We are also waiting on a press conference with pg e officials in the next half hour with an update on the Current Power shut off and another one that is on the way. That part of our story. Reporter the entire Pacifica School district is closed for the day. The superintendent made the tough call largely because of traffic. Yes traffic. With power knocked off to the stoplights getting up and down the main road in town highway one was a pain. Even with crews directing traffic it was still backed up for much of the morning. It has been nonstop like this all day. It will continue for the rest of the day. Reporter besides not having power at the schools it would be hard for a Police Officer firefighter or ambulance to gets one of the campuses in the event of an emergency. At 4 pm sunday parents got the word there will be no school on monday. At the Pacifica Community center there seem to be as many kids as they were adults. One of the many relief sensors set up by pg e and powered by generators was jampacked with people trying to charge their devices and keep kids busy. Sarah had the day off and was relieved. I said to myself i dont have to get up and take my kids to school. I get to sleep in. I was excited. Reporter susie had no choice but to burn a vacation day. Its been it with her eight yearold daughter. Pg e gave her solar powered lanterns. After two days in the dark all the food in the fridge is going back. I have to spend my emergency money on getting us fed during this outage. I cannot cook. My building is all electric. I cant cook. It is really crappy. Reporter pacifica mayor said the city is buying generators to power the stoplights when caltrans cannot get to them right away. I am happy we are not in the fire. We are not one of the 185,000 people evacuated up north. Im frustrated for a lot of the people. Because i know it is discouraging to keep on going like this. And hoping the power comes back on. Power is now back on and pacifica. School will resume tomorrow. Classes are canceled at several colleges due to the power shut off. Uc berkeley asking people to avoid campus until power is fully restored. Sonoma State University close for tomorrow. All resident halls and buildings will be locked. As the kincaid fire rages families and firefighters are working to save what they can. Family owns fieldstone farm where they have trained and boarded horses for the past 22 years. And the traffic coming into San Francisco was horrendous this morning. 90 of marin county without power of the weekend. Now all the folks are heading back. Across the Golden Gate Bridge trying to get out of San Francisco. It has been nothing but heavy gridlock. We are hearing reports some of the gas stations along lombard street ran dry because people stopping to fill up on their way back home. A lot of Power Outages in marin where people could not get any gasoline. That is the situation this afternoon. In downtown San Francisco. There is the Golden Gate Bridge. You can see traffic is steady heading northbound across the span coming into the city not so bad. A lot of folks trying to get up. This is a lot of traffic heading back across the bridge at this time of night. We will keep you updated on the situation. At this time we are recommending or we anticipate we will be able to recommend an all clear for the next weather risk window that we are going through. From about 4 am until 10 am. Wednesday morning depending on the area we are in Northern California. We will be monitoring those conditions closely overnight. Potentially as late as 6 am on thursday halloween in the south kern county. That will be impacted by the santa ana winds. Coming off the tehachapi ranch. Down to the south. Of course these times that i mentioned may change dependent on updated forecast model information. As well as observations from our field crews. As well as images coming from our High Resolution cameras that are placed around the territories as well. To put the 2 events in perspective the one we just went through and the one we are heading into. The wind component of this event looks weaker. Then the event we came out of. But the fuels will be drier. The fuel component looks a little greater. Multiple federal forecast agencies are this will be a high risk event. The Noaa Storm Prediction Center has issued a critical and extreme fire danger in california that does cover a footprint of 30,000 square miles. And encapsulates a population of 20 million californians both in northern and Southern California. I just mentioned that to illustrate the widespread nature of this event. To put that in perspective with the event we came out of i believe the number was around 11 million most squarely focused across Northern California. The northern and Southern Operations Predictive Services is forecasting high risk significant fire. Tuesday and wednesday for the next event. That covers a footprint of approximately 3. 8 million of pg e customers. The National Weather service is also issuing multiple red flag warnings for this Upcoming Event already. Have a slide from the National Weather Service Bay Area behind me. That covers a vast portion of the bay area. That footprint looks like it covers a population of about 2 million pg e customers as well. National Weather Service bay area is forecasting wind gusts up to 40 to 65 Miles Per Hour. Over some of the elevated terrain around the northsouth and east bay. We will continue to closely coordinate with our federal forecast agencies. The National Weather service and the and Predictive Services on daily conference calls. We will be reaching out to them directly on any coordination needs. To assure we are aligned on the timing location and the magnitude of this event. I will close with some good news. After wednesday after we get out of this next high risk wind event for Northern California and into Southern California. Weather models do not show at this time another offshore wind event through at least the first week of