Thank you. The centers for Disease Control and prevention is out with new guidelines for reopening houses of worship after the white house ordered revisions. It backs up President Trumps push to have places of worship open this weekend. Mr. Trump has threatened to override goofs who governors who dont comply, although its unclear if he has the authority to do that. There has been pushback from religious organizations and even members of the White House Coronavirus task force. Nikole killion is at the white house. Good morning. And a white house official confirms that the Faith Community was consulted about these guidelines, and some evangelical leaders tell cbs news they pressed the president to reopen. But other major religious organizations like the National Council of churches are urging extreme caution and say the process should not be rushed. At my direction, the centers for Disease Control and prevention is issuing guidance for communities of faiths. Reporter at a hastily called News Conference friday, President Trump deemed places of worship essential. Some governors have deemed Liquor Stores and abortion clinics as essential but have left out churches and other houses of worship. Its not right. Reporter he implored governors to open them right away. If they dont do it, i will override the governors. Reporter not long after the president made the declaration, one of the lead members of his Coronavirus Task force suggest tuesday maybe they cant go this week if theres high number of covid cases, maybe they wait another week. Reporter the white house insisted its not mixed messaging. The president wants to see these communities open. Dr. Birx was integral to making these guidelines, and they lay out a pretty clear path for faith communities to reopen. Reporter the cdc guidance which had been delayed includes recommendations like using face coverings, cleaning and disinfecting franconialy, and practicing social distancing. The agency also suggests Holding Services in wellventilated areas or outdoors, limiting shared items like prayer books or hymnals, and cutting down on choirs and singing to reduce aerosol transmission. Birx said the amount of illness in the country is decreasing, but she did express caution about several new metropolitan hot spots including washington, d. For the latest on the medical aspects of the coronavirus crisis, were joined now by a former Surgeon General of the United States, dr. Vivek murthy. He served during the last three years of the obama administration. Hes the author of a book with a timely topic together the healing power of Human Connection in a sometimes lonely world. That came out just last month. Dr. Murthy, welcome. Thank you so much. Its good to be with you. We are having some success in reducing the amount of cases and deaths. States are reopening and loosening restrictions, but Treatment Options are still limited, and we dont know when a vaccine will be here. So what does the next few months look like . Are we on the right path . Well, i think we have made progress over the last several months, and weve made progress on a few fronts. One is because people have made these extraordinary sacrifices to stay home, to reduce their activities and contact with others, we have been able to reduce what would have been a much, much worse peak of infections and deaths. With that said, we have still lost nearly 100,000 people to this virus, and we have well over 1. 6 million cases. That is actually still rising. We have to take that into account. We still have to be cautious. The second area where weve made progress is on vaccine development. Whale we still dont have a vaccine and likely wont until 2021, we are seeing more trials coming out with some early stage promising results that any path to reopening safely runs through testing, and this is the one place where we have to be honest with ourselves, were still struggling as a country because we still dont have enough highquality tests that are available to everyone who needs them. And that is posing a problem for workplaces that want to open and for states that want to track the infection closely. Dr. Murthy, its Dana Jacobson now. You mentioned workplaces that want to open. One of the workplaces so many people want to see open is in the sports world. I know youve consulted with the nba and dealing with some other sports organizations. When it comes to team sports, forget fans, just about getting back on the field or to the field of play, how realistic is it that we will see that in the coming months . I think it is possible for us to see sports restarted without fans because we likely wont be able to see crowds gather in sigificant numbers until we have widespread immunity in the population which essentially means until we have a vaccine. With that said, there are plans that many leagues are making to bring back the players so they can start games, and theres going to at least be televised. To do that requires a few things. One, it requires being able to test with great franconialy. What i hear frequency. What i hear from leagues and teams is theyre struggling to find out how they can get the volume of tests required to test with that frequency. Theyre also worried about what it looks like. If a team is testing its players so frequently when the people in the Community Around it are still having trouble getting testing. That is one big challenge. The other big challenge is how do you reduce the risk of players getting infected in the first place . Because we know that there