The death of another black man at the hands of a Police Officer in atlanta over the weekend. So far there have been two nights of largescale protests in response. Reporter on friday night, two White Atlanta Police Officers responded to a call at a wendys. In the drivethrough, they found brooks sleeping in his car. At first their talk, which lasted over 20 minutes, was cordial. At one point, brooks offered to walk to his sisters house. My daughters birthday was yesterday. Will you take a breath test for me . Yes or no. I dont want to refuse anything. Yes or no. Yes, i will. But brooks failed a field sobriety test. And thats when a fight broke out. Stop fighting. Brooks wrestled away one of the officers tasers and ran. Officer Garrett Rolfe chased him. Brooks running, spun halfway around and fired the taser. Rolfe fired his handgun three times. Killing brooks. The medical examiner found brooks had two gunshot wounds to his back. His death was ruled a homicide. This video is too painful for miller to watch. But she wants the two Police Officers behind bars. There was murder. That was not justified. Why was it murder . Because he was shot and he wasnt armed. He wasnt dangerous. Reporter protesters started coming out in atlanta over the weekend. They blocked the interstate. Riot police blocked them. Some people torched the wendys where the shooting happened. Lawyer Chris Stewart represents brooks family. How does this keep happening even after the last three weeks. This is about accountability and systematic change. Reporter the Southeast Regional director for the Union Representing the atlanta officers believes there is room for changes in policing but says city officials should have waited before firing the officer who shot and killed brooks. Should it have ended that way . No. We never want anyone to lose their life. All right. So clearly something went wrong. No, not clearly something went wrong. You cant say that the evidence takes us there because were not done with the evidence yet. Reporter if you look at the Rayshard Brooks tape, you may be wondering, especially if you know about police tactics, could the officers have deescalated the situation . And the union right now is saying because it happened so quickly, going from zero to 100, the officers did not have a chance to deescalate. And thats why they are cautioning the public to withhold judgment at this time and just wait for the investigation to play out. Gayle . Jeff, how many more of these stories do we have to report . You raised a lot of good questions and a lot of people want answers to those questions. Thank you very much. Now to the coronavirus in the middle of all of this. Including florida where new infections in the state reached more than 2,000 on saturday and sunday. Weve seen cases go up. States like texas, florida, georgia, north carolina, south carolina, where you see those outbreaks right now, never really reduced the number of cases substantially. They had spread. It was persistent and now its flaring up. Reporter in new york city, once the epicenter of the outbreak, thousands of demonstrators poured into brooklyn to denounce race employ and support black transgender people. But it was this partylike scene in manhattan over the weekend that has the governor warning of closing parts of the city again. What do the president s allies say about the risk of the coronavirus . Good morning, anthony. President trump sees these Massive Campaign events as his path to reelection. And fellow republicans are downplaying concerns that this massive event may help spread covid as tulsa reports its highest daily increase in the number of virus cases and links that spike to large indoor gatherings. The director of the citys Health Department expressed concern saturday about the citys ability to protect attendees and even to protect the president. But the Trump Campaign appears to acknowledge the threat. It is requiring attendees to submit a waiver agreeing not to sue if they get covid. A cbs news has learned the rally is now expected to expand across two different venues after the campaign received more rsvps than the original location could even handle. As for what the president may talk about during this event, Senior Campaign official tells cbs news they believe that the defund the Police Movement and its support among some democrats has been a, quote, massive gift for them. And they cite polls showing the majority of voters do not support that movement. Late last week, the president said that he is finalizing an executive order on Police Reform. Now this is the second time that the body of a black man has been found hanging from a tree in Southern California in recent weeks. Jonathan vigliotti is in palmdale. A growing number of public Health Officials around the country are asking americans to use their smartphones to help stop the coronavirus from spreading. At least ten states are offering or planning to offer cell phone apps to track people who may have been exposed to the virus. There is part of a process we told you about before contact tracing. But privacy is a concern, and so far getting people to use those apps has been a challenge. Can we