Campaign was on life support. After losses in iowa, New Hampshire and nevada. Then he won the South Carolina primary on saturday, picked up a number of endorsements. Youve got momentum to propel him to this. States won tonight, seven states, virginia, North Carolina, alabama, oklahoma, arkansas minnesota and tennessee but dont count Bernie Sanders out. He won three states, colorado, utah and his home state of vermont. And as we said, california, the biggest delegate prize of all is leaning his way. There are still a couple states yet to call. You can see texas there as well. You need 1991 to be nominated, win the democratic nomination. At this hour, biden is leading, opening up his first lead of this entire primary campaign with 331 delegates. Bernie sanders at 269. Elizabeth warren who is still in this race trailing Pete Buttigieg who dropped out over the weekend. Where do we stand. We have 77 year old joe biden battling 78 year old Bernie Sanders for the right to challenge 73 year old donald trump. You could call it the supte jaw suptegenarians. We have just learned he filed a request with the courts to give voters more time had that. For an update lets go to nancy courkoaferred es. Es cordes. There was an emergency junction to keep the polls open for two more hours. Theyve heard complaints of hours long lines and voting problems. They want a judge to grant two more hours to anyone who wants to vote. We dont know what the judge is going to do. We do know that an l. A. County executive has told cbs news that anyone who was in line by 8 00 p. M. Pacific time will be allowed to vote. What we dont know now nora is how this will affect our ability to project the race in california. Obviously l. A. County one of the most populous counties so this could have a big impact. Here in vermont if Bernie Sanders is disappointed at all by the outcome of the races that have been projected so far he didnt show it. In fact in his speech he says hes confident that he is going to win the democratic nomination. One thing we didnt hear him say, norah, is that this was a huge night as he often likes to say. It certainly wasnt as huge as he has been predicting even a couple days ago. In vermont with benders. Rhat a turn around tonight for j joe biden. His win in North Carolina racking up those endorsements from others propelled this momentum today even in states where he had barely spent any money. He had not set his foot in some of these states had no Campaign Infrastructure relative to his competitors and yet has done quite well tonight given the odds. Jamie is with the Biden Campaign in los angeles and we will check in with her in just a moment but youre watching super tuesday coverage on cbs. The story of the night is joe biden and what were all waiting on whats happening in california. Lets check in now with jamie. Norah, i can show you that the crowd waited almost two hours to hear joe biden take the stage and they liked what they heard. We talked to one of our cbs news colleagues who has been following the campaign very very closely and what he told us tonight is he had never seen energy like this so far on the campaign trail. Realla returning of the tide. People were very excited about this candidate which was somewhat of a surprise to even joe biden who came out and was extremely energetic when he took the stage introducing his wife and his sister at his side. He had gotten a boost in los angeles touring around los angeles wearing sunglasses and eating ice cream and said he was feeling good about the night a different tone from sunday where he said this was a tough state for him to come back from. He has spent barely any money here in california. Zero dollars on tv ads, just a few thousand dollars on digital ads. Now they chose this location in los angeles because it is predominantly African American. It is middle and upper class African Americans, many of whom voted for barack obama back in the last election. The community oceaner said she got an email monday morning. This has been very disoceaned as you saw disorganized as you saw tonight. Two hours of delaying us delaying us and quickly all of a sudden he took the stage without much warning to any of the media as well. And came out and thats been pretty much the day that weve seen unfold here in the state of california. I can tell you here in california as well, you had almost a quarter of early quarters undecided. They had remained undecided. They want to see what would happen in South Carolina. We know early voters had requested those ballots early. Election office is saying they sent out about 16 million early ballots by mail but many of those had not been returned. We are also hearing very long lines in polling places up to four hours in those locations in the Los Angeles Area and Northern California near San Francisco. So a lot of people waited until the last minute to see how they will vote. I can tell you the break down of voters here in california is also interesting. Obviously a lot of talk about the hispanic vote when it came to Bernie Sanders, 30 of hispanics will make up the democratic vote here in the state. 