In less than one hour, counties will be allowed to ease some restrictions under the governors stayathome order. And tonight, three bay area counties have told us they will relax the rules starting tomorrow. Solano, napa and sonoma county. Phase two will allow many retail shops to reopen, but only for pickup and delivery. Manufacturers, warehouses will also be allowed to reopen, but counties will be allowed to keep tougher restrictions if officials dont feel its safe to relax them. In fact, some napa county Business Owners say theyre not ready despite getting the green light. Kpix 5s joe vazquez spoke with one downtown napa shop owner whos choosing to stay closed. Reporter napa county officials announced today they will be moving into phase two, following the governors recommendations. But not everyone here in napa has decided to reopen. Starting tomorrow, certain types of businesses will be allowed to operate in napa county, but only if they do curbside retail. Among them clothing stores, book stores, toy stores, furnishing stores, Sporting Goods and florists. Napa county officials added that starting saturday face coverings will be mandatory inside businesses and in workplaces where six feet social distancing cant be maintained. Earlier today, governor gavin newsom made it clear different counties could have different rules. Its significant that the state of california is authorizing this legally, allowing certain jurisdictions to maintain more strict guidelines. I am not ready to give up. Shes been making masks, even set up a gofundme account to get by. But she doesnt think the county is ready right now. Our numbers in napa county are low, but so is our testing. You know . No one is currently hospitalized with covid19 in the county. Other bay area counties say its still too soon to relax the rules. Santa clara county has only allowed construction and a few other outdoor businesses to resume. Officials there say reopening now will just bring on a second spike even sooner. But some local Business Owners disagree that their small shops are a safety risk. As long as were practicing cleanliness and social distancing and just having less customers like they do at the store, the Grocery Store, i think other stores, retail shops, should be able to do the same, quite honestly. Contra costa, alameda and san mateo counties are also keeping current restrictions in place for now. And so is san francisco. But it may be one of the next to enter phase two. The mayor is eyeing a retail reopening date of may 18th. Again, for Curbside Pickup and delivery only. Marin county has the same target. Public Health Officials there say retailers can use the next ten days to make the necessary preparations. Californias budget is taking a 54 billion hit because of the pandemic. According to the states finance department, that is nearly three and a half times the size of our rainy day emergency fund. Most of the losses are in general Fund Revenues which pay for the schools, Health Programs and other basic services. It was just january when the governor announced a 6 billion budget surplus. In just a few hours, the new monthly jobs report will give us a clearer picture of the economic devastation from the coronavirus. Back in february, the u. S. Unemployment rate was at 3. 5 , the lowest its been in half a century. Tomorrows report could put it anywhere from 15 to 20 . Today we found out that the additional 3. 2 Million People filed for Unemployment Benefits last week. That brings the number of jobs lost over the past seven weeks to more than 33 million. Thats about one in every five americans who had been employed three months ago. Tonight the owner of a pleasanton Grocery Store has been charged with price gouging during the pandemic. Its the first time in county history the da has prosecuted this type of case. Kpix 5s Katie Nielsen talked with a shopper who says that he paid triple the price for some items. Reporter the shopper i talked with tonight said hes been coming to this store here in pleasanton since it opened a couple of years ago. He says when he came in in the middle of march, he saw prices had skyrocketed. These are typical grocery items we buy every week. We know what the typical prices are. Reporter he bought groceries at the store on march 16th, the day the shelterinplace order started. On that particular day, the prices were two times the normal prices, two or three times normal prices. Reporter he said the original prices were crossed out with a black marker but were visible. He brought it up to the cashier. If you dont like it, dont buy it. That was the attitude. Reporter he ended up keeping his receipt and filed a formal complaint with the District Attorneys Office. The d. A. s office says they received more than 50 complaints about stores price gouging in the past six weeks, but this store stood out. The increase in price was exorbitant. It was higher than any other case that we looked at. Reporter according to court documents, an investigator found nine items that significantly jumped in price onions, ginger, green beans, chilly peppers, pomegranates, yams, tea and two different brands of noodles, some of which the d. A. s office says went up by 300 . The maximum price increase allowed during a state of emergency is 10 . So its taking advantage of people in a very vulnerable time. Reporter no one from the store