is still coronavirus in our communities. Players are going out into the community, coming back, interacting with the team. If one person gets infected, youre at risk of having to shut down the entire team. Some leagues are looking at whether they should quarantine the players for the duration of play. That has implications for their families and health. These are complicated decisions. Its surmountable, and i think we will have sports in the coming months. Tests is a critical factor in terms it was availability. Testing seems to be the key to everything out there. I want to turn to your book now. It deals with how vital the Human Connection is. And right now in this time where even places are opening up, weve had so much social distancing, what is your message to people who still right now may be feeling very lonely . Well, first i want to say that lonely was a great challenge that we faced as a country long before the covid19 pandemic. And it is normal to experience loneliness throughout our lives. Its a signal our body sends that were lacking something that we need for survival which is Human Connection. What i found when i was Surgeon General, though, is loneliness was far more common than i would have imagined. We have over a fifth, over 20 of adults in the United States struggle with loneliness. And many of our children also struggle with loneliness. It affects how we perform in the workplace and school. It turns out it also has profound impacts on our health with loneliness increasing our risk for Heart Disease, for premature death, for depression and anxiety. Heres the key that loneliness is something that we can address. We can strengthen Human Connection or life, and the reason i twlowrote this book is because i wanted jefferson struggling with lobe everyone strugly with loneliness to know you are not broken, you are not alone. Many people like myself have struggled with loneliness over the years. I wanted us to recognize that social correction, if we cultivate it can improve our health and increase fulfillment. Theres simple ways to strengthen connection even in the time of covid19 when were asked to physically distance. We can put 15 minutes aside to spend with the people we love each day. We can make sure the quality of that time really counts by eliminating ditraction around us. We can look for ways to serve others, recognizing that small acts of service are powerful ways of addressing loneliness, and counterintuitively we can protect doctor dr. Murthy, im sorry to cut you off. We are out of time. It is all good advice. Obviously the book is out for people to find, as well. We wish we had a little bit more time. But we appreciate the insight. Thank you. There are also two promising developments this morning that we want to get to in the race to find a vaccine for the coronavirus. Charlie dagata has that part of the story. Reporter two frontrunners in the hunt for the vaccine both reporting great strides. The u. S. Backed Oxford University project announced its rapidly expanding human testing. The plan vaccinate 10,268 people across britain including children age 5 to 12, volunteers over 70, and Frontline Health care workers. The critical question, though, is whether the vaccine protects people. And of course, we can only address that question once enough cases have occurred in the clinical trial. Reporter heres how it works kinetic material from the coronavirus is injected into a weakened version of the common cold virus. The modified virus mimics covid19, kick starting the immune system to attack if the real covid enters the body. From the original epicenter, china, scientists using a similar vaccine method report promising results, too. In tests on 108 volunteers, Cansino Biologics said researchers identified immune responses including antibodies needed to ward off covid infection. On friday the Presumptive Democratic nominee was trying to make a case where black voters should vote for him rather than President Trump. The remarks sparked outrage on social media and led the Trump Campaign to Start Marketing a tshirt highlighting the apparent gaffe. Ed okeefe reports. Reporter joe biden is on the defensive after making the racially insensitive comments. It was unfortunate. I shouldnt have been so cavalier. The Georgia Bureau of investigations says it expects to wrap up its case into the deadly shooting of Ahmaud Arbery soon. That announcement comes after the man who video recorded the confrontation between arbery and a father son duo was arrested. William roddiey bryan made his First Court Appearance on friday. Omar villafranca reports. Reporter 50yearold William Roddie bryan remains in jail for murder charges and false imprisonment in his role in the death of Ahmaud Arbery. Joyette holmes we know we have a broken family and a broken community down in brunswick. Reporter on february 23rd, bryan recorded the cell phone video that showed the deadly struggle between arbery and travis and gregory mcmichael. [ gunshots ] in the arrest warrant, investigators say bryan used his vehicle on multiple occasions with the intention to confine and detain arbery. Thats a felony in georgia, and because arbery died, state law allows him to be charged with murder. Still, bryan says he was just a witness. A claim his attorney, kevin gauf, repeated. Roddie passed a polygraphest that eliminates him from responsibility in this matter. Reporter the mcmichaels charged 74 days after the deadly shooting claimed selfdefense. And in the Police Report filed that day suggests