14 of the asian voters will come out to vote. Those are Record Numbers from what we indicated tonight a Record Number of hispanic and indication voters. Asian voters. Joe biden, this could change the tone he said he has raised 15 million so far this month. If you look at the calendar its march 3rd that that means just s alo has boosted the amount of money in his campaign tremendously just this month alone. Of course california has 415 delegates and we are in for probably a very long night as people who were already in line would get a chance to vote and that could take some time, norah. All right. Thank you for whats happening in california. I want to beret in the panel what was happening in the golden state. I think we knew when we walked in we wouldnt have the results of california we might have to wait until tomorrow because of the it may be weeks. The way they count because remember a good percentage of the state mails in their ballot. Those are in the system now. Others would have dropped their ballots off in voting locations today. Others show up in person. The other thing to keep up in mind 25 of the state was independent. They had to request a special president ial ballot. There are a few barriers to entry when it comes to voting. It was a struggle for the Bernie Sanders campaign. It was millions of dollars to reach those independent voters and tell them how to vote with the new laws in the state but appears to pay off. One other thing that Bernie Sanders did and paid off he showed up. He made 23 visits to the state oaf the course of the past year. The advantage he has unlike his competitors he didnt show up in california to raise money he went to meet with voters and it will pay off for him in big ways. Thank you. Robbie mook who managed Hillary Clintons campaign. As you mentioned the late ballot thing is very well. Bernie sanders voters were younger. We saw in 2016 the vote changed quite a bit over lets say the week coming after the election. One of the challenges i think for the Sanders Campaign who knows what numbers are going to come out early on but one of the challenges for them may be to keep up looking at that number because were just going to want to move on to the next contest. But the level set here the last total you showed biden is leading with 62 delegates. We move on in california in terms of momentum those numbers are going to matter. This is a tie right now, you know. California could be a huge difference maker. One other little detail inside the california numbers we have here on this question ive been obsessed with all night who can beat donald trump. 64 of the voters in california are interested in that question as well. Bernie sanders beats biden in california. Only 30 to 27. Weve been talking about this big debate in the Democratic Party do you beat trump with joe biden or go loud and proud as a progressive as Bernie Sanders has argued. In california they are buying that argument. One of the top issues in california healthcare Bernie Sanders winning on that measure in healthcare in the more liberal state of california which would favor the sanders proposal. Thats not only an issue for all california voters but specifically for latino voters they also care about healthcare as their number one issue. Another thing that could possibly be delaying is that the ones that are mailed in are count as of today. And in california one of the many new rules is you can register to vote right then and there. That could also be there. We have numbers from latinos if you want me to give you some of the numbers. About a third of the vote will be latinos. Exactly. This is interesting its more than what was expected. Latino 1829, 864 for sanders. For latinos 45 for biden and 28 for sanders which itaing ab. Just in the numbers were seeing here it looks like more than five out of ten latino voters voted for sanders. Thats a significant turn out. And a really important change from the past. Hillarys performance of latinos why she won 16. One of the things she changed is because of the sanders visit was a shift with that demographic cohort which is also important in texas, right. So i think thats one of the big new stories for sanders this year. The question we will have tonight and we will check in with our own anthony in just a moment to do the delegate math because even if you win a state the question is how close you can hold that margin because that ultimately decides that portional representation of that delegates. How will they get meted out to each of the candidates. So the margin of victory is important. The other thing well be looking for is how is bloomberg doing in california. What is the numbers i saw he spent in california . 77 million dollars. What does he get for that in the state of he got the america samoa. Half a billion dollars. Its Proof Positive you cannot buy an election. He made seven visits to the state of california but not many in the last few weeks a signal he thought perhaps california or at least viability in california was no longer in his grasp. And hes not winning on his main argument which is i can beat donald trump so hes behind both biden and sanders. Hes spending a lot of money hes less popular than he was before he spent all the money and the signature case hes making the is the one he comes third in of the top three candidates. Thats not really a recipe. Key for Bernie Sanders to show up because lots of democrats and especially latino democrats feel they are being ignored and their vote is going taken for granted for Democratic Candidates and he showed up. Theres a Good Relationship between him and young latinos which they call him tio bernie which is uncle bernie. He reminds them of their grand 23u6grandfather because they thk the grandfathers are very wise. Why dont they call him abuelito. This is reminiscent of 2016. What we saw a lot of earned media matter is so muceaned media that matters. All right. Thank you. You are watching super tuesday coverage on cbs. Tonight has been about the