ask you three quick questions about Technology Americans arent too fond of being followed around. Certainly not by me. How comfortable would you be if i were to give you a tracking device like this and monitored your movements throughout the day . Not comfortable at all, no. Reporter not by elected officials either. What if a government were tracking your movements and who you come in contact with . No. I wouldnt feel comfortable, no. Reporter there is wiggle room if a public Health Department is involved. What if that public Health Department were using your phone to track whether or not you were in contact with somebody with it covid19 . Okay, that makes a difference. Reporter thats a big difference . A huge difference. Reporter at least ten states are hoping that difference is enough to convince people to download a covid19 tracking app promising to warn people of possible exposures while guarding their privacy. Its like an insurance policy. You hope you never have to use it. Reporter ven dasch said the app was meant to help with traditional contact tracing. It using tracking technology to build a digital log of a persons movements which they can share with investigators if nay choose. We knew that basing an app on gps there were going to be a certain percent of the population that was going to be very leery of that. Reporter for the people who are skeptical, what is your promise to the residents of north dakota about how youll protect who they are and where nay go . The privacy pledge is very straightforward. That is that no personal data is shared. Reporter since the launch of care 19 in early april, though, fewer than 5 of north dakota residents have downloaded the app. Revelations in recent years about Tech Companies harvesting personal data havent helped. Unfortunately there have been some bad actors in technology that have damaged the trust that is so critical in the successful deployment of these apps. Reporter now google and apple say they may have a solution. They codeveloped a tracking technology thats based not on gps but on bluetooth. Users who test positive for covid19 can anonymously notify the owners of other phones that have been in close contact and receive notifications in turn. All without giving the data to governments or companies. Thats a very good question. There is a perception that maybe those companies are not to be trusted. But we have worked so closely with them, tony, we understand how theyre using the technology. They have been extraordinairely diligent, and we respect that. Reporter it only works if people decide to use it. While some americans are resigned to being tracked its fine because the apps like google maps, waze, snapchat are probably tracking all the time. In my opinion, i think this app because ive been reading it is equivalent to a chip they want to put in my arm. Im not ape c conspiracy born. Its beyond covid. Reporter the que reporter the question is how many are in the middle and whether people can win them over. What is your message to those people on the fence about downloading an app . We absolutely understand their hesitancy or reluctance to download the app. But in times like this when lives are at stake or our ability to open the economy is at stake, every single download matters. Its a part of our personal responsibility to be able to leverage those Technology Tools the best we can. And hopefully well never have to use them. Reporter hopefully. I know this issue really divides people, gayle and anthony. There are some will not put an app on their phone that they know is tracking them. I want to let people know they dont have to open their phone right now and turn off anything. If they havent downloaded a Health Department app, theyre not currently being tracked. When new york state comes out with their app, based on what ive seen, i feel good about using it as part of come badding covid19. Yes, i would do. Hello, my name is gayle, sign me up. I know this is naive but i believe people who have nothing to hide hide nothing. Im thinking this is a different territory were in right now when you say lives are at stake, security is at stake. That side, if you engage, you should be worried about your privacy. But the positives far outweigh the negatives. Itll be interesting to see how this turns out, tony. The verdict was called a failure of justice and democracy that weakens the ability of journalists to hold power to account. All right. Let me move to a story about compassion, guys. With george floyd demonstrations spreading around the world, one selfless act has people talking. Patrick hutchinson, a black lives matter demonstrator in london, carried a suspected farright counterprotester to safety on saturday. The man was on the ground during a fight between the two sides, and hutchinson explained what went through his mind. I wasnt thinking. I was just thinking of, you know, a human being on the floor. It wasnt going to end well had we not intervened. That was it. Had no other thoughts in my mind apart from getting him to safety. This is how his young daughter and her friends reacted when they saw her dad on tv. And gayle, mr. Theyre supposed to be there for