bryan was involved in the chase of a possible burglary suspect. Gregory mcmichael told police roddie attempted to block him which was unsuccessful. Arberys family says the 25yearold was out for a routine jog that day. Marcus jarbery told us hes gla bryan was arrested. He knows what was going on, and he was part of it. The video tells it all. Mental Health Professionals are concerned even more people are struggling now because of isolation and social distancing. As tom hanson reports, new Research Shows technology could help. I was in a store and im texting my mom like, im starting to have a panic attack. Reporter new research from northwestern medicine suggests technology might help. The study looked at a collection of free mobile apps called intellicare which helps destress, reduce worrying, and strategies to keep up with everyday activities. An excite and depression were reduced between people who used the apps and those who got treatment from their primary care anier. Reporter dr. David moore has advice for anyone having a hard time right now. One thing to try is to create routines. We all do better when we have a little bit of structure to our lives. Among the changes for many High School Students in this pandemic year, they are taking advanced placement tests from home, hoping to score high enough to earn up to a full years worth of College Credit in a particular subject. Many students say theyve run into trouble with the online tests, and the College Board which administers them is even the subject of a classaction lawsuit by parents as a result. Submit as millions of High School Students began taking ap exams from home you have 20 minutes to read the question not everything went as planned. Not working. The Submit Button doesnt work. Reporter take ella bubeck, a junior at Blue Mountain high school in pennsylvania. I was thinking this is unbleachable. I was click unbelievable. I was clicking and it was like the Submit Button was frozen. I was frustrated. I was nervous about it. I didnt know if there was anything i did wrong. Ap tests are typical inperson exams that last three to four hours with multiple choice, short answer, and essay questions. You can use any device tests administered during the pandemic were on line, lasted 45 minutes, and consisted of only three response questions. I think its a lot more difficult than in the past. Retired teacher mike burnes scored ap history exams for the College Board for more than a decade. He says this years changes are cause for concern. Its going to be given via computer. Do all students have computers and computer access that would allow them to do this . We had a little packic attack, whether or not my exam was that night or the next morning. Enrique castro is a senior at a department of Defense School in okinawa, japan. He took five ap exams because tests in each subject were administered at the same time for all students. He had to take his in the middle of the night. Do you think it puts you at a disadvantage because you were taking an exam at a time when you should have been sleeping . Yes. It was out of my routine. How did it go for the exams . For u. S. Government it went extremely well. My calculus bc exam, i had to submit pictures. Unfortunately, the College Board did not receive my responses because they did not upload in time. Right after i had been told that my responses were not submitted, i went outside and sat outside the front of the house for a good 45 minutes and kind of stared blank out into the distance. The College Board says stuns who experienced issues during the first week of testing can take makeup exams in june. A small consolation for students like enrique and ella. Im going to try and do as best as i can and do better than i would have. I feel like thats the only thing we can do at this point. If this teaches anything from the class of 2020 its the fact that we need to get the job done and had no other option. The College Board says that the majority of students were actually able to take the exams successfully and complete them. Earlier this week, they did make email submissions a backup option for those that had technical difficulties. That does not include the weekone test takers like the ones we spoke with who have to settle for taking those makeup exams. And jeff, if you remember, if you took ap exams, nobody wants to take those as a makeup exam once youve done it once already. Very good point, dana, indeed. All right. There is much more need ahead. Reporter love has become dependence. And with so much of her business now coming through the apps, paying a 20 commission to grubhub doesnt seem like such a great deal anymore. C. , seattle, and San Francisco have capped the commissions delivery apps can charge during the pandemic at 15 . Many restaurants had been paying thats a high cost to any small restaurant. Take paper menus. Reporter grubhub. Com, at least a version for part of chicago, went live back in 2004. It was like a repository for men use that were delivered to you reporter customers found that ordering on an app was easier than a phone call. Restaurants learned the app was where to find customer. But at a price. Some restaurants say they describe it as a necessary evil. They say i have to be on these platforms because theres business there, but i already have thin margins, and now theyre shrunk to almost nothing. On our when they come on the app orders skyrocket. Reporter otherwise they wouldnt have this business. They wouldnt have the business. You have consumers on