man, the delegate map. Anthony is at the cbs news decision desk in new york breaking down the numbers. Anthony, before we get to you i want to make a quick projection. Cbs news projects joe biden is the winner in massachusetts. That is a big deal. As Elizabeth Warren represents the state of massachusetts, Bernie Sanders had tried to give elizabeth a run for her money and joe biden in a surprise tonight winning the state of massachusetts. It just was unimaginable walking into this night. There was a thought maybe he would do well in some of these states but get some momentum from all of the endorsements but massachusetts was not one on our list. And Elizabeth Warren didnt win, people were expecting bernie to win. In massachusetts, yes. Lets bring in anthony to break down some of these numbers. Anthony explain to us what were seeing tonight. Well its all massachusetts but i want to take you back to the west coast, norah to california because this is where the delegate map is going to change as you mentioned. We dont have any vote in yet from california but based on what we saw in our exit polls we can estimate that Bernie Sanders has already netted, im going to put a plus 48 heres and our viewers will get used to the handwriting. Hell get 48 delegates at least out of california and thats going to give him a boost. We saw joe biden take off tonight, start off with the delegate lead youve been showing everybody. But now with california coming in, Bernie Sanders is going to start to catch up. That delegate number overall for the nation that 331 to 278 that you were showing folks thats going to get a boostut 06 california again out of california. Not just the winner will get some. Bernie sanders will get some, joe biden might pick some up but based on our polls we can start adding to sanders total and that catapults us further into march and continue to be a tight race, nora. Lets break that down. I want to see what the latest numbers are that you apportion to each of the candidates. Lets go back to the delegate board if we could or the washington monument. 332280. As they come in from california do you expense Bernie Sanders take the demonstrate gut lead. He might get delegate lead. He my get clear. You have more than a hundred yet to get allocated. If sanders ends up winning the state if he does win the state by lets say five or six points then hes going to get more of the delegates but hell have to split them up with joe biden and thats where the math starts to get a little bit in his favor maybe not to put him back in the lead. Er could end up in a tie after all of this, after all is said and done. I suspect tonight well probably allocate maybe another 50 delegates out of this and well have to wait maybe another week to see what comes in from all the individual california district. Are you saying we could anyone issue this night with joe biden in the delegate lead . Yes, we could. In fact, what will probably happen is that what we can count will have joe biden in the lead but there will be a lot of votes still from california left to come in and as we see it come in, if its more for Bernie Sanders, then his delegates, were going to come back here, well check in on thursday, well check in on friday and youll tell folks in the evening news weve got some more from california and well start updating that delegate count again as we start into next week. Its super tuesday on cbs. Welcome back to our special coverage of super tuesday here on cbs. It has been a big night for joe biden. Lets take a look at where he has won. Former Vice President has won eight states tonight in the south. Virginia, North Carolina, alabama, oklahoma tennessee and arkansas and we just called massachusetts and minnesota for the vice. The Biggest Surprise of all may be massachusetts. Elizabeth warrens home state. How did biden win there . Sanders has taken vermont, colorado and utah. Remember, it takes 1,991 delegates to win the nomination and heres where it stands right now. Biden with the lead at 344. We have yet to call here at cbs california or tex l toute progre in the process. Democrats across the country are going to have to listen. We call it mean sanders and theres a couple issues. Lets look at the matrix in california level of support. Free tuition for public colleges, support 76 . Only 20 opposed. Something thats been identified mostly with Bernie Sanders campaign. Lets go to healthcare. Replace all private Health Insurance, all private Health Insurance with a government plan. That would be medicare for all. Bernie sanders very aggressive on that. Supporting california 57 , opposed 36 . Also what do California Democrats think about the economic system. Needs a complete overhaul. 52 needs minor changes. Norah more than 90 want some change in the economic system. That does favor Bernie Sanders but if youre in Silicon Valley or San Francisco or los angeles, its going to give you a few tremors. California democrats are saying whatever is happening in california theyre not happy with it and Bernie Sanders isane responding. Lets pull back up the california board because at this hour, california we have not called at cbs news except it leans towards Bernie Sanders. Lets bring back in our political panel. If you look at the state of california, this is one that Bernie Sanders has invested in for a long time. Yes. And he needed a win here to pull ahead. He has to come out of tonight with a big lead because the calendar, theres no huge pick up opportunities for him. Back in 2008, obama came out of super tuesday with a tiny tiny lead