According to the Labor Department that brings the total number of people asking for jobless benefits in the past four weeks to roughly 22 million. Cbs News Business analyst Jill Schlesinger is with us. Whats significant about these latest numbers . Well, those 22 Million People, boy, that is staggering. It happens so quickly. As you said, over four weeks. The previous high level for four weeks of data was 2. 7 million americans back in 1982. So were talking eight times that. Were also now realizing that 1 in 8 americans in the labor force is actually sidelined. And thats just an awful thing to consider. This is clearly all pandemic related. We should also really be clear that this should taper off. But its widespread. Yesterday we had a retail sales report. And this doesnt even include services. But you could almost go down category by category and understand where these unemployed folks are coming from. Of course we know from the Restaurant Industry where theres been huge layoffs down by 27 . But check this out. For apparel, its down 50 from a month ago. Jill schlesinger for us, thank you very much. President trump is getting pushback on his potential timeline for reopening the country and getting people back to work. A lot of people waiting on that. The president could unveil his administrations strategy later today beginning with areas that have the smallest number of infections. Tara narula spoke to a Government Advocate who thinks the government could be doing more. Were still not where we need to be in terms of testing for covid19. Reporter thats the warning from dr. David skorton, president of the association of american medical colleges. Its echoed in a letter he sent to the White House Coronavirus task force this week calling for more federal involvement in the testing process. We were not ready for such a big, big deal as this pandemic has become. Reporter according to the covid tracking project, more than 3. 2 million tests have been run in the united states. Thats enough for less than 1 of the country. And it falls short of what experts say is needed to reopen america. The American Enterprise institute estimates 750,000 tests per week are needed. Other groups put that number in the millions. As reported infections continue to rise, many testing sites across the country are being met with long lines. One site in miami closed after 90 minutes monday because it already reached capacity. I was very frustrated. In fact, after i got off the phone with them, i tried. Reporter and americans say theyre still having trouble with testing access. Searcy farrell was denied testing five times even after her doctor recommended one. Reporter what has been the biggest mitigating factor in terms of simply scaling up testing. It hasnt been one thing, but because there are probably between 20 and 30 very specific things that are needed to report each individual test, there is a slightly different bottleneck in any of those Different Things that we need. Reporter lab corp can perform 55,000 to 65,000 tests per day. Chief medical dr. Brian cavanaugh says they want to increase that Testing Capacity if possible. We need to have every one of those supplies in the right amount so that we can go through our Lab Specimens and process them as efficiently as possible. What types of problems do we face if we do not ramp up testing quick enough . In order to understand the basic substrate that were dealing with, the basic number of people who have it, whether or not they have symptoms, we have to be ready for extensive testing. President trump is expected to lay out new guidelines for reopening parts of the country very soon. So hes calling the governors of all 50 states this afternoon to discuss medical and Business Leaders say more testing is needed before people can return to work. Yesterday the president insisted again, though kr, though, that has the power to overrule governors on this issue. If were not happy, well take strong action against a state or a governor. If were not happy with the job a governor is doing, well let them know about it. As you know, we have strong action we can take including a closedown. Meanwhile a new study finds people may be most infectious before showing symptoms. Chinese researchers say subjects have the highest amounts of the virus just as their symptoms begin. In our series on the financial fallout from the coronavirus, were looking at the economic pain and how to get america back to work. This graph shows just how bad job losses are compared to the last 50 years. Its expected to get worse as layoffs continue. Gary cohn is President Trumps former chief economic adviser and director of the National Economic council. He served as president and chief operating officer of Goldman Sachs, including during the last recession. Thank you for being with us. Thanks for having me, anthony. You, gary, as we just said, the president wants to get the country up and going by the end of the month. Health experts, some are saying this may be premature. If you were still running Goldman Sachs at this point, would you be comfortable sending your employees back in a couple of weeks . So, anthony, remember, the ultimate decision to reopen businesses are the businesses themselves. Theyre the ones that shut down first. Businesses are responsible for two people. Theyre responsible for their employees, but theyre equally responsible