taking a hard look at hi-def doppler we have a few sprinkles, mostly in the santa cruz mountains as well as the east bay hills but really the story this morning is your visibility. along the coast three miles, as of 07, oakland seven, and so far not reporting any delays as far as i concern for visibility but the real problem is the north bay. half a mile in santa rosa and 3/10 of a mile in petaluma. be careful out there on the roadways. gianna. we do have some limited visibility as well as a few trouble spots especially on the eastshore freeway. we have a crash year and it is to the right shoulder and up walking lanes but look at that. see the line of red in the middle of your screen? those are all of those break lights all those delays and speeds at 50 miles per hour. just highway 4 is where the delays begin. days get busier as you work your way towards the bay bridge. i'm anne makovec from the live news desk and we have seen video coming in from the scene in livermore we have been monitoring all morning. and officer involved shooting. the police just confirmed that. it happened at around 3 am. no officers were injured. this is on airways boulevard and kitty hawk road. it's very close to 580 there in livermore. officers had a vehicle surrounded there and put the area on lock-down. stores were told to lock their doors the police just said the scene is secure and there are no outstanding suspects. we did see one man on the scene that was handcuffed but we don't have a lot of information on exactly what led to this. there is still a large police presence there and it is normally a pretty big busy area of livermore. there's a starbucks and a 7- eleven so if you're anywhere near that area had someone else for your morning coffee. it's quite a commotion in a residential area near san pablo. kpix 5 jackie ward joins us live where deputies have conversed on a home. jackie. >> reporter: and had neighbors around here pretty concerned and curious as to what the heck is going on. it has been happening for quite a few hours and we got a call from someone who lives in the area around 1:30 this morning and told us there are a lot of sheriff deputies by her home. they would not tell her anything and recently we saw some sheriff deputies walk from o'toole way with a few bags of what we believe to be evidence taken to the mobile command unit but they are not confirming anything. we do believe there was a standoff or is a standup situation happening inside the home at 2424 o'toole way. it's because we heard sheriff deputies on a male taylor telling people inside the home to come out with their hands up. again we have not confirmed this is in fact a standup at this address. we also saw a cloud of smoke from teargas that was administered just after 5:00 this morning so the neighbors we spoke to around 1:30 this morning, she actually called into the cement that she saw a lot of sheriff deputies, drones, robots and they were focused on her neighbor's home. but the sheriff deputy would not tell her what exactly was going on when the scene would be clear and they're not telling us either. we will continue to call them to trying get any more information but for now the neighborhood is pretty much on lock-down. fire crews in santa rosa not get a two-alarm blaze at a business. the fire broke out at midnight on highway -- fire crews had to leave the scene and fortunately no one was hurt. this morning president trump blasted the impeachment trial against him during a news conference at the conclusion of the world economic forum in hours ending just before 2:00 this morning. opening arguments are set to start this morning and we will have a live report from capitol hill with what to expect in the next half hour. as we take a live look at sfo, it is now one of five u.s. airports screening flights from china. after a deadly virus turned up in the u.s. for the first time yesterday. a man in washington state is being held in isolation and was diagnosed with the disease after our recent trip to china. health officials are scrambling to retrace his footsteps to see who else may have been exposed to the virus. so far at least 440 people in china have been diagnosed with the virus and the death toll is now up to nine. meanwhile at sfo screenings for the buyers right now are confined to passengers on planes arriving from china and passengers connecting from their. coronavirus causes a pneumonia like illness. the cdc says there is still a lot we don't know about it but earlier this morning resident trump insists that is being taking care of. >> we do have a plan and we think it will be curtailed very well. we already have handled it very well. the cdc has been terr very great professionals and i think china is in very good shape also. >> the cdc is raising the travel health notice for from level 1 to level 2 but says the overall risk to the american public remains low. back in the bay area the suspect in the string of car burglaries in the pedis cut up milpitas is behind bars -- they happen in july at three different shopping centers. the sergeant later recognize the suspect from surveillance video shared by milpitas police and sf pd arrested him yesterday on 10 counts of burglary. the mayor of san francisco is crediting hard work and community outreach for a decrease in violent crime in the city. the