Reporter in oakland, the preparations are moving from the personal level to citywide, with all cops having days off cancelled for all hands on patrols. We take this red flag warning extremely seriously. We all know the devastation that fire can cause. And so this is a time to be extremely vigilant. Do not use equipment that may cause sparks. Five days without electricity is pretty unacceptable for our community. And we certainly will expect pg e to do everything within its power to assure that we dont see those winds of impacts. Reporter when the power was asked about problems in the city of oakland, because of these Power Outages that were experienced, these kinds of situations bring out the best in the people of oakland. People in the East San Jose foothills are scrambling, and city leaders feel like they have been left in the dark. Reporter my photographer and i just got an alert about possible Power Outages to this neighborhood. They will almost certainly be without power. Many who live in this part of town say they werent aware or were left illprepared for what could be a life and death situation. Pg es plan could plunge large parts of the south bay into darkness. I have asthma, and so does my daughter. So we need to plug in the machines to breathe at night sometimes. Reporter after learning about possible Power Outages, Maribel Hernandez rushed to home depot to buy a pack of generators. I am concerned. But worst case scenario, were just gonna have to probably go to the emergency if we need help. Reporter throughout the south bay, residents and Emergency Managers were left scrambling by pg es announcement. City leaders say they feel like they have been left in the dark without the detailed neighborhoodbyneighborhood information they need to develop a proper plan. Were not getting the information, or youre finding out yourself. Doesnt quite make sense to me. Were deploying areas for Faster Service with our police and fire. Reporter even people who bought generators ahead of time says its an open question if his neighbor will be ready for sustained outages. Theres like ten people with dialysis and breathing machines. And they didnt do anything. Reporter according to a check of pg es website, this neighborhood on mt. Hamilton in san joses East Foothills should expect to be without power for as long as 24 to 36 hours. Starting tomorrow, pg e upon open a Resource Center at the stadium in san jose. It will be open from 8 00 am to 6 00 pm for the duration of the shutoff. This wind event is gonna be bay area wide. But there are several differences in location and timing they want to outline. Wind speeds tonight, not much going on here. Thats tomorrow morning, 9 00 am. Red flag warning in place for the bay area. 30 mile an hour gusts in calistoga, 50 mile an hour gusts in the mountains above that community. And we havent noticed a whole lot down here. Get a little bit of a break there. By wednesday night, the winds have picked up and this is when it peaks overnight into thursday morning. Everybody is getting in on the act. 40 mile an hour gusts for some north bay communities in napa, 36 mile an hour gusts in santa rose itself. And this is when the gusts are hitting 60, not only here through the mountains of the north bay, but look at the east bay hills and toward the peninsula and even around san mateo, well have gusts at that point near 50. After we get back that point, the time we get into friday, things will calm down. Ill be back with more on that red flag warning. This is gonna be a rolling outage. Again, people in live for the first wave of those outages have just about six hours left to prepare. Allen mart sin here now with the top five things that you should actually have on your check list. Its not just about gathering physical supplies. You need to stock up on information. First off, register with pg e and your local county for outage alerts. And dont count on solar panels to get you through. They wont work unless you have extra equipment. Stock up on seven days of food, water, flashlights, batteries have been. Get familiar with your garage door. If you have the battery backup like the new law requires thsh is why you got it. If you are buying your generator, make sure you know how to run it safely. You didnt even know that you had to keep those outside. No, you know . Its a learning curve. I never in my life thought id have to get a generator. Very dangerous to havet indoors. Generators should be kept somewhere with good ventilation. They should also be placed on a flat surface, and away from any combustible materials. Thank you for that. A number of schools will be impacted by the shutoff as well. San leandro says all 13 of its schools will be closed. San jose is shutting down schools wednesday and thursday for sure. And classes at uc berkeley are canceled for tomorrow. Pg e says its seeing a high volume of traffic and delays on its website. It is working to restore access. We spoke to a pg