Progress by now. Reporter progress will take longer, sausalito is having to relaunch the bidding process for the cleanup after failing to meet all of the criteria set forward by fema requirements necessary for that funding. We do not follow it exactly, it is very complicated and we have not done that in the past. We missed a couple of the criteria, the checkoff criteria. The bidding process begins again, this time the city manager will have the authority to accept a bid on behalf of the council if that helps to speed things up. Starting over however will push the cleanup back at least another month. We are all very cognizant of the timing issues and try to get that resolved and on its way. All in all yes it is an inconvenience but you know, no one got injured. I couldve been a lot worse. Let us step back a little bit and think about the circumstances that sausalito finds itself in. Earlier, not too many months ago, we were in paradise with the city council was telling oaks that had moved back onto their burnedout properties that they would have to move those trailers and subsequently leave again. Why . Because fema was not going to come in and clean up and people had moved back onto the property. Paradise had to scramble to fit femas demands. Now, let us talk about the Russian River earlier this year when they had all the flood debris piled up on the side of the roads. What happened there . They were having people coming by and dropping their Spring Cleaning stuff into that debris. What happened . It threatened to fema funding because if fema find stuff in there from not the flood they will not pay for the cleanup and there we have sausalito, which is now being very careful with how it hands out a bid for the cleanup. Granted these are all very different circumstances, different scales of disaster but in each one we have a municipality which is jumping hurdles and having to check every single box that it needs to check to get that fema money. This is something we have seen before. Now, how long does the stuff come back . They think the cleanup will get going in september but it is not going to be fast this is a big job. What we see around september or october . More rain. Theyre hoping they can get this cleaned up before it starts raining again and there is one more thing i want to show everybody. I remember this from the day it happened and it still blows my mind. Look at the building beside with his landslide happened and look at just, i do not want to call it other than the splash of the mud, imagine the mud coming from up above, it hits the house and knocks the house. But there you can see the explosion of mud that went up against the side of the building that made it through here. It was a pretty spectacular slide here in sausalito. Amazingly nobody killed. He is now facing attempted murder and conspiracy charges Police Say Two groups of teens open fire on each other back on july 2nd is sending shoppers into a panic. A 14yearold boy was also arrested in San Francisco, he joins two other teens already in custody. Oakland Police Custody says that five officers involved in a deadly shooting should be fired. Reporter the head of the Oakland Police Officers Association is calling these termination letters uncharted territory. This is video from march 13th, the night five officers were involved in the shooting of joshua pawlik. Joshua pawlik was found unconscious between two homes on 40th street with a gun. The officers tried to wake him and claimed that he pulled a gun on them as he woke up. They opened fire in response. The Oakland Police Officers Association president , barry donna lynne, says the determination termination letters are unprecedented. Is been investigated by five different entities. Police department, the executive force review board, the chief of police, the Alameda County District Attorney and even the investigative arm of the police commission. The officers who went there have all been exonerated. Reporter but we learned today that the Oakland Police commission is recommending the same officers be fired. Regina jackson, president of the Oakland Police commission sent via text message that the Discipline Committee stands by the reports. He but donna lynne would like to see the reports. I cannot type with the basis for the terminations are because neither the officers, their lawyers, or this union has had the opportunity to read the basis for the notices of termination. Reporter in a statement a spokesperson for the city of oakland said under state law the officers will be afforded their Due Process Rights am including a skelly hearing but for the final imposition of the death discipline. Now the dates for the skelly hearings have not been set yet. San leandro please have a least body camera video of the moments leading up to a deadly shooting last month. A brief clip from a neighbor shows 56yearold Anthony Gomez holding a machete on north boulevard on june 11th. Officers went to the scene and ordered him to drop it. Dropped the weapon. Dropped the weapon. Gomez did eventually let go of the weapon. Then police say he retreated to a nearby porch and sat down, refusing to surrender. Officers coaxed a woman off the same port. Then, according to police gomez is set up with a dark object in his hands and swore at Police Officers. Anthony, put your hands up anthony. Gomez was shot once in the upper body, died at the scene. Police say he was holding a dark painted piece of wood similar in size to a handgun. San leandros police chief says an investigation will help determine whether officers acted in line with the department policies. San Francisco Police are investigating a fatal pedestrian collision. A 54yearold man was hit by a truck this morning. It happened near fifth and marquette. The truck driver kept on going. He was later pulled over across town on broadway. Police are now saying the driver may not have realized that he struck the pedestrian. The man later died at the hospital. This incident follows a familiar pattern in the city clogged with both cars and people. This could happen to anybody. You want to think it cannot happen to me, but at this point with the state of our streets and what we are seeing happen, i no longer feel like i am safe at all. This is the 12th person to be killed while walking in San Francisco this year. The citys vision zero goal is to bring that number 20 2024. Reporter palo alto residents are wired by a plan of an all girl school expansion. The school is located on bryant street in embarcadero