Kpix 5s andria borba is live in Contra Costa County with more. Reporter as we know it hasnt rained yet. Its still very dry outside, ask nonthank you and now the wind is about to kick up again. For pacific gas and electric customers facing round 3 of power safety shut offs, you can feel the frustration as much you can feel the low humidity levels. Well have to be like pioneers for a few days. Im tired of this crap. Reporter the latest round of planned Power Outages extends to 22 counties and more than a quarter of a million customers starting wednesday morning. We live and work in these communities and were also impacted when pg e has to shut off power. The spent of a Public Safety shut off is to prevent a catastrophic wildfire. We want to keep customers safe. Reporter the utility giant is working on hardening their system against high winds. In areas where it makes sense were adding coatings to the line to make them more resilient and replacing our wooden poles with poles made of a stronger material. Reporter pg es ceo told the California PublicUtility Commission that process could take up to 10 years. In the interim the utility is getting a little grace during this season of thankfulness in an area facing its third power loss of the year. Theyre in a no win situation. If they do theyre screwed, if they dont theyre screwed. I really feel sorry for them. I think theyre doing all they can. Reporter if theres anyupside to the high danger, its from Contra Costa County fire who says after a number of these shut offs, they know exactly where to put their crews and engines just in case something sparks up. Andria borba live in Contra Costa County. We appreciate it, thanks. Once again its the really strong winds were talking about. Darren peck is joining me. How strong will these be, how long will they last . This is wednesday morning at 1 00 a. M. , and this map probably looks way too familiar. This is what we saw back in october when we were focusing the strongest winds, the brightest colors, in the north bay overnight. Thats wednesday morning at 1 00 a. M. You can see the bright areas of pink illuminating the ridge lines here of the mountains in the north bay. And if we put numbers on it, 60 Miles Per Hour gusts in the mountains. So high bad is it . Thats enough we need to be concerned, and thats why the National Weather service issued another red flag warning and why pg e is talking about the possibility of more Power Outages. We saw worst in october, but just an average offshore wind event like this one is enough. Let me walk you through the timing. This is midnight on wednesday when we notice the winds pick up. Then it pretty much stays that way throughout the day. It might slack off in the afternoon but then picks up again Late Wednesday night. Thats why the red flag warning goes into effect at 4 00 a. M. On wednesday and it doesnt expire until 7 00 a. M. On thursday, so we have to be on guard for that whole window of time. Ill get out of the way so you can see the areas in red. Its not just the north bay mountains. Its also the east bay hills. Ill be back coming up in a few minutes. Minutes. All right, thank you. And dont forget kpix is your guide to survival in the pg e shut offs on kpix. Com. And theres a breakthrough in a case of violent sexual assaults years ago. A man was arrested, charged with raping a woman as she walked home from union city bart and a second woman in livermore high in 1997. Every victim deserves justice, and this case is real rewarding because its so old. Dna evidence from the assaults were uploaded to a Genetic Testing Company that helped detectives zero in on the suspects family tree. Eventually they got a hit off a plastic spoon the suspect threw away after eating ice cream. A prosecutor with the santa clara das office is facing some serious crossexamination tonight over the unusual and possibly illegal step he took to try and catch his daughters suspected molester. Kpix 5s devin fehely is in san jose tonight. Reporter the alleged assaults happened on the trail behind me and it was to this trail that both the victim and her father returned, using the 13yearold as bait trying to collect evidence and video to build a case against the suspect. According to the police report, the victims father had his 13yearold daughter walk along the trail in south san jose until she made contact with the suspect while her father waited nearby to record what happened next. The prosecutor in my view crossed line and took over the role of being a Law Enforcement person, and i believe it was poor judgment and never should have happened. Reporter investigators say the victims father reported the suspect put his arm around the 13yearolds waist, try and kiss her, and pull her onto a park bench when she tried to leave. Police arrested the suspect, but the das office has been forced to recuse himself turning the case over to the California Attorney general. Who does this . Who takes their own child who he knows has been the victim of an alleged molestation, and then puts her back out there to be victimized again so he can do his job and catch the perpetrator . The Police Department and the District Attorneys Office wouldnt comment on the case. The head of the Silicon Valley chapter of the ywca wouldnt talk about specifics of the case bought had a message for all victims of sexual assault. Whatever your needs in moving through complex trauma and healing from dehumanizing experiences, we are here for you. Reporter there remains an open question and investigation into whether or not the father, the prosecutors behavior, may have risen to the level of child endangerment. Devin fehely, kpix 5. On the peninsula tonight theres a fight over whether it makes sense to lieve some o the big cats are repeat offenders attacking their cattle. And thousand the Midpeninsula Open Space district is proposing a 3 strikes plan. It may issue permitses to shoot lions that are killing life stock repeatedly. The 3 3 strikes is being considered as a first draft of the policy as one of many different tools and there will be a long public process. I dont know if that will end up being a part of the final policy or not. These lands were set aside for conservation purpose, so it doesnt make sense to kill lions for the sake of livestock. Okay, its not only the winds on wednesday that will be a noticeable impact in the change were about to experience. Its the drop in temratures. Let me start out showing you the daytime highs today. By the way, real pretty view from the Sales Force Tower looking west. Most of us looking up at high clouds. Not low clouds. Anyway, 81 today for santa rosa. 78 in concord. This is probably it. This will probably be the last day of the season where were looking at daytime highs in the low 80s for inland spots. Let me show you normal. Instead of 81 santa rosa, youll have to settle for 70. Still nice. In fact thats about 10 degrees above average, but noticeable cooler than the day today. Concord 68. Everyone else in the mid60s. What about the cool down and wind . Its that storm right there. We need to track it forward. We pick up the circulation and bring it forward on the forecast models, and watch what happens. That circulation actually ends up down here. By the time we get to wednesday thats an odd pathway. It should have gone that way. Or it could have been nicer and come directly west of california and we could have gotten rain. But because it came north and made a hard right turn and went down to the east side of the state, its one of the inside sliders because it came down inside and then look at the winds when the storm does that. The center is there and pulling all the air around it this way and were stuck in between and its windy. Playing it forecast, heres the forecast that gets us ahead there to Tuesday Morning at 10 00 a. M. You can see the bright areas of red showing you how the winds are pulled down from the north when the systems come inside like that. This is how all of the other big wind events of october played out and how this one will play out. It may not be as strong as the worst of the events, but it will still be about typical for the average ones. 60 Miles Per Hour gusts. Thats strong enourefl warning throughout the day on wednesday. If we watch that storm, see how the rain dodged us . A little bit of snow in the sierra dropping 6 to 9 inches of snow in places like ebbitts pass. And certainly not much rain here either. Just a few clouds on tuesday. Maybe a sprinkle. Cant be ruled out. But its not a big deal. Look at the rain gauge. Thats all for tomorrow, and its not that big of a deal. But as we look ahead in the rest of the forecast, we talked about the red flag warning warning that goes into effect on wednesday morning, stays in effect until thursday morning. Thats for the winds focusing on the north bay mountains where we could see the 60 Miles Per Hour gusts. Gusts near 50 in the east bay hills. But the real story is average temperatures start tomorrow and theyre here to stay and theres no rain. Back over to you. All right, darren, thank you.
