Invisible enemy struck our country, my administration icva medical facilities and were keeping the sacred covenant and protecting those that sacrifice so much to protect us. Senator Chuck Schumer is raising concerns, the va administered the controversial drug hydroxychloroquine to 1300 veterans suffering from covid 19. To use our veterans as guinea pigs in an experiment that they may well not have given permission to be used for, its nothing short of outrageous. A study published today in the medical journal lancet Shows Patient given hydroxychloroquine were more likely to die than those not given the drug and more likely to develop heart problems. President trump dered flags flathalf throh memorial d nor the 95,000 coronavirus victims in america. A new poll out this morning shows support for president trumps handling of the coronavirus pandemic falling to 39 . Skyler henry, cbs news, the white house. Im getting word that governor gavin newsom is walking up to the podium to begin his News Conference on this friday talking about reopening california in the midst of the pandemic. Lets go ahead and listen in. Were here on memorial day weekend or the kickoff of memorial day weekend. Its an important solemn weekend for families for the opportunity for millions and millions of americans to come together across their differences, take time to reflect and remember those atou never to be fttenand pand ahe rife and le ahe contranation that it brings that we take this time together with our family and our loved ones to reflect and to remember. I know for our family like so many others of you that are watching, this is an important weekend. My grandfather spent close to five years as a prisoner of war. He struggled and suffered not only to survive in the internment camps but to come back into society where ultimately tragically he took his own life. As so many those that were torn liveone just those that battlefield, leftth battlefield. I want to just express my deep respect and admiration on memorial day also to veterans and those thfratom th ese more wars oversea and also just extend our heart felt thank you and deep respect and acknowledgment to the challenges, trials, and struggles that so many of our veterans continue to have as they come back from those horrific experiences in combat and other experiences, noble experiences related to their service at war. Were here in that spirit, in mism and respect for the f opportunities. They have all provided us and i just want to make a point as we are here to make this point. We not only hold those things dear and rhetorical terms but in terms of our practices. I want to just recognize the outstanding practice of leadership that is demonstrable not just here in yontville but eight vet homes in the state of california. Over two thousand veterans in these homes protected disproportionately so because of the secretary Veterans Affairs and his remarkable team and outstanding front line staff. That is not something every governor in the state of california rather across this country, not just in the state of california can say. The reality is a lot of our Veterans Homes have been disproportionately impacted by covid19 and the spread of this virus. A lot of our american heros from world war ii, not just the korean war, vietnam war orand r housed and supported in institutions like this have been immune from the spread of the virus. Quite the contrary. Theres tragic lives lost and examples where the insidiousness of this disease spread like wild fire through facilities like this across the country. Thats not been the case, and i say this cautiously, soberly not been the case to date in the state of california. Throughout the entire system, eight hospitals, we have had just three patients test positive for covid19. Weve had a number of stuff but the overwhelming majority of staff, all but two have recovered and are back at work. Thats because of the seriousness of purpose that was advanced weeks before california stay at home order was put in place by our secretary of Veterans Affairs. These facilities are not immune to the challenge that so often present in the lives of california as it relates to wild fires, earthquakes, and other hazard. As a consequence in many respects of the Emergency Operation plans that facilities like this and others had already organized and practiced over the course of the last number of years and wild fires in this region but also in southern california, that has hardened peoples senses and instilled a real focus and Energy Around protecting staff, protecting our patience and those we serve the american heros that are part of this system. As a consequence, veto and his team were able to put together 38 specific prescriptive guidelines on Infectious Disease control, on temperature checks and symptom checks for patients as well as staff. Just coming in here today, you can see the seriousness of this. Its like the tsa times infinity in terms of the number of check points and people that are asking you personal where y traveled and your current symptoms and your health doing temperature checks. People Wearing Masks throughout this facility and seriousness of sanitation thats been put into place. Its because of those protocols that weve been able to protect the most vulnerable californiaens and theyre getting therapeutic care and recreational support and assisted living and Skilled Nursing facilities within these facilities all levels of care that are being provided to our american heros and so i just couldnt be more proud and privileged to have veto and his team here, but more importantly to have the secretary of Veterans Affair here to my right to say a few words and to and i imagine as he does so often privately and perhaps a little more publicly his appreciation to the front line staff of these facilities that have gone above and beyond to protect some of our most vulnerable and heroic residents of the state and our nation. Veto. Good afternoon. Secretary of california and i want to say im honored to have the trust of the governor of this great state and running these homes where we create an environment in our eight homes from the oregon border to the Mexican Border to create a home like atmosphere where veterans can feel safe and we respect their military tradition and honor them by their congregate living experience. Before we came to this podium, the governor and i were further up the hill where this campus hosts a cemetery in which veterans of all of our wars are entered going back to the civil war and even earlier, the spanish american war. This is Hallowed Ground and full of veterans who as is the case with Nursing Homes across the country are an here in their ninth and tenth decades of life going back to early days of world war ii. But by their underlying disease burdens and by the burdens they incured by putting on the nations uniform picking up the weapons