This here in the state of california just since march 12th. Some 3. 1 million california residents have filed for Unemployment Insurance. Just since march 12th, 3. 1 million have filed. Few weeks back i was giving a state of the state talking about the fact we had just entered in to our 119th month of job growth in the state of california. We talked about the we were agin owa five year period of 3. 8 . Out pacing the rest of the nation. We are enjoying lowest unemployment in modern recorded history. Today i stand in front of you sobered by the reality of the last few weeks. We are now in a pandemic induced recession here in the state of california. While the new numbers came out today, 5. 3 unemployment that masks the reality of where the real Unemployment Rate is here today and ultimately will end up over the course of weeks and months. Again, 3. 1 million have just applied for Unemployment Insurance. They are not all represented in that 5. 3 Unemployment Rate number. These are sober and challenging times. We believe very confidently that these are not permanent moments in terms of what we should expect. We have confidence in our liiaway, to survive, working our way through to thri over the course of the next year two and three. As we turn this economy around. So, today we want to talk a little more specifically about our efforts to focus not only on the crisis at hand, the situational challenges that remain daunting in the state of california, to not only bend the curve but to see that curve start to decline, to meet the needs of millions and million of people and address the crisis but also, at the same time, begin to focus more, on Economic Growth and economic recovery. Let me say from the outset its sobering to be talking about Economic Growth and recovery and unemployment numbers when we just had other numbers. 95 lives lost last night. Thats the highest number that we have recorded since this pandemic started. 985 human beings, their stories, lives, families, torn apart have lost their lives since the beginning of this pandemic. We are coming close to that thousand mark we hoped we would never see. Again, it puts this moment in perspective. We need to continue practicing physical distancing. We need to apply the stay at home orders. We are not out of the woods yet. The worst mistake we can make after so much progress in the state of california, bending the curve, making the models moot because of your actions and your extraordinary cooperation in this effort is to pull back right before we are at a point where we can start toggling back and start a thoughtful approach to reopening the state and reopening our economy. I want too frame that as a predicate because i recognize the excitement many of us have around entering in to the conversation, the next part conversation about economic recovery and growth and a desire to attach dates and deadlines to those strategies. I of course never tempered by dates and deadlines. I only am guided by health and science, real data and a granular level, bottom up, not top down. 40 million, we are the most diverse and we are the largest in our approaches as we start to regionally focus on the issue of economic recovery and Economic Growth. That specifically is one i want to now talk about today is what that looks like and how we could be guided aided in our effort to fully recover as california economy. Not just as california economy, as california goes so goes the nation. I should just note, since the Great Recession california led the nation with 15 of all the american jobs were created since the Great Recession, were greeted right here in the state of california. 3. 4 million jobs since that recovery started only to be confronted by this new reality. We ended our streak of 120 straight months of net job creation. It ended officially with our march numbers. That said, our consequences of our actions will be felt all across the United States and we recognize our unique responsibility as california residents to do our fair share and help lead the way in terms of job creation, retention and job growth. What i have done is i have asked and tasked some of the best and brightest minds that we could source; almost all reside here in the state of california. Some of the most well known Business Leaders in the world happen to reside here in california. Some of the great social justice warriors reside here in the state of california. Tribal leaders, health care leaders, small Business Leaders, we are blessed to have the kind of Human Resources that only a nation state could be afforded. We have tasked 80 of them to begin to work through each and every sector to put together tangible ideas for short term, medium and long Term Economic recovery. We have an Advisory Committee that represents the diversity of our state and its an Advisory Council that also allows, im proud to say, all four living former governors of the state of california. Two republicans, two democrats. I want to thank governor pete wilson, governor gray davis and governor jerry brown for joining this effort as well. We cant do it without you. This is not a partisan move. This is about california and California First mantra to do everything we can across our differences and across the spectrum of political ideas to row in the same direction. Its also guided and aided by leadership from the assembly and senate, republicans and democrats. I want to thank them all for their willingness to participate in this work group and to guide our recovery through the creation of this advisory group. When i talk about california, california way, with a bit of pride, that strategy is not just about growth. Strategy is predicated on inclusion, growth and inclusion. We respectfully submit that before we enter into this deeply challenging times that those challenging times despite those economic numbers were very, very advisable in a hyb rid reality for many that were having the experience and benefits of the economy and others that were still struggling. A wealth and income inequality that was among the highest in the nation. Poverty rates, homeless rates in the state despite the incredible Economic Growth that really were an outrage and deserves the criticism that we were well aware and certainly received from those that felt we should do more and do better. I say that to make this point. We are guided those considerations at heart. Deeply at heart. Deeply in our minds. We recognize that if we are going to learn anything from the past its not to repeat the mistakes of the past and have a sustainable mind set, not just a situational mind set. Again in terms of how we recover. It is in the how we recover that i think ultimately we will be judged and judge ourselves. I think that is the spirit of the group of people and advisers we put together. I have four of those advisers. One physically here, who will be co chairing our efforts, tom steir. I have three others that will participate on a video in just a moment and lay out and present their reasons for why they are joining this Advisory Council and moor importantly what they hope we achieve through these efforts. Im blessed as i introduce our chair, tom, to just introduce him. He needs an introduction but perhaps in a different way for many. I got to know tom through his strong work with his wife when in 2007 they started a focus not on the bottom line but on the triple bottom line where they started to focus on the needs of others in a robust way through the development of a Nonprofit Community bank. It was on sustainability from perspective of Mother Nature and the markets. To focus on low income, the focus on Small Businesses, that bank has grown and has become a national model. Tom made his career understanding the economy and in ways few of