but then he has all these caucuses and states with heavy African American vote where he eventually built up that lead. Bernie doesnt have anything like this. So its high or maybe 50 delegates i really think biden is going to overcome that and that leads comes from california. If we learned one thing tonight is Campaign Matters and things happen. A week ago the world looked at a very different place than it does now and a week from now it could look very different yet again. It can swing and just may do so. The one caveat i was going to put on that is until today we hadnt had mass voting so to speak. We had a few states that were very particular. Iowa, nevada, small caucuses, New Hampshire, verpshire, very demographically narrow. South carolina two thirds African American. This is where were seeing a broad flop of the electorate and its doing really well for biden much better. This is the first time that california can become a game changer. Biden moving up the primary to super tuesday. There is more made today than with respect to terrys point its a two man race now and everybody will focus on that. The democratic race has been kind of a blob for a long time. Now its really down to two and people can live with that and once people realize what that means. Thats going to be significant different than what we had come into this race. That is a strong contrast between Bernie Sanders and joe biden. Two men who have spent their life in politics. Bernie sanders who has spent almost 40 years. Joe biden almost 50 years in politics. They have been deep in washington and in politics and policy and both of them have long voting records. Both of them have a choice moving forward. I listened to bernies speech. He went of on biden. Both of these democrats are they going to attack each other or kind of let this play out. I really worry if they start impugning each others character going forth thats going to hurt. If its down to Bernie Sanders and joe biden, does barack obama weigh in . You know, i think based on my conversations with necks and the president s camp, i think he disfnlt want to look like hes putting his thumb on the scale. I think hes going to wait until its a foregone conclusion but i hope what the president does is forcefully say lets not cast as pergses. This is one of bernies message its against the establishment and against the political establishment and that seems to have more vinegar in it than what joe biden is saying just because of sanders argument which is basically its rigged that means its a loaded word but the system is against me and that seems to be more essentially a dangerous argument. One thing that hurt Hillary Clinton campaign and im sorry to bring this up but it was that 12 of sanders voters voted for donald trump. Thats one wellknown that the sanders team a group of them did not vote with Hillary Clinton and that may have lead to her demise. And Third Party Voting was huge in 2016. We dont really talk about it very much but you go back and look. Donald trump won so much states with less than 50 of the vote. This is my concern. If we go in and project to democratic voters really antitrump voters that theres a permission structure to walk away and give up we could lose the elect sea election and i fes with every fiber of my being theyve go kes positive di do not attack each other. As a republican this is wonderful these guys are going to be clubbing away for not just weeks, probably months, could be well into the summer, they just build their war chest and prepare. Can i just say about california kind of wonderful they got to play as early as they did. I think theyre showing what profound influence they could have. I remember being back in june at the state Party Convention in San Francisco where a woman came up to me and said do you know with a time Pete Buttigieg is speaking. I think hes speaking around 2 00. Im a hairdresser in san jose. When i heard he was here i canceled all my appointments to come see him. She touched me on the shoulder. They never come here this early we never get to see them. There was such enthusiasm across the state that they actually got to participate. Tonight they are certainly helping craft the future of this race. Thats what this is all about, voters get to have their voices heard and we report all that tonight. All right weve got much more to discuss, much more to report. Well take a look at the delegate count and whats happening in texas and in california. What it means for this race. It is super tuesday right her on cbs. All right, take a look at this. Not much of the vote in yet but the race leaning towards Bernie Sanders. It may be days, even weeks before we get the final tally in there. We should also note Bernie Sanders campaign has filed a lawsuit to keep the polls open longer in california. Texas still a toss up at this hour. That means it could go either way. Cbs news projects biden has won the state of massachusetts. Elizabeth warren finishes third in her home state much that gives biden at least eight wins for the night. Sanders has won at least three stat see maine, texas and california still outstanding at this hour. The delegate race extremely close at this hour. I want to check in with anthony who is at the decision desk. Anthony how does texas play with this whole delegate lead. Its going to be a split decision whoever come out marginally on top in texas. Right now theres a couple things going on. The first one is if we were to zoom in here in the areas of texas like dallas, you see a lot of gray. Those are areas, those are districts