for their clients and their customers. If i were still in private business running a large organization, i would be working on a very detailed plan to open up in some way, but in a highly segmented faction. I would have my employees separate in location. And i would have them very segregated in times when they came to work. And i would keep those different groups separate. So if i had a group that came in on monday morning, they would never see the group that came in on tuesday morning, and the monday Morning Group might come back in on wednesday morning. So you really have to think through a highly disciplined way to bring your employees back to work. So youre thinking of this as a very slow and deliberate process over how long a period of time would you think . Well, were going to have to respond based on a reinfection rate. If we see no reinfection, we can speed up the process. If we see reinfection come back into the system, well probably slow down the process. Were going to have to take our clues from the disease itself. Covid19 is going to be the answer. Well, gary, as you know, nearly 17 Million People have filed for unemployment claims. Todays numbers add to the tally. What do you think success looks like, pro coronavirus . What are we going to be dealing with . So gayle, look, the American Population has done a very good job listening to the government and staying at home and removing themselves from the work force and removing themselves from the economy. Thats been very important to flatten the curve and weve had better results than we once forecast. Thats really good. Now we have to think about restarting the economy but not restarting the infection cycle. And thats important. So i think a successful return would be very methodically bringing people back into the work force in smaller groups and seeing what happens. Making sure people dont become reinfected. And if we have a reinfection rate, slowing that back down or stopping the reemergence in the economy. The worst thing that could happen would be for us to throw everyone back into the Economic Cycle and have to go back to having 97 of our people being told to stay home again. Were much better off to go through this slowly than quickly and have to stop again. Yeah. The stimulus checks are allegedly going to have Donald Trumps name on them. The word is its being report had its going to delay the checks. The white house, of course, denies that. But do you think its a good look for the president to have his name on the check, and is a 1200 check enough . So gayle, what is important is the payroll Protection Plan. The payroll Protection Plan that congress put in place was a very, very important plan. This was a plan put in place to make sure that hardworking americans received a paycheck. Received the paycheck that they deserve. They deserve that paycheck because they were told as good citizens of this country, do not go to work. And the businesses that they work for were forced to shut down, and the government wisely has said look, instead of going on unemployment, stay attached to your business and were going to send you a paycheck as youre working so you can support your family. You can buy your groceries and your other essential goods you need. Thats whats important. That program, unfortunately, is running out of money or may have run out of money last night. Its imperative that Congress Come back and replenish that program. Gary, youre saying we basically we cant throw enough money at this situation. In some respects, we cant. In some respects, the mistake would be to not throw money at the program. We will have plenty of time to figure out how to get pay for this and get the money out of the system. But telling people to stay home and not giving them the amount of money they need to support their family, buy their groceries, buy their essentials and pay their rent would be a catastrophic mistake, and forcing everyone on unemployment would be a bad mistake. We need people to stay attached to the companies they were working at prior to the crisis so they stay attached and know once we start going back to work, theyll be in touch with their employers. Their employer will be able to tell them hey, youre coming back to work on this day, and we wont have to go through a rehiring cycle once we try to reopen the economy. All right. Former democratic president ial contender Bernie Sanders tells cbs this morning he believes the vast majority of his supporters will back former Vice President joe biden even though many, including sanders former press secretary, say they wont. In his First Network tv interview since endorsing the Presumptive Democratic nominee, the vermont senator spelled out the issues where he expects joe biden to adopt a more progressive stance. On day one of my campaign, what i said is that if i lose, i will be there to support the democratic nominee because it is absolutely imperative that we defeat donald trump, who in my view is the most dangerous, irresponsible president in the modern history of this country. An argument against donald trump, but making the argument for joe biden is a different matter. To defeat donald trump to me and make sure that he is not reelected is enormously important. So if you want to make the point that joe bidens views are not mine, no kidding. I think everybody in america knows that. I made a list of some of the