us could understand. His insight and capacity to make invertment, to see them pay off. His capacity to see the world, not just locally, and internationally brings those skill sets to bear as well. Values and an understanding of free markets. Understanding we thought he was an ideal candidate to lead the charge. I will step aside, i will ask tom to say a few words and then i will introduce the three other well known california residents that are also joining this Advisory Panel and they will put their perspectives direct to you in just a moment. Tom thank you, gavin. I want to take a second here to point out what an exce approximate, tional a fantastic job the governor has been. He has been forward thinking and he has won the admiration of people across the state of california, across the United States, and around the world. Has really done a good job. I think he deserves all of our support and admiration. Health and safety have to be paramount here in california but everybody is also hurting economicly. People across the state are worried about their jobs, and they are worried about taking care of their families. I think that its absolutely critical at the outset to point out that resource starved communities have been hit the hardest by this and are suffering the most. That any Recovery Plan is going to have to put those communities front and center. This is an unprecedented situation but the idea of shared prosperity is not one thats new to me as the governor said. I did start my own business in california 35 years ago. I grew it over 27 years. I also invested in businesses across the state and around the world. As gavin said my great partner and i started a bank in 2007 dedicated to the ideas of Economic Justice and, environmental sustainability and supporting businesses owned by women and people of color. In addition i have traveled around this state and the entire country meeting people across the board to get a sense over either years of the varied conditions of americans in this country. So at this point let me just read the Mission Statement of what is its a mouthful. The Governors Task force on business and jobs recovery. To develop a strategy to help california recover as fast as safely possible from the coronavirus induced recession and to create a fair, green, and prosperous future. We will bring together california resident from the public and private sectors and from communities across the state. We will develop a plan that works for all california residents with a particular focus on those hardest hit by the pandemic. Let me say we have brought together some of the best minds as gavin said in this ste Recovery Plan. We will also be reaching out to people across the state if they are activists or experts, labor or environment, community groups, this will be a broad based effort. I do want to thank the members of the task force who have volunteered their time, their wisdom and their energy and i particularly want to thank my co chair who is the governors chief of staff who i have known for a long time and worked together with extremely happily and successfully. Let me say to close, health and safety remain the most important points here and we will ensure that they remain that way by staying with in the governments framework for opening up the economy. We will also be true to the deepest california values of diversity, inclusion and innovation. We have the biggest state. We have led in so many ways in terms of Information Technology and entertainment, in terms of Defense Electronics and agriculture. We have led in so many ways. We will try to come up with a Recovery Plan that is worthy of californias past and pushes us to a Better Future and remedies some of the injustices which this coronavirus pandemic have revealed in our society. I think what tom said needs to be restated. A safe reset, a safe restart for road map for recovery. Safe. Predicated on health, predicated on data, predicated on science. We are not going to get ahead g thoughtfully. Again guided by values but more importantly anything else, guided from a Health Conscience frame. We clearly recognize the importance of continuing to meet that moment as our first and foundational principle as we move forward. As we begin to process that road map for recovery we have a number of people that tom referenced across the spectrum of californias economy. Search, experts in Small Business. Jackie is with us and she we are very proud has joined this Advisory Panel and is here to say a few words. Thank you very much. Thank you for that. I would like to [inaudible] businesses have laid off staff, they ceased operations and a normal Small Business has only 30 days of carbon hand. Today is day 29 of californias. Open line market places. Virtual classes, we are seeing the spirit its being tested in extremes with many businesses as 80 below their average. A Small Business prepares to reopen they will have various cash flow concerns. First, marketing. They need to let their customers know when are they open what is for sale second, they need to manage their inventory and keep the shelves stocked. And third, they need to pay off the debt they hava massed on their credit cards. Trying to keep float or staying at home. As we think about support for Small Business. The pp, should continue to be funded but congress and the administration has to go further and create Additional Mechanisms to support businesses that need the assistance. Our smallest businesses were under represented in the first wave of ppp funding. Hopefully they will have more opportunities to apply. California is the rocket fuel powering americas come back as we reopen that will absolutely be true again and Small Businesses will be at the heart of that recovery. Thank you. Our efforts here in california as it relates to the creation of this policy or the recovery and Advisory Panel and that is the the word inclusion. Thank you. Its been smart, swift and has compassion and we will need all of that going forward. It has it has been so painful to watch what has happened, its been like tons or gallonsl alcohol being thrown on the open wounds of inequality and racism in this country. As we think about how to recover we will have to figure out how to make sure that we dont go back to what we were before. It was not acceptable then and itll be unacceptable going forward. We have seen the death and the suffering for African Americans and people who are latin x, people who are poor and homeless and in jail and for one of the first times as a nation we have gotten a look of how interconnected we are and how what happens to one k about the economy we have to bring the kind of laser focus that we have been showing in california on those who are most at risk to who has to be able to come back in a different way. People of color in this country have been the ones who were most exposed because of their economic standing. The frontline workers we have been grateful for in terms of delivery, groceries, so many things, these are overwhelmingly people of color. The people who have had to stay at home in places where they could not even begin to social distance have been people of color. People who live in communities where there is ha also been people of color. So, lets have at least a. A lot of information coming out from that press conference this afternoon. 95 lives lost last night in california. Thats the reason why we cant pull back just yet. He said no dates or deadlines right now but al data is what will drive this staying home will slow the spread of covid19 and, will without a doubt, save lives. Critical things like food, pharmacies, laundromats and more remain available. Those who work in health, food supply and Law Enforcement will continue to perform their jobs.