and more in battlefield and names youre all familiar with. Since the earliest years and the polio epidemic and in medical school of the university of vermont and hiv virus that caused aids became an epidemic itself. Because of those experiences, i always follow the cdc reports on the emergence of rare and exotic diseases wherever they are. When i heard in december a strange new disease that was highly contagious and highly lethal emerged, i immediately convened our team of leadership. We have a robust it was made necessary that the fact that earthquake and wild fires happen all the time. In fact, a wild fire three years ago came very close to one of our buildings on this campus. We also have a plan to treat the epidemic that comes with flu every winter. So that gradually closed which i was afraid would run wild fire to the veteran population. We did that for eight weeks before a stay at home Closure Order for the governor. Where she a number of systems in place. For example, the Veterans Home have a physician in each home and we have specially trained nurses who are expert in Infection Control and we teach ma wur ne of our emoyees does a nurses aid, or grounds keeper, you know about Infection Control in our homes. We took all the tigan guidance of va and cdc and more, theres nothing magical about what they wanted us to do. All their guidance is common sense and a tent graders knowledge of germ theory and applied to the Veterans Homes. We just did a month before everyone else and two weeks before the state. I lost my own father this week, he was 98yearold veteran of world war ii. A marine that fought in the solomon islands. We honor him as we do all veterans that died defending this nation. Thats what Decoration Day and now memorial day is. Our connection to the history is by honoring the men and women living in our Veterans Homes and my final absolute to the talented and dedicated staff i have at all the homes and leadership and rankin file to work at cal vet and work at taking care of these veterans is not just a job, its a mission. Even during the highest point of the pandemic. Thank you, governor, for your trust in me. Im delighted to do this job. Thank you. This facility built in and the Washington Monument built and a man named mark twain finished adventures of huckleberry fin and largest and weve got eight facilities in the state. Some are small and 60s or so and this with capacity that can get to 900, roughly a thousand, roughly 750 people are being cared for currently. Theyre outstanding leadership and seriousness of purpose as i suggest that they have in terms of their mission and i love that he frames this as a mission and a calling not just a location to help protect the american heros. Let me extent as well a few updates that extend off the narrative of protecting the health of 40 million americans in the state of california. That reside here. We are now moving through as many of you know, a variance process in the state as we make to our original stay at home odderrer and many sectors have reopened relating to manufacturing, warehousing, logistics and reopening in realtime and Restaurant Industry reopening including in this region of the state. Currently 43 counties out of the 58 counties in the state of california have provided testation of containment plans and protection plans to allow them to move deeper into phase two. We are putting more and more responsibility on counties only as we move through phase two but also into phase three. Were getting to reopen all sectors of our economy. This is happening in realtime and its an iterative and dynamic process. Today we have had 43 with self attestation plants put up and i expect by later this afternoon and early this evening as many as 45 counties, well expect even more over the course of the next number of days. Our commitment is to continue to work with city and county leaders all throughout the state of california to address their concerns and thr and few examples and highlight disproportionately and its demonstrable in the engagement with city and county, Health Directors and city and county elected officials from every part of the state of california. Were working with the Faith Community to advance the effort to begin putting out guidelines, processes and procedures to keep the Public Health and safety of congress gants congregants and parishioners. Were working within the diversity of our faith based leadership all up and down the state working on the differentiation, large mega churches versus a more neighborhood style churches and different styles of pews and sanitation protocols and synagogues versus working with other faiths. Weve en working on those sectorial guidelines and days away and the latest on monday, well put out those guidelines. I want folks to know that. Ive made that abundantly clear in the last week but not everybody picked up on things that we deeply respect and admire. The faith and devotion and cause that units millions and millions of californiaens and people of faith and community. That faith and devotion to something higher and bigger and better than yourself more pronounced and more profound and more important. I grew up in a catholic family, went to Catholic Schools and university of santa clara or Santa Clara University and reflect on how impactful the genalouts were and they defined so much of my life. Its an expression of my deep respect and admiration for people of faith and we want folks to know were working to move those guidelines forward and we expect those guidelines to come out on ndfofull disclos wait for cdc guidelines. We look forward. Been made were told theyre coming out today to take a look at those guidelines and see if theres things in there that we hadnt already considered over the course of the last few weeks. One thing we have considered is as we open up the economy that the prospect of increased transmissions is selfevident. As people are no longer practicing with the kind of discipline they were and physical distancing and the like we could see instances of spread and concentrations of spread and part of the attestation plans and require t the ability to toggle back and address and indeed the numbers bear that out. Hospitalization capacity and Testing Capacity and appropriate levels of ppe and procedures that keep their communities safe and healthy. Let me give you an example of the county that continues to be of concern in the state of california. County we care deeply about and thats Imperial County. I mentioned just a few days ago and mentioned in previous occasions, weve been watching Imperial County as a county thats not densely populated but is really one of the most beautiful counties in the state of california and its a county that has resources but often resources are stretched. Unty andenhosparbeuse ther pe. Youve hitc governor newsoms update on californias efforts against the pandemic.