about a halfmile from stanford. The expansion involves a new underground parking garage. All cars entering the structure would empty out onto this small treelined street behind the school. The Environmental Impact report describes the effect of the schools expansion on traffic is significant and unavoidable. Echoing the complaints of many neighbors. They will basically destroy this neighborhood, this section of emerson street. We need to work with the city of palo alto to revisit our plans and look at how we can modify our plans so that we can minimize the traffic impact on the neighborhood it will be up to the city council to ultimately decide what, if anything, is built on the school site. Taking the First Step Towards tuition freezes for students, the uc regents discussed a plan for locking in the cost of college with each incoming class. Melissa caen has details on how that is going to work. A lot of parents excited to hear this news. Reporter the uc regents wrapped up their meeting and one important item on the agenda was in the called cohort based tuition. That means that each class of students would have a set cost for college for at least four years. This is what happened in 2011 with the uc regents voted to raise tuition for the eighth time in 10 years. No one around any table ive ever been to wants to raise tuition. It is the last thing we do. Reporter Sherry Lansing was one of the regions who heard a proposal today that could end student tuition protest by only hiking tuition for people who are not in school yet. Rub ski but not raising tuition, we often impacted the quality of the university. Reporter currently tuition for instate students is 1442. That is about double what it was in 2007 and three times what it was in 2000. Cohortbased tuition would keep costs flat for students while they are at uc schools. The presentation today looked at a six year limit. Another regent said it should be more than four years. Just had a report yesterday around student debt and it was very clear that underrepresented students and low income students, take a longer time to degree and graduate. Reporter but the system or for the system to work they would improve a small tuition hikes for each incoming class. The state would have to agree not to slash funding. It is absolutely essential that our allies are that the legislature and the governor are on board with this, because if you dont have that steady, moderate increase in a variety of sources, this all falls apart. Things are still very preliminary. There are still a number of questions like should the cap apply to just tuition or all the cost of attending at uc. And should we treat graduate and undergraduate students differently. A small group of regents will look at these questions and more and report back to the board in the coming months. Officer tim ride had been on a leave of absence for a year and his first call on his first day back was a doozy. A 56yearold man was near this man in the parking lot of a private school yelling to himself and throwing bottles. When officer wright got there he ordered the man to get out of the van, which was smoking. He heard us because why . We knew he heard us but he would not take his hands out of the van. As i looked, in retrospect i think you are starting a fire. Reporter officer chris says flames engulfed the van and was only one option. At that point we made the decision that we had to go grab him or he was going to die in a fire. Reporter as the stills from the body camera show it was not easy. You can see the man lunging back into the van. He dove and stick his head on the front seat. He was on his knees with his head here. With small explosions going off. Reporter there are now three officers trying to pull him out. His arm flipped around the tire on his back and we are pulling up. I think i had him by the shoulder. I think chris had him by a leg. And greg had him by the other leg. It was officer greg made the decision, i think correctly, to use the taser to stun him, and then he let go. Reporter they dragged the man, who is 62, 230 pounds to safety with seconds to spare. As we got him a ways back from the van and exploded and blew all the windows out. Reporter turns of the van was filled with propane and other combustibles. The man suffered burns to his arms and smoke inhalation and was taken to the hospital for psychiatric evaluation. This man wanted to stay in the van when i leave him in there . He did not want to stay in there, it was his Mental Health condition that made him want to stay. I do not believe he wanted to die. We had to get him out of there and get him the health help that he deserves. Are you a hero . No. Why not . I was doing what had to do at the time. Any officer on the Police Department wouldve done the same thing. Reporter and sam josi, kiet do. Switching gears, are you missing any amazon packages . They may have been a delivery van that was stolen in contra costa county. A driver had just gotten out of his van in el sobrante when a man jumped in and took off her. Officers recovered the van the next day and arrested a suspected accomplice 70 packages were gone. Investigators are still looking for those packages, along with the suspected carjacker. He is identified as 48yearold charles farmer. If you know him, give the contra costa police a call. A san mateo woman is accused of stealing from elderly residents at the care home where she worked. Investigators say 29yearold abigail used bank cards belonging to nearly a dozen residents to pay for nearly 3000 with the right shares and food deliveries. A 97yearold resident at sunrise of san mateo apparently cracked the case. Investigators say she noticed suspicious charges while reviewing her finances with her daughter. Abigail has pleaded not guilty. Reporter thousand San Francisco homes could be at risk of burning to the ground following a major earthquake. That is according to a new civil grand jury report. If found, the city is at least 35 years away from extending a seismically safe auxiliary water supply to the Outer Richmond outer sunset and bayview hunters point. Of course, there is a good chance a large quake will strike the bay area before then, rupturing gas lines and igniting deadly fires like we saw in the am arena in 18 1989. After the great quake in 1906 it was fire that did most of the damage killing 3000 people and destroying about 28,000 buildings. The grand jury is recommending getting a quick safe water system into those vulnerable neighborhoods. No later than 2034.
