We have a light reflecting on the bottom of the clouds. That tells you what the marine layer is looking like this morning. We have a deck of low grade covering a good part of the bay itself. Bu extending too far inland. Numbers have us in the low 60s, it is 61 for concord and oakland, 85 in livermore. And 53 in santa rosa, it is nice to see those temperatures get into the mid50s. For inland locations, that is a good sign for the daytime high later today. As we take a look at where we are going for the city officially, we will hit 67. That will be 3 degrees cooler than where we were yesterday for the daytime high. So a little cooldown still for the cities and areas around the bay, keeping us in the 60s. Look at the numbers inland, 84, that is it. How do up near 100 yesterday for most inland locations. Today it will be the mid80s. Turning to the campaign trail, healthcare and guns were among the topics this week at the third democratic president ial primary debate in houston. We asked former San Francisco mayor willie brown, as is the third debate, is anything different this time around . Some of clearly two or three new things. Beto orourkes comment about going after the automatic weapons, and how they ought to be taken away. That was a new movement. When amy reminded everybody that he wrote the bill, but she read it, that was the exchange between amy glo butcher and Bernie Sanders . That was traumatically new. Believe me, i think that may have been it. 40,000. I am volunteering. We will get to that in a minute. You have been in these candidate debates, it is very frustrating. Ask them any question and they give you back a canned response that sometimes has nothing to do with the question you asked. Thats right, and if you have 10 people on the stage, even with three whole hours to fill, it is hard to keep following up, and sort of tease out those answers. At some point to go i asked for a and you gave me be. The people at home can see they are dodging my question. Maybe that is the answer. What is the best way to dodge a question . That just as they are doing it. They are geniuses at appeared but it is so boring it is as if they did not hear the question. It is tough to watch that. If you want to dodge a question, act as if you did not hear it, and proceed to answer in whatever speech you need to make. We saw that a lot during this debate. There were some followups, but maybe for new information, not much. How would you change it . I would simply stop having the dam debates. All you are doing is filling time with absence of quality of what you get. Lets go back to law and order suv. It really seems like it is shaping up to be a 3 raise. Do you think there is still an opportunity for people, for candidates in the second or third tier to somehow search . Anything can happen. The primaries dont start for another five months or so. That could happen, but it would also require not just someone to search, but for someone at the top to do something to get themselves lower in the polls. It sort of requires two things happening at around the same time for that to happen. While there may be issues with some of the toptier candidates, it does not appear that they are going to be making huge gaps necessarily. So, while someoneffult. , china. We go to oakland were local politics are heating up this with Financial Assistance for college savings. Now, a councilman says the city cannot produce any records of the accounts linked to oakland promised programs. She is calling for an audit. Any person who can question the amazing accomplishments of this program is mean hearted, chasing what could be really just a political vendetta. Castle and wrote an email that instead of attacking people for asking questions, the Mayors Office should show documents to prove that the accounts actually exist. No word yet on whether the city auditor will look into those programs. Tainano 6 10. Coming up, where bart writers could expect delays as track and San Francisco supervisor rafael mandolin enjoys fill at the roundtable, they are talking Mental Health of the city and staffing problems at distribution centers. If youre living with a condition, Kaiser Permanentes integrated care team will help you get through life without missing a beat. Kaiser permanente. Thrive. Has all the looks for way less. Thats yes for less. Seriously, get the fall brands and styles you love and save 20 to 60 off Department Store prices. At ross. Yes for less. Good morning. Joining us is San Francisco supervisor rafael mandolin who is at the forefront of one of the biggest issues in the bay area, and in the state as a matter of fact. We are talking about the people on the street. The people who sort of walk between jail, and hospitals. But, also come in contact with the rest of us. Recently, we had a homeless person in San Francisco who may or may not have been in the right mental mind, might have been a methamphetamine, who grabbed a woman outside of her condominium complex, and threw her to the ground saying i need to save you from the robots taking over the world. Yup. The question is, he was released shortly thereafter on his own recognizance. Why dont we have a place for somebody like that to stay . I mean, they are clearly a problem to themselves, they could get in more trouble, and are a