left of that building. the fire started after 3:30 this morning. it is a two-story building in the tustin. you can see the flames causing the roof to collapse. so far it's not clear what caused the fire. that is under investigation. reports at this point of any injuries. new this morning we are hearing from a woman who is finally home after being quarantined with 200 others to make sure they got away with his wallet, cell phone, keys and some jewelry worth about $10,000. the victim was not injured. in alameda county the many cues in the neil wilson murder trial took the stand and gave bizarre testimony. he is accused of her and claimed years earlier verses from technology planted in his ear and at one point he said the wilson sisters were aliens who kidnapped his grandmother and in san jose the city is dealing with a record number of deadly crashes but now there's a plan to combat the problem. last night the city council voted to push $7 million into its mission zero plan. that helps form a new task force that will ultimately campaign for drivers to stop speeding. the council also sacked a feature on the my san jose app. residents report unsafe streets and notify drivers about dangerous roads. the city leaders of san francisco are launching new safety measures at one of the most dangerous intersections. they are implementing improvements which would be the first of its kind in the bay area. antioch is set to beef up its police force. the city council approved hiring six officers last night. more than 100 officers have been hired over the last two years. the grand jury has returned a six count indictment against actor jussie smollett. accusing him of lying to police in chicago but he claimed he was a victim of a racist and homophobic attack last year. he faces six counts of disorderly conduct and he was originally charged last february for allegedly staging the attack and lying about it to investigators. the charges were eventually dropped the somllett paid two friends to help and say she attacked because he was unhappy with the salary on the television show and wanted to drum up publicity for his career. prosecutors are recommending a sentence of 26 months for elizabeth henrique and 18 months for her husband manuel. the two pleaded guilty back in october. prosecutors say the couple paid nearly $50,000 for test cheating for their two daughters and $400,000 for bribing the former georgia tennis coach into admitting one of them. rustic you say they and a few other parents stood out among the accused writing, quote, they allow their children to become complicit in the crimes. several of them sought to maximize their games by deducting their payments from their income taxes. as fake charitable contribution. they did so for purchase at the apex of money and power in the united states. happening today, the father accusing the disturbing sex trafficking case will appear in a new york courtroom. he is accused of moving into supervisor is pleading for more information saying in part this is a community hospital that provides care to a lot of people. the owner has a moral responsibility to sell to a hospital and not a developer. this morning a san francisco city leader says the streets are so filthy they need her own department to keep them clean. the supervisor is proposing an initiative to split up the department of public works and create a new department of street cleaning and sanitation. it comes after the head of public words mohammed nuru resigned after his recess arrest on corruption charges. the are the temperatures? are they typical for today? >> not as warm as the record- breaking highs we saw from many locations yesterday and the day before. temps a little cooler but still mild as we go through the afternoon. this is the start of a cooling trend as we head through the week. i want to show you an indicator of the changes. if you look closely, you can see patchy fog the walloping looking us at the golden gate. that marine layer we know and love is trying to develop this morning and that marine layer will increase as we go through tomorrow and friday. that will cool us down apartment complex in orange county. the fire began after 3:30 this morning. it is a large two-story building and debris and raging flames forced firefighters to take a defensive position. battling the fire from the outside and spring water and the roof collapse. so far we don't know what caused the fire but no reports of any injuries. that may change. fire officials say they have not confirmed that all the people who lived there got out. now to campaign 2020. senator bernie sanders claiming victory this morning with 97% of the roles in from new hampshire last night. he edged out pete buttigieg videos. crew subbed out the fire at a refinery in louisiana. it started last night at the facility in baton rouge. nobody was hurt. the cause of the fire is under investigation. this refinery is the fifth largest in the united states. the deadly fire in california may have killed more people than thought. 85 people were killed when the fire wiped out the town of paradise in 2018 but a new investigation by the chico enterprise record found that 50 more people likely died as a result of the disaster. experts say the official statistics do not include people who died from complications do to the fire. the number of additional deaths was based on wrongful death claims filed against pg&e. the utilities faulty equipment was blamed for starting the fire. rent control will be a big issue on the ballot in the next election in mountain view. measure d would limit rent increases to 4% a year. they call it a terrible dear saying the city's current rent control lot is tied to the consumer price index which averages about 3% a year. >> every year i've been here our landlords have raised our rent by the exact amount permitted by the rent control. if they raise of 4% then they will raise name of a president who is accused of supporting racism may soon be honoring a woman who stands vehemently against the. kpix 5's jackie ward has more. >> in a matter of hours history could be made at a school that is not even complete yet. we are here at the school currently named woodrow wilson elementary school. this would be the new location but before students stepped through the doors, the name might be changed to honor former first lady michelle obama. the school is named after the 28th president of the united states and he was in office from 1913 to 1921 and supported many pro-segregation asked. right now, other schools, even princeton university where he was the president, have come under scrutiny for including his name on their campus. the name jane was initiated by pta president and she wrote a letter letter to the board of education in october and since then two meetings have been held and there has been it overwhelming amount of support in favor of the name change. the committee voted unanimously to recommend that board of education change your name to michelle obama elementary school. if approved it would be the first school in northern california to bear her name. the second school in the state to honor former first lady michelle obama. they're having the vote tonight at 6:30 and the school will be completed in the fall. in richmond, jackie work, that's go to the big board. dow surging higher, now that gaining 55 points and the s&p is up 18 points. back to you. san francisco-based twitter may try a new trend when it comes to hiring. the ceo told this is inside of the workforce concentration in the city is not serving us personally anymore. will follow the lead of other companies hiring people who work remotely outside of the bay area. a fuel dumping fiasco in los angeles last month. the flight to shanghai left l.a.x. when the pilot radioed he did to return to the airport and at an unusually low altitude began dumping the fuel. it hit several schools. a number of students got sick and the lawsuit points to the faa's own admission that the plane was not high enough to allow the field to dissipate before hitting the ground. to 12 are seeing more vehicles heading across the golden gate bridge. travel times right now, east shore freeway 33 minutes, 580, 38 minutes from 205 to 680 and north 101 to the airport about 54 minutes. the good news is there are no crashes to san jose but the usual stuff. we are seeing the silicon valley getting busier. also north bound 280 as you can through downtown san jose. happy wednesday to
