Crisis. I think its a good thing for us, you know, this quarantine, all of us not working. Reporter but its not good for marathon petroleum, as it announced its shutting down its massive martinez refinery, a process that takes about a week. The company said its grant to shut down on sunday because of a 60 drop in demand for gasoline brought on by the coronavirus, and californias shelter in place order. This is are a really unprecedented event that the refineries, i think, are scrambling to respond to. Reporter uc burke berkeley studies the industry and called marathon a major producer. It can process 161,000 barrels of crude oil per day and employees about 740 people. But with wholesale prices dropping, it no longer makes economic sense to keep the refinery running. Theres just way too much gasoline being produced, and the refineries have no place to put it. So somebody was going to have to stop producing, and it looks like the marathon refinery is the first one in the bay area to actually go all the way to shutting it down. Reporter normally that would scare this gas station owner who said that marathon is his main supplier, but not now. Because no demand is maybe not going to affect that much at all. Reporter this man said his business is down 80 and were it is he can step keep the station open long enough to make it through the hard times. I hope everything goes back to normal soon, before we go bankrupt. Reporter so definitely tough times for the gas station owner, as refine the expeu. Berkeley says today thatthere fornia thatll shut down as a ru ills they would have to drastically reduce their production. The drop in oil prices sent u. S. Stocking tumbling. The dow lost 592 points, or nearly 2. 5 . The nasdaq was down 89 points, the s p fell 51. Headlines in the coronavirus pandemic now. San francisco just released a map showing its positive cases by zip code. Areas affected by income inequality and health disspareties are also the most affected by the virus. The state Public Utilities commission and Departmentof Education will distribute 30 million to support connectivity. Hundreds gathered outside the state capital today protesting the governors stay athome orders. Its all been matter of a nationwide effort, operation gridlock, where drivers block streets around state capitals. Theyre against the shelterin place order and say its ruining lives and destroying Small Businesses. Im joke ive had enough. We need to go to work. And we can do that safe. My understanding is the protests that chp has supported has social distancing, physical distancing, that was allowable on the basis of people being in their vehicles, and not con go gating as a group. Officers were on hand, but no one was cited for breaking these social distancing rules. Governor newsom is promising an update on possible plans to ease those restrictions on wednesday. Right now lawmakers working on another deal to help Small Businesses stay afloat during the pandemic, after money ran out in a Relief Program before many businesses even got a chance to apply. Katie nielson is live in pleasanton with what went wrong. Katie . Ken, as many of us already know, Small Businesses are the cornerstones on main streets, not only across the country, but also here in the bay area. Thats why so many were hopeful when the Small Business loan program was announced at the end of last month, but then at the end of last week, that program ran out of money, and now many Business Owners are wondering what to do. Terry fredericks owns one of the largest Sandwich Stores in the state and said her sales are down more than 80 , and the takeout orders are basic live a breakeven. All it is enough to pay my three people that are working and the food im buying. That is why she applied for a Paycheck Program loan the first day the program opened, but hers was not approved. In two weeks all of the money was gone, allocated to other businesses. I was only looking for 63,000. Thats peanuts compared to what some of these Bigger Companies are getting. Reporter the ruth cyst steak house chain got 20 million. Potbelly Sandwich Shop received 10 million, and shake shack was originally granted 10 million, but decided to give it back after backlash from Small Business advocates. Its super frustrating theyre helping out the Big Companies who make more money daily, weekly, monthly, yearly, than a small guy like me. Reporter thats why she said if the program does get fund aid again, there needs to be a different process for deciding which businesses get the loans. I would like to see them first offer it to the Smaller Companies who absolutely cant survive. Reporter a struggle she understands firsthand. Theres no money. Im not having a paycheck. I didnt pay my rent this month. I didnt pay my pg e. Reporter now, another problem that she said she sees with the loan program is where the money is going. California received the fewest loans per capita of any state, they says of the more than 150fogos franchise owners that applied for the loan, not a single one has been funded. The senate could vote on another aid package as soon as tomorrow. That means the build would be in the house by wednesday. There is bipartisan support in troy chang the rules around the ppp loans to ensure smaller businesses to make sure that smaller businesses get access to the loans first. He knows why were staying at home, you know, and wayer who not outside playing, and were not going to go visit family and so forth. Reporter mild to moderate allergies, the doctor says, shouldnt be a problem with the virus, but asthma not well controlled could be a different story. Caller cross the area and country, schools are canceling commencement ceremonies. So is there an alternative . Were looking at options and seeing what this is go being look like as far as loosening up any of these lockdown parameters for folks. So were just in the planning phase right now. Reporter some schools are considering virtual graduations to honor graduates accomplishments. I think with everyone working from home, its pretty easy y thing vil days. Encement speeches will hold more value, carrying messages of hope, perspective and wisdom. Still go to college, do the best you can do. Reporter but what does a e virtual ceremony look like .