things that have been central to your campaign, and i hope youll let me know which of these could be part of a biden administration. Universal health care is a biggie, free college for all. Canceled college debt. National rent control. A ban on fracking. A wealth tax. Marijuana legalization. A 50 reduction in the prison population. These are all things youve campaigned on that have made you popular. Joe biden doesnt support any of them. Which do you see him moving on . Well, i think you will see him moving on making public colleges and universities tuition free for families earning less than 125,000. Not where i was i wanted more. I think his views on Climate Change are not my views. But i think he is prepared to invest many hundreds of billions of dollars into Sustainable Energies like wind and solar, and in the process create a lot of jobs. I think on health care, he is not an advocate of medicare for all, as i am. But i think hes prepare today to come forward with some ideas. Has he promised you anything . Well, we have talked about a number of issues. You will see those evolving, coming out i believe in the next weeks and months. Joe biden is going to need every vote that he can get. How do you improve on your 2016 record to make sure that my 2016 record was a fine record. In this house rights here, ive got a couple of letters from Hillary Clinton thanking me for the very strong support that i gave her. I did rally after rally, state after state. Look, the issue is that the American People are going to have to make a fundamental decision. Im going to play a role in that. Do we come together to defeat somebody who is a pathological liar, somebody that does not believe in the rule of law, somebody who is prepared to give massive tax breaks to billionaires and ignore the needs of working families, or do we elect joe biden as president . I think the choice is pretty clear. I imagine you will be fundraising for joe biden you know, we will decide on what were going to do with fundraising. All i would say is that were going to do everything that we can to make sure that donald trump is not reelected. How do you campaign in the midst of this pandemic . Should there be conventions . Can you have rallies and the late summer maybe nobody can predict. The last thing that we want to do is to do anything which gets more people sick and kills more people. That is the last thing that we want to do. So i think that whether or not there will be a convention remains to be seen. I dont know, nor does inbound else, when rallies will be taking place, when candidates will be able too be able tohs and talk face to face. I think its indisputable that this virus has exposed how medically and financially fragile many sectors of our society are. Thats right. In that tragedy and our response to it, do you think society may reevaluate the need for the policies youve been arguing for for 30 years now . The answer is yes. Theres a pandemic, the economic collapse has exposed the fragility of our Health Care System and our economy in terms of protecting working families. That is a lesson that i think Many Americans are going to learn from this. We also asked senator sanders about other concerns some supporters have including a Sexual Assault allegaion against joe biden. His accuser reportedly filed a Police Report last week. Now claiming biden assaulted her in 1993 when she was working in his senate office. Published reports indicate her story has changed over the years. Bidens Campaign Calls the allegation, quote, untrue, and says the alleged incident, quote, absolutely did not happen, closed quote. Heres what Bernie Sanders had to say about it. One of your most important allies, alexandria ocasiocortez, said recently she thinks its legitimate and relevant to talk about Sexual Assault allegations against joe biden. Do you agree . I think its relevant and to talk about anything. I think any woman who feels that she was assaulted has every right in the world to stand up and make her claims. Do you think that should weigh significantly in the mind of i think that she has the right to make her claims and get a public hearing, and the public will make their own conclusions about it. I just dont know enough about it to comment further. All right. So as you can see, guys, it was a wideranging conversation. In addition to all of those topics, i also asked him about joe bidens pick for Vice President , who that should be, and Bernie Sanders told me hell leave it up to joe, but he hopes that it will be as progressive a choice as possible. I found his answer very interesting on that. It didnt sound like a, yeah, i cant wait to get out there with or without this pandemic. Did you take anything away there that from that answer . So with Asian Americans being discriminated against right now, and its disherenting that people disheartening that people let their fear get the best of them and to allow themselves to be ugly to other people because they dont know how to handle what all of us are facing right now. So right now im making my very first post on my new page called sewing with savoie. I hope it works. Here are my kids playing some blocks together. Todays been a little harder than others. My 2 1 2yearold is starting to get a little stir crazy. Typically on a wednesday, im off and i go to play hockey. Guess what, that aint going to happen. But its good news to my