is pretty much a sticky commute into in san francisco. the metering lights were turned on early this morning. so lots of company. westbound, we are seeing delays out of berkeley, all the way towards emeryville, because of some late running roadwork on the upper deck of the bay bridge. lanes are clear now. it is going to take some time for traffic to recover. it sort of makes for a very tough commute. your commute, 22 minutes. westbound 580, we are seeing some breezy conditions this morning. 38 minutes. plus, a crash at grant line. i'm anne makovec keeping an eye on this developing situation. the investigation into what caused this car crash that killed a woman early this morning. along 101 and santa rosa. sergeant with the chp said that she plowed her car into this semi truck, which was parked along the shoulder of one no one. you can see the car just demolished there, wedged under the back of that semi. so she died there at the scene. right now, the chp is looking into whether the fatigue or any sort of pyramid played a role mac in this crash. developing this morning, a deputy is making an unlikely recovering after an unprovoked attack. this happened friday night along county route 8 near the voss reservoir in unincorporated morgan hill. >> shots fired! shots fired! >> that was the only invection caught on body camera between deputy gill and the identified suspect. deputy gill's body camera and protective vest absorbed the damage from one bullet. three more shots ended up in his patrol vehicle. 30s say that patrols in rural areas have unique challenges. >> you have to think about where your partner is, who is your backup, the distance your backup has to travel. >> so it is very haphazard to drop your lights for anything other than what we believe is an unprovoked sneak attack. >> the sheriff's department is searching for a silver sedan. deputy gill is expected to make a full recovery. we have an update on the story we brought you as breaking news yesterday morning. a greyhound bus involved in a deadly shooting finally made it to the bay area last night. passenger told us they arrived in oakland around 8:00. the bus left los angeles and was driving on interstate 5 over the grapevine. a man on board opened fire. a woman was killed and five others were injured. the bus driver pulled over immediately. one passenger call 911. others disarmed the suspect. >> due to some very heroic acts by the passengers, they were able to overcome this subject and disarm him. they were able to escort him off of the bus. we are still trying to establish a motive. >> the suspect has been identified as a 32-year-old man from maryland. officers say there's no evidence he knew many of the victims. we're learning more this morning about a deadly shooting in bruce b. police now saying that it was the result of a home invasion. officers arrived just yesterday afternoon. police were only saying that they found a man shot to death and a resident of the home was found safe and is cooperating. it is not clear if the two men knew each other. well, here at the waterbar restaurant in san francisco,' is brewing between cyclists, drivers, and restaurant valleys. how these groups are trying to sure that limited space. jackie? >> reporter: well, it is a classic san francisco problem. a lot of people are trying to use a little bit of space. we are along the waterbar and epic steak's restaurant. it is where a -- it is a lot going on, a lot of cyclists say cars are parked by valleys the designated bike lane or drivers across the bike lane to use the white zone. cyclists say they are forced to go into court lanes with traffic and he becomes such a domino effect and problem the sfmta and the port of san francisco, which owns the stepping in the sfm the bay. at upper 50s inland this afternoon. it is all because of the strong ridge of high pressure building in for us and with that, that clockwise flow around that ridge drying in those winds. so those gusty winds this morning actually keeping those temperatures a little bit warmer than what we were expecting this morning. we thought it was going to be a lot colder than what we are actually seeing because of those winds. that ridge of high pressure will build with water temps as we head through the workweek. in fact, above average temps by the end of the workweek. our sunrise at 7:11 iowa democratic party about that caucus confusion. the party says the delay was because of coding issues with its new app it has been using. and cbs news reporter michael george joining us live now from iowa with more on this mess, these technical difficulties, leading us to no answers and the results. >> yeah, ann, very few details. what they will see is the problem centered around a new mobile app they were using to report some of the results from the precinct. so because of that, they have been looking into those issues. they have been doing a paper count. but as to when we will finally get the results, all they will say is later today. it has been a lot of chaos and confusion here in iowa. some precinct chairs trying to call in the results. there were on the phone for more than an hour. even without any official results, some candidates are already claiming victory. >> it looks like it is going to be a long night, but i'm feeling good. >> i have a strong feeling that at some point, the results will be announced. >> reporter: and right now, the trump campaign is taking some shots at the democrats in the field. the president calling this a train wreck and said he questions at the iowa caucuses. taking a live look right now in new hampshire, where candidate pete buttigieg is going to hold a town hall this morning. he and other candidates arrived at the state last night. back here in the bay area, there's a lot of back-and-forth about a proposed property tax in san jose. measure a would impose a tax on properties worth more than $2 million. mission e is a transfer tax that would impose a .75% on transactions valued at 2 to $5 million. 