public appreciation. The public is not appreciating what they represent, down they go. Google maps tracking it. Well continue with the story we started with. Anger over Police Brutality intensifying in atlanta over the weekend following the death of a black man who struggled with white officers. This video shows who officers trying to arrest a 27yearold Rayshard Brooks. He stole a taser and fired it as officers as he ran off before one of them opened fire killing him. Former officer Garrett Rolfe has been fired. Officer Devin Brosnan has been put on administrative duty. We are at the restaurant where the incident took place. Reporter good morning. The wendys restaurant that protesters burned to the ground as you can see behind me, what is striking about this is how quickly the original encounter between brooks and the two Police Officers, how quickly it escalated from calm to deadly. Police body cam video shows officer devin brsnan responding. He found brooks sleeping in the drive thru. Brooks pulled into a nearby p k parking spot. He agreed to a spryty test and volunteered to walk to his sisters house. I can walk home. My daughters birthday was yesterday. You scared me in there. I was making sure you were okay. You were sleeping. I know. Youre just doing your job. Okay. So shortly after that, officers tried to handcuff him for being over the legal limit, and that is when everything changed. Brooks fought to break free. During the struggle on the ground, he wrestled a taser away from one officer and run. The former officer Garrett Rolfe fired three shots. An autopsy shows brooks was hit in the back twice and later died. We spoke with his widow who called her husbands death a murder. To lose him is like losing everything. I have the kids, but i dont have him. I can never get him back. My piece is gone from knowing that my husband is gone from a senseless death, murder. It was murder. The local District Attorney is looking into this case and not whether to charge the officers but it seems as though what to charge them with. Hes even said hes trying to decide between different murder charges. Mark, there had to be another way to work that out. He was running away. Hes shot in the back and as tony pointed out, they had his car there. It would not have been hard to find him. Its so tragic. Very difficult to watch, again. Thank you, mark. It was a 17yearold high school who reported the video of a minneapolis Police Officer pushing his neck into George Floyds neck. She posted the video on facebook. It led to protests around the world and a demand to end brutality against black people. Seth, thank you for joining us. If it wasnt for the video, this could have been a very different story so people are grateful to her. Can you tell us why she happened on the scene that day, what she was doing . She was watching her 9yearold cousin who asked to go to the store. My client brought her there. She had no intention of stumbling upon this historic eent. So that means the nineyearold cousin must have seen it too . In fact, thats true. My client is 17. There was a 9yearold present, and from what ive heard, there was at least one other teenager there who watched the event. This murder took place in front of children. Its very disturbing to me. Yeah. What made her start recording, seth . Well, from what she describes, she was about three store fronts away. And she saw these Police Officers extracting this gentleman from his car. And doing so fairly roughly. And my client has seen a lot of Police Brutality in her neighborhood. Theres a lot of violence directed against her community. And she wanted to document this. So when she reached the scene and she saw this man on the ground with a Police Officer kneeling on his neck, she pulled out her camera and started recording. She knew that without this record, these officers would escape consequences altogether. The world would never know what happened that day. I dont believe she had any idea she was going to witness a murder. She thought this was just another act of Police Brutality, the thing that is routine in her neighborhood. It escalated to something much greater than that. It also seems at time the officers both looked at her dead in the camera. Did she feel that, too, that they were looking at her . She reported that they were staring directly at her the entire time. Officer tao was shouting at people to get on the curb. There were a lot of people on the curb. They were shouting at officer chauvin to get off his neck. If he can talk, he can breathe, the officer was saying. They were staring on the everyone on the curb for the entire 8 plus minutes it took to kill this man. Did it frighten her the way they were looking at her . I think she was terrified. She knew that here she was a 17yearold black woman, she was as vulnerable as anybody. At any minute she could become a victim as well. She was very scared for her life. She was scared for her safety and her cousins safety, but she knew if she didnt record this, no one would know what happened. People arent just going to believe a teenager when she says hey, i saw these cops murder this man. People would not necessarily believe her