Could a Smart Phone App help reduce gun violence . Thats one of the options on the table tonight as the white house hammers out its proposal to address the gun violence problem. Senate source familiar with talks say the app would allow private sellers to connect to the criminal background check system. As it stands now, there are no federaly mandated background checks for sales, most of the options considered involve beefing up background checks. Theres also been talk of applying bigger penalties when somebody buys a gun for somebody else. At one point this summer President Trump said hes open to expanding background checks but later he backed off of that under pressure from the nra. Meanwhile, a new video from the nra is calling out San Francisco for labelling the group a terrorist organization. The nra has sued the city in federal court but one city supervisor tells kpix 5 political reporter melissa caen, its all worth it to make a statement on gun control. Dear San Francisco. Dear San Francisco. Dear San Francisco. Dear San Francisco. Reporter nra members have a message for San Francisco. I am not a terrorist. And im not a terrorist. I am not a terrorist. Im not a terrorist and im very offended that you can label us that. Reporter this new video is in response to the board of supervisors unanimous vote calling the nra a domestic terrorist organization. According to the resolution providing support for a terrorist is also an act of terrorism. And it says the nra does provide that support. The nra exists to spread disinformation and knowingly puts weapons in the hands of those who would harm and terrorize us by blocking common sense gun violence prevention legislation and by advocating for dangerous legislation like stand your ground laws, permitless carry, and guns in schools from kindergarten on up through university. Reporter shes a long time leader in a group moms demand action. Its time to rid this country of the nra and call them out for who they really are. They are a domestic terrorist organization. Reporter but the resolution doesnt just label the nra as terrorists. It also says the city should assess the financial and contractual relationships our vendors and contractors have with the nra and limit those entities who do business with the city from doing business with the nra. That threat of harming contractors is at the heart of the nras federal lawsuit. According to the legal complaint, calling the nra a terrorist organization coupled with a unanimous legislative vow to blacklist any and all supporters of the group who may seek government contracts constitutes a true threat of retaliation against the nra and against its contractors and vendors solely for the exercise of protected First Amendment rights of speech and association. The supervisor says the city is no stranger to pushing the legal envelope. In the end, if in this case moves the gun control conversation and moves us closer to background athletics or assault weapons ban or anything at some point, it will be worth that cost. Usually we show off our cameras. For today im showing you the one over dublin. On a day like this, thats my favorite view. Low clouds at the marine layer have made it into the trivalley and the rest of the inland part of the east bay, and boy, did you feel it today. 83 in concord. Not bad. Livermore, youre pretty much right in there as well. This was the day we cooled inland spots down by as much as 15 to 17 degrees. Tomorrow were going to keep the cooldown going. We did the bulk of the cooldown for the bay proper yesterday. I was spotlighting all those numbers then. Heres tomorrow. 71 in mountain view. 66 in the city. Its not the temperatures tomorrow that are the headline of the day. Its the chance theres light rain coming. Lets take the futurecast which is already showing us a well organized line of rain off the coast. Well play it forward and by the time it gets here, it looks a lot less impressive. Starts to fall apart. But its still bringing a chance for light showers as early as 2 00 in the morning, perhaps a few light showers in the north bay. Well keep this going right through the commute. Notice how its very spotty. Its not widespread heavy rain. But its isolated showers just enough to maybe catch you by surprise and get the roads slick tomorrow. If your windshield wipers come on, it wont be heavy rain but its giving yourself a little more time to plan for the possibility for maybe some slick roads and to give you another way of looking at this in terms of the timing, santa rosa, im going to spotlight you with my north bay example. But your best bet is coming in that window and if we follow the progression, we get into the south bay. San jose, better bet shows up in the late morning, say between 9 00 and 11 00. Its one thing to tell you what the chance of rain is. Its another thing to tell you how much were actually going to get. Were not going to get a lot. Thats less than. 1 of an inch of rain showing up across much of the bay area slick roads. This is only the first one. Here comes the next one. Well clear out tomorrows rain. Then watch what happens on wednesday. A very similar looking scenario happens. Its a really well organized line before it gets here. Then when it does get here wednesday morning, it falls a part. But there is a chance for some more light rain on wednesday. Most likely its going to come together in the north bay. This is just the wednesday rainfall totals now. In other news, you may never have heard of these 20pound rodents brought to california in the late 1800s for their fur. The state said they had successfully been eradicated by the 1970s, but then in 2017, the nutria suddenly and mysteriously reappeared. They threatened farms and infrastructure. If they start multiplying, it could be hard to get rid of them. There are amazing little wetlands scattered throughout the state that people have no idea are even present and thats exactly where they thrive. Reporter tucked around the otherwise dry and dusty central valley, youll find the small wetland jungles and here in Merced County youll find the epicenter of a california rodent emergency. This is where weve taken more nutria than in any other county in california. Reporter wading through this marsh with a team from the California Department of fish and wildlife, you quickly realize what a challenge nutria erad occasion eradication is going to be. Theres nothing easy about it. When you see that firsthand when youre slushing through the mush, checking traps. Last year we pold almost 90 nutria out of this wetland. Weve returned with traps. So what does that escalation mean . More manpower, more technology. This is our collector app. Where cameras are. We can pull up reporter not just a few cameras. There are now more than 700 of these set up along valley waterways. The yellows are where we have had or currently have cameras placed and the pink dots are where we have current detections. Reporter he cameras are giving the state a better idea of how many nutria theyre dealing with and whe theyre going. Whats important about working here is there are all these rivers here. The merced river. San joaquin river. That serve as highways for nutria potentially to disperse up and down the state. Reporter because while the nutria pose a huge threat to the central valleys agriculture and Wildlife Habitats like this marsh, even greater damage could come if they spread north of interstate 580 into the heart of the states water system. Our goal is to keep them out of the delta. Compromising those levies, compromising our cities behind those levies. Compromising the states ability to move water around for agriculture, for Drinking Water in southern california. How confident are you that you can stop them . Well, theres only one chance were going to get. If we wait too long, then our chance will disappear and well have to live with them forever. Reporter so whats with all the Sweet Potatoes . This is kind of the sweet potato capital of the valley. Farmers Vice President actually donated them to the cause. Can you shoot these things . Yes, you can.
