking about the union and confederate generals, he was talking just about the Union Generals. So if he lifts up the Union Generals who lifted slavery to give a moral push to the cadets, what message does it say to elevate the genking on behalf of keeping the evil of slavery. Thats what the statutes do and thats by the lodging of the president speech at west point. The logic has to be consistent in a country that is based on idea of equality. Stephen its the hardest job in the world. Is it a broken job . I think it is broken, for this reason weve asked the president to do more than ever before. Things have gotten more complex as well, the economys more complex, requires a president s response, and weve tied the president s hands in a number of base. Congress doesnt do what the its supposed to which puts more items on the president s to do list. Partisanship has locked us up and is not useful. Social media has gotten more jagged and people of bad faith have grabbed control of the debate. And we also dont allow the president to come into the job with the kind of preparation you would hop to have when youre taking over a multitrillion everyonedollar operation. It can be changed. Fortunately, problems in america have been changed in the past, but we need to realign our expectations and make the job we talk about closer to the job as it actually is.
