Reporter this new years, if youre headed to the coast anywhere between northern sonoma and monterey counties, be aware. Not only are the waves expected to be monstrous, theyll also be unpredictable and powerful. For the last 15 years, adam has caught waves. Its my home wave and its the best. Reporter at surfers beach. And this week he could ride some of the biggest waves hes ever surfed before. Is it exciting to know a break that big is coming here . For sure, yeah. Its always exciting because you might get the wave of your life. Reporter the National Weather service says starting tuesday afternoon through wednesday night, theyre expecting an increased risk of sneaker waves, large shore breaks, and rip currents. Thats at west and northwest facing beaches. New years day could see waves up to 15 feet. But the conditions are expected to hurt local fishermen like anthony yuri because they cant go out in large surf. Youre not fishing, youre not earning money. Reporter he says they try to catch a couple thousand pounds of fish a day, and the loss adds up. Normally the storms are short lived. Coming in, blowing hard for maybe 12 hours or a little longer. Reporter so this is pretty long for you guys. It is. Reporter this all comes after a month delay in the commercial crab season due to fear that whales could get caught in fishing gear. And now this. Now this. Its been a tough go. Thats why they call it fishing. Reporter you never know what youre going to get. You never know. Reporter and huge surf always brings out spectators, but the National Weather service is warning people to stay off coastal jetties, especially due to the sneaker waves and to not turn your back against the ocean. In Half Moon Bay, maria medina, kpix 5. Now in addition to the waves being up, the weather will be so nice, it might inspire people to want to go to the coast. Its going to be sunny and in the low 60s over the next few days, so youd have no idea there was a concern at the water. The beach hazard starts at 1 00 in the afternoon tomorrow and goes until 9 00 on wednesday. And the thing to keep in mind here are some of the real steeply sloped sandy beaches. This is where people can get caught off guard. So just be careful if youre going to the beach. In another focus, tomorrow is new years eve, and were forecasting for this now, and it looks picture perfect. We might have a few clouds, but not enough to interfere with any fireworks shows. The wind wont be a factor, just grab a jacket because well be in the upper 40s. And just to show you, there are some clouds approaching. And the way the timing works out, most of the clouds should get here either at midnight or after midnight. Its wednesday, new years day, when well notice more from that. Tonight authorities are working to find out if and why a car plunged off a cliff. Joe vazquez has the latest on the search near devils slide. Reporter this is a mystery with very few clues, but this is one of them. You can see these tire tracks here. Officials say these may be the tracks of a car that went over this cliff around 11 00 this morning. The problem is theyve not been able to find a car down below. From chopper 5 you can see the scope of the activity off the San Mateo County coast. The search is on by land, sea, and air for a car that may have driven over a cliff. The Fire Department says one witness reported seeing a dark car driving northbound on highway 1, quickly exit the highway across traffic, and speed up as it went off the cliff. Authorities say they have found some car parts in the surf near gray whale cove, but its not clear where they came from. They said that he was a credible witness, but again no other evidence that indicates that this actually happened. That debris could be connected to what happened today or it could not. Reporter the surf is strong at the base of the cliff. The coast guard has boats in the water and helicopters above trying to solve the mystery. The coast guard is asking anyone who knows of someone that was in a green lexus vehicle, if theyre not sure where they are to give the coast guard a call. This just in, crews rush to knock down a house fire in san jose that broke out on live oak way just after 9 00 tonight. 2 cats were rescued. No word tonight on what caused the fire. A serial killer on death row for murdering his wife and motherinlaw in the bay area died in state prison. Phillip jablonski was found unresponsive in his cell friday. He was sentenced to death for the murders of his wife and her 72yearold mother. He had married his wife while in prison for killing a previous wife in 1978. His cause of death is still inknown. Tonight 2 shooting suspects are behind bars after a Wild Police Chase from san mateo all the way to fremont. It started at the hacienda market. A man was shot in the leg in the parking lot. The suspects led police on a high speed chase, but it all ended in a crash at thornton avenue and post street. A man and woman were arrested. The shooting victim was treated at a trauma center. Theres no word on a motive. And police in menlo park are looking for a cyclist accused of shooting a dog. Police say the gunman rode up and shot the pit bull terrier. The dog survived and is back home tonight. Tonight a man on the run after stealing and dumping a car with 2 small children inside. It was stolen from outside of rockland. Luckily the car was abandoned less than a quarter mile away. The children were found safe inside. Deputies believe the suspect took off on foot. Tomorrows the deadline for wildfire viim file a claim with pg e. Anybody who was impacted by the 2017 and 2018 Northern California fires has until 5 00 tomorrow to file insurance claims against the utility. At stake, part of the 13 billion settlement that was established earlier this month. And pg e customers will pay more for electricity starting in the new year. Customers will see their bill spike by an average of 3. 29 a month. Pg e say it is bump in rates will be tempered by a decrease, not nearly as large, in gas charges of about 65 cents. Most of us have had yeah, but s students are losing that opportunity because of a lack puing educators out of the communities they teach. Tonight Susie Steimle shows one teacher whos trying to make ends meet. Reporter every morning before the sun rises, megan is already up. By 7 00 a. M. Shes on a crowded bart train. Next she transfers to an sfmta muni train, then walks uphill both ways to school. It does feel like a huge chunk of the day. 3 hours is an eighth of my whole day. Reporter she didnt always have to endure this 3 hour commute. She used to live in San Francisco, but every year. We got our first notification, and it was 200. Reporter like clockwork. And it was like oh reporter her rent in San Francisco went up. So she finally left the community shes worked in for 15 years to become a supercommuter. We got a rent increase notice of 400, and that was kind of like the moment we knew that we just had to move. Reporter the entire state is facing a teacher shortage, but in the