More than 100 people fleeing from the house and running down the narrow and steep street. Kids running to our yard, hiding after they heard the shooting. I heard screaming, yelling, a a bunch of movement. Reporter joe and his daughter were watching secure, grabbed my firearm to make sure nobody was coming into my home. Reporter Authorities Say the gun fire killed 4 people and injured 4 more. They say a lot of people also drove their injured friends to nearby hospitals. Police and Contra Costa County sheriffs deputies havent arrested anyone so far, and theres no information on a suspect. We have absolutely no reason to believe right now that theres an ongoing threat to anybody in the community. Reporter police are still trying to identify all the party goers so they can interview them. So far no motive. In fact police have very Little Information to pass along. That house where the shooting took place had a reputation for large parties and noise. Kpix 5s len ramirez is live, and its clear the citys short term rental ordinance wasnt being followed in this case. Reporter yes, theyll look at it next week, but its clear from todays News Conference that a party that large should have never taken place at the house according to the 2yearold ordinance that bans large parties at Short Term Rentals. But this case could illustrate the difficulty in enforcing city rules when you continually have new clients coming through. The party that was publicized on social media was packed with an estimated pl people, but the short term rental ordinance that covers the house on lucille way only allows parties of 13 people. There are going to be folks that dont follow the rules. Thats unfortunately the way the world works. Reporter the city manager says since february the city received 3 complaints from neighbors of noise, trash, and parking violations related the large parties at the home, the latest at 9 35 last night, about an hour before the shooting. The city says it tried to work with the owner instead of cracking down. The short answer is they were not fined. Reporter the mayor says the city is dealing with a tragedy but will take up potential new restrictions on Short Term Rentals on tuesday. Whether it should be banned on changes to the ordinance would depend on a discussion of the city council. Reporter according to an ap report, a woman that rented the home lied when she told the owner she needed the house to get rid of wildfire smoke because her family has asthma. The airbnb concept as i understand it will lease to just about anybody. Reporter myron manages hundreds of counties in Santa Clara County and says theres few if any safeguards to keep bad actors out. As long as you have a method of payment and email address, theyll rent to you. Reporter most traditional landlords require background checks, credit checks, and rental histories. Theyll stay away from tenants that have bad history whereas in the internet world, i dont know that they have a way of checking that. Reporter now we did reach tout to airbnb and they sent us the following statement saying quote we are horrified by this tragedy and are in close communication with Orinda Police to offer support into the investigation of who committed the senseless violence. The Orinda City Council likely to take up changes on the short term rental policy in the city. New at0, fire investigators in Contra Costa County now say that 3 fires last weekend were sparked by pg e equipment. The causes were confirmed. A blaze in lafayette destroyed a couple of buildings at a tennis club. Governor newsom is going so far as to suggest a state takeover. Devin fehely is live with what leaders had to say about this. Reporter yes, the governor didnt say when the takeover might happen or how it was going to be paid for or how much it would cost or how it would impact the regular customers like all of us. Pg e as we know it may or may not be able to figure this out. Reporter Governor Newsom issued an ultimatum to pg e, fix the aging infrastructure being blamed for Power Outages and wildfires or be prepared for the state to step in. If they cannot, we wont sit around and be passive. Reporter the governor appointed a so called energy czar to oversee sweeping changes including solar powered generation and Storage Systems to reduce the reliance on pg e and other public utilities. Well be off the grid and still able to continue the vital functions of the city. Reporter the city is receiving a half million dollars, part of 75 million state lawmakers earmarked for cities and counties to invest in back up Power Systems that can be used during outages. It doesnt however include any money for people or businesses hurt by the outages themselves. Its a way to make sure the communities are safe. I think the people, particularly businesses highly impacted by it should be able to get reimbursed. Reporter the governor wants to give pg e a chance to fix its own problems, but will be ready to step in if they cant. The state will prepare itself as back up for a scenario where we do the job for them. Reporter pg e issued a statement where they said they lcomed the governor and input but side stepped the issue of a state takeover. The long awaited Court Hearing over thecupertino