where we cant yet estimate who has picked upte those are urban areas. Those are places sanders would like to do well, hes been doing okay throughout the night but we have to wait and see. The same thing is going to be true around houston. One of the most diverse areas in the countegate rich, theres a lot to pick up around houston and not a lot of votes from there. What were going to do here overall in texas were going to break the delegates out basically split evenly. For right now its going to be 38 sanders, 36 biden. Theres a lot more left to allocate. By the time all of this is done youre going to see about a split decision out of texas and then were going to move on to california and thats where maybe, maybe Bernie Sanders is going to get a boost back as he tries to edge back closer to joe biden in that overall delegate count, norah. Lets take a look if you dont mind at california. I know it is early in the context. It is. Very very early but it looks in this early tally that bloomberg is about 19 , do i see that right. Yes, you do. Thats very early. Only 10 of the vote in as you mention. What we do here at the decision desk we take this 10 of counted votes and we combine it with our cbs news exit polls. When you do that, these numbers shift a little bit. Bernie sanders is still in the lead. Thats why its leaning towards sanders but joe biden does a little bit better. Ie what we mean is as the vote comes in then joe biden will pick up more moment actual and more votes momentum, and more those. Joe biden will up over the threshold at least for now but Bernie Sanders is foresure going to get some delegates and ive given sym foe far anyway 48 delegates out of california and thats help his delegate matter. Anthony, ed okeefe has a question for you. Anthony we talk about these things on the phone all the time but one of the things about the way democrats apportion these delegates you get a statewide number and you get a Congressional District number, right. Yes. There are two districts in california that have, was it seven delegates each because they have the biggest percentage of democratic voters in the country but more importantly in that state, right. Nancy pelosi, San Francisco district and the oakland direct just across the bay which explains why everyone visited Oakland California when they went to california, right. When we get really one key here, ed, we can tell everybody, what happens is the democrats give out delegates for every district within a state. They want to give everybody in the state a chance to have a say and elect delegates to the convention. They give a little more of a say to places hat have more democrats in them. So youre exactly right. You go to places like San Francisco, like oakened. If we go down south to places like los angeles, though places have a few more delegates to give out and yes, if youre going to get a bang for your buck if youre a campaign youre going to go to the places where you might be able to pick up a few. The way this is looking right now every delegate is going to start to count. All right, Anthony Salvanto. Theres a lot of talk about the conventions. Major garrett what do the exit polls say about this. Ive got a real gift because the exit poll data tells us something that youve been discussing all night long. What was the ability of the democrats to unify. Guess what, we asked the question and got answer. Will you support the nominee regardless who it is. We asked the sanders supports 8 83 yes, 15 said no. What about supporters of joe biden how did they answer the very same question. Again vote for the nominee no matter who it is. Biden 87 , no 11 . One cough yet everyone remembers the 2016 convention, those who participated in the democratic primary are different than delegates. Delegates for Bernie Sanders cause some destruction in 2016 because they werent altogether happy with the outcome. But this is an indication of voters across the super tuesday primary state saying unity matters and theyll support the nominee no matter who it is. All right, Major Garrett thank you. Lets talk about that idea of a contested convention. What would it look like . As he was describing that i was remembering the 2016 convention and it really was very chaotic. I remember the siltin in the media room by Bernie Sanders sitin. They were very very upset. I dont know if were really talking about a different convention. In you get into 1980 and 1967 and even in 1952 in the Republican Party the fight is over the rules. What they say about faculty fights they are so visuals because the stakes vicious because the stations are so small. Who is going to be the president of the united states. They are incredibly vicious over these small little rule changes. Your kneeling about the opposition gets to be moulton levels of antipathy. Thats why people dont likewhtd tionlost. The issue is that 1991 if the candidate gets a plurality but not a majority then it would lead to this vote at the convention. Yes but history is important here. And john mentioned the late 70s and 80s. Bill clinton, barack obama in 2008, Hillary Clinton in 2016, none of them went into their convention with the magic number, with that win number. What happened was they had the plurality, they were recognized as the presumptive nonknee. And there was a political process and a whole, i mean its literally a choreographed process how will we formally elect them. Now 2016, there was a lot of the acknowledge know arounaginaarou. Like tonight were going to have a presumptive nominee. Does the person who rules come