All right, well, alameda county, that includes livermore, is expected to move to stage two of reopening next week. That means curbside retail and manufacturing. Contra costa county could allow both as early as tuesday. San francisco, san mateo and marin are planning to make the move on monday. The only bay area county staying put in stage one for now, santa clara. Santa clara, of course, was the first and hardest hit bay area county. Alameda is now a close second. The county averaged 48 new cases a day over the past week, far higher than the rest of the ten county region. Statewide the 107 deaths reported yesterday alone mark the second deadliest day for california since it all began. The death toll in california now just over 3,200 with nearly 77,000 confirmed cases. And scenes like this are not going to help much. Crowds packed dolores park in San Franciscos Mission district today. You can see there wasnt much social distancing going on there. In the past, mayor breed has warned that she will close the similarpark if crowds conshowi. Crowds and fewer people around lake merritt today. By early afternoon, many no parking signs around the lake have been ripped away. So Oakland Police had to go up to every driver to tell them about the parking ban. Now that the signs are down, i think it was a protest for people to say no signs, you cant ticket me. Reporter earlier in the morning when the signs were still up, Parking Enforcement officers made the round and gave out a lot of tickets, including this cyclist. I took some pictures because theres no sign indicating that you cant park right here. So ill protest the ticket for sure. Reporter oakland city leaders decided to ban Street Parking adjacent to lake merritt because theyre fed up with large parties and lack of social distancing. Because if you cant park, you cant lay out. Reporter food trucks are also banned, but the owner of this taco truck tells me he is struggling for money and will stay put even though parking officers asked him to leave. That gets us into the late morning. Look at that bright band of yellow on there. Theres that organized line of rain coming right into the heart of the bay. So as we get into tomorrow late morning, thats when we all start to notice better rain. And that will then work its way south across the rest of the bay area throughout the day. Reporter part of the delay watercraft inspection stations around the lake remain closed due to covid and inspecting boats for aquatic Invasive Species that may hitch their way from other waters is something tahoe takes very seriously. Aquatic Invasive Species, if theyre introduced, they can knock off the ecosystem, the natural food web, they can attach themselves to boats and docks. Reporter now, this is the seal that boaters have to have if they want to get their boat on this lake. The way it works is this goes around the boat and the trailer and it locks. And as long as this lock is still in tact when they bring their boat out here, authorities know it hasnt been on any other body of water. Its so important for making sure we protect the lake. And the seal Inspection Program is such a large part of that. Reporter marina operators are on board with the program, knowing Invasive Species damage could cost them more than the loss of income theyre facing from fewer boaters. And environmental groups say its the right thin to do for the longterm health of this lake. Its going to be a slow release, and were going to make sure thats done well and everyone can get out there safely. We can enjoy the lake and protect it. Then that line gets hung up, maybe even falls apart a little bit. The rain will be focussed in the north bay. Now tomorrow morning, that same line. Its still there and reappears on the radar, and its coming into the central part of the bay. Its marching its way southward from tonight through tomorrow. And by late morning, its really centered over the heart of the bay and then even though its tough to spot it, by the Late Afternoon tomorrow, theres the line. And its coming into the south bay. So that covers the way the rain is going to come together on sunday. Everybody gets something, but youre doing to see a lot more in the north bay than south bay. Now, heres monday. Totally different. Spotty showers, hit and miss, isolated thunderstorms can pop up anywhere at a moments notice. And thats the way this systems going to play out. Two very different kinds of days. If we put the rainfall totals on here, tonight its fivehundredths of an inch of rain, but if we add up the totals for sunday, half ang inch in the north bay, far less in the south bay. Larger Companies Like veritas, which is billions in assets and access to liquidity through other sources, were not the intended beneficiaries of ppp loans. In a series of reports, kpix 5 has profiled dozens of tenants who are suing veritas, accusing the company of harassing rentcontrolled tenants with constant renovations. Other tennants say theyve endured rent increases as veritas passed along its mortgage debt. Veritas says it qualifies for the loan as it has fewer than 200 