the platforms looking for foods. Theyre not walking down the street. Reporter online food ordering was such a compelling idea, billions of dollars of Venture Capital investment have tried to topple grubhub. Doordash is the biggest food ordering app. Ubereats is a major player, too. Grubhub just wanted to be a kind of yellow pages for food, taking a fee to dream up business. When competitors started making actual deliveries, grubhub did that, too. And its led to massive financial losses for all of them. Ubereats lost over 450 million in q4. Reporter amanda kludt is the editorinchief of eater. Com. This whole thing isnt sustainable. The restaurants are barely making money. The apps arent making money. The consumers are getting an unrealistic expectation of this good that they are getting. Reporter is that the problem . Were happy to take these deliveries, but its just not a business . I dont think its a great business. Venture capital is paying for it right now, but the consumer does not understand the real costs of it. Reporter the cost may be getting too great for the apps. Uber is reportedly in talks to buy grubhub, but when similar rumors swirled in january, maloney knocked them down. Are you open to a sale . Using plasma as a lifeline, says executive medical director dr. Yvette miller. Even in the first pandemic in 1918, the physicians and the medical people understood that if you take blood from somebody who recovered, there has to be something in their blood that we can help somebody else recover. The key to extending the life blood was discovered by one of dr. Millers heroes. The very first medical director of the red cross. What led my father to go into medicine was the fact that his sister elsie died in the 1918 flu. And that loss, says charlene drew jarvis, is what motivated the research of dr. Charles drew. The man who became the father of the nations blood banking system. What he did was to discover how to store and preserve both whole red blood and plasma. The plasma could be dried, and then it could be reconstituted. Reporter in other words, separating that liquid yellow plasma from bloods oxygencarrying red cells greatly improved the shelf life of both from one week to nearly two months, making persontoperson transfusions almost obsolete. That was critically important because we were in the middle of the war. And because we had soldiers who were dying abroad. They needed to have whole red blood which, of course, could not be provided on the battlefield. Plasma was what was used. Reporter that war provided the demand. When world war ii started in 1939, there was a request from britain could we assist in providing plasma. The American Red Cross then called on the expert, dr. Drew, to initiate the blood for britain campaign, becoming its first medical director of blood services. Thousands of british lives were saved because of drew and his revolutionary method. Reporter in 1942, drew left his post, disputing another form. Blood division the army and navys decision to segregate blood banks by race. He actually resigned in protest because he said theres no scientific basis on which to segregate blood. Only separate blood according to blood type. Ernie jarvis, dr. Drews grandson, is proud he stood by his principles, returning to Howard University to teach and serve. I think if you were to ask dr. Drew what his greatest contribution was, it was to teach a generation of africanamerican physicians and surgeons. One of them was my father, dr. Ross miller. This is a tribute to dr. Charles drew, and theres a picture right here you see the gentleman to his right, behind his right shoulder . That man is my father. Oh, my goodness. You know, my father had confidence in your fathers ability to change the world. Dr. Drew died in a car accident when jarvis was 8 years old. This daughter, a brain scientist herself, says his commitment to being the best lives on. He held us all to a very High Standard of excellence. What we understood from him is that we could achieve, we should achieve, and we would achieve. What is his impact on modern medicine . His impact on modern medicine is almost immeasurable. Its monumental. And that process of separating rid blood vessels from plasma is what we are still using right now in this moment to support patients who are trying to recover. And he educated and motivated two generations worth of black physicians in this country. So many people now say, you know, we need more of his kind of gogetit and excellence in the process of motivating everyone in the field of medicine because we have so much hitting us. The shutdown is something that has happened a few other times in the past like after the 9 11 terror attacks and after superstorm sandy. With both events, trades were halted entirely. While trading continued this time electronically, the floor itself has remained vacant. That will change on tuesday when the exchanges physical footprint reopens with new Safety Measures in place. [ bell [ it is a timehonored tradition, the ringing of the opening and closing bells at the New York Stock Exchange. [ bell ] while that iconic clanging wasnt silenced by the coronavirus pandemic, its home, the Trading Floor, was. You know what to do and when to do it. Reporter Stacy Cunningham is the president of the New York Stock Exchange who ordered the Trading Floor closed march 23rd as the pandemic was unfolding. We were concerned about the Health Care System and putting any additional strain. So we made the decision to, while we were learning more, take