e spokeswoman about exactly how this decision was made. This decision was not made lightly. What were seeing is a wind thats going to be very significant throughout our state. Gusts up to 60 to 70 miles an hour anticipated. And that is how we made the decision. Reporter when it comes to reenergizing well, let me go back to shutting power down. Its again gonna be happening on a rolling basis. So far, we know that napa and sonoma counties will be going first. Happening just after midnight. And then marin will happen by 4 00 in the morning. So it looks like im about to experience what a lot of people in the bay area may be experiencing in the next 24 hours. Of course the lights were not working. And there was no way to cook. Ill make sure the barbecue has plenty of propane. But there was less obvious things as well. Breakfast scraps put down the skink were clogging it up since the disposal wasnt working. And they say its important to know how to get your car out of the garage when the electric opener isnt operating. Im gonna give this a try. You pull the handle, which disengages the opener. And then you push on it, and it should come up. That actually worked. Reporter out on the streets, people were preparing. The gas stations were doing brisk business. And rosa davis arrived at the atm to pick up some cash, since credit cards may not be working. But having cash may not mean much at places like hawell, a sushi. Three hours without a working freezer, and his seafood will be lost. Were very worried. I wruft heard the present from this morning. What can i do . I cannot do anything now. Reporter back at home, my cordless landline phone wont be much help because its receiver needs power, and Service Comes from my internet provider. But reporter shara tipkin says priority will be given to keep cell towers operating. Youre gonna want to have that charged up. Theres power banks you can buy, external battery chargers that you can buy cheaply. Reporter and there are problems of a more personal nature. I dont know what im gonna do if theres a prolonged power failure. Like a lot of people, i have sleep apnea. Which means i have to wear a mask like this at night to keep my air passages open. So if we have a couple of days with no power, im not sure what kind of condition im gonna be in. The power to my house came back on after an hour and a half, but it was a good thing that it happened. A lot of people here are starting to take preparations much more seriously now that the threats feels so much more real. Lets take a moment and clarify the difference between the red flag warning that is responsible for the Power Outages that were all preparing for. And the actual weather, the majority of us are going to experience this in the towns and cities where we live. Heres the red flag warning. This is for the mountains, above 1,000 feet. This is where the trouble, the concern is. Where the worst of the weather is gonna be. Most of us dont live there. And we wont experience those numbers but those power lines will. So from wednesday morning at 5 00 am to thursday evening at 5 00 pm, the potential is there for gusts up to 50 miles an hour in pretty much all of the mountains surrounding the bay area. Thats the red flag warning. Heres the wind advisory. This doesnt talk about fire weather. This talks about how windy its gonna be and what were all going to experience. And itll be windy in the hills. Weve got that covered. Take a look at most of the populations in the bay area. Were not included in the wind advisory. Doesnt mean its not gonna be windy. Wednesday morning at 11 00 am, its already gusting in napa to 22 and 30 in the mountains. But most of us arent experiencing a whole lot just yet. I want to bring this ahead to the tr spots. This is wednesday night. 7 00. We see the purples on this map. Thats where were hitting our gusts of 40 to 50 in the mountains. But look at san rafael, look at santa rosa, san jose. Its breezy wuchl youre not gonna notice anything too significant. Unless youre up in the north hills. Thursday morning, this is the strongef point in this wle thing. Strongest point in this whole thing. By thursday morning, weve got gusts potentially hitting 60. The ridgeline in the north bay, and maybe even in the east bay hills. And yes, if wer gonna notice winds when we all live, this is when itll happen. Thursday morning, the first half of thursday. Not Strong Enough for a wind advisory in town, but Strong Enough that the breeze picks up. Watch what happens to the relative humidity here. Wednesday night and thursday, watch how the offshore winds are so strong, it actually blows those low humidities all the way off the coast. In the sevenday forecast, our temperatures are pretty much going back to average. And that is where they are going to stay. As you look ahead through the next seven days, expect the numbers to cool down from what youve experienced over the last few days. Thats the other side of this story.
