Democrats on capitol hill want to hear from top immigration officials about an explosive new report that claims conditions at Border Patrol facilities are so bad that one manager called them a ticking time bomb. New photos show severe overcrowding. The Homeland Security departments Inspector General says at one facility some adults were held in standing room only conditions for a week. That follows a recent visit where democrats toured facilities in texas and claim to have seen horrifying conditions. Mirey Mireya Villarreal is in mccallum, texas at a facility spotlighted. Mirey mireya, what are we learning . Five officials have been here at the southern border, this is one of the busiest in this country. They are mainly concerned with the overcrowding and they actually say prolonged detention is creating this sort of Immediate Health risk to both the migrants and also the agents that are working inside with them. Love not hate makes america great. Across the world tuesday, hundreds turned out demanding Migrant Detention Centers be closed. We are collectively astounded and horrified at the cruelty that is going on at our border. Reporter the office of the Inspector General released these photos tuesday allegedly showing dangerous overcrowding at several border facilities. This one from early june apparently shows 71 men being held in a cell with the capacity for 41 women at Border Patrols fort Brown Station in texas. In its new report, the office says overcrowding is so bad, desperate detainees at one facility went so far as to clogging toilets with mylar blankets and socks in order to be released from their cells during maintenance. Investigators also say they observed overcrowding at facilities where children are being held and that many are being held longer than legally allowed. At three facilities they visited, investigators say children had noa access to showers, and at two facilities, no access to hot meals. This video of a 12yearold migrant girl speaking to her immigration attorney about the alleged conditions of the Border Patrol facility in clint, texas is where she was held for 12 days. They gave us little food. Some children did not bathe, the girl said in spanish. They were mean to us. The department of Homeland Security did not comment for our story, but they did acknowledge the findings in this oig report, calling whats happening along the southern border an acute and worsening crisis. Now, the Oversight Committee for the house has called an emergency hearing to address the findings of this report. They have asked both the dhs and cbp heads to come and testify next week. Mireya, thank you. The incoming president of the American Academy of pediatrics toured two cdp facilities last week and told cbs news they are no place for children. Dr. Sara goza received these pictures from a social worker that were drawn by children in cpd custody showing children in cages. She told us about the drawings and what she witnessed inside the facilities. When i opened the door, the first thing that hit us was the smell. It was a smell of sweat, urine and feces. And i heard crinkling to my left, and i looked over there and there was a sea of silver, and there were unaccompanied boys in there and they had no expression oz thes on their fac. There was no laughing, no joking, no talking. I would liken them to dog cages and the silence was hard to see. Dr. Sara goza there. It paints a terrible picture, and imagine the effect its going to have to these kids the rest of their lives here in the United States of america. It should not be. Its a devastating report by every measure. We as adults can debate cages or not cages but those drawings tell it all. Youre right about that. In the next hour, democratic president ial candidate Julian Castro tells america what he would like them to do along the southern border. The government is going ahead with a 2020 census form that does not include a question about u. S. Citizenship. This follows a court ruling blocking the question, unless the Trump Administration can explain why it wants it included in the first place. He said asking about citizenship would lead hispanic and puerto rican people to avoid the census altogether and that could make it difficult for several districts. Homeland security acknowledged the findings in this report calling whats happening an acute and worsening crisis. A navy s. E. A. L. Is expected in court after being acquitted of the most serious charges in a war crimes trial. The pentagon is rolling out military hardware for a fourth of july unlike any other. Lets talk about things that captured national attention. Tanks and armored infantry vehicles. One of the best and worst times for people to hit the road. So, you know, always sweet. Im Anthony Mason with Tony Dokoupil and gayle king. Shocking new pictures reveal how serious conditions are inside border detention facilities in south texas. One image shows 71 immigrant men held in a cell designed to hold just 41 women. Another shows a man with a sign that appears to say help 40 das here. The findings from the Homeland Security Inspector General. What does the report say . Reporter this is a 16page report, and the facility that you see behind me is actually included in this report. Also included