at all. Her word wouldnt carry the weight of a Police Officers, but this video carries weight. This is why the officers were fired. This video is why these officers were charged with murder. Yeah. A lot of people as i said, are grateful there is video. We know by looking at her videotape that none of the Police Officers intervened. Did any of the bystanders try to intervene at any point . If you watch the video, ku can hear everyone including my client yelling at the officers to stop. Telling chauvin to get off the mans neck. In fact, there was a first responder, a minneapolis firefighter, i believe, who came upon the scene, told the officers im a first responder. This man cant breathe. Get off his neck. You have to get off of him. And they told her like everyone else, get back on the curb. Stand back. Get back from us. And how is she doing, seth . Is she getting any professional help . I talked to her grandmother last week who told me she is really a shy girl, a good student, and very quiet. What is she like and how is she doing . Thats a pretty accurate description of her. Shes really a typica 17yearold. Shes not a community leader. Shes a regular person who did an extraordinary thing. This has been hard on her. Shes traumatized. Shes had trouble sleeping. When she closes her eyes, she sees it all over again. This is a really difficult thing for her to cope with. Her entire life has been turned upside down. She went from 17yearold going to high school, working her job, having her friends, a wife, looking forward to graduating next year, she went from that to being the center of media attention, the center of the whole worlds attention. Everything is focussed on her now. And its changed her life in many ways. And i dont think these changes are anything she ever wanted. However, shes coping remarkably well. Shes a very positive person. She is getting some professional help, thankfully. This has been hard on her, but she knows she did the right thing and i think shes going to turn out all right. Oh, we all hope so, seth. We all hope so and we thank her. Seth, thank you for taking the time. We really appreciate it. Ahead, the challenges of leadership in times of change. Yesterday new yorks governor, andrew cuomo, threatened to reverse reopenings in areas where large numbers of people are violating social distancing orders. Dr. David agus joins us with how to stay safe this summer. David, good morning. Ive noticed over the weekend that people are still being really careful if theyre inside, but much more cavalier outside. I saw a line outside a reopened coffee shop where everybody was wearing masks, but they were on top of each other. If youre going outside now, what do you need to take into consideration . Reporter you know, america seems done with the coronavirus, but the coronavirus isnt done with america. Its still here. When you go out of doors, wearing a mask is critical so you cant spread the virus unknowingly to others. And obviously social distancing. Where you go matters. If you go into an area where there are lots of people, you probably want to avoid and go to an area where there are less people. Plan your day so its not in an area where youre exposed. If youre looking at a picnic or back yard event, where do you go . Choose strategically, go to the periphery where you can have space. Look what youre having it with. We all have friends that take more risk and some that take less risk. You need to know your personal risk tolerance. Do you live with a grandmother whos elderly or have somebody with medical conditions in your house versus not . You identify your risk. Have it out of doors is critical. The virus spreads much less out of doors because theres much more ventilation there. And set up the area in advance so theres your area and the people youre visiting with and theyre at least six feet apartment really critical that that planning is done. Is it safe, david, to serve food at these events . If youre at one of these gatherings, should you feel safe to eat . Well, first of all, if you aint serving food at a picnic, you got an issue there. Yeah. Its good to serve food. The key is, you know, as much as possible keep it cold food, its the summer. Hot food, if its left out for a while can have issues. Each of you package in advance your own foods. If youre going with another family, each of you bring separate food, and you know, stucture it so you dont have to share utensils. Then you will have a nice time visiting with each other when youre not eating, wear masks, and social distance when you are eating, and it will be a safer gathering. What about the beach, david, which is where a lot dpriemare to head there now. What should we consider in going to the beach . The same thing. You want an area where you can social distance. Have your blanket with your family, and go to an area where you can have distance from others. The amount of time you interact with somebody directly correlates to the risk of getting a virus. So if youre in an area thats crowded and youre going to interact for a significant period of time with a lot of people, thats not good. So choose the periphery. Choose the not as crowded