Im going to turn the floor over to doctor sarah cody our county Health Officer who tonight has important new guidance to announce. But is also announcing the issuance of a legally binding order barring all Mass Gatherings in Santa Clara County through the end of the month. I wanted to take a quick moment to explain the significance of a legal order. Under the California Health and safety code in the county ordinance code the local Health Officer has Broad Authority to issue legal orders to take actions necessary us diseases such as covid 19. This Broad Authority allows our local Health Officer based on her expertise and professional judgment to issue orders that are necessary to help keep our communities safe. And tonight she has taken that next step. Under state law and under the county ordinance code disorder is legally enforceable but the sheriff and by all the Police Departments in the county. And it is a crime to disobey an order of the county Health Officer. So with that im going to turn it over to doctor seri coley to announce the new guidance in the order. Thank you. Good evening again my name is doctor sarah cody and on the public Health Officer for the county of santa clara. And thank you so much for being here reporter first i want to express our sincere condolences to the family and friends of the first Santa Clara CountyCommunity Member lost to covid 19. We are clearly facing a historic Public Health challenge and we know this is a very difficult time. I want to reassure all county residents that the Public Health department is taking necessary and carefully considered steps to slow down the spread of disease and protect everyone. Most importantly those at greatest risk. Our top priority continues to be protecting the health of the community. As you may know testing for covid 19 has only recently become available at our Public Health laboratory. If as we tested more people we found my cases. And we anticipate many more cases as commercial laboratories cam online to test for this illness. The number and type of cases to date indicate that the risk of exposure to this virus in our community is increasing. Of notes we have seen a rapid increase in cases not linked to travel or to known confirmed cases. Of covid 19. So just since last Thursdays Press Conference we have announced an additional 32 cases. Bringing the total from 11 to 43. Of those 43 cases 21 are not from travel or close contact but likely spread from community transmission. Because our emerging data tells us we have more Extensive Community spread and was apparent to us even five days ago we must take more actions to slow the spread of disease and to protect the public. Today we are making recommendations and issuing guidance that is designed to enhance what we call social distancing. Social distancing is one of the most important tools that we have to mitigate the effects of an Infectious Disease epidemic. It has two main goals first to reduce the number of infections and thereby prevent sickness and death. And second to slow the spread. Slowing the spread is critically important because it enables people businesses educational institutions and the Healthcare System to prepare and institute measures to keep functioning while social distancing measures are in effect. Slowing the spread of infection is especially important for hospitals and Healthcare Systems so they can maintain the capacity to care for people who are sick. So for example, it is easier for hospital to take care of one new infection per day for two weeks then to have 14 infections all in one day. Sudden increases in infection can exceed the Search Capacity of hospitals and Healthcare Systems. So in addition to strengthening the guidance that we issued just last thursday, i have issued a legal order banning events with more 00 people in attendance. This order will take effect at 12 am on wednesday march 11. And will remain in place for three weeks. As more widespread testing becomes available and as we are able to learn more about the spread of covid 19 in our county. I want to note this order does not include normal operations at airports shopping malls and sensors or other spaces where 1000 people or more persons may be in transit. It also does not include Typical Office environments or retail or Grocery Stores where large numbers of people are present it is unusual for them to be within an arms length of one another. So again in addition to this legal order we have updated our guidance and posted it to our website which is www. Sec. Org coronavirus. This guidance addresses public gatherings not covered by the order because of their alwell a updated recommendations for employers and businesses schools people who are especially vulnerable to illness and the general public. Before i close i want to strongly urge that people who are at higher risk of severe illness stay home as much as possible. Avoid traveling on airplanes or cruises. And follow all guidance for the general population including staying away from crowds. It is critical that individuals and organizations take action to slow the spread of the virus and follow all applicable guidance and recommendations from our department. And once again i really want to emphasize the importance of everyone doing their part and coming together to slow the spread of this infection and protect the public. Thank you. First of all i want to thank everyone for being here. The more information that you get out to the public the better it is for all of us. I also want to acknowledge our public Health Officer is taking a very significant step in order to protect our entire community. We stand in full support of her. I want to emphasize the importance of coming together this challenging time and preventing the spread of the virus is not an individual action. It requires collective action from all of us as a community. We need to make sure we are putting the needs of the whole community above ourselves and each of us individually because we are truly in this together. In particular we need to protect vulnerable residents and slow the spread of covid 19 so in fact we can manage it as a community. I want to say a very special thank you to Many Organizations who just upon hearing the recommendations