is a comment from one of the facility managers. He calls this whole situation is ticking time bomb. Now, unannounced inspections were made to five facilities and two ports of entry in the Rio Grande Valley in june. Inspectors found serious overcrowd overcrowding and prolonged detention. Some men were held in standing room only cells for more than a week. Others packed in cells at double the capacity. Children, more than 2,600 of them, were detained in similar conditions with some lacking access to showers, hot meals, or changes of clothes. And 31 of the kids were held longer than 72 hours. Thats legally allowed, with some being held more than two weeks. This is all particularly concerning given that there was a 269 spike. Thats 269 in family happ appre in this region between october and may compared to the same time last year. Now, the department of Homeland Security has opened two tent facilities on the southern border. One not far from here, another closer to he wiel paso, and then to open another tent shelter in the next month to help with the influx. The department of Homeland Security acting secretary Kevin Mcaleenan told cbs news in may after touring these facilities that these facilities are just overrun and this is a humanitarian crisis. But this is also something that chiefs for Border Patrol and agents working in this area every day have been shouting from the rooftops for over six months. Tony. All right. Thank you very much. Democratic president ial candidate Julian Castro says crossing the border without permission should not be a crime. He wants to increase aid to Central America to help congress the immigrant crisis. The former secretary of housing and urban development is us with as part of the road to 2020. Secretary castro joins us at the table. Good morning to you. Good morning. Good to be with you. I dont know where to begin. You look at those pictures. They are heartbreaking and so disturbing. You heard words like ticking time bomb, it seems like we are criminalizing desperation here. What would you do . What do you think should be done right now. What i think should be done right now is a lot of these folks have relatives who live in the United States. We should immediately invest the resources to get them into the hands of family members who live here or, for the children, family members or foster parents. People who are willing to step up, as they have been before, and to take care of them to get them into a loving home. I also believe in the long run that we shouldnt be detaining families or children like this. Thats why i have called for the repeal of a law that has allowed this Trump Administration to incarcerate these parents and then separate them from their little children. We need to end that. In the long run we need a plan for Central America. We had 144,000 people that came to the southern border. They are coming because they cant find safety and opportunity in their home country. We need to partner with honduras, el salvador, guatemala so people can find safety and opportunity at home instead of coming to this country. You are in favor of decriminalizing border crossings. If you do that, how do you still have a secure border . Two things. Number one, decriminalizing but they are still part of a court process. Its a civil process. Thats the way we did it from the late 1920s to 2004. This is not something radical. Its the way we used to handle it. Secondly, we have 654 miles of fencing. They have thousands of border personnel. We have planes. We have helicopters. We have guns. We have security cameras. We have boats. We have a border that is being secured and we can maintain security, but what we ought to do is use compassion and common sense and not cruelty. And what you see there, those images that you see, thats not who we should be. That is evidence of a dark heart of cruelty of this administration that i think is unbecoming of this country. You said earlier you think the cruelty is almost on purpose. Whats the point of that cruelty then . Well, its clear that this president has used migrants as a kind of political pinata to get elected. Thats what he did from the moment that he walked down that escalator, came down the escalator in 2015. He did it in the campaign in 2016. He continues to do it. On their backs, he thinks he is going to win another narrow Electoral College victory, but at the same time this is not who we are as americans or should be, and he is betting on that cruelty. Im betting on the idea that people know there is a more effective way to do this and im betting on compassion instead of cruelly. What do you make of the fourth of july plans in washington this year . When i saw that the National Parks service is dedicated 2. 