problem to us because they could hurt somebody. It was a mistake to let that guy out. We do have places for people. But, it sort of brings up all of the worst fears everyone has about the folks who we pass. Most folks are not dangerous, and most folks are mainly a danger to themselves and need help. That guy clearly should not have been out on the street. But, it is difficult. You and i have both taken a look at this issue. I want to call them if you for your work on this. We had a bunch of Analyst Reports that say that San Francisco has been reducing the number of Mental Health beds it has in its system, and not requiring other hospitals to put them in. So, for the past 10 or 15 years, while we are talking about the problem of Mental Health on the streets, we have not done anything. We have gone the other direction. We have tried, in the last budget for example, we extended out some Mental Health beds. It has not kept up with what we have lost over the last decades. Even in the private market wait, im going to call you on that. While we expand the number of beds, it turns around we dont have the staff to take care of the people in those beds. So, they stay empty. So, again, you sit there and go how does waa uniquesituation, the San Francisco general, and a particular facility which is governed attention this week, it is about 41 beds. Yes, they have not had the staff there. There is a ton of questions that raises for me about quality and patient care, and patient safety. Those 27 beds are part of a 2000 bed portfolio the city has. We are having hiring problems. But, that is not this is a difficult population to work with. Absolutely. It is getting in all aspects of life, it is getting harder to hire in San Francisco. It is also a criminal justice issue, because people say they should be in jail getting help. But, the jail is having a hard Time Staffing section psychiatric workers, because they do not think the jail is a Good Environment for them. San franciscans are conflicted about the jail. A few years ago there was a proposal to build a new jail, and we did not do it. We have 700 prisoners at a terrible facility, which we l. There has been talk about maybe taking the county jails, or other unused federal or state facilities that may not even be in cities, and using them as a sort of treatment center, what do you think . I think we are desperate for every space we can find to put people, which is why the situation at general is troubling, that we did have these 4550 beds could have been used and were not. Do you think that the philosophical questions will ever be resolved in a way that we can actually get a handle on this, or are we always going to be in the sort of catch22 bind . I think san franciscans will continue to fight each other over this issue going forward. I believe there is a clear majority that wants people to le care that is willing to get people into placement. But, there is definitely divided opinion. Reflected eve on the streets of San Francisco, and not to San Francisco, i think you can see it in Alameda County as well. That is the state of where we are, one of the richest state in the unit, and one of the highest property rates, right . We have something outside that is clear, that is the weather. Lets take a look at that now. We are going to get some relief for those in the two did not get the cooldown yesterday that everybody else did. You can see by the numbers over my shoulder, look at concords 24hour change. That is going to be 15 degrees. You were 99 yesterday, that is the bright orange number on the lefthand column. What i want you to look at is the light blue number on the right side. 10 to 15 degrees cooler today for inland locations, and San Francisco, oakland, san jose, fremont, hayward, you will keep cooling down as well. He did most of the cooldown yesterday, but you will still go anywhere down from 3 to 7 degrees today. To show you what that means for the daytime highs today, oakland youre going to 72, san jose 80, concord is only going to 84. After two days right around 100, to drop you all the way back down into the mid80s, it is nice now. Everybody gets the cooldown. Speaking of everybody, lets fill in the rest of the map. Fremont youre going to 75 today, we will go 64 at the coast and pacifica, there is not of you going at 76, and there is redwood city coming in at 78, livermore you will do 81. Those are good looking numbers. The other thing about today, it will be breezy. It will be a little breezy, because we are on the leading edge of a week fall weather maker. We will get some light rain monday morning. , before we get rain, expect today to be breezy. You will see the winds pick up as we get into the afternoon. You will notice, it is not the best thing for allergy sufferers, we will start blowing pollen all over the place. That is the first issue. Its get to the more interesting aspect. This storm right here, and if we follow that leading edge of it right there, switch from live satellite, put into the future cast, there is the leading edge of the rain. We will bring that fo and boy, doesnt this impressive by the time we get 8 00 tonight . That is a very well organized front bringing rain our way. It is not going to stay that well organized by the time he gets here. Lets come in for a closer look