Tonight firefighters finally have a chance to catch their breath as the flames and wind have died down at least fo now. This was the scene just around midnight on guises road. The 16 mileperhour winds down the mountainside. And raced through this rural community. You could hear the wind coming down the canyon from here. Reporter as the sun came up crews had help from above. Helicopters joined the effort to contain the kincaid fire. Cal fire 1300 firefighters are battling the blaze. It plans to increahenuer by 50 tomorrow. With another wind event expected this weekend. People say it is the new normal. I hope not. We thought this was going to be a normal fire season in Sonoma County. And then Something Like this happens. Reporter firefighters have this fire surrounded tonight. What they are trying to do tonight is to create a buffer zone. Thick black area just in case the wind event comes this weekend. It doesnt pick up embers and start a fire somewhere else. The smoke from the kincaid fire has been blowing out to the ocean. We havent seen a widespread impact on air quality. All of that is about to change as these wins shift. There is a spare the air alert for the entire bay area through tomorrow. Officials are urging you to stay inside tomorrow. In order to avoid the smoke. You should keep your doors and windows closed unless it gets hot. And check local air quality reports. Tonight into tomorrow we could see a lot of the smoke moved south and affected areas like marin. Into tomorrow it will move further south and east. It will affect the majority of the bay area. Most places will be impacted going into tomorrow. Satellite from this afternoon when the sunwaup. Some of that is cloud up north. Most of this is smoke. You can see it coming from the kincaid fire. For the kincaid fire as well. Tonight all of these evacuees are facing similar circumstances. Some of them are reliving trauma from two years ago. With the smoke column moving over Sonoma County and flames chewing through vegetation on ridgelines are ready frayed nerves are nearing a breaking point. The trauma and wounds of the 2017 wine country firestorm suddenly reopened and raw again. Is kind of bringing a flashbacks back. It is kind of dramatic. All of my friends went through this. Im feeling what they are feeling. Bringing back a lot of memories. Reporter inside the Community Center volunteers came to listen. The purpose of just helping them to process what has been going on with being displaced from their homes. And their children. Making sure they feel safe where they are. And reassuring them they are doing all they can to save their homes. Reporter the former Elementary School was providing a shelter to 140 people. A fraction of those displaced by the kincaid fire. Outside the Evacuation CenterSonoma County sheriff was trying to soothe the nerves. About the possibility of looting. We want to assure every Community Member the Sheriffs Office is in your neighborhoods right now that are being affected. We have over 50 deputies on duty. Overnight we will have 26 deputies. Reporter even with the worry and uncertainty of what is happening on the fire lines people stepped in to make sure small pets has shelter. One less thing to worry about e wonding if they still have a place to call home. This Evacuation Center here in healdsburg along with the one in santa rosa will stay open until all of the evacuation orders have been lifted. They are not saying however that is the cause of the fire. Saying it is too early to jump to that conclusion. The fastmoving fire began at 9 27 pm last night. Tonight we are learning just minutes before at 9 20 pm in the same area pg e became aware of betrayal failed transmission line. It wasnt until 7 30 am this morning a worker patrol the area. It was a cal fire crew member who pointed out the broken line. Why did it take 10 hours to inspect the area after your company was made aware one of your lines . Im not aware it took 10 hours to inspect the lines. I have a difficult time answering that question. Can you provide additional . Reporter you were made aware at 920 a. M. Cal fire told one of your workers about 7 30 am. That something was wrong with the line. That is according to your report. That is accurate. I dont know the answer to that. We will get to the answer. Reporter they are also admitting while the utility turned off its low voltage distribution lines in the fire zone it didnt turn off is high voltage transmission lines. It claims that is because the winds were not strong enough. We look at windspeed. Wind direction. Fuel content. How dry is the fuel humidity general conditions. Reporter a second round of shutoffs in the bay area is expected starting this saturday night. Pg e confirmed some who had the power turned off this week could be in the dark once again. We do think it will be the strongest offshore wind event this season by a large margin. Models are correct possibly the strongest offshore wind that we have seen in years. Reporter pg e said this weekend shut off could be longer than the one experienced a couple weeks ago. They did not give a time frame on when it would end. They will have a better estimate by tomorrow. Cities and counties to get a better idea of how widespread the outages might be this weekend. Here is what we can tell you. The one thing you can notice here in this area is the heavy smoke. Firefighters are telling me it would be much worse in the area if the wind wasnt here yesterday. And if lou a lot of the smoke away from this area. But tonight once again it is 5 contained. Firefighters are out there throughout the night working on this fire. They will be able to translate down toward the ground getting to the neighborhoods and the communities where we live. They wont be 75 mile per hour dust. It is going to be stronger than the last few have been. This is the kind of window 45 mile per hour dust. Going through the communities of the north bay. It really is the north bay and the east bay valleys that are the most vulnerable to noticing the uptick in wins. The east bay of Alameda County isnt even included. In the high wind watch. It is the east bay valleys in the north bay. 45 mile per hour is enough to break a tree branch. Or get some debris flying around. Lets get ready for that difference. The other thing is the severity of the winds. We are getting back to more of an onshore flow tomorrow. As we get into sunday an area of low pressure develops that is a bad spot. Closest these lows are to us the best of the winds has to wrap around them. To move off to the rest of the country. We happen to be in the wrong place on that. There is your strong north wins the starts funneling to california. The timing on this as we pointed out before. Sunday morning is your timeframe. I want to show you the closeup view on future cash.