5 million out of money that they are supposed to spend on other things, on taking care of the parks for things like the tanks that we saw, that are going to realoll down on the National Mall, its interesting. In the Obama Administration we reduced veteran homelessness by 47 between 2010 and 2016. Thats what we were focused on. Taking care of our veterans who served this country. It started to go up in the Trump Administration and instead of addressing Something Like veteran homelessness, he is spending it on boosting his ego with a parade thats fundamentally about him and then getting tickets into the hands of wealthy donors for the Republican Party. What a waste of money. I want to ask you about an issue that came up in the debates about private Health Insurance. When asked whether theyd eliminate it, you did not raise your hand. Do you think the party rivgss losing key voters by bringing up eliminating private Health Insurance . No. I mean, i think that there is support both ways. For me, if you look at whether its the canadian system or some of the european systems that have universal health care and where the government, governmentrun health care is the primary means of delivering health care, they still have the ability to have a supplemental private Health Insurance plan. So i believe that if somebody has a supplemental private Health Insurance plan, thats fine. But the default should be medicare. Secretary castro before we go, you had an ego boost with the debate the other day. Your numbers took a little tick up . Yeah, there is a poll out today. Just today, i heard. Yeah, this morning, which is the first poll that shows me getting up into that higher tier of candidates. So we got a lot of momentum and we are going to build on it. You know your competition as well as any of us. In fact, better. Who do you think you could work with in an administration or a split ticket . Of your competitors, of the other candidates in 2020, and i want names, secretary, i want names. There is a camaraderie and competition. I have had a chance to talk with a number of them. Good conversations with elizabeth warren, cory booker, kamala harris. People ask about vp. I say i am just trying to get the nomination right now. Those are three names. Thank you. She is a vegetarian, her husband eats meat. What is in this . This is so interesting. These companies are not necessarily catering to people like me vegetarian, abobut to m husband, those who eat meat. They are mimicking the taste, chew, text ter, even the bleed. That is weird. Yeah. The beyond burger, for example, impossible burger differ in kind of the key components of their pro dean. Beyond burger used a peabased protein and impossible used a soybased protein and they have either canola oil or coconut oil. Also you find the beyond burger in the meat section. They are specifically putting it there because they want to capture that market. Can you capture the taste . Maybe you are not supposed to capture the taste . One of the differences between the two is impossible burger says they found the reason meat tastes like meat. All animals and plants have it. They basically have extracted this from the roots of soy plants and then grown it in yeast and then taken that heme and put it in the burger. Are they healthy . These plantbased burgers, are they healthy . Not always. Just because something says its plantbased doesnt mean its healthy. You have to read the labels. When you look at the labels of these two, for example, again, they are relatively similar in terms of calories, 250 calories, 20 grams of employee teen. They have sodium in them. 400 milligrams. They have a decent amount of saturated fat, 68 milligrams, sorry, grams. The recommendation 13 per day. And then no cholesterol. You know, they are relatively healthy. Tony, youre going first today ive got a story about hand dryers in public restrooms, bus stations, airports. I just ran into one yesterday at a row letter rink. You ran into one . The bump on my head is from i encountered one in the wild, and so if youve ever gone with a kid, the dryer is at ear level for them. Its like a jet engine. And it turns out that a kid, 9 years old, now 13, did some research into how loud these are. Its more than a jackhammer. The accelerators, 114. Dyson, 108, another, 101. It can actually cause damage to your childs ears. I never thought about that. I know theyre loud. I never thought they were damagi damaging. Good to know. Go back to paper towels. Singer Pharrell Williams had a surprise announcement during a commencement speech to graduating Charter School kids in harlem. Take a look. For every member of the 2019 graduating class is guaranteed d an intern ship waiting for them, you, next summer. How about that . That mean 1 14 graduating school of the two charter high schools of the Harlem School Charter Academy will get intern ships. Theyre into college. This is an extra bonus. Nice to go to your graduation and not only get a diploma, a speech, but an internship. I think some might have thought he was going to pay for their college education. Thats very, very good. Especially with him. Its about providing kids access and connections where they might not have gotten it. You go, pharrell. This is mine. A restaurant has come up with an ageold problem, men know this. Women saying im not really hungry and they help themselves to your meal. This is mama des. Also if im paying for the meal, i think im entitled. I sometimes doan want to eat that much and ill take it off of katys plate. There you go. Were moving on to our series issues that matter. Were taking a look at challenges posed by china. Chinas expanding global influence directly competes with the u. S. Military and economic might. Some candidates took aim at President Trumps approach to china. The