a step back, send traders home so we werent adding additional strain. We profiled cunningham tweeters ag as she was two years ago as she was taking on the helm at wall street. She said she never imagined having to make a decision like this but said her experience working on the Trading Floor during another turbulent time came to mind. On 9 11 i was here on the Trading Floor. Were you really . Yeah. After the event, theres a new york tough component. This is scarier because youre worrying about once youre in the building, youre still not entirely comfortable. The idea for the pause . Yes, yes, lets take a pause. Unlike 2001 and other closures this mashed the first time in 220year time at the New York Stock Exchange while the shore went on line and did so without a hitch. It looked like pauses to marketwide circuit breakers. Some allow us to continue operation even if the Trading Floor is inaccessible. You have always a little bit of anxiety as youre getting ready to see it live for the first time. But it worked flawlessly. Thats a testament to the teams and their preparations. Reporter about 80 of trading on the New York Stock Exchange is done electronically, even under normal circumstances. If so much trading is already done electronically, why do you need to open the Trading Floor . A great question. The moments in time, the moments of stress where it matters most is where human judgment is most valuable. The traders are the floor arent going to stop major market movements, but theyre going to make that micro volatility, the small around the edges that has saved money. Weve seen a degradation since we closed the Trading Floor. Is there also a symbol time having the Trading Floor open . Without a dote. The New York Stock Exchange facade is a face of capitalism in the Global Economy more broadly. Recognizing that we can set an example for how america should reopen, slowly, cautiously, flexibly, ready to move as needed is an important thing for our economy more broadly as we look to get it started. The Trading Floor wont look like this when it reopens tuesday. Ppe will be required along with social distancing and there will be 25 of the normal trader work force on the floor, around 100 people. Were focusing on those that are Small Businesses because theyre most impacted. I think thats an Important Message for new york and the u. S. , too. Lets help those impacted most and start with our energy there. And if others can stay remote, lets keep them at home to reduce the risk in our communities. How much have you thought about what it will be like having that opening bell ring on tuesday with traders there on the floor . Its going to be certainly a very historic moment and special moment for the traders on the floor to come back. But its not the moment were looking forward to celebrating. Your reaction . I had to close it. Why did you close it . There were so many people involved in this case, and it just made me a little uncomfortable, thats all. I eventually picked it up a couple of days later and started reading it and thought this is pretty good. James Whitey Bulgers life of crime that began in the 1950s eventually put him this charge of bostons winter hill gang for decades. He infamously manipulated fbi agent john connally, Trading Information and misinformation. The only one to do what i do is me. Bulgers been portrayed loosely by Jack Nicholson in 2006s the departed and by johnny depp in bla blahma mama mass. Our enemies he was about to be indicted when he slipped away on Christmas Eve 1994 and remained a fugitive for more than 16 years. How did he stay on the run for that long . That was the thing that drove me crazy when i got to boston. People thought that we did not want to catch him because we were afraid of what he might say if we did catch him. And there couldnt be anything further from the truth. The thing that disturbed me the most was he was like a myth. He almost had like a john gotti like Robin Hood Type rapport with the neighborhood that he grew up in. And that just was never an okay thing for me. I knew people who knew him, who talked about him. And there is that reverence for many of them still. Yeah. I dont it didnt work well. Im like, this guy is, you know, a stonecold killer. Noreen gleason helped solve the case by changing the game. Focused not on bulger but his girlfriend, katherine gregg. We really never took a look at katherine. I think a lot of people thought that whitey had killed her. I was like, yeah, i dont think so. He needs women in his life. Hes very dependent on women. The fbi is trying something new to track down one of its mostwanted suspects this is an announcement its hoped someone will recognize the longterm girlfriend of fugitive boston mob boss james Whitey Bulger the book called hunting whitey. I hunt and fish all the time. If i kept hunting every day for years doing the same thing but never was able to catch my prey, why would i continue to do it that way . So this was a great opportunity to kind of flip the switch a little bit. You werent huntin whitey then, you were hunting katherine. If you know how to hunt you can always find what youre after if you just change the strategy. She recognized that for so long the fbi and other Law Enforcement agencies were hunting an elderly, white man in sunglasses and a red sox hat. Now i can walk down the street in boston and spot five of those guys right away. And Noreen Gleason said, were focusedtoo much on him. Lets focus on his girlfriend. And that broke the case wide open.