1% at 5 to 10 million and 1.5% for deals $10 million or higher. the payment is negotiable between the fyre and seller. if it passes, it could raise millions of dollars for low- income housing but critics say there is a catch. >> they promised to spend it on low income housing. >> maybe these elected officials in the next couple years, the mayor is going to be out of office two years from now and this money could be spent by any counsel any way they like because it is a general fund tax. >> a san jose council members is the first time alphabet broke down what youtube did on an individual basis. the stock is moving lower by about 4% after missing those revenue expectations. wall street overall rallying higher for the second straight day in momentum, picking up a bit more speed today. let's see what we're doing. dow is jumping higher by almost 400 points. the nasdaq getting 120 points and the s&p is up by 40 increased by 1.3 million last year. it is a jump of more than 9% since 2018. on the ground, the airport also has 11 new restaurants and retail stores. the airport will also add five new mystic still very slow. meeting lights are turned on. parking lot as you work your way out of the east bay. into san francisco. just checked in with b.a.r.t. everything is on time for b.a.r.t. what you might as well use that if you want to choose an alternate. mass transit is on time. so metering lights remain on. all approaches, though, are very slow. we have a broken-down legal. near the harbor >> no,:murt of a trouble spot. another stalled vehicle and lanes. you can kind of see the flashing lights off in the distance on our san mateo bridge shot. making for a very, very slow ride as you work your way out of 880, hayward area. over towards 101.. this has been a slow spot. getting an update here on our drive times. we about an hour. go from 880 over towards 101. dumbarton bridge, definitely a much better choice this morning instead of the san mateo bridge. it is causing a bit of a backup onto 880 as we because those delays. trouble spots we have had on the bridge this morning. experience over towards 237, that is 830-minute drive time. also starting to load up this morning. so getting busy out of the east bay. 37 slow as well. westbound, 46 minutes to go from 80 over towards the 101. windy conditions. it made it feel cooler than it actually is. >> it is all about that windchill this point. definitely bundle up, put on the big winter coat. because we are looking at breezy to windy conditions as we start off the day. making it feel even chillier outside. here's a live look at the hit looking north. it is shaking a bit. at the golden gate, looking at gusts up to 20 miles per hour at sfo. clocking wind gusts as high as 32 miles per hour. and our temps, so low 40s in concord and for livermore in san jose. looking at mid-40s in oakland, upper 40s in san francisco. and mid-30s this morning for for santa rosa. as we kicked off our tuesday. now, let's show you what you can expect with other locations and we are looking at 42 in now. >> 41 in concord. looking at 32 in fairfield. 35 in fremont. 38 for mountain view. no, for for the north bay, down to 30 degrees in cloverdale. so subfreezing temps for you. huge. at 32. looking at 40 in calistoga. 37 for petaluma. a 24 hour temperature change, and many of us actually starting off the day warmer compared to yesterday morning. anywhere from 3 to 12 degrees warmer compared to the yesterday morning. santa rosa, 1 degrees cooler. and it is all because of the winds. so we have been watching these with the to breezy conditions. sfo sustained mosley was a 23. also for downtown san francisco, 14 mile-per-hour winds in berkeley. 17 mile-per-hour winds at san rafael. so as we go through the day, we will see that sunshine. mid-50s for the coast and for the bay. temps slightly cooler than average. all because that ridge of high pressure, that clockwise flow around that ridge, bringing in those dry and northerly winds. so those gusty conditions are keeping our morning temperatures again, a little bit warmer compared to the yesterday morning. as we head through the big, that which will build. milder temps expected as we go through the workweek. so daytime highs, again, for today, slightly below average. 57 in san jose. looking at 56 in concord. san francisco and oakland topping out at 56. 58 in petaluma. 59 for cloverdale. there's that extended forecast starting tomorrow. a warm-up as we go through the workweek. in fact, friday, the warmest day of the week. above average temps. thank you. some concerns this morning about ground wadding. some dangerous petals for drivers in san jose. caltrans has been working on both short and long-term solutions for the puddles. but recent rains, there's bit more water than ever. the section of freeway goes below ground for about a mile. and it is right above the underground aquifer that is brimming. >> it is too much danger. to have running water like that on a freeway, on nights like this, where water is supposed to freeze up. it can cause a lot of havoc. >> caltrans says it is not worried about ice this morning because the water is flowing and temperatures won't be that cold in santa clara county. it is 6:51. still ahead on kpix 5 and streaming gates are back open following a deadly collision on the bicentennial way offramp on highway 101 in santa rosa. this crash happened a little after midnight a car became wedged under a big rig truck on the highway's northbound lanes. a santa clara county deputy is making a recovery after an unprovoked attack. this happened in morgan hill. the deputy's body camera and protective vest absorbed the damage from one bullet. three more shots ended up in his patrol vehicle from an unidentified suspect. the sheriff's department is now searching for the shooter last seen in a silver sedan. i'm jackie ward along the embarcadero. it is a popular part of this street, where a lot of cyclists and if one trying to go into all at once. a lot of cyclists say cars are parked in the dust needed bike lane where drivers could across the bike lane to use the white zone. both cases, many cyclists say they're forced to go into the car lanes of traffic and it has become such a domino effect or problem. the sfmta is now working with the board to somehow improve this area. they say their valet staffers are currently moving cars to keep the white zone as free as possible and they are working to work with the city to come up with a solution. they say a proposed plan is being reviewed by the commission next week. in the meantime, san francisco police department has said that they will be more of a toll plaza. well, without breezy to windy conditions, it is all about the windchill. so definitely put on a big winter coat as you head out the door. bundle up. as we look at the afternoon, sunshine, and cool slightly below average temps. and then a warm-up on the way through the workweek. before today, 56 in san francisco. 56 in fremont. concord at 57. there we go with that extended forecast as