greatest geopolitical threat to the United States right now, congressman delaney. The biggest threat is china. China na and climate challenge. China. Theyre wiping us around the world economically. The president has been right to push back on china but has done it in the wrong way. If you look at what china is the perfection of dictatorship. Michael morell was Deputy Director and acting director on the cia. Good morning. Good morning. Do you think theyre a threat . I sure do. If youre going to make a list, it ee long. Theres only one at the time and theres a big gap. And thats china. Whats the gist of the threat . They pose an economic challenge to us. We used to be economic complements. Now were competitors. Theyll dominate the Economic Future and dominate the military and intelligence future. Were also military competitors. Theyve gained on us more rapidly than never has. Militarily. Militarily. If we were to fight a war, we would struggle to win and possibly lose that war. And third, theres a politiclio challenge. Theres a come pe tilg around t the world between u tats and china. In africa, theyve been very aggressive. Particularly east asia, which they see as the place ta they should dominate. They dominated it once historically. They lost it. They think its their rye. They want that back. What do you think of chinas theft of our intellectual property . I think its huge. Billions and billions that make their firms more competitive against our can countries. Its significant. Theyre one of the few countries in the wonts to steal for competitive advantage. Youre not going to hear any of the 2020 candidates say anything niebs President Trump, bow do you think he deserved carets for standing up and calling china a problem . Yes. Hes probably the first president to stand up and say heres what theyve done. Steeing intellectual property, unfair trade practices, demanding things of u. S. Companies that we would never demand. He gets credit for that. But he hasnt been ee fillive. Hes focused on only a narrow slice of it. Mike, how do you deal with chinas growing influence . This is the tough question. Theres nobody in the National Security realm whos figured this out yet. Nobodys said heres the solution. Ill tell you this. There are two musthaves. They must lead in the world an thn e we need to puktd together a kol lalgs. I think the biggest has been pulling out of the Transpacific Partnership because thats exactly what it was. If you want to play the world in a big way, you need to play by the rules. Lets talk about the trade rules, theyre on, theyre off. What do you think . I would rather fight these in a World Trade Organization rather than through tariffs because tariffs at the end of the day undermine american consumers, and i think p. I would rather fight it in the structure weve built rather than a very nasty public way. What do you make of hong kong and the challenges they fight. These are things we talked about earlier in terms of china wanting to dominate east asia. China told hong kong in 187 were one nation but two different says. You can keep it. Since then theyve eroded year by year by year. But you know that. Right. And china didnt keep their promise and its driving hong kong toward aauthor tear yummism. And you think thats inevitable. Thanks for all the chills. Good to see you, mike. Its your turn. Were milwaukee. Ahead, youll hear good wednesday morning. A breezy start to the day with Cool Conditions, low clouds and areas of fog. Tomorrow we celebrate our countrys 243rd birthday in honor of independence day. We asked 21yearold Amanda Gorman, the inaugural youth poet laureate of the United States to write a poem. They perform one of the most famous fourth of july concerts each year. We asked them to bring music to mefr people. 12 score and three years ago to be exact, the founders dared to declare the most refb laugsary act, a path sworn for liberty and equality. Auto of many was born one people, a teaming nation made ofi very nations, a foundation, a draem. For life, liberty, and the pursuit of happiness. Today we gather where our founders words gnot diminished but also where the work goes not finished for its not at just in the declaration of independence but the everyday declaration of its descendants that make the people equal. It is our right and our world to remember these words scratched on a scroll that we may live them. We roll up our sleeves. We believe in our dreams and these american stories in the glory of the struggle for it is from our struggle that comes our nations strength for the length that we fight for what is right. The fullest measure of our countrys might. And while we cannot shake or cast aside our past. Every day we write the future. Together we sign it. Together we declare it. We share it. For this truth marches on inside each of us. Americans know one another by our love of liberty when, in fact, we were liberated by our love for one another. We understand that a house divided cannot stand, and so let us make a pact to be the country that acts as compassionate as we are courageous. In the declarations pages we write a knew order for the ages where out of many we are one, bright as a sun and bold as an eagle, a nation of all people, by all people, for all people.