bay area its especially bad. Districtwide the turnover rate is 21 percent. Anywhere from 300 to 700 educators leave every single year. In the past 5 years the district estimates its lost 3,000 educators. In my ideal world, my home is near my students home, and we live in the same community and were real neighbors. Reporter when she lived in San Francisco, every once in awhile her students would stop her in the in addition district. Theyd call my name and wave, and im not sure which one of my kids you are all grown up. Reporter but now because she lives across the bay, she doesnt have time to stay at after school events, and after her commute, she doesnt have time to invest in her new community in oakland. Thats a huge part of the educator life is being a part of that hool community. So thats suffering greatly. Reporter the district has steadily increased salaries to try and keep its teacher. In 2016 the average teacher made 62,000 a year. Now the average salary is 83,000. But in San Francisco that still means theyre low income. Low income in San Francisco for one person is making less than 90,450 a year. So housing instability for educators is quickly rising to kind of if you will a crisis level. Reporter this is a nonprofit that advocates on behalf of San Francisco educators. They released a study this fall entitled who will teach our children . A teacher struggling with housing wont be as good at their job. Reporter the study highlights how most teachers cant afford to rent here. Affording rent means paying less than 2,070 a month a city where the average one bedroom goes for more than 3700. It enriches kids learning experience when they have a connection to a teacher thats there with them as they develop, you know . And that doesnt just come automatically or free. Those teachers must be respected and protected. Reporter low income and black communities, particularly the bay view schools are hit the hardest. At willie brown middle school, 76 percent of students are economically disadvantaged. 37 percent of those students are black. By year 3, turnover rate is more than double the district average. In addition to raising salaries, the district is now adding teacher housing. 100 teachers will be allowed to live here at Francis Scott key elementary school. The 44 million project is one of many teacher Housing Solutions being built on district property. I want to believe that, you know, its something i think we all want to believe is that theres a place for us here and its going to work out. Our wages will somehow keep pace with the housing thats available to us. Reporter for more than a decade, thousands of teachers have learned the hard way that they cant afford this place. Thats what megans commuting all these miles for. Desperately trying to avoid becoming this districts next drop out. This is, you know, the city i love and community i love. And to think that im being pushed out against my will is, its been really hard. I love this place. I love coming to work every day. I love going into schools and seeing kids. And to think that some day i cant do it, its a very difficult reality to live in every day. Reporter we do have good news to share. Since the story first ran, voters approved prop a in november. Thats a 600 million housing bond and 20 million of which is earmarked for educator housing. Susie steimle, kpix 5. The legislation opens the door for a lot of workers to receive benefits, but the Companies Say thats just going to drive up their costs. Reporter hundreds of ride share drivers pick up anxious passengers each day at the lax exit lot. Come wednesday many of them will go from gig economy workers to full employees. I think it is helpful and so many of us are struggling. Yeah. And i think its good news. Reporter a new law which takes effect january 1st would reclassify a slew of independent contractors like ride share drivers, food delivery workers, and even those who work in the music industry. The law would now give them minimum wage,sick leave, and benefits. Everybody should have benefits and be part of the system. Reporter uber and postmates are now looking to put the brakes on the bill filing a lawsuit stating its an irrational and unconstitutional statute designed to target companies in the on demand economy. These are basic things employees should be entitled too. Reporter this lawyer says companies oppose the law because it will increase labor costs. Theyre concerned about their profits, i understand that. Thats what theyre in business for, to make money. But i dont think theres a legal basis for a challenge. Reporter some professions are exempt from the law. Uber, postmates, and other companies launched a Ballot Initiative hoping voters too give them a back. Its been a busy december around here rainwise, so its nice were about to get a break. And im going to show you a fairly, mostly quiet sevenday forecast. But before i do that, look how we did for december. We did some catch up. We got 159 percent of average rainfall in the north bay in the month of december. San jose will have to settle for a mere 77 percent. But thats not bad. We had a pretty rainy december for many locations. So going ahead now for this last day of 2019 and even the first week of 2020, theres not a lot coming our way rainwise. Theres some minor details we need to talk about. Lets start at the beginning. Tomorrow mornings lows wont be that much below where we are now. Were in the mid40s for much of the bay area. We bottom out in the low to mid40s. Santa rosa going down to38. Napa, 39. Livermore in the upper 30s as well. But youve already been tested for that. Plenty of mornings in the low 30s, so this isnt all that bad. Daytime highs tomorrow, upper 50s, even low 60s on here. Tomorrow will be another sunny and warm day. Maybe you want to take friends and family to the coast, but we talked about the beach hazards. Lets talk about the next chance of rain. This is new years day at 6 00 in the morning. Throughout the late morning and afternoon the clouds increase and you have to look hard, but there are a few blips of green on here late morning wednesday. So very little actual rain here on new years day, but it will look like theres a storm in the neighborhood, and in the north bay you may get a drop or 2, but anything measurable youll have to be north of the Sonoma County line. Thats the first small opportunity for not that big a deal rain on new years day. Fie next one is coming on right now its all the way out here. This one is also not a big deal at this point. But i just want you to see how thats going to drag itself across the pacific, and by saturday morning were getting grazed by another storm just to our north. The rainfall totals with this one also not impressive. Thats saturday morning, and going into sunday morning we might get some light snow in the sierra out of it. Those are low amounts. None of these are major, and if you look at the sevenday forecast, all youll see here are clouds. And daytime highs that stay right at or a little above average.