responded to our request for comments. According to court documents, the owner of the store told investigators the price increases were due to switching suppliers during the pandemic. The Prosecutors Office asked for proof and when the owner did not supply it, thats when they charged him with nine counts of misdemeanor price gouging. In pleasanton, Katie Nielsen, kpix 5. Tonight under pressure from the trump administration, at least three major Meat Processing plants are ramping up production again. Pork plants in iowa, south dakota and minnesota are back online despite workers concerns. The cdc has put out new guidelines for plant safety but they are not mandatory. Fearing a shortage, some Grocery Stores are placing limits on how many Meat Products you buy. Thats not the case everywhere. Reporter even before the store opened a socially distanced line extended out to the sidewalk. I got their there as they opened and had to wait almost 30 minutes to get in. Reporter and there are no meat shortages here the owner says. Mainly because he works with local small suppliers and some of those suppliers have meat to sell. Weve also been able to help support our farmers in a different way just in terms of the being able to take extra meat that they would normally send to restaurants that they dont have those accounts right now. Reporter not only is there a wait to get into the store, the local butcher shop has a booming Online Business as well. Before the pandemic, they would ship out a couple orders a month. Now theyre handling roughly 50 orders through a delivery service. Its just really nice to feel like were supporting the neighborhood and the community. Reporter hes thankful to be one of the lucky ones when so many businesses are struggling to stay open. In his case, working with local farms and being a smaller mom and pop shop have been keys to having his customers come back. It reminds me of back when i was a kid and you had these kind of things. He says he doesnt expect to see any meat shortages even in the future. He says local farms have enough supply to meet the demand. Pg e has been slapped with a nearly 2 billion penalty for the utilitys role in several Deadly Northern California wildfires in 2017 and 2018. Its the largest ever assessed by the states Public Utilities commission and a key step for pg e to emerge from bankruptcy. However, regulators decided the utility does not have to pay an additional 200 million fine to preserve Funds Available for wildfire victims. They were rescued within the past hour and are getting checked out. New tonight there is now a 10,000 reward for information in a rare murder in los altos. The victims been identified as 48yearold roberto riviera, he lived in union city. Police found him after he was shot in the backyard of a home on Highland Circle monday morning. We are told the suspect got away on a motorcycle. No word on that persons identity. Its the first homicide in los altos since 1994. Two children died and a third was hurt in a Chain Reaction crash on 580 in oakland. Just before noon their minivan struck a honda that had just hit a caltrans crews parked pickup truck. The crew and minivan driver were not hurt, but the honda driver was taken to the hospital along with the surviving child. The chp does not think anyone involved was impaired. The dmv is opening some field offices in the bay area for Certain Services that must be done in person. And starting tomorrow, the offices in san francisco, concord, oakland, san jose and santa rosa will reopen. Customers must make an appointment and will be required to wear some sort of face mask. Frontier airlines is the first carrier to start temperature checks for all passengers and crew members before they board a flight. Starting june 1st, anyone with a temperature higher than 100. 4 degrees will not be allowed on the plane. And starting tomorrow, all passengers will be required to wear a face mask. Screenings at airports may have allowed travelers infected with the coronavirus to enter united states. Thats according to a report from the House Oversight committee. President trump first ordered medical screening for travelers arriving from wuhan, china, on january 17th and later expanded the order. About 250,000 passengers entered the u. S. The very coolest spots dipping down into the upper 40s, but from there we are going to warm up again as we head through the day tomorrow. A few spots might flirt with record territory, but i think those are going to be the exception. For the most part below record levels. And theres a chance of rain down the line in the forecast. This is one of the longrange forecast models, which they arent perfect, but they give us an idea. This one has been consistent bringing some rain by monday evening. That falls apart, but its followed up by a chance of rain late Tuesday Morning into early tuesday afternoon. The amount isnt that impressive, but we will take whatever Mother Nature is willing to offer up. Its been over a month since the bay area has picked up measurable rainfall. Any are where from a tenth of an inch to close to a half inch for the north bay and even some of the mountain ranges getting close to three quarters of an inch. We need it. Much of the bay area still classified as being in severe drought conditions. The weekend looking good. Temperatures drop off steadily. We stay dry.
