Investigators from the Highway Patrol filed an arrest warrant for kevin alanis 24 hours before he was shot and killed by park rangers. The criminal complaint accuses him of going down 30yearold matthew rios on the freeway. Physical evidence, and interviews that were put together, pointed to this individual. Rios was driving home from work when he was attacked. His mother is heartbroken by her sons death and is still struggling to understand how the alleged gunman could be someone she also considered family, her fiancis son. It doesnt make sense. Its like for me, its a puzzle i cant put it together. Simmons says her son and alanis bickerton generally didnt get along, but is waiting for definitive proof from investigators before allowing herself to believe that her stepson was guilty. The big question is why did all of this happen. What was the motive, and what triggered the attack. Simmons says her sons funeral is scheduled for monday and then she plans to sit down with investigators to get the answers and closure she is desperately seeking. A new wrongful death lawsuit says Vallejo Police used Excessive Force and violated and aspiring rappers civil rights by killing him. 20 road willie mccoy was shot and killed by police in february. Officers found him passed out in his car in a taco bell drive through with a gun on his left. As he began to wake up he reached for the weapon. The use of force expert found that the officers fired 55 rounds in less than four seconds. And that their response was justified. But an attorney for mccoys family says the shooting is part of a disturbing pattern. It allowed officers to engage in conduct of Excessive Force, lying, false statements. The new lawsuit calls for a federal monitor to review how the Vallejo Police operate. We reached out for a response to the lawsuit and so far we have not heard back. We saw some of the units that they were accused of illegally converting into living space. Reporter oakland deals with a lot of and bad landlord cases, but they say this case ranks pretty high up there. One tenant shows us her home. A groundfloor office that has been illegally converted into different rooms. You can see the two by fours and the plywood that were used. No sheet rock, not even doors for those rooms. Tenants used curtains for privacy. All the first floor tenants in this east oakland welding speak little to no english. The city is suing the owners, the city believes in addition to owning a taxi business named friendly cab, they also have a real estate empire. These are extremely wealthy people who we believe have at least 150 properties in oakland. The oakland focuses on six properties, some of them have been red tagged like this warehouse near the oakland airport. The city says the couple converted it into about 20 residential units. Fire safety is a big one, rats, cockroaches. The landlords attorney tells me over the phone, his clients are nice people. And they will work with the city to fix some of the problems in the lawsuit. It also found that other states require medical care to be provided insight detox facilities while california doesnt. I just think its time that we all stand up and say enough is enough is enough. We dont even know how many facilities there are very senator jerry hill introduced a bill that would require the department of Healthcare Services to oversee sober homes for the very first time.