november. Still no rain in the forecast. It appears we are going to be answering a more quiescent weather pattern. I want to invite mark quinlan. I want to note pg e had a contractor who worked for us. Last friday night who apparently lost his life. He was on the elevated road doing work in humboldt county was involved in a vehicle appears to go over the side of a large elevated area. I just wanted to know that started to pop on the media. I want to acknowledge that. The contractors who work with us in addition to employees are part of our family. That is something we take seriously. We wish that individuals family our best wishes. That is a terrible and horrible thing to go through. My name is mark quinlan Incident Commander for the october 26 Public Safety power shut off event. Im here to provide an operational update. To start at one point or another across a broad timeframe there were approximately 970,000 customers that were impacted by this event. We received all clear from a weather perspective meaning that conditions improved and we believed it was safe to begin restoring our system. Beginning yesterday. For a few of our geographic zones. With the all clear coming for the rest of the system this morning at approximately 0700 hrs. This was a little earlier than expected. That is good news for us because it allowed us to begin our patrol and restoration. Process this morning. At first light. We had a full day of restoration activity. Made some good progress. As of 5 pm 1700 hrs. We have restored between 300 and 75,000 and 400,000 customers. That is at a rate between 35,040 5000 customers per hour. I made reference to that in last nights conference. We are exceeding those numbers are brought up yesterday. Some of that is directly correlated to the size and scope of the event with larger events footprint more customers more resources. And we are restoring more. That is good news for us in good news for the community. As it sits right now as 1700 hrs. We have all in about 630 thousand customers out of service. Either through ps ps or emergent cases of trouble just when the related damage. That was on a total Customer Account as of last night at the peak of about 1. 1 million. As mentioned with our restoration efforts today we have gotten down to roughly 587,000 customers remaining of the 970 that were interrupted from ps ps specifically. Resources. That we used to facilitate our restoration progress so far. Number one we had slightly over 6000 field resources out there working. We had between 40 and 45 helicopters. That we used to facilitate our air patrols. We had the one fixed wing aircraft with the assistance from cow oes which allows us to do nighttime patrols which we intend to leverage that capability this evening due to technology. High resolution camera and infrared technology. We are looking forward to that. That should free up more helicopter resources that can be applied to the Distribution System tomorrow. Looking forward to that progress overnight. Just to remind everybody the helicopter resources we do not air patrol at night via helicopter due to safety concerns. We have to fly to low. Our only leverage to patrol at night via air is through the assistance of this fixed wing aircraft. Special thanks goes out to them. In terms of mutual aid resources we did reach out to the Utility Community and requested mutual aid. We received approximately 300 employees. That are all on the system working. They are in a patrol capacity. We have also requested heavy construction crews to help us with any damage cases that we find. And we received six of them. And they are working. We also requested a additional helicopters. We find the helicopter resources are very efficient for us. We can cover miles and miles of our system via air. And get that patrol before we we store. Huge resources for us. Requested and received about 15 to 20 additional helicopters to add to the fleet. In terms of damage cases. Roughly 50. You can see a couple pictures on the slide. Wires down. Holes down. Trees into our facilities. And these are still trickling in. There is a number of different ways to report damage. We ask all employees and contractors and mutual aid partners that are on our system helping us. We to follow us very specific protocol. That once they find it damage or near hits or hazards that can be removed with no damage to our equipment for instance a tree branch lying across conductors that can be removed. No utility repairs necessary. It would have been an ignition risk. We have to clear that. We asked those folks to file deliberate process. Pinpoint the portion of where the damage was found. Take pictures and send it back to us. What we do with that information we review it. We have a very robust review process to confirm that it is actual trouble. And not a preexisting condition. Some of that is more obvious when you have a poll down. Some might not be obvious. Nonetheless we take that information. We send it to meteorology. Meteorology can use a gis and pinpoint where the damage was on the system and do a comparative analysis to what the wind speeds were in the area. That helps us inform future forecast which helps us pinpoint become more precise. When we use ps ps as a last resort we have been listening to the latest updates from pg e. The operational update. Two sections here. Lets talk about the power outage that we are currently enduring. I know you have numbers as far as what is ahead. What we are enduring right now almost 1 million customers without power. 375 to 400,000 customers have had their power restored in the bay area. 630,000 pg e customers are without power. You may remain without power in the second round. The latest numbers now saying the new shut off is planned for tomorrow 605,000 customers to lose power in 29 Northern California counties. Starting as early as tomorrow. They are our multiple red flag warnings right now. Throughout the bay area. The second round expected to start tomorrow.
