This morning the family of a notorious mobster, James Whitey Bulger has filed a wrongful death lawsuit. Bulger died only one day after being transferred to a West Virginia federal prison. His family wants 200 million in damages from the u. S. Bureau of prisons and department of justice. Their attorney claims that moving him to the prisons general population was, quote, dangerous, negligent and reckless. The mobster was serving life sentences for his role in 11 murders. This morning a School Police officer in a is no longer on the job after arresting two kids. Authorities say officer Dennis Turner arrested two 6 years old in orlando, both in separate incidents. Police have not revealed many details because of the childrens age, but they say one 6yearold was taken into custody last week for a temper tantrum. Her grandmother tried to explain it was caused by a medical condition. Orlando police say the situation wasnt handled properly and the charges against the kids have been dropped. This morning the vaping related death toll now stands at nine in the u. S. The governor of kansas says that a man over the age of 50 died after an illness linked to vaping. This comes more than a week after a Tuolumne County man died from complications related to vaping. California health Officials Say that so far two people in the state have died. Today a House Committee is also holding a hearing on the outbreak of lung illnesses connected to vaping. In the meantime, federal investigators are conducting an investigation into ecigarette maker juul. The investigation was launched by the u. S. Attorneys office in northern california. The focus of the probe remains unclear. Juul is facing several federal and state investigations into its marketing. The company has taken heat for the rise in vaping among minors. Mary, thank you. A San Francisco judge ruled that the city can move forward with that hotly contested Homeless Navigation Center along the embarcadero. The embarcadero Navigation Center is already taking shape on a parking lot near the bay bridge. San francisco says its a proven model to help the homeless find permanent housing, but some neighbors arent convinced. Looking at the way that the city has run other Navigation Centers, we dont have any confidence that the city will be able to run this one well without any negative consequences for the neighborhood. A judge denied opponents requests for an injunction to stop the 200bed shelter from opening yesterday. The mayor says that the center is badly needed to deal with the crisis on the streets. And after the ruling the mayor tweeted out that we need more Navigation Centers, more treatment beds and more permanent Supportive Housing and more Affordable Housing if were going to address the homelessness crisis. Happening today Mountain View city council will consider new restrictions on rvs. Critics say the pair of ordinances are a thinlyveiled ban. One would prohibit rvs from streets that are either too narrow or have bike lanes. Another would set up a Safe Parking Program where owners would have to leave each day at 7 00 a. M. Right now a check of the roads in traffic. Reporter yeah, you know, our busiest spot right now is in the south bay. We got at least two separate accidents brewing out there that are blocking lanes and affecting your drive on 101. So if youre headed out the door, you can take a look at this map quickly before you go, and see it is slow and go on the northbound side. Were seeing brake lights at least coming away from 286 connector and stays slow north of there. And thats where you find these trouble spots. One reported on guadalupe parkway. Another one northbound 101 at trimmable. Now, that one is blocking at least one lane. The number three from the left, 42minute drive time right now. Might have even increased within the last couple of minutes working your way out of the south bay towards sfo. Once you get past this, much better on 101 heading towards the peninsula. Right now traffic is a little slow. On the flip side southbound 101, its the noncommute direction, but seeing some spectator slow something on the northbound side. But southbound 101 look out for a crash that is blocking at least one lane as well. So a little sluggish on that northbound side due to those looky lous as you pass through there. And just south of there, 101 yet more troubles here. We got brake lights coming out of san martin coming out of morgan hill. Tenant and cochran is where you see the delays. 680, heads up, two trouble spots here. One crash reported southbound right at washington. Another one reported southbound 680 at vargus road. Now were seeing delays in both directions anyway as you work your way through the braid there. Elsewhere east shore freeway starting to load up just a little bit. A few brake lights as you head into berkeley, heading towards that bay bridge toll plaza. Thats where you find the metering lights. They are on. Traffic is stacked up pretty much bumper to bumper to just about the foot of the maze. Were not seeing any approaches slowing down quite yet. But that will change in the next couple of minutes. Delays working your way near the metering lights as well. One of our bright spots, right now, if youre taking the nimitz freeway, no delays northbound, at least near the coliseum into open. Traffic is light southbound here, but definitely starting to thicken up just a bit as you hit hay ward. And, hey, maybe use mass transit today because it is a spare the air day. Good idea. A redflag warning, so an extreme fire danger for the north bay mountains, east bay hills and the diablo range due to strong gusty northerly to northeasterly winds. That is that offshore flow and low relative humidity values, 10 to 20 . So watching that closely for you. Wildfire safety tips, properly discard cigarettes. Keep vehicles off dry grass. Avoid Power Equipment and activities that could throw sparks. Definitely that defensible space. So remove dry vegetation around your home just to protect yourself here. We also have that spare the air alert. The air quality unhealthy for sensitive groups for the east bay, South Central bay and santa clara valley. Moderate air quality for the rest of the bay area. Temperatures running anywhere from 15 to almost 20 degrees above average for this time of year. They moved the locator there to guadalupe parkway, so past trimmable where it was first located. You can see traffic is backing up as a result.