beach. Maybe its a longer drive. In the end, youll be more relaxed. Will be a safer visit. Go in the water and have fun. Some parents, david, considering whether to send their kids to camp. Whats your advice on that . Well, thats a big decision. Some families just have to send their kids to camp so they can do their work or get back to their business or life working outside of the home. You know, theres a study from the norther lands thats critical that netherlands thats critical that show ed children to children is rare and much less than adult to adult. Children are much lower risk of getting sick or significantly sick from the virus. But at camp, you got to make sure the cabin has ventilation, that dropoff times are staggered. You dont want to be there with every other adult trying to cram things into the childrens bunks or dropping off the children at the same time if its a day camp. The ski to be strategic key is to be strategic. Yeah. Not many camp cabins that ive seen have a lot of ventilation, david. Thank you. All right. Coming up, actress rita moreno made history when she became the first hispanic actress to win an academy award. Ahead, she tells bus her latest project and why the ongoing protests give her hope that our country will change. Well be right back. This is where we each pick a story to share with each other and with all of you. You know how it goes. Gayle king, youre going first. Yes. Oh, thanks. Thanks, anthony. Mine is about i like mine, too. Barbra streisand and George Floyds little girl fif youe going whats the connection . George floyds 6yearold daughter, we met her when she said my daddy changed the world when she was on top of someones shoulders. Little gianna received a surprise gift the other day that could pay huge dividends on instagram. Gianna floyd thanks babrbra streisand saying, i am a disney stockholder thanks to you. Streisand sent copies of two of her albums. Its not clear how many shares streisand bought for little gianna. But we appreciate the gesture. Do i know, anthony and tony, the albums that she sent were my name is album and color my barbra. You shouldnt heard her since you heard he is my man. Nobody sounds like barbra streisand, we say bravo to her. My hope is if gianna hasnt been to disneyland, that she gets to go one of these days. Anthony . I hope so, too. Yeah, hope so, too, gale. I love both albums. I will say i remember my grandmother once gave me stock for a birthday. It was Eastman Kodak stock. It didnt turn out so well. You know, those gifts can go both ways. Im counting on disney i think disneys going to do okay. Yeah. I think disneys going to do okay. All right. Heres my story more companies are making june 19th or juneteenth a holiday. It celebrates the official end of slavery in the u. S. After the civil war. Last week nfl commissioner Roger Goodell said the league will close its offices on juneteenth in order for staff to reflect on the past and work toward a better future. The fenfl joins twitter, square and nike that have announced plans to make juneteenth a holiday. The commissioner said juneteenth not only marks the end of slavery, but it also symbolizes freedom. 46 states and the District Of Columbia recognize juneteenth in some way. Obviously this is spreading, and its significant. Tony . Yeah. Its a big deal. There are holidays where you ask yourself, do we need that one. This is not one of those. I think its important. Maybe it shouldnt be on the shoulders of corporations alone. This could be Something Congress takes up, make it official, make it national. Worth the thought anyway. My talk of the table is about president ial leadership. President trump has been criticized for not delivering a message of unity during the National Protests about racism in this country. And this concept of leadership, though, is one of many ways that the presidency has evolved since George Washington took the oath of office. Cbs news senior political analyst and 60 minutes correspondent John Dickerson has a book called the hardest job in the world the american presidency. He spoke with four president as part of his research, including President Trump. And john joins me now. Good morning. You know, the book is full of some of the best wit and wisdom over the ages about the presidency. Then you add your own wit and wisdom to that. Theres an fdr quote i think we can begin with. He says, i can only go as fast as the people will let me. Were in a moment now where it seems the people want to go pretty quickly, and in a very particular direction, and the president in a way is holding them back. Is that typical . Well well, you know, i said, you can imagine i spent a lot of time investigating just this question for the book. And president s kind of have to have a very delicate ear to the public sentiment. They cannot get ahead of the public. No one wants to run up the hill and have nobody behind them. On the other hand, there are times when a president has to frankly run to the front of the parade. Thats why most of the social movements in america come from the people. And its the president s who catch up. And so while the president doesnt want to move too fast, there