now and watch that advanced. Some of it falls apart. Another that holds together. We will get rain monday morning, and we will bracket the commute. See how the says 6 am . We will start out mainly in the north bay, sonoma county, rsber then, we will still watch this line march across the entire bay area. By the time we have gotten to 9 am, it is going right through the heart of the whole region. Expect the rain through the drive to work tomorrow. If the forecast holds as it is now, some of the more impressive rain will come towards the later part of the commute, and into the rest of the morning. See, san jose gets in on the action once we get to 10 00 to 11 00 tomorrow. I do not want us to hold this too firmly to the timing. The general take away is we will get rain monday. It will come monday morning, it will come during the commute, and maybe later, and it will be just enough that the roads will get slick out there on monday mornings commute. Other than that, the temperatures will stay well behaved, and in the mid80s. There is another small chance for light rain, mainly for the north bay on wednesday. I will show you that coming up in the next half hour on the future cast. For now, back over to you. Bart writers can expect delays this weekend on the antioch line. That is because crews are replacing track between the orinda and walnut creek stations. Halfway ne. Rs will face delays of 30 minutes, and it may be an improvement over shutdowns on previous weekends, at least this time, bart a single tracking to allow riders to still use that lafayette station. It is massively inconvenient, but i would rather have them singletrack then bust bridge. It does impact some of the private, or you know the streets that to get really clogged up. So, then we have to reroute and get back on the highway. It is just delaying a lot of things for the weekend. On the road, cars are slowing to a crawl on highway 24. Two eastbound lanes are closed to allow room for construction equipment, and bart says the work is ahead of schedule, but track shutdowns will still be necessary on two remaining weekends of work. One in late september, and one in late october. A live look this morning at sfo, where repairs are also slowing things down. The airport reported 168 delays, and nine cancellations yesterday. The big runway construction project that is causing those delays, just hit a milestone that should speed things up. Crews just completed repeating a stretch of oneway 20 8l where it intersects with runway one rp two days ahead of schedule. Halfway done, the work moves to a different section. In the meantime, passengers should still expect delays, just not as many. And morning everybody, it is an nfl sunday. I am here to tell you about saturday sports around the bay area. That is your view outside for Treasure Island looking back towards the bay bridge. Numbers have gotten cooler for the trivalley. It is only 55 degrees right now. 53 in santa rosa. We have got a cool few spots out here. It is low 60s in general for most other locations 60s San Francisco going to 67. That will be 3 degrees cooler than yesterday. Much cooler than friday. The real difference happens when you look at the inlet forecast. 84 degrees today for the daytime high, had you up around 100 yesterday. It is a 15 degree cool down for more inland spots today. Concord, trivalley, up around santa rosa you will notice this as well. If we look at headlines once we get past todays cooldown, there is light rain coming from monday morning, and now, interestingly, another chance for some light rain on wednesday. Although that will be confined mainly to the north bay and it does not look like much at all. But, still the possibility, and we need to go into both of those. In more detail that is what we will do coming up in the complete forecast in a few. T away from floridas is close to the bahamas. He is offering 10 people 1000 a month for a year. We as former San Francisco mayor willie brown brought about this play. Attention. I am looking forward to meeting him. I think he should be selected at who he passes that thousand dollars on two i want to volunteer. I will wear a tracking device so he will know what i did with it. That would not cover your sock budget. I thousand dollars for you, come on, now. People who i have talked to said these politicians are promising this, promising that, this guy ill never get it, but he is saying here is upfront himoney ere his mouth is. If you want to make a splash, he needs to get that attention. We all have been waiting, what are the things candidates will do to make a statement . This has gotten People Like Us talking. He is challenging the social Network Delivery system. Believe me, we spent a lot more in most cases. We spend more than 1000 a month on people when we provide the coverage that we provide, when we provide the relief, whether in the social Service Delivery system. He has not gotten there, yet. You just wait to see what kind of reaction he is going to get from the people who employed there, that suddenly would be out of business, if you gave me the money directly, and not through them. He also plans to use Campaign Money to do this. There is a big legal fight about whether or not that is legal. No one has ever tried to do what he is doing. Not exactly, melissa. But