side with retail, offices, and housing. Opponents are fighting back saying the plan doesnt comply with state law, but minutes into the presentation for the opposition, the attorney cihad taken away on a stretcher. It was delayed. And a unit project that was shot down last summer might be back with a bigger plan. The developer is hoping to submit a new plan under a new state law that fast tracks Housing Developments that meet certain criteria. Ken, veronica, the suspects inside the white car are accused of flying clear across the country to go on a crime spree throughout california starting from the south and up here to the bay area. Reporter then the people inside still do not obey commands which appears to lead to more shots fired. Police say a short time before the shooting the suspects car was parked in a handicap spot at the hillsdale mall. The officers followed them when they left which led to a short case. They followed them down to East Hillsdale court. Then the vehicle was trapped in the court and started to come at the officers and their vehicles in an attempt to plea. Reporter the suspects were from delaware and pennsylvania and flew to los angeles where they started shoplifting from 7 malls in la and the bay area. Its amazing the 2 suspects werent killed, but they were both hurt and are expected to recover. And both suspects face numerous charges tonight. Investigators say one of the charges is using stolen credit cards. They say the suspects were trying to throw them out of window during the chase before the shooting. All right, thank you. Were counting down to election day next tuesday, and things are heating up in the San FranciscoDistrict Attorney race. Theyre focusing on contrasting their positions on criminal justice. Meanwhile mayor london breed is running for a full term as San Francisco mayor. She won a special election to serve out the term of the late ed lee. Prop c will be on the ballot in San Francisco looking to overturn a ban on the sale of ecigarettes on the city. Juul announced they were ending support for the proposition last september before the San Franciscobased company had spent millions of dollars promoting prop c. A measure to amend the citys urban line limit and add thousands of new homes is on the ballot for brentwood voters in contra costa valley. A local developer is proposing building outside the urban limit line. Those elections are this coming thursday november 5th. And this just in, we have just learned the identities of several of the victims of last nights Halloween Party shooting in orinda. They are 22yearold teon farley of antioch, omar taylor of pittsburgh, raymond hill jr. Of San Francisco, and 29yearold javon county. Know notifications have been made to their families. Now to the fire watch. Calmer winds enabling firefighters to make progress against the kincade fire in sonoma county. The size of the burn zone is still about 77,000 acres, but now containment has increased to about 68 percent and cal fire expects to reach 100 percent by november 7th. The fire destroyed 17 homes and, actually more than 17 homes. Closer to 180 homes and about 350 structures overall. Meteorologist darren peck is here with more on that. Some good news. Even though the sky is hazy. A real pretty sunset happening, and there is smoke in the sky. But just from looking at the High Resolution satellite visuals from today, the kincade fire is not putting up big plumes of smoke and air quality on the ground is measuring good for most locations except for santa rosa where odt. In santa San Francisco. Just a few degrees above average for San Francisco, but 7 to 8 degrees above average for some inland locations. So were getting warm in the afternoons. But we are still getting cold for the morning. Look what we still have here. The areas in blue there still have a frost advisory. Better than the freeze warning from the last 2 nights. So its not as intense. But it is still going to be a cold morning tomorrow when we bottom out. Santa rosa at 72. Youve been getting into the upper 20s for the past couple of mornings. So its better, but still getting down to freezing, so the frost advisory has been issued so heads up on that. Pets, pipes, and plants, the three ps to think about. And this is still really just a north bay issue. Everybody else is fine. The air is a lot drier up there, and the isolated valleys, the temperatures are just really able to drop, and then just as easily they warm up even more. So its the coldest spot in the morning and its one of the warmer spots in the afternoon. Santa rosa going to 80 tomorrow. 71 is the average. So theres the near 10 degrees above average. Livermore similar story at 81. San jose coming in at 79, and temperatures around the bay in the mid70s. Were in an exaggerated pattern right now. The the clouds are looping around a big area of High Pressure off the coast, and that means we stay warm. If you look at the red bulls eye for the west coast, this is a map that shows the degree of confidence that temperatures are either above or below average for the next 10 days. And this is a classic scenario where the nation is split. Its going to be just as far below average for the eastern half of the country as well be above average.