forward and say time to come together. Its different because the super delegates do not vote on the first vote. Except and this is the key the rule can change. Someone can raise their hand and ask for a vote by acclimation. Thats what happened and i expect it will happen again. Theres a big difference and a little credit to robbie here. The Clinton Campaign had a recollect of a structure. A had a heck of a structure. They were counting the delegates from the very beginning. I think what biden has done tonight is very impressive and his campaign has been under estimated. But go they are not at the same level of organization and theyve got to scale up quickly and i think thats a big difference on being able to roll up the organization and intensity and bernie has those things. The things made was a deg gut director to keep an eye on this because once they realized there was a big field that could survive this long there was a premium. Every time we talk about contested convention i remember what warren zevo nsaid its going to get ugly. Theres this thing that happens before everybody arrives at the convention and its incredibly technical. Can i ask you, robbie, how much do you see 2020 and the fight for the soul, the ideological soul similar to 2016. I think what we saw in 2016 and probably going to see again is a fight for institutions as a thing in our society. I mean, what used to happen. We certainly saw this with hillary and obama in 2008. Nillary arguably won but when own was the nominee she stepped when obama was the nominee she stepped back and said im all this. When this becomes a twoperson contest do they step up and say im all in. Weve done that historically because we believe in the institution of the party. The party has progressively become more of a vessel and people care less about, they care less about the precedent they set and it is guns and it is warfare in some peoples minds. Figuratively. Its funny you brought up lawyers. The funny thing about the party to is there is no court. There is no law. There is no constitution. The party can do whatever it wants and so it becomes a food fight because theres no cops theres no judge, you just got to figure it out. Is there an establishment . I overstated. And by the way, the party really has become a mixture of kind of the Old School Party clinton people and bernie people. A lot of sanders people came into the party. Theyre in elected positions in the party. So this looks very different. Its much more diverse. We heard in the last few days bernie saying over and over again the democratic establishment is trying to hurt us. They are trying to fight against our movements and thats just going to get all of bernies they are making the argument that the establishment is taking the race away from Bernie Sanders. There is much more to discuss. Were going to dive back into whats happening in maine a state we havent called yet. Texas and california. Well be back with more on tonights big stor story. A super surprise on this super tuesday. Here are the states won tonight. Joe biden with eight states tonight and Bernie Sanders with three but as you can see we have not called maine texas and california yet. Lets take a look inside each of those states. In maine look at this. Too close to call. Neck and neck between joe biden and Bernie Sanders, a state that sanders easily won in 2016. Take a look at texas. Biden has been narrowing the lead that Bernie Sanders held earlier in the night. Remember joe biden had that big Campaign Rally last night with beto orourke. Amy closure and Pete Buttigieg. California now leading sanders after the polls closed just this hour and Michael Bloomberg who spent almost 80 million there looks to be getting somewhat of a bang for his buck in that state. Want to check in with Anthony Salvanto. Tell us about the states yet to be called. Lets look at texas. Weve been looking at that quite a bit tonight. 55 of the vote in and you want to talk about close, 28. 6 for Bernie Sanders statewide, 28. 2 for joe biden statewide. Heres the news out of this. They are going to basically split the delegates out of the state. Once this is all said and done this is for bragging rights and somebody will get them but in the even theyre going to split the delegates. They will split the delegates out of maine which you mentioned to which tells a larger story norah which is as we go on Bernie Sanders given the areas hes won given the states hes won and the places hes won is going to make the argument about exile. Hes going to make the argument that rank and time democrats and progressive democrats are enthusiastic about him and joe biden with a string of wins through the south is going to argue that he is one with the core constituency and hes got blue collars supporting him and thats the constituency going forward. Big theme of the night anthony you told us you saw an historic shift in terms of these late desiders. Have you ever seen anything like it. No, frankly we have not. We asked people in the exit polls when did you make up your mind. You saw in some cases half of voters saying they did so just in the last three days. What happened was there are other candidates dropped out. They endorsed joe biden and almost all of those folks went to joe biden. Thats the big reason you saw the state shift that you saw tonight. Its incredible what its done in terms of painting this map in his favor. He has risen like the phoenix. Its basically based on this idea hes been able to convince a lot of voters hes the more electable candidate against donald trump.