dog, jasper, because now weve got the hes got the morning with me. Jasper, up, up. Up, up. There we go. Mufasa. My partner and i, thor, went to the park, which is probably the happiest i am during the day. I woke up, and the page that i started yesterday basically exploded. I have lost my hours at my main job due to covid19, and im on my way to interview at another place and hopefully be able to pick up a few hours. My partner mike was laid off today. He had worked there for 12 years. So it was a huge blow today. Ironical ironically, it also rained today. So didnt get a whole lot done. I was going to plant my beautiful lilies that i bought on saturday, but was unable to do that. Here we are at the local parish. I cant wait till those doors open again. I think that were collectively suffering, and i think when we collectively start to experience the same thing there is a certain kind of bond that happens. So yeah, well see where it goes for here. Boy, we thank you all for sharing those diaries. I think it just shows, again, the struggle is real. I dont care where you live, what you do and how you do it, its very difficult. And part of the problem, too, is that none of us know when this is going to end. At least if we knew there was an end and what that was, you could mentally prepare. But its so hard, you cant even prepare. Yeah. And that piece beautifully put together and a reminder for me that this virus is hitting the two places that people care about most their health and their finances. If you dont have those in order, its hard to pursue happiness in this world. And as we just saw, this virus, this pandemic is ripping through those two parts of peoples lives. Its a scary thing, anthony. Yeah. We heard people, you know, talking about losing work as weve been talking about in this show. So this is still coming at people. Its not just we dont know how long its going to last, but its coming at us in waves. Its really tough stuff. All right. This morning, a moving expression of gratitude for Health Care Workers at Dulles Airport outside washington. United Airlines Pilot jim crail fought back emotions after learning some volunteers in the battle against the coronavirus were on his flight. Kris van cleave shows us the inspiring moment. I really, really appreciate and thank you for what you are willing to volunteer to do. Reporter with his voice cracking and his mind on his wife, debbie, a nurse, United Airlines captain jim crail wanted to say thank you. We have quite a few folks who are going to get on this airplane to travel down to the tristate area to volunteer to help as medical professionals. Id like to ask all of you, would you please stand up. I know my wife would be totally embarrassed if i asked her to do that [ applause ] reporter a cell phone recorded as he thanked some of the 15 who had volunteered to go to new york to help treat coronavirus patients. Here are these people that are willing to risk everything to go to new york to be able to help sick people in a time of dire need. Thank you to these heroes going to do this in new york city. Reporter united and other carriers are giving free flights to medical personnel including this group of 20 volunteer doctors and nurses from u. C. San Francisco Medical Center who went to new york saturday. Just the simple act of saying thank you meant a lot to people. That was that was what it was for me. Now that its out it goes to every one of those people who have been willing to run toward the danger instead of away from it. You know, the word hero gets thrown around a lot. What these people are doing is truly heroic. Ive said it before, but i hope when this is all over, we have like a ticker tape parade for Health Care Workers in this city, gayle. Oh, anthony. I think that is such a great idea. No hero that we know ever wants to claim the title. But they are certainly that. I talked to a doctor the other day, and she said we call this the 9 11 of medicine. What they see and what they do on a daily basis and continue to go back into the hospital, we are all forever grateful for that. The struggle is very real. Very much. Bravo to that. I want to say a special shout out to joe long who did that last piece on social distancing, the diaries. Those pieces are very hard to do when were all working from home and dont have all the bells and whistles. Its very difficult, but somehow we are making it work. And bravo, bravo to the team, and bravo to the people sharing their stories. We appreciate it. Before we go, a moment of hope during this time of uncertainty. Between between that megaphone and the old guy in the cherry picker saying i love you to his wife inside, i think there shows been a reminder that there is more to admire in one another than there is to dislike. And this virus, while its tearing us apart in some ways, is also pulling us together. And there are ways you can triumph over it with a megaphone, with a bucket lift. Absolutely. Even though, you know, i think of us as as human beings, im sort of scared of people because were all sort of human weapons, if you will. That said, we still crave the human connection. We are really tactile people. Its so nice when we can figure out a way to connect. You said it best, tony, a while ago, that just because youre socially distanced doesnt mean you have to be emotionally distant. Ive never forgotten that. I think its very well said.