chief released the latest number showing that there were 41 homicides in the city last year. that is down 11% from the year before. and the lowest number since 19 61. robberies were down 4% and vehicle burglaries were down 2%. >> ultimately we want to ensure public safety of all residents of san francisco. and that involves, yes, police presence but it also involves working together with the community. >> the chief says violent crime is the city's top priority and is now shifting resources to neighborhoods that are most impacted by violence. new this morning the city of berkeley is looking to take the first step towards creating a new homeless camp. late last night the city council voted to approve a plan to put 100 2010s below average on university avenue that connects fourth street to the city's waterfront. half of the land is owned by the city and the other half is owned by caltrans. a major change for renters ordinance. band is -- supporter this will help ensure people with a criminal past find secure housing instead of ending up on the streets. >> when you have a safe place to call home, you are in a stronger position to get a job. to go to school. to help that you a controversial location. three residents filed an appeal with the planning commission approval of the permit cd for construction of the eatery. >> so, the motion to deny the appeal has failed. the council has voted to uphold the appeal. >> that was the reaction in the city council chambers just before 1:00 this morning when the delay was announced. the proposed site is at bascom avenue and arroyo seco drive and it is currently the site of a denny's restaurant. chick-fil-a is known for attracting long lines of vehicles to us drive-through's and opponents of the site say that area is ill-equipped to handle such crowds. according to the city's traffic study the chick-fil-a would attract at least 2300 extra cars a day. >> trying to bring in that amount of cars on to bascom road will be a disaster. for our neighborhood. and for campbell. >> some community members have scoped out other chick-fil-a locations the santa clara county to show the effects of all that traffic. and there were some at the meeting who spoke in favor of the location. the city council is expected to take up the issue again on february 18. a massive expansion of the sharks ice-skating complex in san jose could be in the works. the facility officially named solar for america ice is located on 10th street and elm avenue and currently has four ice rings. but under the new proposal it would have a total of six ranks. and will be nearly 350,000 square feet in size. it is the official training facility for the sharks and the largest ice rink would be home to the minor-league san jose barracudas. the city council is inspected the vote on the project this week. taking a look at the robles. if you're headed out and plan on using b.a.r.t. we are dealing with delays and equipment problems on the tracks. evidently slowing you down to 10 minute delays on the sfo line between san bruno and sfo. in the east bay direction. so plan for that. the rest of mass transit is on time. let's get a look at the overview here. you can see we are seeing green on the peninsula so good news for commuters traveling 101 and 280. no trouble through san mateo and things are clear on 280. traffic is pretty quiet and 880, not quite the case accusing break lights out of hayward and stopping go conditions. once you get south of there south of 92 near industrial we have reports of an accident but no word on if it's blocking lanes. checking your drive times, 26 minutes to go from hesperia down to 237. north of there we are seeing things bunch up a little as well. south of 880 getting busy as the coliseum and north bound some lights. take a look at traffic along 680 . it is business as usual. you got slow speeds. 26 minutes from 580 down to 237 and your travel times, 580, out of the ultimate past busy with 36 minutes ago from two of five to 680. east shore freeway starting to see some delays also. it is foggy out there as far as your forecast is concerned. taking a live look from treasure island, the tops of the buildings are concealed as a result of the fog. to talk about your current temperature for milder than yesterday and certainly in the 30s in the north bay, santa rosa 46 degrees but elsewhere low 50s no matter where you are..temperatures will client by about 10 degrees or so. the visibility and way we are seeing it is in the inland valleys like livermore down to a mile and almost a mile and a half. airport looks good and nobody ports of delays as a result of it. later on that could be an issue. along the coast some low visibility but the real problem comes to the golden gate into the delta and into the north bay. lesson a mile as far as visibility is concerned. the high pressure system will start to dominate our weather pattern and moves in building a bridge over our area and will kickoff a few clouds and keep us dry at least for the time being. so you're headlines we have that patchy dense fog this morning and now that the showers have moved through a mix of sun and clouds later today and we have the dry rake before the chance of rain returns this weekend. talking about those rain chances, it's interesting. of typical winter storm for us meeting starting in the