what he talks about is he talks about technology, and its impact on jobs. He is saying automation, he is eventually going to replace a lot of people in factories, or people that drive cars or trucks. That is right. He said Climate Change is inevitable, lets focus on getting people out of lowlying areas and into places where they will not be impacted by sea level rise. So, these very innovative, i found during the debates when he was talking, i really paid attention. Whether you agree with him or not, he is saying Something Different than everyone else on that stage is saying. And, i think that a number of people are paying attention. He gains a lot of twitter followers, a lot of google searches after every debate. So, certainly attention. Moving on, ford is recalling hundreds of thousands of explorer suvs over sharp seats. If you did not get a chance to check out the big pet fair in pleasanton, it is not too late. Is the nra a terrorist organization . Some San Francisco lawmakers say yes. Supervisor referendum anyone joins fill material next to talk about it. Good morning. It has long been said that San Francisco was put on the map to give the rest of the country something to talk about well, joining us is San Francisco supervisor referendum who di it again. This time, you has have passed a reference resolution calling the National Rifle association a terrorist organization, really . I want to give credit where credit is due. This is supervisor kathleen stephanies legislation. I voted for it. But, she is a longtime gun control activist. She is the local director of moms demand action for gun safety. Supervisor stephanie is tired every single meeting, during roll call introductions, she tells the story of gun deaths that have happened that week. She wanted to send a message. Clearly she did, we did. I think there has been skepticism expressed from some folks. I am sensing it from your little bit. I have certainly gotten emails from some of my constituents. Let me ask you something about that. Are the most from the constituent say what are you doing, or saying what are you doing with there are so many other things that need to be done . Some folks are saying both of those, you know what is this . We have homelessness, housing crisis, why are you spending your time on this . I would say those folks outnumbered by the people who are writing in and happy that she did this and we did this. What is the goal . The goal obviously is to make news, right, to make a statement . May be. One of the fears that i have is that we become inert to this. We see these killings in churches and schools, and festivals, and they become so regularly that we just accept this as part of life. And, i think that a resolution yo this is unacceptable. This has to stop, and stopping it has to be a priority for our politics. Speaking of our politics, it appears to be signaling from dc once again, that an assault weapons ban is not in the works. That signal is not just coming from the republicans, it is coming from the democrats as well, and here in heavenly blue San Francisco are a number of democrats including House Speaker nancy pelosi. Why dont we call them out . I think nancy pelosi is doing everything she can to get as much gun safety legislation as she can. The reality is, the republicans control the senate, there is a republican president lets be honest about that, there are democrats that dont want to have to vote on this. They just want to say we are not getting to it, but there are democrats in parts of this country that do not want to vote on this. Into that, if that is the case, and all the more reason for a deeply city like San Francisco to stand up and say really, this is an issue we have to move on. The nra has turned around and sue to in a typical american tradition as well. We hurt their feelings, and they are upset. Fro ou tradition of taka st si in courts. And, in the end, if this moves the gun control conversation, and moves us closer to background checks, assault weapons ban, or anything at some point it will be worth the cost. I guess if we put it up against banning Plastic Straws, or for, or a few other things, it might actually have a little more seriousness to it. I think banning Plastic Straws is serious. I think there is a giant plastic ball in the middle of the ocean we want to stop adding two. That is a reasonable thing. I spent most of my time, as you know, working on substance use, Mental Health, homelessness. I do think there is a space for san franciscans to express our values, and try to push the envelope that spaces the San Francisco board of supervisors. It has been for a long time. Under this directorship, it will continue to be not just the voice of the people, e rld. Thank you are going to go ou there and take a look at the world out there. Take a look at the weather. We have a Great Network of cameras to do just that for the bay area. I want to use the one we have in the trivalley is my example this morning. This is different. Those are lowgrade clouds that have made it out over dublin. This is our camera that sits in the hills above dublin. When you have clouds that gray sitting overtime, you know we have a strong on source surge to have pulled the lowgrade in this way. If you are in the trivalley this has got to look good.