is also a problem of moving too slow. And getting that balance right, thats why fdr was so great as a president. Lincoln has an almost identical quote about public sentiment. With it everything can be done. Without public sentiment, nothing can be done. The question for President Trump in this current moment is, is he hearing the call from the country . And is he responding in a way that is commensurate with or equal to the challenge of that call. And little response isnt enough. And the response has to hear the call and answer it. Yeah. And then one more question about the current occupant before we get on to the job itself. Divisiveness there have some hotbutton issues that a president might shy away from. This particular president , President Trump, seems to want to push buttons. Is divisiveness, has that always been a hallmark of the office . Well, divisive in the sense the people that have been unhappy with president s who are who they think are doing the wrong thing. But there is a stewardship duty of the job to be the president of the whole country and to speak when President Trump started his speech at west point, he said, i come on behalf of the whole country. Thats the president s job. Youre not president of your base. On the other hand, president s are both the leader of their party and of the country. It has traditionally been the job of the president to sew up the country when it breaks apart and to bring people together. Think about lincolns address. His second inaugural address. There were assassins in town, confederate assassins there to kill him. The war was still going on, and his message was lets forgive and bind up our wounds. That is the tradition that president s have usually tried to meet, that unity tradition. Well, on the subject of forgiveness, if you are not currently a supporter of President Trump out there in tv land, you might want to give him a break because as you write, mr. Dickerson, the job has gotten particularly hard. A quote here, the american presidency is in trouble. It is overburdened, misunderstood, and almost impossible job to do. How did it get that way . Well, we just kept lumping things on the president s lap. Its always been hard. President s have complained about the job since it existed. Whats new now, though, and again what i was trying to do in this book was go to the butl blueprint of the office, what does the job mean, what do we expect, is it right to expect those things. Weve added things on in the National Security realm. Its gotten more complex. Its always been a difficult job, but its gotten more complex. Threats are now nuclear, cyber, terrorism, pandemics. On the economy because were interconnected, the president has to act as an Emergency Responder on the economy in a way previous president s havent. And then because congress is having is no longer a coequal branch, it sort of the little brother trying to keep up, it puts more things on the president s todo list while robbing him of a governing partner in congress. And then we have the partisanship theres nothing wrong with partisanship. The partisanship of the kind we have now is awful because it locks everything up and freezes everything as opposed to being the useful fighting thats a part of government. And so all of those forces plus social media is a mess, and we end up having public debates hijacked by bad faith partisans as opposed to people acting in the public good. All of those things have lumped together to make a hard job even harder. Yeah. Its a wonderful volume. The product of more than a decade of work on your part. A career covering politics. And i should point out to people that its not just a history of the american presidency but a guide book for voters now less than 150 days away from picking the next occupant of the oval office. An important volume on two fronts. Mr. Dickerson, thank you very much. The book the hardest job in the world, goes on sale tomorrow. Ahead, Award Winning actress rita moreno tells anthony about her latest animated project and how she has struggled with being typecast for much of why choose invisalign over other aligners . Moreno may be perched atop hollywoods pecking order now, but for much of her career, she was pigeonholed because of her hispanic heritage. You were in the beginning, you were always typecast as an ethnic my god. There wasnt one thing that i do for years and years and years where i didnt have to have an accent. I already speak english. Shes right for the part. And i thought, okay, from now on, i can play just young women. Didnt happen. It was a struggle all the way. And it is still a struggle. Have you been watching the protests on the streets, on television at all . Does a bear poop in the woods . Are you kidding, watch it . All day long. Of course im watching. I imagine in many ways you understand as well as anyone what its about. Ive been there. The hardest thing with having been there is not getting bitter. You wish you could be out there . I do. My stomach gets all churned up because i really want to be there. Ive never seen so many mixed crowds protesting the death of a young black man which is just tragic beyond belief. Unnecessary.