north and moving to the south and you can see that when you play out the chances city by city. wet start in santa rosa and the north bay. on saturday that will be your wettest date most likely. before moving into sunday. will start in the afternoon or evening hours and then start to move southward. you can see it by the time you get to san jose and your biggest chances of rain will be on sunday. this is an overnight fast evening into the overnight hours morning on sunday. and ending up in the south bay. summarized today 7:20 a.m. and sunset is that 5:21 pm. as far as your high temperatures are concerned south bay 64 degrees and 62 concorde, santa rosa 60 and along the coast 57 degrees in pacifica. the seven-day forecast shows us dry with a mix of sun and clouds for the weekend before the chance of rain returns again moving from the north to south. saturday into sunday overnight behind it a cold front start to settle in with a little bit of cooler temperatures. >> 6:20 and still to rafael bridge. a live look you can see traffic stacking up we've got a broken down vehicle midspan blocking the lane so that's causing some slowdowns as you work your way out of richmond towards marin arguments are expected later today in the impeachment trial of president trump. it was a long and contentious day yesterday. testimony lasted until the wee hours today. and chief justice john roberts the sidelines or front row of his own impeachment trial and stare into the cup faces that he said his legal team product probably would like very much. he was also forthcoming about his opinion on whether john bolton should testify but he said that was a matter of national security that he couldn't support that. left at the present legal team and democratic house manager squared off for nearly the morning they all left exhausted. democrats for the most part frustrated but senate majority leader mitch mcconnell did speak with reporters on his way out of the hearing saying he felt really good police exchanged gunfire and there are no outstanding suspects. the shooting shutdown all eastbound on highway 580 but roads have reopened. the off-ramp to airways boulevard remains close. we have a women to choose the movie mogul of abuse, harassment, and rate. a several accuses are expected to testify. pointing faces charges of predatory sex assault and if convicted he faces life in prison. weinstein denies any current nonconsensual sexual activity. the suspect the golden state killer is set to face a judge for the first time in months. he is chart for the kind sweet -- newly discovered documents show that joseph deangelo was on duty during the attacks. this all happened on october 1 1977. police reports show that the day before he wrote at auburn arrest report at 3:45 in the developing news out of las vegas the morning where the search for a gunman is underway. shots rang out at the fashion show mall located along the vegas trip yesterday was after 6:00. police say it all started when a group of teenagers got into an argument. three people were hurt but are expected to live. to details, video has been really showing what happened the night an off-duty richmond police officer fatally shot a man in vallejo. this happened in november at fairgrounds and serino drive. the video appears to show both drivers going for the same parking spot here and virgil thomas, the off-duty officer, pulled into the spot first. the video then shows eric reason parking his dad behind thomas and then walking over to confront him. after the two exchanged words reason walks back to his bed and opened the hood so you can see he reached in to grab something. he retreat what looked like a gun and then walked back towards thomas. the two exchanged words again and check out a different angle. it shows a closer look at them exchanging words and reason is seen turning around, walking towards us then, and that is when thomas takes out a gun and fired the first shot. reason took off running, thomas ran after him continuing to fire atemen saying that the video proves that thomas actee foed toprt himself on the public. reason's family has hired a civil rights attorney telling the san jose mercury news, quote, this video shows a cold- blooded murder. thomas is on temporary administrative leave and vallejo police and e salon karen district attorney's office are now investigating. governor newsom will visit the san francisco transbay terminal as part of an infrastructure summit. he will be joined by the governor of maryland and the governor of montana. the summit explores opportunities to effectively streamline planning and permitting processes. highlights state action and explore what is needed to reduce noise. governor newsom is scheduled to visit at 1:00. owned by general motors is introducing a new robot taxi called the origin. it is a boxy electric vehicle with a catch. no steering wheel, break or excelerator. its ceo says it will cut transportation santa rosa and fairfield 64 in san jose and 59 potentially 60 in sfo as well as along the coast. so pretty much from today once the fog burns up by midday we will be left behind with a mix of sun and clouds that will continue all the way into next week where russia say this weekend, and for now we are dealing with those foggy conditions before rain return saturday into sunday. now let's check in