employees. According to the democratic chairman of the house Foreign Relations committee, linnic had launched a investigation into secretary of state mike pompeo and whether pompeo and his wife had misused a political appointee for personal tasks. There are no federal guidelines or mandates for social distancing on a plane so each airline has adopted its own different policy which adds confusion to the process. Thursday the chairman of the House Transportation Committee urged airlines to voluntarily block a third of seats on most flights. Reporter while the coronavirus typically enters the body through the nose and mouth, dr. Ella says there is growing evidence the eyes too may be vulnerable. The eye is a bit of a mystery area right now. We know that the receptors that the virus likes to bind to, theyre present on the eye. Reporter researchers at John Hopkins School of medicine found socalled h2 receptors in the eyes. They line your nasal passage and respiratory tract, and its the main way the virus gets inside your body. The doctor says the takeaway is clear. The eye area should be very hygienically treated and protected and we need to Pay Attention to that just as we do to the mouth area and the nose area. North of the golden gate, colloided over from the storm. Also, downtown san jose clearly visible. Then the Santa Cruz Mountains, just about 17 miles as the crow flies from the top of that mountain to downtown san jose. Remember that, its going to come as an interesting side note in this forecast in a second. First, lets get you covered on numbers. 70 in oakland right now. 73 in san jose andful in concord. Morning lows bring us back down into the mid and upper 50s for most locations tomorrow no. Real changes there. Tomorrows daytime highs will be a little cooler thanks to the clouds and rain. Its not a dramatic drop. Its not a necessary cold system coming in, but itll be are the rain. Speaking of which, there it is. Lets switch from live, put it into the futurecast which picks up on rain. Were starting to see some of the leading edge of these showers make their way into mendocino county. Itll be more noticeable once the sun goes down. That gets us to 9 00. Its now raining in Sonoma County. Youll watch that organized band of rain slowly march its way south. It falls apart a bit overnight. But it picks back up again early tomorrow so that were looking at some of the best rain now focused through the heart of the bay coming over the city, the peninsula, east bay, over the golden gate. That gets us into sunday morning. By sunday afternoon, this would be the chance to see that organized band of rain coming up and bringing rain down to the south bay, only theres not as much by the time it gets there. Now, that was sundays rain. Heres monday. Looks very different. Monday doesnt have that organized band of rain that marches its way across the bay. Monday is more spotty, isolated hit and miss showers. We all have a chance for rain monday. Theres short lived showers and some could come in the form of an isolated thunderstorm. Theres enough energy for that but just barely on monday. So that needs to be at least in the forecast as a possibility. And if we look at how this comes together for rainfall totals, this is taking in the total amount for all day sunday and all day monday. We pick up about a half inch of rain for santa rosa and only about a tenth of an inch of rain down here in the south bay. But specifically in san jose. And its kind of a mixed bag in between the two. But lets take a look at the south bay in particular and i want to show you how the storms going to behave in kind of a unique way down here. Because i dont want you to come away from this forecast thinking, oh, its not going to rain as much in the south bay. It will. Its just because of the way the rains going to be coming into northern california, itll be coming in from the southwest like we saw. Its going to hit the Santa Cruz Mountains headon, and theyre going to take most of it. So theres loma prietta. So theres your rain shadow effect. The mountains really take the majority of it. And then as we go further east, theres the doppler range and up on to mt. Hamilton. A tenth of an inch for the valley. Interesting setup on this storm. If we look at it on the big picture, you see the big center of circulation out here. You need to watch this long, trailing edge of clouds down here because thats the important part of the storm. If you look at where the water vapor is in the atmosphere, the bright ter color on here, the higher the concentration of water vapor there is. Thats an atmospheric river. And these are the storm that is tend to bring in better amounts of rain. If this was the winter, this would be giving us big amounts. In may, we dont get many of these. However, that rivers pointed at the bay area coming in from the southwest like we saw. And thats why some of these totals for may are impressive. Its just, you want to be in the north bay to get the best of them and you dont want to been be on the downwind side of a mountain range. Monday and tuesday well start to clear things out tuesday.