from our public Health Officer chose to cancel events and based on that guidance put forward let other people know about the risks. We urge all residents and businesses in our community and Community Groups to pay close attention to the guidance and directives that the Public Health leaders are giving. I want to reemphasize this is a time for calm and reason. And that is what we are doing tonight. We are taking a step forward to protect the health of our entire community. The safety of our employees and residents businesses and visitors remains the highest priority of the city of san jose. We are working in Close Partnership with the county of santa clara and his Public Health department. We fully support todays order to protect the health and safety of our entire community. We also encourage all Community Members to not merely comply with mandatory orders but to follow the best thinking from Public Health experts on how to reduce the transmission of covid 19 and protect our most vulnerable residents. This includes encouraging those who are sick or higher risk for serious illness to stay at home and to observe the countys public Health Officers guidance. I want to also urge residents to focus on the guidelines of our Public Health professionals. We know there is a lot of information flying around social media. There is a lot of rumor and conjecture. It is important we remain calm and focus on the best information we have on the best science that is informing our Public Health professionals. Tomorrow at City Council Meeting i will be proposing a temporary moratorium on evictions in san jose for renters may not be able to pay their rent because of lost wages resulting from the circumstances arising from the transmission of this virus. The president of the county board of supervisors cindy chavez spoke earlier. They are both backing an order that was issued just now by Santa Clara CountyHealth Director sarah cody. She is the Health Officer. A legal order that is barring any Mass Gatherings in the county this is an order that will be enforced by the sheriff department. And will involve any gathering of over 1000 people. It does not include airports malls offices that have a large number of people or Grocery Stores. We are talking about big groups of events with more than 1000 people like concerts and sporting events. That means it is illegal to disobey that order. That order will go for the next three weeks at least and they will reassess. Speaking of which we want to get back to the port of oakland where passengers continue to filter off the grand princess for the ship were over a dozen cases of coronavirus confirmed. They are getting checked out by medical professionals right now. Juliet goodrich is live at the port of oakland the latest. Reporter passengers that are still in the ship right now as of 8 pm tonight. They will resume tomorrow morning. Right now 21 of those passengers 19 crewmembers and two passengers who tested positive have been taken to bay area hospitals. Hundreds of others passengers as we have seen throughout the day into the evening have been disembarking. To either take chartered flights out of the state out of the country or take buses to save Travis Air Force base. And then you still have hundreds of other passengers who will be staying the night here in the port of oakland. For these grand princess passengers seeing the port of oakland seeing land was a welcome sight. One step closer to heading home. Where we have been banished. For the last four days. We will slowly walk out to have a look at some of the reporters and some of the fanfare that was waiting for us when we arrived here today. Reporter they have been told to get their belongings ready for a 9 pm chartered flight back to canada. Where they will be quarantined for 14 days. We are very happy to be here. Better circumstances would be appreciated however we will be on our way home to canada here in four or five hours is my understanding. So cheers and thank you. As for everyone else the disembarking will stop at 8 pm this evening and it will resume tomorrow morning. Im really impressed by the resilience and just the goodwill and good attitude of some of these passengers. The ones that are still on board do they have a little bit more freedom on the ship now or are they still confined to their rooms . Reporter i know they still have their phones because im able to text maureen in my story back and forth. We spoke with her via facetime earlier. She told me they are still quarantined. They are still in their rooms. They have some fresh air this afternoon but they are back in there. It is still Serious Business until they disembark and then they are quarantined for 14 days. Let me ask you it has been a crazy trip. Without a doubt. What is the food people want to know what has been food been like . Have they been taking care of you . Can you get a drink on board . Were still on a cruise ship and they carry everything. What has that been like the food is 80 good as it was when we were being served in the dining room. No alcohol. No soda. Just occasional bottled water. About a half a cup of orange juice in the morning. I would much rather be here than some other place where they are suffering along the world. We are grateful we are here and not somewhere else. That is an amazing attitude to have michelle and steve. You did mention you have been frustrated with the amount of information that is coming to you guys. Are you getting information from the cruise line itself at all . What are they telling you . We are but it is like what you just said. They are going to stop disembarking people at 8 pm today. Tonight. We didnt know that. We thought they would continue the process all night and be moving people out of here. Now we hear on the news that that is not what is going to happen. It is just frustrating. I wish we knew more. Sooner. But it is what it is. It is a daunting task for the powers to be to handle the number of people and the conditions we are in. And have to get us to safe places and keep us safe and healthy. I dont know how they do it. I think the powers that be are doing a good job. This cruise line is doing as good a job as can be expected. We are hoping it gets over with some.
